CFD Hoff Leaving
Must be nice to have a boss who (A) actually served in the capacity of those he supervises and (B) is popular:
- Chicago Fire Commissioner Robert Hoff plans to announce his resignation on Thursday, the head of the firefighters union said Wednesday night.
Chicago Firefighters Union Local 2 President Thomas Ryan announced Hoff’s planned departure at a union meeting. Ryan told fire union members that Hoff had told him “it was time to go.”
Another source familiar with the situation called Hoff's resignation “imminent” and said it is for personal reasons, not because of any policy differences with new Mayor Rahm Emanuel.
They all say that, don't they? Especially when it's over policy differences.

In an earlier post someone suggested that the 365 medical will be revised or limited to the total 365 during time spent on the job.
This is a contractual agreement the union cannot allow to change. Numerous studies have shown that employees perform their duties more honestly and with dedication if they feel that their employer is legitimately working to address their concerns.
Using medical time for legitimate reasons can benefit both sides on running a long time operation. This is not a private company where you can replace a functioning position in a matter of days. What is wrong with giving someone the time off to go to cancer treatment for 6 months and returning to duty? The employer is the beneficiary even with multiple medical usage. The loss of experience, knowledge, skills and abilities will be disastrous if lost to such a ridiculous change in policy.
The medical integrity checks and balances in place is your balance for ensuring proper use. Keep it! Enhance it! Refine it!
The FOP, its members, affiliates, supporters as well as the employer should recognize that this subject is dear to many functioning employees who occasionally use medical time and even to the ones who legitimately and repeatedly use it.
If your neighbor is shoveling your snow, you will absolutely will make sure that his house is safe and secure every time you walk the block, when he is sleeping, away from home, ...
Every one is seeing $$ signs but if you work the numbers towards efficiency, dedication, experience, and keeping skills, then the winner is not the employee but the many own lives that everyone is claiming they are trying to protect.

Has Rahm decided to close firehouses in spite of Hoffs' opposition?
"Hoff leaves as the union is about to start negotiations on a new contract with the city. In October, Emanuel said he would not rule out trying to cut the number of firefighters per truck or closing firehouses to save money.

Significant changes are forthcoming for CFD. Aside from known contractual squabbles involving FFs per truck or potentially closing firehouses, here's the spicey meat ball -- Rahm wants 12 hour days! Hoff decided to leave before the extent of contract concessions surfaced.
Also, you'll NEVER see another commisioner like him. Rahm will appoint a politician dressed in uniform; someone who will absorb the blunt of criticism from rank and file but also serve as a mouthpiece for the mayor's demands.
This was a true boss! Happy retirement! ......now OFF TOPIC......I'm Cpd and just completed G8 training and am "embarrassed" to say the least at our so called "leaders". One moron that comes to mind is AZ from 011. This idiot was in my G8 class and REFUSED to do the active squirmish lines in the gym. Why u may ask??? Because he couldn't walk, yell orders, use his baton at the same time!!!! So what do most professionals do in a situation like that??....... He sat out and refused to do it. The instructors had to call their supervisors and a CR was initiated! AZ is a complete asshat. I know he's been mentioned here before but I got to see it first hand!

He's exiting CFD before G8/NATO conferences. Confirms that anxiety regarding the G8 has reached breaking point. McCarthy is an outsider who probably either doesn't realize, or doesn't really care, that Chicago is ill-prepared and that it will be ugly and destructive.
Hoff was an honorable boss who had the best interest of his people in mind when he fought against any reduction in manpower. Safety was paramount in his decisions. I'm sure this POS Mayor told him that there are going to be major changes to the CFD and he was welcome to leave. Bosses that have the best interest of their people will not be tolerated by the Ballerina. McCarthy doesn't care and will probably stay unless this current scandal expands dramatically. So Commissioner Hoff, good luck to you in your future endeavors and hopefully this new Commissioner will not be Rahm's YES man.

I was on the scene of the collapsed roof of the laundry where the firefighters died on 75th St. Was standing in the alley when Hoff arrived on the scene. Within seconds of his arrival he was in the rubble, on his hands and knees, loading bricks into buckets in an attempt to find the firefighters. Needless to say I was impressed. I remember thinking there was no way I could imagine Weiss even thinking of acting in this manner.
Smart move, leave while you are on top before the fiasco that will be G8.
Too bad none of our bosses have a set of balls!! Too many kiss asses on CPD!

He also possessed a true dedication into fire science and cared deeply about his people.
This type of man is a dying breed and we were blessed to have him here in Chicago.
For that reason and that reason alone, Hoff would rather quit than surrender his values, or betray his troops because halfinger wants to run the show.
To say his overall presence will be missed, is an understatement.

94% of the calls CFD responds to are Medical Emergencies. The manning of fire companies is antiquated,& does not reflect the realities of today. As a requirement of employment every member of the CFD should be a Certified Paramedic. You have a 2 year time window to become certified, or face termination.
Maybe he is just unwilling to accept the 20-40% cuts the fire dept is going to have to absorb over time. If he can't deal with the reality of the desperate financial condition of the city, someone else is going to have to take over who can.
There is still some chance the city can be saved from becoming another Detroit, but time is very short.
This story is bigger than it is being portrayed, of course.

While it may be nice for the fire dept employees, it is not his job to be liked by the employees. He has publicly expressed a lack of interest in reducing staffing. He is just delusional if he thinks that he can prevent reductions in the number of FD employees. It is going to happen, with or without him. If he does not have the stones to do what has to be done, then someone with the stones will have to be hired.
I can undertand though, why he would rather retire than do the nasty job that whoever takes over is going to have to do.

Have to agree about the medical. Police officers are in a different situation, caused by the job and medical section policies. A broken hand, arm , foot etc in private industry keeps you off a shorter period of time because you can go to work with a cast on or what about stitches. In private industry you can get stitches in the evening when at home and go to work the next day with stiches in your arm, leg or head but on the CPD you have to be off with stitches. 365 days for a career is not alot of days. You see CEO's, politicians, etc return to work a few weeks after open heart surgery. CPD would not allow that.
Everything good that has ever been said about this guy is true. He is the best boos that I have even seen on this job in the 25 years that I have been here.
Some people say that he should stay until the contract is signed. We all know that these contracts take years to sign. Also he can do us more good being on this side instead of their side as management.
He is leaving on his own terms. He is leaving for personal reasons. He wants to spend more time with his family. It has to do with an illness to a member of his family that is more important then this job.
I wish him the best of luck and hope that his retirement is long & fruitful.

I feel very sad about this. Commissioner Hoff seemed to be such a "right guy," came up from the ranks -- just saw him on TV the other day, there was a bad house fire in which a little boy and his grandmother died, and Hoff took the time to come to the scene to try to find out what happened, to learn something, to see how maybe something could be done better.
He strikes me as very much too competent and decent to be able to work with a grasping, climbing, conniving, political sewer rat like Rahm Emanuel.
Now, following standard Daley practice fashion, we have a plug-in replacement, some "Hispanically-correct" "manager" from -- you guessed it -- OEMC.

Interesting, firefighters/paramedics get another new commissioner appointed, one of their own who rose through the ranks and knows what he's doing. Gives members a sense that a) the city cares about them b) you can achieve rank, all the way to the top c) they have a LEADER at the helm. Time will tell if Santiago is a good appointment or not but what I know of him he definitely knows the job unlike our last two jokes of bosses

If so, he put everyone fighting for better rights, in a position to lose their jobs.

12 hour day,cut back 1 fireman from each truck, all firefighters cross trained as paramedics (A great idea), newbies no pension (Same as CPD will get).
Why has rahmbo not hired coppers? The real reason is he is waiting for contract to expire and next contract a 2 tier wage scale,reduced severely pension, or no pension,12 medical days a year not accrued,no duty allowance, no uniform checks,10 holidays (If you work them no extra pay just 8 hours on the books).
A bigger secret the detectives as of 01March12 will be limited to 20 hours OT per month, minus court overtime,if they work a case it gets turned over to next crew and on and on!

If Hoff believed that the 5th man on the truck was a safety issue, God bless him for having the stones to stand up to Rahmbo over this issue. Yeah maybe he’s delusional to think that he could actually win that battle, but it sure is refreshing to think that there is a boss out there who actually is concerned with doing what is right and who stands by his convictions. No it’s not his job to be liked by his employees, but it is certainly his job to be respected by them. There are way too many bosses out there that have sold their souls for the rank. I myself have often wondered how these guys wake up in the morning and look in the mirror without shame and disgust! It does not take stones to do what has to be done, when what has to be done is wrong. In this day and age it takes balls as big as watermelons to stand up for what you believe in, especially if you know your job is on the line. Me, I’ll just continue to watch the blind leading the blind from the bottom up, all the while shaking my head and wondering if things will ever change for the better. My guess is not a chance!!!!
I've never heard of a paramedic who wanted to be a fireman, nor have I heard they whine, it's usually the other way around.

I am long time CPD. I had a chance in 1980 to get on the fire department during the strike. I wanted the Fire job but not that way so I went to the police academy instead.
Hoff made his choice and he will always be able to hold his head up high while Santiago will be remembered for groveling at the nut sack of a worthless mayor.
A sign of foreboding...things will worsen for city first responders, and you can take that to the bank. As hard as it was for Hoff to swallow the shit 9.5 was attempting to shove down his throat, the fact that he chose to bail tells me that things are going to get a lot worse for members of the CFD, and soon. Strap in and hang on guys, and make sure the firehouses (those that will remain open) have plenty of lube on hand, it's gonna get real painful.

While it would no doubt be unpleasant for him to preside over a downsizing of the fire department, he might have better served the fire fighters and the city by sticking around and making the cuts as painless as is humanly possible.
They are coming no matter what he did. Do you not get that? Pretending he is standing on principle or whatever he thinks he is doing will not change that one iota.
I don't know the new guy, but if the new guy makes the necessary cuts in less appropriate ways than Hoff might have done, that is on Hoff for cutting and running when a tough job showed its ugly face.
It is possible he just did not have the stomach for it. I can understand that. If that is the case, it is best for him to move on.
There are people willing to risk their own lives by running into a burning building and pull out people who would otherwise die. That takes a certain kind of courage.
It also takes courage of perhaps a different sort to do the dirty work when that has to be done, and it just does not seem like Hoff was up to that.

It is pretty antiquated, and some people are just unwilling or unable to change.
I don't think forcing every FF to become paramedic certified will solve anything. In any case, it would not be feasible. The training requirements take a long time to complete. They far exceed the requirements for becoming a police officer.
Cross train all firefighters to be medics? It would cost more money to train and pay that wage....newbies no pension? Then who would pay into the pension for the veterans?

No it doesn't sound like someone waiting to cross over. It sounds more like that guy Pat who USE TO BE the department ENS Inspector who lost his job in the budget cuts that were made. I saw him on facebook making the same post. He whined until they made him a boss and gave him a buggy. Then he became a house mouse for the city. Never complained. Now that Hoff knocked him back down the food chain & took away his tak home buggy he is crying again.

Hoff was at the building collapse on 75th st on his hads & knees helping dig his men out. I have heard the audio of the incident & you can here when Hoff arrives on the scene & makes his transmission over the radio that he was actually running to the scene.
We had JFled who was a block away from a scene for shots fired in Englewood and he ran. His excuse was that he didn't want to get in the mens way. Well what if the offender was still on the scene and was shooting some more?

I personally know Hoff and this fits him to a TEE. This is probably his GREED.

Outside of the Employees of CFD, etc; NOBODY really cares. Black Boss, White Boss, Hispanic Boss, what's the real difference? All Crrokago Agencies are just political Whore-Houses anyway, when it comes to management, it's ALL about politics, not who's best qualified. All B.S.; and the Public is wise to it all,but helpless to do anything about it due to the dictatorship that runs Chicago/Crook County, and the Feds do nothing about it, due to corruption on ALL levels of Government, Federal,State, County, City, Local....
Hoff made his choice and he will always be able to hold his head up high while Santiago will be remembered for groveling at the nut sack of a worthless mayor.

is the CFD's version of MICHAEL MASTERS? Just asking.

Is this "aviation Fire Dept." gonna be like the Aviation police now with no guns? So they would fight any kind of fire without hoses?

You know, if you want to compliment someone, you should learn how to spell.
It took me a while, but I think you meant to say Creed, not Greed.
As in, this is probably his Creed, his belief, the words he lives by.

While it would no doubt be unpleasant for him to preside over a downsizing of the fire department, he might have better served the fire fighters and the city by sticking around and making the cuts as painless as is humanly possible.
They are coming no matter what he did. Do you not get that? Pretending he is standing on principle or whatever he thinks he is doing will not change that one iota.
I don't know the new guy, but if the new guy makes the necessary cuts in less appropriate ways than Hoff might have done, that is on Hoff for cutting and running when a tough job showed its ugly face.
It is possible he just did not have the stomach for it. I can understand that. If that is the case, it is best for him to move on.
There are people willing to risk their own lives by running into a burning building and pull out people who would otherwise die. That takes a certain kind of courage.
It also takes courage of perhaps a different sort to do the dirty work when that has to be done, and it just does not seem like Hoff was up to that.

Do you not get that he was FORCED OUT by Rahm Emanuel?
Once he defended his Department and his people publicly, he was NEVER going to be permitted to continue in the job. He had offended the great Oz.

Less Fires,more Paramedics,Take all the trained firefighters and paramedics off their desk jobs,put them back in the field,reduce all the political hack merited chiefs and deputies.Go back to 3 division marshals,worked 30 plus years ago when there were more fires etc.With money saved,help prop up pension.The Nepotistic generational right of passage system shall die !!!! Create more squad companies citywide and use as a " floating" manpower pool to help augment the still companies.Require that they all become certified paramedics,because they will use those skills more than their diver skills.Utilize your resources more practically and efficiently!
Just some thoughts on the resignation of Comm. Hoff. Although I spent my entire career on the CPD, and have many CFD friends and have dealt with CFD personnel at fire scenes and accidents, our jobs and duties are completely different jobs and functions but both CPD and CFD are first responders and the safety and protection of the public (along with our own safety)are our primary duties. I don't personaly know Comm. Hoff but from what I've heard from CFD friends and seen of him on TV it seems he was the perfect man for the job, and I wish him and his family nothing but the best for their future.
Both the CPD and the CFD have known their share of scandals and embarrasing moments and politically connected bosses and do nothings.
Whatever the real reason Comm. Hoff resigned it was his decision.
As far as the newly appointed Comm. Santiago I think it is too early to judge, but at least he came from within the ranks of CFD and a carpet bagger was not brought in with little or no knowledge, to run things, as was the case with the last two CPD Superintendants.
The only one to judge the new Comm with be the men and women of the CFD who work with and under him and truly know what kind of a man he is and his motives will surface very soon in the contract talks and re-structuring of the CFD.
Again, I wish Comm. Hoff and his family nothing but the best and I thank him for all his years of service to the City and CFD.
As for Comm. Santiago I hope he remembers where he came from and hope he puts the men and women of the CFD first and hope he does'nt let politics come before common- sense. Time will tell.....Stay safe.
...If he can't deal with the reality of the desperate financial condition of the city, someone else is going to have to take over who can.....

Will you people STOP drinking the desperate financial condition kool aid???.
If there is $$$ for private cleaning and re-planting of flower boxes,
If there is money for tearing up sidewalks and putting 'lego blocks' in sidewalks at street crossings that were just poured 2 years ago,
If there is $$$ for purchasing supplies from a middle man instead of going to the source yourself (think Grainger, where the middle man bought from)
If there is $$$ to pay private tow trucks $99 EACH to tow PAPV's to 51st street for tune ups -- the ones we are longer able to ride, btw, (driver can get 4 on a flatbed)total $400....
If we can't get small blue property bags and are forced to use an 18"x30" bag for one earring,
(I know, why not cut them up?!?!?)
Umm Hmm, you go right ahead. Why not give us the necessary supplies?
