Who Knew What and When?

Bunch of interesting comments about the 002 scandal that broke this week:
  • "The karma bus rolled into the 002nd District and so now ex Commander GL and retired Lt KM do you believe me now?...PO KM and Sgt RW are under arrest for the very thing I told you they asked me to do with them 4 yrs ago...but my punishment for telling was removal from tact and sent to a beat car...well for that Commammander GL I THANK YOU FROM THE BOTTOM OF MY HEART...BTW..I've never been AFRAID to do my job...I've never had the desire to go to prison..."

  • "Watts and his team from Housing which included Mohammed were dirty over 10 years ago. I'm surprised it took this long for them to get taken down. And I'm really surprised that more of his team didn't get caught up in this indictment....."

  • "Was no secret in housing that watts team was dirty. F-them"
It certainly seems that a number of people attempted to bring this to light but were shut down by various levels of the Department. We all know corrupt cops make everyone look bad, but when there's no one willing to believe (or acknowledge) the whistle-blowers and there seems to be active collusion among the white shirts and gold stars to silence or cover for the misbehavior, then where does that leave the honest guys and gals?

We all know what happened after the last Second District scandal.

UPDATE: Channel 5 says it's going to get bigger.

Ahhh Yes, another fresh scandal, and what a coincidence, just in time to make us look bad for the contract negotiations. Gee thanks Officers for making the rest of us look bad, for making the citizens routinely think we plant, lie, and steal from people. For giving The Duke of 9.5 fingers another crisis not to let go to waste, and finally, for making my job that much harder. You sold your soul to the devil for money. IF YOU OWE THE CITY MONEY IT WILL COME OUT OF YOUR STATE INCOME TAX REFUND.

I see that Channel 5 has referenced this 'insignificant' blog of yours, SCC. Using exact quotes of posts found here as well is very telling.

Just confirms that the media WHORES as well as the clueless ASSHOLES at Fort Fellatio visit regularly for their occasional doses of reality. All of which makes it likely that the Feds are also currently visiting looking for information to bolster their case against the jagoffs in 002.

I'm not defending the delay in this coming to light, but what people might not realize is how much goes into catching someone dirty.

The old 015th district case had three incarnations, before it blossomed. Every time IAD pursued it, either the word got out, or the targets didn't act on the bait. It took several years to get the case up and running, then to actually work up the case.

Just because a complaint is filed, doesn't mean you'll see the results in a few weeks or months. And, when you bring the Feds in on a case, you could be talking years, because they want everything as neatly boxed up as they can get it. If the Feds go ahead with a prosecution, you can be sure they have more than one dead-bang case on somebody. They don't gamble the odds; they know they've got you when they move ahead.

interesting conversation, the gold star was talking the shift changes with 1st and 2nd working 12 hours shifts to cover for the 3rd watch guys going downtown.

the part that caught my ear was when he said downtown is going to watch how the 12 hour shifts work out...that they did a manpower study and 12 hour shifts work best with a lower amount of manpower

12 hours shifts citywide, early/late starts with rapids covering overlap

2on/2off/4on/3off or 2on/3off/5on/2off

possible??? i was @ kool-aid land(aka Headquarters) getting my DC award(yay)yesterday and that was the buzz between 3 future goldbraid pension recipients....they couldnt even pay attention to the f-n award ceremony because they were too busy chatting but the subject matter was spot on from the above post. The internal affairs functions in the Chicago Police Department should be staffed by retired cops from other departments and led by a retired outside cop with no strong ties to the department. Otherwise the temptation to ignore things or flat out cover up things is too great. The people in that unit should not be worrying about their next assignment in the department.

Also if there is an allegation of corruption the supervisors of the alleged corrupt cop should generally NOT be informed of any investigation. It should be done internally within the IA unit with perhaps some federal assistance.

How hard would it be to take these type of corrupt idiots down? Since we're now a branch of the NYPD perhaps we could get some undercover "skels" to wire up and carry marked money. Think of them as walking integrity tests.

In the late 90's there was a group of cops on the NW side shaking down and stealing cash from illegal Polish immigrants. Then Superintendent Hilliard brought in the FBI and Polish speaking Feds and set up a sting. Those corrupt cops all went on to be guests of the Federal government with one exception. One indicted cop killed himself.

This is just the latest embarrassment for this department. It is also the latest reason why I years ago upon being pressed as to what I do for a living tell people I'm a sanitation worker (not employed by the city). It ends the conversation, isn't a lie and allows me relief from crushing demoralization I have to live with.
Fortunately, very soon I'll be able to tell people that I am a retired sanitation worker who used to live in Shitcago.

That's what happens when you give hire gang banging thugs on your police force. This department does a pathetic job of background investigations when they hire someone. They had a janitor in 023 (when the old station was being used) who had a criminal record AND an active warrant- the same guy who has access to all our discarded records, paper and locker rooms. I'd like to know if anybody even took time for that oversight. No repercussions for the ones responsible for hiring these fools. But god forbid you miss a traffic court date- that's a day w/o pay. This dept is ass-backwards and fkd up!!!!!!!!!!!

Is there a shred of hope that, when notified, Commander GL and Lt. KM moved you to protect you? And they then dropped confidential paper and made a verbal notification to the then ADS of IAD and/or the then Superintendent, which is how the ball got rolling?

OTOH, if they chose to move you and then told Sgt. RW and PO KM of your allegations, or move you and just ignore the allegations, they will soon wish they had not acted so foolishly. If either proves to be true, they should take a big, big hit, also. It is the right thing to do.

Just ask Sgt M.C. who was in charge of the behavior alert program. She tried to put Finnigan and his crew into that program years before they got busted. She was not allowed to per EXEMPT ranks. That's a fact. This job protects the clouted.

Bosses never want to deal with issues of diry cops under their command. Add race as a factor and then you can multiply that by 10. But it is time for the bosses to be held responsible. Make them make a statement as to what this PO is saying. Were they told about this and did they do nothing. Nothing will change unless we change it. No more dirty cops. Increase the standards for become a police officer. This city has lowered the standards and dumbed down the test that even a 5th grader (from the suburbs) could easily pass the test. When you lower the standards for political reasons, ie buying votes, this is what you get. Raise the standards to where they should be, I am tired of working with gang bangers. I look over in the locker room and I see a gang tattoo and I wonder how the hell they got on the job and then I remember I'm in Chicago. Again this is why so many of our command staff cannot get FBI clearance. Why hasn't the media asked about this? They have always been afraid to ask the tough questions. Pam Z would rather have a explosive story about cops parking at wrigley field for games, wow what a story! Get one journalist with some balls to break open all the huge bombs that are available with a little leg work. Hell this web site gives countless ideas they can pursue. But again they are all afraid because race may become an issue. Cowards.

I would expect Mike Krauser from WBBM radio to be right up everyone's behind on this -- if he can boil a lengthy, complicated case down into a thirty-second sound bite, that is.

He is currently running "dramatic" 911 tapes of a hassle in some Wal-mart or someplace up in Wisconsin. "Plainclothes policeman told pregnant woman she was blocking the line, woman's husband "pushes" officer, officer draws gun/shows star," all these phone calls played, every version different, nothing explained or proven.

"Sound and fury signifying nothing."

A. General point -- when did 911 tapes become public entertainment? I don't get it. It is disgusting to use recordings of people who are often in extremis -- injured people in accidents, terrified children screaming about a fire, Mommy's dead, and so forth -- as mere attention-grabbers, ratings-boosters. Real garbage "journalism."

B. It's like this Krauser is at the top of the Emanuel Rolodex. Seems like every flash story about City Hall doing something new and rotten has his monicker on it.

He was the one recently going on about "police descriptions so vague as to be useless" regarding a suspect in a string of crimes, who I believe was later captured, Ipod-grabber or something.

Pretty funny, coming from the same media crowd that makes a point of not broadcasting or printing the race of a wanted suspect.

A real climber here. I don't think he likes the police.

I work down at HQ, and I learned today that as of June we are not going to have our 365 sick days. The medical policy is going to be changed. From what I understand, they are going to sick days. So, once again, no more 365 sick days as of June. If you have an elective surgery planed, like I do, do it now. Don't wait, because you don't have much time. Stay safe, guys...

hello, I am a lawyer.. ok, before you all hiss and m'f me im not that kind of lawyer.. Im a patent lawyer, but hearing that an officer or several officers told the powers that be that these guys were dirty then they were punished is a huge problem. Ok, now here comes the typical lawyer response from me... You have grounds to sue the city. Its called the whistle blower law. If you were a whistle blower and were punished you have a GREAT chance to get some money. Hey, I read the papers and the blog and my father was a police officer and my brother currently works in area 2 and I know that every other mope on the street sues you guys... why shouldn't you? Especially since you were trying to be a good police officer and were attempting to better your department. I know cops don't like suing cops, but I think this is different. If I were you I would talk to an attorney and see what kind of case you have. Im sure it would be nice to have a little extra cash to use for the kids or retirement. Good luck if someone decides to go after the city, we will be rooting for you!

The truth is you need evidence. Which was, thankfully, finally obtained. Honest officers would get fucked over by citizens, bad supervisors, & IPRA, if just allegations or beefs got an officer fired, suspended, or moved across town. That's where it leaves us (honest cops), mere accusations should mean nothing. The FBI has evidence these two committed a crime. However, you'd think if an officer went to a Commander, or called IAD, even showed up at the FBI branch on Harrison St, a probe would start, or in this case maybe it did.

But to get a money beef without evidence, goes no where and should, unless there is evidence that on video with marked bills followed by a log of when issued to who and why and then recovered and inventoried.

These guys just made being an honest police officer even tougher. Thank you fucking assholes, I hope you two fucks get 20 years fed time.

I just want to thank the midnight crew of the 025 district. my relative gets her car stolen at a gas station and calls 911. however, since she cant get her info (i.e. plate number ) immediately, she gets the brush off. the responding unit goes as far as dropping off at her house and leaving her there without any police service. they tell her to make a report at the district. once in the district, they get another brush off. In the end, my relative now has to get her car out the lot from sacramento and pay 2000.00 because the person who stole they car was arrest for a dui.
seems to me the officers didn't know what they were doing from the start? once again, thanks for taking care of the residents of beat 2512....

Then flip to another where they report its multiple people and its been going on for many years. History repeats itself; In 2001 Sgt W.P. and PO D.S. assign to Public Housing South stole $20,000 from a FBI fabricated drug safe house. Both arrested and doing time. In 2011, Sgt R.W. and PO K.M. formerly assigned to Public Housing South, now in 002, stole $5,200 from a FBI informant. Both arrested. Both robbery "crews" have many of the same police associates. Some are bosses now.

Yes, I bought a Car at MCarthy Ford at 115th/Pulaski Last year. I recommend them. I even still use them for my oil changes, something I never did with a dealer before. My salesmans name was Tom.

First of all I'd like to state for the record that I am a proud member of the Chicago Police Department and has been for over 20 years...unfortunately this latest incident involving the unveiling of police misconduct and corrupt behavior not only negatively affects the involved officers but the entire department. My concern today is the hypocrites that are my fellow police officers...the city of Chicago and the Chicago Police Department have spent millions of dollars on the ad campaign "IF YOU SEE SOMETHING SAY SOMETHING" apparently that's not the slogan of CPD...if you expect Pookie to tell on RayRay if he knows who did what .... Then why the hell are CPD officers,supervisors and brass expected to "SEE SOMETHING SAY NOTHING" I'm appalled that so called whistle blowers are ridiculed, talked about so negatively, warned by other officers to shut up, then ostrasized by MOST officers for doing what others don't have the guts to say or the moral fiber to believe that it's your responsibilty to "SEE SOMETHING AND SAY SOMETHING." Since this story broke I've read the posts stating they knew what was going on and said nothing...SHAME ON YOU...I've read posts that stated I knew and tried to tell or did tell...WELL GOOD FOR YOU...an open memo to the current members of the CPD who commit crimes...PICK A TEAM! If you want to be a criminal ; turn in your star, ID and shield and be true to who you are. If you want to continue to represent the CPD then don't become a part of the problem of corruption ....

12 hr shifts, yeah right. if im in court 4 to 5 days a week and i have to then go to work and work a 12 hr shift plus add travel time to and from court and to and from work, when the fuck am i supposed to have a life let alone get any sleep? maybe an officer working inside with no court might like this and it would work out for him but there is no way for the cop working the street.

We always get shit for 'the blue wall of silence'. This is why it exists. Because you get shit upon unless you are clouted. I've dealt with IAD--it's no fun trying to report something. Good for those who refused to go along. I just hope the powers that be don't come after them for not going further in reporting these ASSHATS.

When the police arrive our great computer system is down and info can't be entered. By the time the system comes up the tow is ordered several districts away. Before anyone can figure out the connection the car is hooked. Your relative was given a step by step procedure as to how to get the car back with no fees. She was given copies of everything that she needs. If she couldn't figure out how to do it or is just too stupid to do it maybe you should have gone with and held her hand. I have never been on the medical, but I believe taking the 365 days of medical away is a bad idea. God willing you get diagnosed with some type of cancer and you are the only One in your immediate family who brings in the cash. I think a better idea would look into those who do abuse the medical . Make a few changes, serious health problems, heart conditions and cancers, make exceptions for serious illness and legate ones that a doctors note can confirm. Questionable injuries should be investigated. So those who are making comments about good for the medical abusers don't realize this affects all of us. Considering our work, we are more likely to have a heart attack or stroke.The work we do we should be allowed to have those 365 meidcal days. This is important for all of us. Those who have not been on the medical should be given some type of incentive, maybe it would make some reconsider hitting the medical.

I worked in the restaurant business before this and I worked some 14 hour days there and the next day you were off. 4 days per week vanished. The 2-14 hour days and your days off just melted together. You'd get your day off after the long day.

Can you imagine, the last 2 hours of your shift you'll have to put the blinders or you'll be working some overtime. If you catch something complicated near the end of your shift, you'll be working a 20 hour day.

The only upside of a 12 hour workday would be that you'd be off half the time. At least at checkoff time there wouldn't be a stampede to get checked off, you'd be too damn tired to run.

The old 015th district case had three incarnations, before it blossomed. Every time IAD pursued it, either the word got out, or the targets didn't act on the bait. It took several years to get the case up and running, then to actually work up the case.

Just because a complaint is filed, doesn't mean you'll see the results in a few weeks or months. And, when you bring the Feds in on a case, you could be talking years, because they want everything as neatly boxed up as they can get it. If the Feds go ahead with a prosecution, you can be sure they have more than one dead-bang case on somebody. They don't gamble the odds; they know they've got you when they move ahead.

The attitude among a lot of officers in 025 1st watch is "real police don't do paper". They don't like writing reports. Most of the officers in 025 1st watch want to make felony arrests, get guns, get dope off the street and make good arrests. Yeah, they are the real police. It's a fucking shame that the responding officers didn't do the paper. But also you have to tell your relative memorize your license plate info. or at least save it somewhere you can quickly access it.

I beleive that the 365 days for every 24 consecutive months is a contractual thing.
And if so, then come 30 June 2012 our contract is up.
However, the current contract will remain in effect until a new contract is negotiated.

next, when the car was finally reported stolen, leads (911) did not list the car stolen until after the car was pulled over for a 501 in 019.
next, the officers who processed the 501 involving your relatives stolen car did not cancell the tow on the car, even though they were told it was a stolen car.
beat 2511r worked the majority of the night to help your family member.....including all of the bullshit required for her to get her car out of the pound without paying for it.

I work the street and make arrests (i.e. go to court). I would LOVE 12 hour days. Maybe you are police officer of the year but how often do you go to court every day of the week? Do you know how many more days off you would have for family, friends, relaxation, ect? You sound like the guys who fought the 4-2. Change is not always bad. And yes I do not know any of the details about the schedule (start times) but it sounds like a very good change to me.

I just want to thank the midnight crew of the 025 district. my relative gets her car stolen at a gas station and calls 911. however, since she cant get her info (i.e. plate number ) immediately, she gets the brush off. the responding unit goes as far as dropping off at her house and leaving her there without any police service. they tell her to make a report at the district. once in the district, they get another brush off. In the end, my relative now has to get her car out the lot from sacramento and pay 2000.00 because the person who stole they car was arrest for a dui.
seems to me the officers didn't know what they were doing from the start? once again, thanks for taking care of the residents of beat 2512....

To report a stolen car you need the VIN and a plate #, and a title would be nice, and a driver's license or ID. Oh, none of that, just a color of a car, not even a make or how many doors, or who took it? So we have a blue car driving around that's stolen.

Just a cautionary note about jumping on the past commander and lieutenant. In my years as a sergeant I've had three occasions to deal with such accusations. Each time I initiated a confidential investigation and only once out of the three was I ever brought in to contribute more then my initiation report. These things are done hush hush and you just don't discuss them. It does not mean you didn't take action.

Off F,S,Su, Work M,T Off W,Th then repeats....With the extra days off the city owes I may work a 3 day weekend 4 or 5 times in a year...time off is amazing...Court time is not an issue..trust me...If you went to this schedule you would never want to go back to 8 1/2's....

365 days in a careeer is not alot and I have no idea and either do you whereyou get most officers only use 50 days in a career, pure BS.
Problem with our job and the medical section is that if you break a leg, arm .finger, etc you have to be off on medical. In private industry you can go to work in a case. Also CPD and medical section will not let you work if you have stitches, so a simple cut requiring stitches could keep you off work for 7 to 10 days or even two weeks, Another problem is medical counts all you days off, not just your working days. That would have to be changed
This is one thing FOP better not give up

2 week schedule = 84 hours (4hrs OT)

work monday tuesday
off wednesday thursday
work friday-saturday-sunday

Nobody seems to care until it is too late and the Feds have made their arrest. I had a thief working for me that everybody knew was dirty. Nobody wanted to work with him, but he intimidated most of the officers. Plenty of hints dropped to the watch commander, but nothing specific. The wc started dropping paper lake crazy on this guy, and he just hit the medical on a phony IOD. That was back in May and he is still on the med. For the officer looking to buy a car. If you have a Costco membership they have certain dealerships who give members a discount. Call Costco and they will let you know what dealerships participate in their program. You will get a great discount, they show you on paper what exactly you will pay depending on the model. So look into it . I had a friend who saved $3000 and you don't have to deal with those pain in the ass salesman who try to scam you working a deal. Good luck

To get vehicle information if the victim does not have it sometimes you can find it with SOUNDEX. All you need is a name. A lot of officers don't have a clue as how to get that or use any of the free format LEADS transactions which offer a wealth of vehicle information. The systems are old and not modern like "clear" information but they still have a value. Try HD89 and HD81.

12 hr shifts worked by lots of us suburbs guys.
our times are 6am-6pm or 6pm-6am
2 week schedule = 84 hours (4hrs OT)

work monday tuesday
off wednesday thursday
work friday-saturday-sunday
off monday tuesday
work wednesday thursday
off friday saturday sunday

off every other weekend 3 days. all is good with it. long hours but lots of off time.


I'll take this schedule all day long. The best thing to happen to this department was the 10 hour schedule. You really can't beat all the days off.

I just want to thank the midnight crew of the 025 district. my relative gets her car stolen at a gas station and calls 911. however, since she cant get her info (i.e. plate number ) immediately, she gets the brush off. the responding unit goes as far as dropping off at her house and leaving her there without any police service. they tell her to make a report at the district. once in the district, they get another brush off. In the end, my relative now has to get her car out the lot from sacramento and pay 2000.00 because the person who stole they car was arrest for a dui.
seems to me the officers didn't know what they were doing from the start? once again, thanks for taking care of the residents of beat 2512....

No offense officer but I'm fairly certain that your patrol area is not as busy as Chicago neighborhoods are...we have more people than you. I would NEVER want to work 12 hours a day. No matter how much time off, working 12 hours a day is a death sentence of burnout with citizens. It's just too much.

Hey 3:46 .... don't knock em till you try em....the schedule that someone posted earlier is jacked up...but the one you should shoot for is as follows (I start it on the weekend for simplicity)

Work F,S,Su Off M,T work W,Th
Off F,S,Su, Work M,T Off W,Th then repeats....With the extra days off the city owes I may work a 3 day weekend 4 or 5 times in a year...time off is amazing...Court time is not an issue..trust me...If you went to this schedule you would never want to go back to 8 1/2's....

You young guys who go out to party or find chicks are thinking this schedule is so great. Try being on the job 17+ years and thinking 12 hours is so cool! Listen, I want to be at home with my family...every night God willing, not just on the nights i'm OFF. No one should work 12 hours with the smoking of calls we get daily. We are not firemen who can relax until we get a call, if we get one (no offense to firemen). We are rolling from the moment we get our radios and that's not going to change anytime soon with the number of officers retiring monthly. Working 4 eight hour days with 2 off still gives the city 40 hours a week but they didn't want to give you that, no they wanted to make you work longer. Now they want you to work even longer. This is not the job and city to roll around in a beat car for 12freakin hours. Cannot understand why you are willing to disrupt your entire day just to get a day off. Sounds pretty moronic.
