Cross Your Fingers!

  • Calling Mayor Rahm Emanuel’s bluff, the Hispanic Caucus has drafted a new Chicago ward map that cuts the City Council in half — with 25 wards nearly evenly divided between blacks, whites and Hispanics.

    The 50-member City Council is currently comprised of 22 whites, 19 blacks, eight Latinos and Ald. Ameya Pawar (47th), who is of Indian descent.

    The 25-ward map drafted by the Hispanic Caucus includes eight majority white wards, eight majority black wards, seven majority Hispanic wards, one Hispanic “influence” ward and one black influence ward.

    That more fairly represents a city now 32.9 percent black, 31.7 percent white and 28.9 percent Hispanic, according to Ald. Danny Solis (25th), chairman of the City Council’s Hispanic Caucus.

    “If it was 25 wards, we would be much better and more fairly represented because you’re starting from scratch. This would be welcomed by the caucus and me,” Solis said.

Not only is this an opportunity to cut waste, spending, redundancy in services along with the reduced size of a bloated Chicago political scene, it provides a unique opportunity for putting a boatload of politicians in jail as everyone jockeys for position, skeletons come out of the closet and deals are made over tapped phone lines. The entertainment value alone would be worth the attempt.

And there's no downside for the Hispanic caucus. They go from around 16% representation to almost 33% and then they trust demographic trends and "sanctuary" policies to give them an outright majority within a decade. They'll still have to wheel-and-deal to get the extra six votes or so for a 13-12 majority, but that's a lot easier than what exists at the moment.

Rahm may have made a misstep here - or the most brilliant misdirection since D-Day.

Glad it reflects the perceived demographics of Chicago, now hopefully caucus also has its political skills sharpened to ensure that this proposal doesn't get lost in protocol and outrage from aldermanic power brokers.

I like the idea of half the wards not being racially designated. Candidates might run for office on their ideas for governing rather than on racial solidarity? Wild! Crazy! so crazy it might just work!?!

THE SUN-TIMES WAS NOT ALLOWED TO PUBLISH THE MAP & DETAIL, per City Hall.
Want to downsize city council...,?
How about when an alderman is convicted of a crime or even if charged with a crime, his or her Ward is eliminated and split between the neighboring Wards.
By 2015 there'll be only 25 Wards.

Aldermen Change (SB 1686/PA 97-0146): Streamlines public notice requirements and reduces publication rates for units of local government. Allows any municipality that has a population change that would require an increase or decrease in the number of aldermen to adopt an ordinance or resolution maintaining the current number of aldermen.

First off, a great idea. But if you don't think Rahm is behind this you're nuts. He couldn't propose this and pass his budget so he is having Solis do it, perhaps for Rahm's support in a later mayoral campaign. He wanted this from the begining. Plus helping hispanics out will only help him for a national race when the democrats allow immigrants the right to vote. Stay safe.

In the Mell map and the Brookins map my ward is gutted. They might as well take away my right to vote because Alderman will ignore us and cater to his 'natural' constituency.

Maybe this isn't a bluff on Racoon Eyes part after all. Perhaps the city needs to downsize the city council. Having an Hispanic group push the idea would take the heat off the mayor. We really don't need so many thieves in one room at any given time. Interesting idea.

concerned because white, latino, and black wards would have equal
representation on the city council
and the cost savings would be tremendous, however, certain south
and westside wards might not find this apealing if they lose their

He sat down for an interview with a cringingly credulous Thomas Friedman of the New York Times, who wrote “I find ‘Rahmbo’s’ Chicago agenda intriguing because it’s a microcosm of what the whole country will have to do for the next decade: find smart ways to invest in education and infrastructure to generate growth while cutting overall spending to balance the budget—all at the same time and with limited new taxes.”

That would be intriguing, if that’s what Emanuel did. Instead, he cut the second-biggest educational engine in the city, and held on to the $500 million surplus sitting in the mayor’s discretionary TIF fund. In other words, the exact opposite of what drew Friedman’s praise. People protested, but Emanuel went ahead regardless. But if he’d taken a look at what’s happened around the city in the last year, he could have taken a cue from his constituents.

100 more Illinois companies lined up for renewal of their expiring "tax breaks" under the guise of "creating or saving those "much needed jobs"

It never ends people. Why should it stop? It works so well for the corporations.

Fast forward a few weeks and the politico's will be whining about pensions needing to be cut because we can't afford it.

Let's try running our household finances like this. Give about half your paycheck back to your employer because it will save your much needed job. Then go to the bank that holds your mortgage, your car loan, your credit cards and tell them you can't pay and they need to just cut the bill or give you more credit to use to pay you other bills. Hey it works for the city, state, nation!

Forget about all that hard work bullshit open up another charge card account like the "best and brightest" that runs the city does!

Pretty ridiculous I know.

Businesses thinking of moving to the state could demand even bigger incentives or play Illinois against other states in a bidding war, experts said.

I don't think that there is any doubt about: " ...they may want better deals.."

The more people demand that these companies pay their fair share of the tax burden, the more the politicians are handing out tax breaks picking and choosing the winners and the losers....and the losers are US!.

If there is not a major housecleaning of ALL incumbents over the next few election cycles I will be surprised. In fact I think that the next round will be epic -- like nothing seen before. Far more people getting booted then when we put the republicans back in charge of the house just a few short years ago..time will tell.

I'm all for it. However why do we choose race as the determining factor?

Why isn't by gender or sexual orientation or by wage groups or occupation? Maybe it should be divided by height and/or weight of the people so they are represented properly. Age might be another choice as well as eye color and hair. We could do it buy religion or educational attainment.

So why race? If we have to have a Spanish aldermen because the majority of the ward is Spanish and no-one else can properly represent someone from outside their race then people like Ed Burke has got to go.

Not too long ago, a Russian leader predicted that the U.S. would not last very much longer as a 'super-power'. He stated this was because a strong nation must share common values, culture, and heroes, and the the populace must consider themselves as part of the nation, not as 'parts' of a nation.

When people immigrated legally from other countries in the early 1900's, they were anxious to be Americans and enjoy the freedoms and opportunities America provided. Now immigrants want to be treated as separate from America, and carry the values, traditions and beliefs of their native countries here and expect to be treated as entitled. They don't want to be Americans. Come to think of it, I'm not really sure they know what they want.

A country divided, cannot stand, however--we are not that far removed from the various tribes in Iraq and Afghanistan, who continue to war over who should run the countries, instead of uniting.

Sorry for the rant. I just find it incredibly sad.

I checked your numbers. They are spot on. Cut the wards down to 17. Less aldermen equals less corruption. The 7 other largest cities combined can't even compare with Chicago in terms of notorious municipal corruption.

We must also have term limits for all elected officials and a binding recall referendum initiative.

I also agree with 6:25 PM. There must be term limits and a recall mechanism in place.

Chicago politicians take a perverse pride in corruption. Turn it around or we are doomed. Our greatest enemy is the apathetic working stiffs that do not vote. The parasites that drain city coffers appear to have reached an insurmountable tipping point and they vote in large numbers.

If our founding fathers knew what has happened to our nation (Crook Co. and Chicago), they would be spinning in their graves.

Rahm would get re-elected in a landslide if he pushed getting rid of 25 of these aldermen. The Hispanics would likely benefit by getting cross support for pushing the idea, which many people want.

In three Internet postings last week, hackers from the loose online coalition called Anonymous published the email and physical addresses, phone numbers and, in some cases, salary details of thousands of law enforcement officers all over the country.

The hackers said they were retaliating for police violence during evictions of Occupy protest camps in cities around the country, but law enforcement advocates slammed the disclosures as dangerous.

And if one one officer or family member is killed or injured, all the dept, state or family has to do is sue and file criminal charges on a conspiracy to commit murder onto these publishers, even if found not-guilty the charge itself should limit in the future, and lawsuit, what fools, they posted these named to have these officers murdered, as in a hit list.

Why does Chicago need a racially polarized city council? Why does race have to be the single greatest concern when considering ward remapping? I thought Democrats were supposed to be progressive, so when will they progress past racial politics and embrace the ideal of equality as expressed by Rev. King in the above quote?

This ward remapping plan reminds me more of something that the late Democratic Governor of Alabama George Wallace would have liked.

Not too long ago, a Russian leader predicted that the U.S. would not last very much longer as a 'super-power'. He stated this was because a strong nation must share common values, culture, and heroes, and the the populace must consider themselves as part of the nation, not as 'parts' of a nation.

When people immigrated legally from other countries in the early 1900's, they were anxious to be Americans and enjoy the freedoms and opportunities America provided. Now immigrants want to be treated as separate from America, and carry the values, traditions and beliefs of their native countries here and expect to be treated as entitled. They don't want to be Americans. Come to think of it, I'm not really sure they know what they want.

A country divided, cannot stand, however--we are not that far removed from the various tribes in Iraq and Afghanistan, who continue to war over who should run the countries, instead of uniting.

Sorry for the rant. I just find it incredibly sad.

I knew 200,000 people moved out of Chicago, but I didn't know 180,000 of them were black. For real???

How many people lived in the now-demolished projects who didn't find housing in the city? That's probably a big chunk of the 180,000.

I heard a suggestion before that we put them in the CAPS office and save all those office expenditures. Now there is a money saver, AND we can keep an eye on them. Plus, there are your body guards and chauffeurs all in one building.

I checked the 7 largest cities in the USA that Northside mentioned. All of their police have shift differential. The officers can also live outside the city limits.

The CPD is stuck with "duty availability" even for day shift and mandatory residency.

Aldermen Change (SB 1686/PA 97-0146): Streamlines public notice requirements and reduces publication rates for units of local government. Allows any municipality that has a population change that would require an increase or decrease in the number of aldermen to adopt an ordinance or resolution maintaining the current number of aldermen.

Here, we're dealing with --

A. The government-invented term "Hispanic"

B. The fact that, now that government has decided to let people claim as may racial categories as they please, we have "white Hispanic," "non-white Hispanic," and -- always mentioned last for some reason -- "non-Hispanic white."

The place looks to me more like 20% white and 40% Hispanic these days -- see what a mere ten percent jiggering of the figures will do?

When the census taker comes, the six extra family names are removed from the mailbox, the lights go out and no one will answer the door.

Who the hell knows who's really here -- until, like yesterday, a fire in Berwyn revealed at least 16 people living in a single-family home illegally converted to a rooming house. A similar fire in Cicero turned FORTY people out into the street.

I did hear a radio report that the moving firm United Van Lines, which has been keeping track of American migration patterns since the mid-70s, says that the two states currently showing the largest outflow of peple are Illinois and New Jersey.

Largest inflow? District of Columbia. You figure that one out...

Do NOT wear anything on your uniform with your name on it.Nobody needs to know your name especially with so much information out their on the web. Your star number is all they need if they want to beef. And if your Sgt or Lt. demands that you wear one, get a tag with a bogus name for the street and a real one for rollcall.

It's a start, but there must be term limits for every elected official. The era of the daley's Madigan's,and Burke's must come to an end. We better wake up. The damm polititions in washington can't get their shit together. it is time for new blood.
