Free Passes From Governor

You'd think that after a parolee just shot and almost killed two Chicago cops, the governor would just maybe delay making this sort of announcement. It's obvious that his part of the criminal justice system needs a second look - parole hearings, clemency boards, pardons for violent offenders:
  • Rosa Young-Bey Williams said she had been praying for what happened Friday, the day Gov. Pat Quinn made her one of 50 people getting pardons for past crimes.

The 64-year-old Williams now lives in Vista, Calif., but she said her teaching career was cut short when she was convicted for the Glendale Heights shooting of her ex-husband in the arm and shoulder during a 1988 domestic dispute.

“One day I just told myself I wasn’t going to take any more beatings,” she recalled Friday. “I didn’t kill him. I just shot him.”
Because that's what people do. If you want to get technical about it, her break came when she beat the "attempted first degree murder" charge. To only have been convicted of aggravated battery and armed violence was a gift. Everything afterwards is on her. But not anymore thanks to Pat Quinn.

And if this is the case the media highlights, we can only imagine what the other 49 cases look like.

BREAKING NEWS!!!

This just in. . .

Apparently the Superintendent has decided that black vest covers are not a good thing, and is going to restrict them to being worn underneath the shirt.

In his opinion, offenders are aiming for head shots when firing at police because they know the officers are wearing bullet proof vests. He apparently had this ephipeny on the scene of the 011th District shooting this past week.

At the Compstat meeting, he opened the floor to discussion of the matter. It was reported that Cmdr Kennedy nearly jumped out of his seat to agree with McStupid. Once Kennedy broke the ice, a plethera of other exempts also agreed with his finding. The only exempt to disagree (in a nice way) was Leo Schmitz.

The Superintendent then concluded that he will discuss the matter further in committee, but it appeared that his mind was made up. No more wearing of the vests over the shirt. Expect the order to come down shortly.

Interestingly, he didn't even think of the possibility that exterior vest covers help to protect against "friendly fire" against plain clothes officers, in that they are readily identifiable to other officers arriving on the scene. Maybe if they wore their vests on the outside in New York, they wouldn't accidentially kill each other so often.

Sorry. Disagree with you on this one, SCC.

People really need to understand that Pardons are NOT the same thing as Commutation of a sentence. Google, if you don't know the difference.

People are not perfect.
Sometimes, even good people screw up (Do I really need to 'name names' as far as this goes?) Sometimes, good people screw up BAD and wind up in prison.

But, it's possible that they can get their shit together and rebound... Pardons simply remove the collateral consequences associated with a past conviction. Do you really think that someone who committed some offense when they were young, or some low level offense, deserves to be blackballed from life, forever?

Being the internet, a bunch of pious, self-righteous assholes will say YES! FUCK 'EM FOREVER! but behind closed doors, we all know how it really goes...

None of this is to deny the existence of that subculture of permanently broken ghetto assholes who deserve EVERY OUNCE of what they get, but one time offenses, in light of a track record that demonstrates that person has been living stably and productively for a long period of time? I'm totally OK with giving them a second chance.

So this is the point in the conversation where a bunch of jagoffs will call me a "LIBERAL!" which couldn't be any further from the truth... but that type of sanctimonious, holier-than-thou bullshit is precisely why a lot of people are turned off by Republicans and wind up voting that way.

I agree with the decision to eliminate the black vest cover and make us wear the vest under our shirts. If not that, at least make the color of the carrier the same as the shirt you are wearing. I think it looks stupid to see all these black vests especially now with the word POLICE emblazoned across the back. And while you are at it, how about going one step further and eliminating those stupid baseball caps and the even more stupid shorts. How can anyones appearance command respect when you look like a big goof with a bb cap and shorts? Just sayin.

Ref. black vest covers: Does McStupid really believe that the bad guys on the street are such good shots that they have the ability, under combat conditions, to aim for and specifically hit the head? Jesus! Here's the fact. The bad guy thrusts his arm out at should height and starts firing - that's about head level. That's the reality. Let's be concerned more about WHY the bad guy is so bold rather than what color the vest cover is. You don't think that by now the street thugs don't know we are wearing vests?

OT: Mayor Richard Daley’s longtime press secretary has taken a job with the same international law firm that Daley joined last month, making her the third top official from his administration to land a job there.

Jacquelyn Heard, a former Chicago Tribune reporter who was Daley’s top message guru for 14 years, is Katten Muchin Rosenman’s new director of communications and public relations, the firm announced today. Her former top deputy, Jodi Kawada, also joined the firm, as manager of communications.

The firm also plans to open an office in Shanghai. During his later years as mayor, Daley established relationships with many top Chinese officials.

Katten Muchin negotiated the city’s much criticized long-term lease of city parking meters. Daley, 69, is a longtime friend of real estate attorney Terry Newman, a partner in the firm who is chairman of the Illinois Housing Development Authority.

Hey pea brain. The free 55 and out medical was a ploy by Daley to reduce the size of the CPD and rid the city of the most senior and HIGHEST paid coppers. That was a decision for the mayor and had NOTHING to do with Donahue, the FOP or anyone else.

Now that the coppers have taken advantage of it and left, I'm sure you will see THIS mayor take it away, maybe even from the guys who retired. Don't say it can't happen!

Finally, I don't know if you, or 'your guy' lost in the last FOP election, but grow up with the anonymous attacks on Shields. It makes YOU look like a cry baby LOSER and does nothing to support or solidify our Union. If we don't ALL pitch in and "row in the same direction", we will be the same bunch of clowns that old man Daley kept divided and powerless when he refused to let us unionize. I guess you youngsters are too young to remember those days, though.

And instead of worrying about what kind of car is being driven by our FOP President, why not be concerned about how Daley and Burke get around town. THAT is the real problem!

It is amazing the lengths to which Jelly Spine Quinn will go to release convicted felons back into society while, at the same time, strenuously resisting the constitutional right of law abiding citizens to bear arms. He has pardoned 50 felons to live in our midst but has given the average citizen no way to deal with them should they return to their criminal ways. Edmund Burke the Irish Statesman and member of the British House of Commons who was known for his support of the American Revolution theorized that citizens will rebel against laws that on their face or in their application are unfair. Illinois is the only state that does not permit concealed carry. At the same time the State of Illinois contorts the criminal justice system to favor the early release, parole and pardon of convicted felons. The gun laws in Illinois place the citizenry in an unfair position in relation to the criminal element. It is no surprise that Illinois citizens are arming themselves and carrying arms in rebellion against an unfair and unconstitutional law.

----------------------------
I doubt it makes any real difference. When untrained shooters shoot, they tend to point in the general direction of what they want to kill and pull the trigger. Where the bullet goes involves a high degree of randomness for the untrained shooter, which is likely why the scum shooting at cops are mostly missing or not hitting vital spots while the cops are doing much better.

Personally, I think it is better for cops to wear a uniform that is easily recognizable as a police uniform. And it ought to be uniform from cop to cop, not some mishmash of whatever that guy decided to wear that day.

Was just thinking about calling my insurance on Monday to get flood coverage--is this considered a flood or is it just a flooded basement?

-----------------------
It is probably not a flood, as defined by insurance carriers. Only the US government underwrites actual flood insurance.

Most carriers these days do not cover water damage at all unless you have a special rider.

You should call your agent now. They usually have after hours phone numbers. They usually have contact information for reliable companies to come deal with your problem, and will know if the insurance will cover the repairs. the faster you get this dealt with the less damage. Do not wait till Monday morning to call. Call NOW.

Sump pumps do not always prevent basement floods. Sometimes they fail for various reasons and other times they just cannot keep up with the amount of water coming into the basement.

An alarm to tell you that water is coming into your basement might be a wise choice. It could wake you up in time to do something about the problem before it becomes as big a mess. Or it might just wake you up to something you can't do anything about anyway. But at least you would know. Hook it into your alarm system so the alarm company can alert you if you are not home.

Electrical stuff sometimes can be dried out and it will be OK. But it is hard to say with any certainty. It may be that the electrical parts of your furnace and water heater that got wet can be replaced without having to replace the rest. Someone competent will have to come take a look and make that determination.

Any electrical devices such as outlet that may have gotten wet are highly suspect and probably should be replaced.

Waders will NOT protect you from electrical shock. The only safe way to go down in your basement while there is water there is to turn off the power to the whole house while you are in the basement.

To the poster on outside vest covers: I hope someone who actually knows what they are talking about chimes in. Wearing the vest under the shirt or outside, they still know you have it on. Also, you are denying those who wish to wear Level IV protection from using their body armor as it won't fit under a shirt.

You also limit the amount of gear you can carry to what you can squeeze onto a duty belt. Would it not be a better idea to ask the input of experts rather than exempts who don't know the first thing about firearms or tactical gear before making such a decision?

Shootings by Chicago cops soar in 2011

BY FRANK MAIN Staff
Reporter/fmain@suntimes.com July 23, 2011 12:10AM

Chicago Police officers have shot 40 people this year, nearly as many as in all of 2010.

No one knows for sure why police-involved shootings are up.

[...]

Police point to statistics that show aggravated assaults and batteries on police officers have risen from 739 in 2000 to 1,789 last year.

[...]

Even though such shootings are on the rise, overall violent crime in Chicago is falling this year, police say.

[...]

AGGRAVATED BATTERIES/ASSAULTS ON POLICE OFFICERS:

2011 786*

2010 1,789

2009 1,818

2008 1,568

2007 1,526

2006 1,480

*as of June 30

SOURCE: Chicago Police Department

[...]

But CeaseFire Director Tio Hardiman, whose organization mediates conflicts to prevent shootings, said he thinks police are sometimes too quick to pull the trigger these days.

“You have this ‘license to kill’ mindset,” Hardiman said. “The mindset is: ‘We are going to get the crime down no matter what it takes.’ ”

Hardiman said the police department needs to do a better job of communicating with inner-city youth.

“The police get training on working in crime hot spots, but young people don’t have any training on how to deal with the police,” he said.

Your furnace is probably done. Service Master is a professional cleaning service for floods that some insurance policies cover..they are SUPER EXPENSIVE, so try to do it yourself, but call you insurance to check.

If you have multiple claims on your insurance for basement flooding, they will drop you for a period of time, it happened to me.

The safest way is to shut off the power outside by the meter. It will either have a fuse behind a panel or a circuit breaker. Then go shut off everything before you re-set the meter. The waders will probably work but it is not worth the gamble.

It is very hard to get a pardon, even for those who have spent many years after their conviction as law abiding citizens.

There should be some kind of reward available for those few who get out of prison and do turn their life around.

It ought to happen a lot more often, not less.

The problem is not the few who get out and make the effort to be law abiding again. It is those who never intended to do anything but return to a life of crime after they get out.

This appears to be a case of a generally law abiding person that society abandoned and allowed her to be seriously abused for a long time and just could not take it anymore. She paid for her crime. Let it go.

The case you're talking about happened 23 years ago, she was convicted the next year, it happened in a setting of domestic violence, and she served a significant time in prison for it. She's now in her 60's. The recidivism rate for violent crime for 63 year old women isn't all that high.

Would I have pardoned her? I don't know. I might well not have. But it's not an absurd decision based on what I can find about the case.

I had 2+ in my basement, I let them dry out for a few hours and all are working, furnace, hot water even washer and dryer. Check with your insurance about sewer back up ins. I pay about $75 extra a year and it covers times like this, had to use it twice and it was well worth it. Just finished making a claim for today's flood.

To the female PO with the flooded basement: Call the insurance company first. If its covered call a reputable HVAC company and they can take care of it. (Don't buy into the bullshit that you need a whole new unit unless the furnace is 20 years old or something, then you might as well). If not you can take the doors off the furnace (both) after the basement is empty of water and blow a fan on the insides for at least a day or so to dry out the motor and circuit board(s). It may do the trick, as for the water heater the burner section has to be removed and blown out and possibly a new ignitor (if there is one) will be needed. Or, best idea, call a reputable HVAC company and have them do it. Good Luck from a retired Union HVAC guy (38 years in the trade) and CPD family member.

OT: Hey SCC did you get a to see this crock of Bull Sh%$ in the Sun Times regarding the increase in police involved shootings? Here are a couple quotes from the paper;

The spike may be cyclical or there could be systemic causes — involving training or police policy — but it’s too early to tell without studying each shooting, Rosenzweig (IPRA)said.

Hardiman said the police department needs to do a better job of communicating with inner-city youth.

the bad guys know that every police officer in the country wears a vest whether it is over or under the uniform shirt. it does not matter where we wear them they know we have them on. wearing the vest on the outside of the shirt gives you more options to carry equipment that otherwise would not fit on the belt. not to mention that wearing gear on the vest as opposed to the belt is better for your back.

I swear to god people like you are balls out retarded.

Not all offenses are the same. Some deserve a lifetime scarlett letter, but most do not.

Your daily experience as LE is totally irrelevant to this. You spend all day chasing after shitheads who HAVE NOT rehabilitated. Plenty have. They live quite lives, many have gone to college... they grew the fuck up and they aren't in the spectrum of interest for the police.

So does this mean a guy who stole a car at 19 shouldn't be able to hunt with his grandson when he's 56, after running a successful construction business for the past 30 years?

Get a fucking clue... and sad it it needs to be mentioned AGAIN as was already mentioned at 1:50 am.

A "pardon" is not the same thing as a "commutation". We even had some dumbass in these comments wailing and gnashing teeth about 'FELONS BEING LET BACK OUT ON THE STREETS!".

So many of you think the system is so 'perfect' in dealing with everyone else, except when its a situation like Cozzi, or something like that. Here's some advice. It fucks up with others, just like it fucked up with him. Lifetime criminal record for low level offenses- in the absence of any other offenses over a long period of time- is the most counterproductive policy, ever.

Let a man out of jail and make it so he can't get a job if he wants to work and get himself straight, don't wonder why he does something drastic.

Regarding the vest covers. I just paid $740 for my diamondback vest. On that, I have a trauma kit, 2 rifle mags, 2 pistol mags and my radio. My vest won't fit under my shirt so now I'll have to buy new shirts. Moving that extra stuff to the waist will make me lose the extra cuffs too. This may not be a good idea....sir.

7/23/2011 09:56:00 AM

I'll just put the vest on the inside and we can have a bulls eye on the chest and back. That will fool them into shooting into the target area where the vest protects us.

Then we announce three times in a clear voice "POLICE, in the name of the law I command peace so place your weapon on the ground in front of you and throw your hands up in the air or I will be forced to use a level of force that might prove to be lethal to you."

Great idea McCarthy.

Although I am now retired, I think the outside vest covers in black are a good idea. They don't show dirt (much easier to keep clean!)
nearly as much as the old blue cloth ones did.
Besides, in this heat, many cops will appreciate being able to pop that vest off when they come into the station to process an arrest. You can't do that anywhere near as easily when that vest sits under your shirt. And I've worn it both ways; when I came on the Job, they didn't make outside covers for the vests, you HAD to wear them under your shirt.

Response to this nonsense:I agree with the decision to eliminate the black vest cover and make us wear the vest under our shirts. Just sayin.

Seriously this is your concern? You think at the end of the day it matters what you're wearing in order to command respect from shit birds lol lol! You think vest cover color, shorts, baseball caps is what is going through the minds of people that shoot at you. It's not what you wear but your presence and your response to any given situation. Amazing, I understand at times the attire cops wear and how it's worn makes them come off a certain way but it's not the end all be all otherwise Jody wearing the uniform perfectly should have commanded the utmost respect.

The Affordable Care Act funds small businesses, State and Local government to develop early retirement plan for 55 + worked....

Korshak decision is in 2013....

I think it looks stupid to see all these black vests especially now with the word POLICE emblazoned across the back.

You're right. It should say FIRE DEPT. instead, that way they won't shoot at us.

Asshat.

That's some funny shit! Love the idea, especially if water squirts out when the shitheads come up close to smell them.

As for the 55 health insurance plan- whomever is referencing Mike Shields' knowing it will end in 2013- might be onto something.

Mayor Daley offers free health care coverage for officers 55+ until....Many people take advantage....

The Affordable Care Act funds small businesses, State and Local government to develop early retirement plan for 55 + worked....

Korshak decision is in 2013....

The City is forced to send out fliers explaining that the 55 health care is being funded by the Feds...

On the website for the Affordable health care, it is explained that the early retiree health care funding stops on 1 Jan 2014, when the state health care health care insurance go online.

Just saying- read everything carefully!

Why oh why do you people want to stir the pot?

Korshak decision does not apply to anyone that is retiring under the new 55 and out FOP healthcare plan.

Read the Korshak decision before you make stupid comments about it.

EVERYONE'S health care is going to be affected by the Affordable health care plan!!!! Or Obama care if you want to call it that!

Hardiman said the police department needs to do a better job of communicating with inner-city youth.

He's right. We should teach them to dodge bullets better.

///////////////////////////////////
Retarded??? Dumbass. I had a family member commit a crime at 18 and go on to live a very successful life with wonderful family. (Yes, I disclosed it) Yet, that person did not take a gun, point it at another individual, and pull the trigger. Each case is different. Yet, when you intentionally try to kill another human being, you should have that on your record the rest of your life. Wow!!! I do understand the difference between commuted and pardoned. Quit drinking your latte and get out on the street and make a difference you liberal tard. It's difficult for people like you to understand, but us police officers went to college. Maybe not some of the old timers. But, their experience on the streets trumps your late night cramming sessions ten-fold. People like myself, who went to college and was able to discern the difference between liberal rants and actual truths, are far more based in reality. Sip your latte, sissy soldier.

You probably think that carbines are a good idea locked in the trunk so when, in the middle of a firefight, you need to run back and unlock it to use it to save your life.
------------------------------
Realistically, you are not going to stop a firefight and go get your carbine anyway. It is going to be locked up somewhere. The trunk, a rifle rack, whatever. It is not going to be real handy.

Do you plan to take it with you when you go eat lunch? Or take a leak? If not, it won't be there when you need it.

While you can create an artficial scenario where having the rifle in the trunk is going to make a difference over it being someplace handier, in reality it won't.

In reality, chances are that rifle is never going to make any real difference. Again, you can create a higher unlikely scenario where it would, but would they have saved a single officer's life if they had been available? The answer is probably not.

They are not useful unless they are in hand. And no one is going to allow coppers to run around in Chicago carrying rifles on any regular basis.

They are useful as a means of projecting power, but that is a two edged sword that is best used in a very limited way.

Let a man out of jail and make it so he can't get a job if he wants to work and get himself straight, don't wonder why he does something drastic.

I'm not making a comment about Korshak other than noting the curious timing of all these health care questions.

You, sir, should work on your reading comprehension. And maybe saving your anger and vitriol for our real enemies.

And my apologies for "health care health care" - dang IPhone and it's tiny keyboard- it should read 'health care insurance exchanges'.

Nothing in this story hints at self defense. And neither does anything in her conviction - if she had pled self defense, this wouldn't have been an issue at all.
