Cross Your Fingers!
Calling Mayor Rahm Emanuel’s bluff, the Hispanic Caucus has drafted a new Chicago ward map that cuts the City Council in half — with 25 wards nearly evenly divided between blacks, whites and Hispanics.
The 50-member City Council is currently comprised of 22 whites, 19 blacks, eight Latinos and Ald. Ameya Pawar (47th), who is of Indian descent.
The 25-ward map drafted by the Hispanic Caucus includes eight majority white wards, eight majority black wards, seven majority Hispanic wards, one Hispanic “influence” ward and one black influence ward.
That more fairly represents a city now 32.9 percent black, 31.7 percent white and 28.9 percent Hispanic, according to Ald. Danny Solis (25th), chairman of the City Council’s Hispanic Caucus.
“If it was 25 wards, we would be much better and more fairly represented because you’re starting from scratch. This would be welcomed by the caucus and me,” Solis said.
And there's no downside for the Hispanic caucus. They go from around 16% representation to almost 33% and then they trust demographic trends and "sanctuary" policies to give them an outright majority within a decade. They'll still have to wheel-and-deal to get the extra six votes or so for a 13-12 majority, but that's a lot easier than what exists at the moment.
Rahm may have made a misstep here - or the most brilliant misdirection since D-Day.

Glad it reflects the perceived demographics of Chicago, now hopefully caucus also has its political skills sharpened to ensure that this proposal doesn't get lost in protocol and outrage from aldermanic power brokers.

Wow!! Not for nothing, but I didn't think they were that smart.
Great idea, Get rid of half the idiot aldercreatures. Awesome.
What's up with the sign on the Area 5 gun team's room in the basement of 025? Are folks really making fun of them? Putting stickers on their door?
So Illegal Mexicans go into figuring our ward maps now?

I like the idea of half the wards not being racially designated. Candidates might run for office on their ideas for governing rather than on racial solidarity? Wild! Crazy! so crazy it might just work!?!
Call me a cockeyed optimist, fine. But a fellow can dream, can't he? At least this time of year . . . .
It 'might' be the most brilliant misdirection since D-Day, but this IS Chicago.
I'd be more concerned about a "Pearl Harbor!"
Never happen. Racial politics, like corruption, is too much a part of the politics of Chicago. And all this talk of shared sacrifice only applies to those who work for a living. Not the politicians. Aren't they due to vote themselves another raise?
WHY TWENTY-FIVE CHICAGO WARDS? TRY SEVENTEEN.

While New York City has a population over three times larger than Chicago, they have only 51 city council members, a mean of one per every 160,297 residents. Chicago has a mean of one alderman per only 53,912 residents.
WHY?
It's still pathetic how race has to play into it....forget the whole point which is for the betterment of Chicago and its citizens....this mind set just perpetuates and strengthens racial divides.....
On a better note...WAY TO GO SOLIS ON YOUR PROPOSAL!!!!!
Everyone, the FOP, Pension Board, all city unions should get behind this. It will not eliminate politics, but it will make things easier and on everybody, less palms to grease, and save a ton of money. Do the referendum!
CBS - "...The City Council Hispanic Caucus has put together a new proposed ward map that reduces the city's 50 wards to 25. The wards are almost evenly divided between African-Americans, whites and Latinos, the Chicago Sun-Times reported.
The Sun-Times did not publish the map or go into detail about which wards would be eliminated or consolidated. "
THE SUN-TIMES WAS NOT ALLOWED TO PUBLISH THE MAP & DETAIL, per City Hall.
Want to downsize city council...,?
How about when an alderman is convicted of a crime or even if charged with a crime, his or her Ward is eliminated and split between the neighboring Wards.
By 2015 there'll be only 25 Wards.

Computer hackers are avenging the Occupy movement by exposing the personal information of police officers who evicted protesters and threatening family-values advocates who led a boycott of an American Muslim television show.
In three Internet postings last week, hackers from the loose online coalition called Anonymous published the email and physical addresses, phone numbers and, in some cases, salary details of thousands of law enforcement officers all over the country.
The hackers said they were retaliating for police violence during evictions of Occupy protest camps in cities around the country, but law enforcement advocates slammed the disclosures as dangerous.
Very Interesting..... Transitioning the aldercreatures though, might bring about some bruising. Which one would take the seat, and which one would be out? In a civilized society, it probably wouldn't be an issue, but with all the "money and power" behind the seat, who knows? Is Rahm in cahoots with Solis? Stay tuned.
Put it to a vote now by the people!
It should be 100 percent PASSED!
Shared sacrifice starts at City Hall!
Afterall, everyone else has taken a hit on their bugdets except for the City Council!
Da Pelon
First off, a great idea. But if you don't think Rahm is behind this you're nuts. He couldn't propose this and pass his budget so he is having Solis do it, perhaps for Rahm's support in a later mayoral campaign. He wanted this from the begining. Plus helping hispanics out will only help him for a national race when the democrats allow immigrants the right to vote. Stay safe.
They also should allow the voters to decide if we need the positions of City Clerk and City Treasurer.
I would vote to eliminate the positions.
9.5 is pushing to stay on plan for Durbin's spot next time up
I would sure like to get a look at this map.
This would be great for chicago and a change for the better. But it will never happen because this is chicago and because it would be the smart thing to do. Illinois, Chicago, and cook county are the worst places in America and the worst places to do business.
Let's see if the BGA, Civic Federation, et al get behind this or if their only intent is to take pension money away from the little guys!
Going to be interesting! Hope the voting public is paying attention to all the gang/thug affiliations that reveal themselves in the "entertainment" you mention.
One wonders why the pension system in Illinois is in complete shambles:
Quinn: Budget deal will keep state mental health centers open -
"Vaught said the agreement also calls for reducing state payments to a variety of special-purpose funds. The state’s $55 million contribution to the workers’ compensation fund, for instance, would be cut by $10 million. About $95 million that ordinarily would go to pension systems would instead be diverted to preventing the closures."
http://napervillesun.suntimes.com/news/9126164-418/quinn-budget-deal-will-keep-state-facilitis-open.html?print=true
It would have been nice if the map was included in the article and if the lap-dog media actually showed the peasants what the computer drawn 'doomsday' maps look like. In the Mell map and the Brookins map my ward is gutted. They might as well take away my right to vote because Alderman will ignore us and cater to his 'natural' constituency.
Rahm will use that in order to turn them into "yes" men and women more than they already are. I will believe it when I see it!
Maybe this isn't a bluff on Racoon Eyes part after all. Perhaps the city needs to downsize the city council. Having an Hispanic group push the idea would take the heat off the mayor. We really don't need so many thieves in one room at any given time. Interesting idea.

Cutting them to 25 isn't what Rahm really wants. He just wants to use that threat as a power/control thing.
Now it looks as if the Hispanic caucus is telling him bring it on. Well Rahm the ball is squarely back in your court.
There are 21 current alderman who were elected with fewer than 6,000 votes each.
Did you see the shit TC McCoy and Pat Hill are trying to resurrect???
This could be a win for all parties
concerned because white, latino, and black wards would have equal
representation on the city council
and the cost savings would be tremendous, however, certain south
and westside wards might not find this apealing if they lose their
"favorite" do-nothing aldermen and
women. Give it a shot so the city
council can operate as a governing
body and not an accumulation of
medieval court jesters.
I think it's a great idea. In a few years when all of the white people leave, they can cut the alderman in half again! I knew 200,000 people moved out of Chicago, but I didn't know 180,000 of them were black. For real???
The literary legacy of 2011 of Rahm's library cuts in Chicago
Shelf-involved | 2011 in review
By cutting funding for the library, Rahm proved himself out of touch with his constituents.
By Jonathan Messinger
[...]
How a mayor who has proclaimed improving the city’s education a top priority could then undercut a public library system that is the largest repository of educational materials—for both kids and adults—in the city makes little sense. But it’s also an enormous tragedy for the literary scene.
Emanuel played the whole thing perfectly: He initially overbet on the number of layoffs and reduced them at a later stage in the negotiations, to prove just how reasonable he could be. He sat down for an interview with a cringingly credulous Thomas Friedman of the New York Times, who wrote “I find ‘Rahmbo’s’ Chicago agenda intriguing because it’s a microcosm of what the whole country will have to do for the next decade: find smart ways to invest in education and infrastructure to generate growth while cutting overall spending to balance the budget—all at the same time and with limited new taxes.”
That would be intriguing, if that’s what Emanuel did. Instead, he cut the second-biggest educational engine in the city, and held on to the $500 million surplus sitting in the mayor’s discretionary TIF fund. In other words, the exact opposite of what drew Friedman’s praise. People protested, but Emanuel went ahead regardless. But if he’d taken a look at what’s happened around the city in the last year, he could have taken a cue from his constituents.

If Ralms goal is closing neighborhood schools...
Put the 25 ward map to a vote. That ends this story once and for all. The black aldermen have done this to themselves. Instead of using the millions of dollars to truly change the wards and people they represent, it was stolen and used for personal gain. Fuck them all.

100 more Illinois companies lined up for renewal of their expiring "tax breaks" under the guise of "creating or saving those "much needed jobs"
It never ends people. Why should it stop? It works so well for the corporations.
Fast forward a few weeks and the politico's will be whining about pensions needing to be cut because we can't afford it.
Let's try running our household finances like this. Give about half your paycheck back to your employer because it will save your much needed job. Then go to the bank that holds your mortgage, your car loan, your credit cards and tell them you can't pay and they need to just cut the bill or give you more credit to use to pay you other bills. Hey it works for the city, state, nation!
Forget about all that hard work bullshit open up another charge card account like the "best and brightest" that runs the city does!
Pretty ridiculous I know.
----------------------
Under the threat of losing thousands of jobs to other states, Illinois officials are on the verge of approving a tax-relief package meant to keep Sears and the Chicago Mercantile Exchange from leaving. Now they face another question. Who’s next?
As state senators sent the tax package to the governor’s desk last week, economic development experts said other companies are likely to threaten to move as well unless Illinois offers them more financial goodies. More than 100 companies, including Deere & Co. and Abbott Laboratories, have incentive packages expiring in the next three years — and may want better deals to keep jobs in Illinois.
Businesses thinking of moving to the state could demand even bigger incentives or play Illinois against other states in a bidding war, experts said.
"Once it becomes known that you’re giving incentives, other companies are going to ask for them. Why wouldn’t they?" said Judith Stallmann, a professor at the University of Missouri-Columbia who has studied economic development.

I don't think that there is any doubt about: " ...they may want better deals.."
The more people demand that these companies pay their fair share of the tax burden, the more the politicians are handing out tax breaks picking and choosing the winners and the losers....and the losers are US!.
If there is not a major housecleaning of ALL incumbents over the next few election cycles I will be surprised. In fact I think that the next round will be epic -- like nothing seen before. Far more people getting booted then when we put the republicans back in charge of the house just a few short years ago..time will tell.
I'm all for it. However why do we choose race as the determining factor?
Why isn't by gender or sexual orientation or by wage groups or occupation? Maybe it should be divided by height and/or weight of the people so they are represented properly. Age might be another choice as well as eye color and hair. We could do it buy religion or educational attainment.
So why race? If we have to have a Spanish aldermen because the majority of the ward is Spanish and no-one else can properly represent someone from outside their race then people like Ed Burke has got to go.
I'm just sayin'
Not too long ago, a Russian leader predicted that the U.S. would not last very much longer as a 'super-power'. He stated this was because a strong nation must share common values, culture, and heroes, and the the populace must consider themselves as part of the nation, not as 'parts' of a nation.
When people immigrated legally from other countries in the early 1900's, they were anxious to be Americans and enjoy the freedoms and opportunities America provided. Now immigrants want to be treated as separate from America, and carry the values, traditions and beliefs of their native countries here and expect to be treated as entitled. They don't want to be Americans. Come to think of it, I'm not really sure they know what they want.
A country divided, cannot stand, however--we are not that far removed from the various tribes in Iraq and Afghanistan, who continue to war over who should run the countries, instead of uniting.
Sorry for the rant. I just find it incredibly sad.

Maybe its for the do nothing copper that is on the medical with a fake injury.
There should only be 12 wards.
Jesus had 12 apostles.
Israel had 12 tribes.
12 Days of Christmas.
A year has 12 months.
Zodiac has 12 signs.
A foot has 12 inches.
A dozen has 12.
We only need 12 alderman, 3 white, 3 black, 3 hispanic and 3 on trial.
Bueno!
The days of Irish Welfare are over laddy.
If you think things are shady now, just wait until there is a Hispanic majority in Chicago.A perfect example in Miami, where there has been more federal indictments of public officials for corruptive practices than any other city in the United States. There seems to be an inherent propensity of disregard for the law and a quest for power and riches at any cost.Honesty and the cerebral ability to do what is right towards their fellow man is elusive.

Northen presents a factual and indisputable argument for only 17 aldermen. Let's make it happen.
I also agree with 6:25 PM. There must be term limits and a recall mechanism in place.
Chicago politicians take a perverse pride in corruption. Turn it around or we are doomed. Our greatest enemy is the apathetic working stiffs that do not vote. The parasites that drain city coffers appear to have reached an insurmountable tipping point and they vote in large numbers.
If our founding fathers knew what has happened to our nation (Crook Co. and Chicago), they would be spinning in their graves.
God help us.
Cut the wards down to 17 from 50.
I hope the minority set asides will now go to only 2's and 4's as 1's are now the majority. Can't wait to get mines !!!
In addition to the 25 wards. We should elect one citywide alderman at large. Whose sole purpose is to take over a ward when an adlerman gets indited. Such a person may be very busy indeed.
I'd rather have a young Hispanic alderman than some of the old goats like the corrupt Burke, Mell, O'Connor and Cullerton. The "old guard" has sponsored some of the most lazy and prejudiced morons imaginable for promotions.

"...a city now 32.9 percent black, 31.7 percent white and 28.9 percent Hispanic..."
Here, we're dealing with --
A. The government-invented term "Hispanic"
B. The fact that, now that government has decided to let people claim as may racial categories as they please, we have "white Hispanic," "non-white Hispanic," and -- always mentioned last for some reason -- "non-Hispanic white."
The place looks to me more like 20% white and 40% Hispanic these days -- see what a mere ten percent jiggering of the figures will do?

I like the idea of half the wards not being racially designated. Candidates might run for office on their ideas for governing rather than on racial solidarity? Wild! Crazy! so crazy it might just work!?!
Call me a cockeyed optimist, fine. But a fellow can dream, can't he? At least this time of year . . . .
couldn't have said it better myself!

It's a start, but there must be term limits for every elected official. The era of the daley's Madigan's,and Burke's must come to an end. We better wake up. The damm polititions in washington can't get their shit together. it is time for new blood. We have been sitting with our thumbs in are ass long enough, don't just talk the talk, walk the fucking walk. make calls to these polititions. let our voices be heard, And make sure you VOTE---These assholes are hoping you won't.
intresting that the sun times couldn't or wouldn't print the map
(remeber what happens when reporters anger the mayor's press secatary) No coffee and doughnuts with mayor at special press releases and if and when they do go down to 25 which 25 will it be?
obviously the ones that side with the machine i bet as for the latino coalition
a ecudorian told me once
the reason why you wil never see a latino mayor and president is this
most latino's do not get along with each other
but any thing can happen
