Holiday to be Canceled?

Hot rumor:
  • heard a Rumor that more ways to save money are on the way. Logic is if it doesn't exist why have a payed holiday for it. Talking about CAPS, heard that the city is using the same logic they applied to watch commanders. Call it something else and then you don't have to pay for the old title.

We're actually surprised this hasn't popped up more frequently. Thirteen holidays is quite a bit...at least one or two more than most city departments, and the CAPS holiday is pretty much a big fat target for Rahm and the administration.

That being said, it's still a part of the contract and must be negotiated over. Rahm can't just take things away, no matter what he wants to do. We fully expect this to be part of the "austerity cuts" proposed this summer and it could be a winner for Rahm. Maybe if we headed the city off at the pass? Suggest a holiday cut for something substantial in negotiations and then a public push for how reasonable we're being in the face of Rahm's proposed cuts to the bone? We certainly need to be seen as more proactive and a willing partner in negotiations. Just saying "no" to Rahm isn't going to fly in this atmosphere. Rahm controls the media and plays everyone against each other. Time to take a page out of his book.

Don't expect to much. Since the new group took over the FOP they blow off all questions and don't have any answers. The contract expires in a little over three months and no word from the new crew on what we are going to be fighting for. I haven't seen a rep at roll call asking what officers would like to see or main points to fight for.

I don't care at this point if we sound reasonable. The public doesn't like police anyway. The contract will be decided by an arbitrator. So what the publics opinion is doesn't really matter. At this point not losing what we have now is a victory. Anything beyond that is a bonus.

Wasn't this one invented to take the place of Good Friday?I think we got this and the Fire Dept got Flag Day to make up for it. Seperation of church and state and all. I do believe the courts are still closed on Good Friday though . Speaking of the courts, I saw a notice at the desk that said we are NOT to schedule traffic or misdemeanor court for G8 week. No court to be scheduled May 15-22 (maybe 23, I can't remember the end date).

"Uh, yeah squad, please clear me from the riot and hold me down at traffic court. Thanks..."

If I remember correctly, the CAPS holiday, used to be for Good Friday. I was only on the job for about 3 years before they changed it and I will admit that my memory is a bit hazy here.

It was changed for obvious religious, or should I say "non-religious" reasons.

I trust somebody will correct me if I am wrong.

And as far as taking a proactive approach and suggesting giving up a holiday for something else? I got 2 words for you: Teachers Union.

One need look no further than how Rahm stuck it in the CTUs collective ass after some teachers decided to freelance opposite of their union's stance and 'made concessions' caving to Rahm's whims.

The Little Prick does not play fair, that much is painfully evident. Why anyone would think he'd bargain in good faith with the FOP is comical. We've been painted as the cause for many things bad; the dismal shape of the city's finances is one of the bigger accusations hung around our necks as a quarter BILLION is allocated towards the rehab of Malcolm Ten College.

I say FOP offers to give up TWO holidays...when Rahm agrees to a polygraph focusing on the depth of the Solyndra debacle. What's that? Ain't gonna happen? Point proven.

Rahm is a fucking soulless rat that mustn't be given any quarter with the livelihood of first responders. His legacy will be sealed after the disastrous happenings in May reveal him the incompetent fool he really is. And he'll no doubt be looking for scapegoats to soften the blow.

Enter the CPD looking for a juicy contract..

The CAPS Holiday was originally a substitute for the loss of Good Friday when somebody decided that violated separation of Church and State. Its a madeup holiday but not one that should be given up nor can it be taken without violating the contract.

Came about because they wanted to do away with Good Friday.
They did away with Good Friday as the holiday because the city felt that there were just as many Christians on the job as non Christians and they needed to replace Good Friday.

I would gladly give up the CAPS holiday if I never had to hear about that sham of a strategy again.

CAPS was a waste of police resources and a political machine from it's onset here. Nothing in Chicago can't be smeared with politics, and CAPS is a perfect example.

It needs to go. It needs to be dismantled and the pieces burned.
The ashes then need to be scattered to the four corners of the Earth. Holy water needs to be poured on top of these ashes and a prayer from every religion should be read there. Then the blood of the first offspring of a former political wonk should be spilled upon the site.

Frank Main should be made to write a banner head line that CAPS is dead. Then those little teddy bear things need to have a party there like in Star Wars.

First off you never go into negotiations hoping not to lose anything. FOP needs to get a professional labor attorney not the inhouse bullshit lawyers we have. No offense but we have seen what has happened in the past with our contract. Once again do not believe the city is broke! Show examples of how the city has the money for raises for personal secretaries, appointee's and political spots and the alderman who quietly get a nice cost of living raise that nobody talks about. Then show the money the spent on the olympics, fixing the city up for the G-8 nato and the malcom x renovation.The city always has money for what they want. As first responders we deserve a fair contract, go into negotiations planning on a fight, not to laydown and hope not to lose anything. As first responders we sacrificed last contract. Let the city know we are doing more with alot less and we want to be compensated just like all the political appointee's who got nice raises because they where taking on more responsibility.If FOP says we should be happy not to lose anything then I ask what are they getting out of this and are you in bed with the city. I hope the FOP does the right thing and fights for us not against us.

We let them get away with this crap. Pretty soon they will take Christmas too and give us Eid or Kwanza to replace it.

Nowhere in the Constitution, or the Declaration of Independence, is "separation of church and state" found.

We can't let the left continue to set up these straw men arguments when it suits their purposes. They seem to forget about "seperation of church and state" when it comes to Jesse Jackson, Fr.Phleger's antics, or the Muslims, whose politics and religion are intertwined.

The Bill of Rights First Amendment states the government can't make a law establishing a religion, nor can it prevent anyone from worshiping any religion they choose.

The Founding Fathers, in the Declaration of Independence, mention that we are endowed by our Creator with unalienable rights. How can the left then cry "separation of church and state" when this country was founded with credit being given to our Creator for bestowing those rights upon us?
Its time to take a stand against this constant push from the left.

To my fellow blue shirts, The white shirts and the "ME TOO" CFD.

Our contract ends in a few months, and we should all be prepared for a contrract that will be settled in arbiitration, and probably a 10% reduction in pay/benefits. Our multiplier for our Health Insurance will increase, Pay may be the same, but a 1 or 2% raise for 5 years is just a pipe dream so forget about it. Current FOP elected leadership wont be to blame- Even though they will not be re-elected to a 2nd term

Rahm wants the FOP Contract to go to arbitration. Its a win for the city. Arbitrator will side with the city resulting in less pay and increase costs for the police.

I fear we will see a huge increase in our membership filing bankruptcy, and being foreclosed on.

I can live without CAPS holiday. However, I would put that on the table under the condition they uplift our residencey restriction. He has made it clear he doesn't want to give anything. He only wants to take more from us. Please just uplift residency requirement. I hear about that being negotiated in the upcoming contract talks. Could anyone verify any truth to those rumors? If Rahm wants to "save money" then allow us to live in more affordable areas without having to be surrounded by other savage neighborhoods.

The fact is very few are at the table and the negotiators are not "leaking" shit out, so stop all the false drama you don't know, not a fan of Shields but if it is not in the letter or told by him it is most likely bullshit!

We may lose,we may win not sure but all the rhetoric cannot help, so please stop the knocking, Shields was elected and hopefully surrounded himself with sound people (Doherty is still there #2 man),Lets see what happens!

Sure Daley took care of his own (family, friends, etc) but he wasn't necessarily evil. This Emanuel guy~ you can almost feel the evil emanating out of his every pore. Hopefully the FOP realizes what he's about and would NEVER EVER take him at his word because he'll turn around and stick it to ya in less than a heartbeat. Has the G8/Nato mess been brought here by Rahm simply as a bargaining tool for our contract? Seems a little extreme, but remember you should never let a good crisis go to waste right? After the entire month of May turns into a shit storm and he paints the CPD as a complete useless failure in the face of the scumbag protesters, will the people buy into his propaganda and agree with him regarding whatever radical changes he wants to make to our contract? Only time will tell. But, once again, like Rahm said, "never let a good crisis go to waste".

History 411 (I mean Level IV not the info). This is specifically directed at the current FOP who have no (I mean NOOOO!) historical knowledge base for the upcoming negotiations.

Some of you are almost correct. Caps Day, or more correctly CPP Day (Community Police Partnership Day) was a replacement for Good Friday, after the Illinois Legislature decided that no government contracts could be entered into that referred to Religious Holidays (this same law declared that Christmas' universality had made it a secular winter holiday).

Most governmental bodies when negotiating successor agreements, came to accord by awarding an additional Personal Day. Note that here in the Police Department not all of the unions have CPP day, they have/had the personal day.

Bill Nolan was able to negotiate for a new holiday CPP day as a replacement for Good Friday. (I know of no other Government Labor Contract that has a similar invented holiday.) This is important because I am not going to earn premium pay (time and one half) for working on -- My birthday, your birthday, or your personal day. Let's not even figure out what Caps Day court appearances cost over the last 15 years or so.

At any rate, Thank you to Bill Nolan and his negotiating team, for about 120 hours of time on the books earned since the inception of CPP Day. I am forever in your debt. Well, not forever, but to the tune of about 5 Large!

That is the value of a Holiday as compared to a personal day.

Final will be on June 30, 2012. We are all screwed!

Got that Rahm? You cannot unilaterally just eliminate it. IT IS IN OUR CONTRACT! And if the FOP and City cannot agree on what to do with it, it goes in front of an arbitrator. How convenient. I'd take my chances with an arbitrator before I will believe Rahm would do anything good for us.

Let's see, how about this, We give up CAPS Day and one other holiday and go back to all working day furlough. Supervisors won't like it but fuck them, this is an FOP contract, let them do their own heavy lifting. All the supervisor's unions do is give shit away for nothing.

The Lt's Association GAVE AWAY all the bid Lieutenant spots in 019 and got SHIT in return. No grievances were filed. One more example of why the FOP should represent ALL sworn officers below rank of commander.

Let's get rid of the aldermen.we would save the city millions and we would cut corruption.the people that want jobs can apply at city hall and go through a process. Why are the citizens not outraged about the aldermen maybe they should have gps on there cars and have to show how they spend there day and show what they spend money on and post it so the citizens can see it. Are the people in the news as corrupt.why don't they do a news story on the aldermen lets see what they do all day. Have them audited every year lets see where the money is going. Make time to go to the FOP meetings. They are staggered every other month 2nd watch, third watch. If you can't put aside 4 hours a month to tell your leadership what you want they will guess what you want. If you can't take the time to register and actually vote then the elected politicians will guess what is best for you. It kills me that the biggest complainers here don't take the time to go to their union meeting or vote. Pipefitters, carpenters, electricians union meetings are standing room only. They get involved in their union so they have a say in their wages, benefits and working conditions. Shut the fuck up because you're part of the problem. When you start attending FOP meetings and voting you're part of the solution. Give up 4 hours on the computer and become part of the solution or keep posting all your uneducated comments that make you fell like a big man. Don't be a blohard, be an educated blohard that votes.

We should not give up anything, especially benefits if a decent pay raise is not included and we know that won't happen. Dont give in, go to arbitration, make them take it from you, its harder that way Arbitrators tend to want most issues settled because in the end they dont want to side with just one side, they prefer to give a few wins to the city and give a few wins to the FOP, that way they will get hired the next round of arbitration. Seems we always get this Benn guy who really hasnt helped us too much.
