Kass on "Barbarians"

  • It looked like any other Chicago alley in late November. A gray sky, gray trees, asphalt, gray squirrels hopping up on black garbage cans.

There was no sign there saying that the thugs have stopped fearing the police. But you don't need a sign if you look at the numbers: five officers from the Chicago Police Department shot to death in the last six months.

Last week on Black Friday, it was Officer Michael Flisk, 46, a decorated evidence technician killed as he quietly dusted a garage for fingerprints in broad daylight.
The more facts we learn about the shooting, the more obvious it seems that the Illinois criminal justice system is completely broken and of the rails. Violent parolee on home monitoring, serving half sentences, caught dirty on parole violations and released without serving the remaining sentence, the entire deck is stacked against anyone completing a sentence as mandated by law.

And of course, the bleeding hearts even speculating whether or not this qualifies as a death penalty case. We are so doomed.

On the day BEFORE Thanksgiving, there was a story that didn't get much attention. It involved a Cook County officer taking a bus home from work, getting harrased by some young thugs, with the bus driver pushing his panic button and the officer having a fatal heart attack. Again hell-bent thugs involved in the death of a good man.

OT -- Heads up to 024 -- just caught this -- convicted "police personator" I have personal knowledge of, with years-long problems, is on street again on parole, probably in 024 area.

Guy's name is Andre Barkanov, b. 1968, came over here from Russia as a teenager, went to Mather High School. Used to be on CB radio in Rogers Park area constantly, calling himself "2424." Was suspected by other radio users of thefts of their equipment, and I did hear on WBBM Radio one day that he had indeed been nailed with a load of stolen CBs, police scanners, etc. I guess he just kept going along this path, hopeless wannabe cop, thief, reject.

Just spotted this now on the IDOC web site completely by accident -- go run the name now if you need the pic and description and particulars. It will disappear from the site in about ten days when he is released from parole.

Someone to keep an eye on...don't need any more surprise partners sitting next to you in the car.

It's too weird.

Don't be so quick to judge. He could STILL be facing some serious repercussions from friends or family members of any of the involved bad guys. At least he IS stepping up now and his testimony will undoubtedly be valuable when it comes to sentencing, especially in a death penalty case, to show how the shooter is COMPLETELY beyond redemption or rehabilitation.

These liberals think they're so damn smart that you can't even reason with them.

How in the hell can someone burglarize a garage, shoot an on duty copper and a citizen (former copper) and not get the death penalty? And I heard that this louse came back and shot the 2 victims again to make sure they were dead. If that's true, how can that not qualify for the death penalty?

I would gladly let the death penalty go if LIFE IN PRISON, MEANT LIFE IN PRISON. It doesn't. Some dim-wit might parole this shitbag one day. You just can't trust liberal politicians, liberal judges or liberal voters. They're a danger to society because they're too stupid to act rationally. They have to constantly prove to everyone how open minded and caring they are.

The problem is IDOC day for day good time, non cooperating witnesses and a dumb ass moratorium on using the death penalty.

The sad part is that this POS would have eventually killed more people whether he served half, three quarters of all of his sentence. He is a violent POS with no regard for life and he has now become the poster child for why we do need a working, functioning death penalty in Illinois. LIFT THE MORITORIUM NOW!

Last year we locked up a guy that was on parole for an armed robbery for uuw by felon! He served half of his original sentence and we locked him up with in one week of his release. He plead out on the uuw charge to one year in Idoc! No parole violation! So he will serve six months for the new uuw charge and no more of his armed robbery charge! He is serving less than his original sentence for two crimes! I don't think the department of corrections corrected him! When we locked him up he fought with us and later while processing him he said that he wishes he would have had the chance to kill us! All of this was in the report and yet they still plead him down and gave him a year! Cook county needs to change their ways!!!!

Seems to me that this might have something to do with the Department of Corrections. Here's who to ask...

"CHICAGO – September 3, 2010. Governor Pat Quinn today named Gladyse Taylor as acting director of the Illinois Department of Corrections...Taylor...has worked to improve efficiency within the department while preserving public safety and working to reduce recidivism rates.[They have a rubber stamp that says that -- they use it in every press release.] She replaces Michael Randle who announced his resignation this week.

“Gladyse Taylor brings a wealth of management experience to lead the Department of Corrections,” said Governor Quinn.

"Before joining the state, she worked as a finance executive in the private sector. She holds a business degree from DePaul University."

Just like the City of Chicago - everything Hubermanized, run by interchangeable "managers" who don't need to know anything about the area they work in, but are switched from job to job like light bulbs being screwed into a socket.

These people keep pretty busy flying around to conferences, giving each other awards, and so forth.

"SPRINGFIELD – June 16, 2010 –The Illinois Department of Corrections (IDOC) will host the 4th Annual Women in Corrections-Illinois Conference Aug. 31-Sept. 2, 2010, at the Regency Conference Center in O’Fallon, IL."

"ACA 140th Congress of Corrections Comes to Navy Pier

"IDOC is awarded American Correctional Association's top Honor

"CHICAGO - August 1, 2010 - As groups of Correctional officers, staff and leaders from across the country descended on Navy Pier they all had one thing in common; to teach and to learn the latest and greatest innovations in the corrections industry..."

There is actually a guy whose job title is "Chief of Performance Based Standards."

While this pompous, unbearable, numbing pseudo-corporate gibble-gabble pours forth, and an elaborate dinner is served in First Class, we get Timothy Herring, running wild on the street with a pistol.

"A Stroger Hospital police officer with 19 years on the job died on Tuesday -- and his family says he died of a heart attack after being harassed by local teens on a South Side bus.

"Dwayne Parks, 45, the father of 11, apparently fended off some punches from his harassers but dropped dead of a heart attack just blocks from his home, his family said.

"An autopsy is "pending police investigation" and additional medical testing -- although initial reports indicated he was badly beaten.

We are our own worst enemy. When the rank and file called for depolicing, I knew that we would loose the respect we had on the street. Well I hate to say it but I think I was right. Well the time has come, I think we have won the battle ( Daley leaving office and not 1 candidate for mayor said that they would keep Weis), but we are losing the war. I am asking all of my brothers and sisters to stand together and regain the respect that we deserve. I am calling for zero tolerance on every criminal who lives or commits a crime in Chicago. No one is asking you to work in the grey area but to charge offenders for everything or
anything. It doesn't matter how petty the charge! We will
disrupt the criminal enterprise but hurting them financially.
Everyone arrested will get long formed, tickets written, cars
impounded. This will be a full court press. Don't tell me
about being stripped and worry about being charged
federally. Because I been there and done that. As a
veteran officer I feel that this is my duty to create change
when I see we are going in the wrong direction. Let's make
sure we cross our t's and dot our I's because there are still
people who would love more than to fire or prosecute a Leo.
Mistakes are made because we don't completely know or
understand the law and our rules and regulations. So
implore you to brush up on both and ask questions. Now
you can criticize my post for it's grammatical and spelling
errors or it's context or you can stand with me and fight the
evil that we face every day. I think we owe the latter to our
fallen brothers and sisters. St. Micheal pray for us and protect us as we fight this battle. iPhone users check the application called case law cop.

Well you know what though.

Just like the boys in the hood have been conditioned that these daily shooting events are what they are, a daily occurrence, and no big deal - we too are being conditioned with each new shooting are we not?

I mean for example a simple process of taking the time out to lower a flag in the district out of respect for the fallen.

It's too much trouble to have to do it AGAIN and AGAIN right? Where's the mayor?

The top cop made some comments back on July 9 when Officer Thor Soderberg was gun down that I think are worth revisiting.

--clip-

"I simply cannot understand how a person can have such a total disregard of life and for those who keep order on our streets that he could attack, disarm and then shoot and kill a uniformed police officer in broad daylight," Weis said at police headquarters, 3510 S. Michigan Ave.

http://www.chicagobreakingnews.com/2010/07/suspect-charged-in-officers-shooting-death.html

--end --

Our leaders may need to look in the mirror when it comes to the total disregard for life...I still haven't see the mayor, have you?

Furthermore it's a problem when the top cop claims to not understand your enemy for lack of a better word.

I would have hoped that pulling down what is it? A $300K a year wage? That maybe some criminal social or psychology retraining is in order to help him understand.

Seriously, look at the other top cop comments on the above link and it should be no surprised cops are still getting shot in broad daylight. He doesn't understand.

---clip---

"This is the time of the day where officers breathe a sigh of relief. Their tour is over and now they get to be with their families and their friends," Weis said. "However because of the incomprehensible acts of a 24-year-old convicted felon, Officer Soderberg did not make it to that volleyball game. Officer Soderberg was killed by this vicious criminal," Weis said.

----end--

and

--clip--

Asked about what could be done about security at police parking lots, Weis said police facilities have video surveillance, but added that little could be done to prevent such attacks by people with little regard for human life.

"There's really no level of security you can put up that will prevent a person like that from attacking someone. And unfortunately we lost an officer in this case," he said.

---end---

Well we have a lot of "persons like that" out there.

Like cockroach's where you catch one and think it's the end and then there's three more that take his place.

All I can say is that we better get someone is charge that does have a plan and knows what kind of security to put up to combat this.

A person that can understand how a person can and will take you down in broad daylight.

What happens if the real-deal terrorist hit. Will we hear " There's really no level of security you can put up that will prevent a person like that from attacking someone." and all shrug our shoulders?

The M.O is clear.

Soderberg got it in broad daylight, after work, when you can breath a sigh of relief.

Thomas Wortham IV. got hit at night - off-duty as well.

Michael R. Bailey was downed in broad daylight - off-duty in front of his home.

Top cop say's there's no way to defend against it. And he doesn't understand how a person can do it - and that's a problem! We need change.

I would like to tell the Mayor to his face that contrary to his opinion, crime on the streets is NOT caused by guns. It is caused by corrupt politicians who do nothing to fix this justice system and everything to circumvent it by failing to keep criminals in prison. One constant of the prison system that makes me crazy is this one day off for each day of good behavior. WTF? It is as ineffective and broken as the political process from which it originates. We have a case in Downers Grove a number of years ago where the clerk at the Speedway on Ogden was shot to death in an armed robbery at 0200hrs. When the cops figured it out, it was some jag off who was on electronic monitoring from Cicero as I recall who killed this poor guy, working his $10 an hour job.

Never thought I would be saying this but I no longer think depolicing is an acceptable strategy. I think we need to all step it up in as safe and as legal a manner as we can. No, I am not a boss. I am a regular PO in a busy district.
Some of you will attack this idea given the climate of lawsuits and prosecutions of police officers. While I sympathize with the reasons behind this position and have myself been sued multiple times and seriously injured in the line of duty I believe a fear of prosecutions and lawsuits has ultimately led to a less safe environment for us and the city as a whole.
Truth be told, despite my multiple suits and the stress they have caused, I have never paid a penny out of my own pocket.
Despite what some cops want to tell you, there are legally sound ways to make arrests and solidify a solid chance of conviction. the department needs to step up the training it offers to patrol, specifically in arrest and case report writing and search warrant writing. Also the merit promotion process needs to end ASAP. It has created an environment where the lazy and incompetent are expected to lead when they often lack the knowledge and expertise to do so. This has greatly contributed to an understandable environment of institutional malaise and despair. This current environment is one where cops no longer no how to cover there asses on paper: no one has shown them how to. I hate to say it but you now have hundreds of cops who never were the police. For this they can't be faulted: no one ever showed them how. Their FTOs sucked and were themselves not the police and they have gotten the clear message their whole careersthat their bosses really don't give a fuck. Furthermore, the Cook County courts have become a joke. Misdemeanors apart from domestic battery, are seldom prosecuted. Felonies, including UUW, that in other counties would result in serious sentences lead to "felony probation" in our county. All of these things have contributed to a demoralized and dangerous environment for the police. Lastly, but perhaps most importantly, the city has to hire more and good cops. These recruits needn't be geniuses or have college degrees: a genuine passion for the job and an ability to write in clear English in such a way as to successfully prosecute a shithead will suffice. A written language test combined with the POWER test would weed out all who wouldn't pass muster. I wish us the best. Maybe when this current shitbag Supt. leaves we will step it up. Be safe.

023 AND 024 The entire city is, with the exception of a handful of districts is a damn warzone.
Don't assume all of the south side is ghetto, unless you want to paint hyde park, pullman, mount greenwood, chatham beverly and garfield ridge with that label.
But we all know how safe sauganash, with that recent home invasion/murder is, don't we?
And I don't consider thugs and gang members barbarians, they are something less, they may be the waste material of real barbarians, not barbarians themselves.

The yuppies want the bad guys to get caught all sanitary like on TV and to always have a rock solid video taped confession or have CSI get the DNA off a cigarette left at the crime scene. All in one hour.

They like sausage too, they just don't want to watch how it's made.

To 10:03 pm, You are correct, PO KK dispatched that loon in 023 with a S&W 44 with special, not magnum loads.

These days, the 190 gr .45ACP round can pack the same punch with a light, but heavy enough, load with some great kinetic energy.

9mm sucks to work the street-carry a pistol with a 4 in the caliber if you can handle it.

Glock makes great .45s, but one is better off with a SW M&P if you want to carry a .40cal. S&W engineered it better with it's own frame, Glock just used their 9mm frame and their .40 is hard on the hands after sending some rounds downrange.

Not hiring. Detectives class has not been Made in over THREE Years now and with numerous retirements. Hire police.

..................................

Do not fear! MSF is now detailing officers the detective area's! (This is a fact). Just another way to drain the patrol division and secretly pramote JPW's pet unit.
