Overtime at Chicago’s 911 emergency center more than doubled during the first two months of this year, thanks to a 13.2 percent increase in call volume and Mayor Rahm Emanuel’s decision to reduce the ranks of police and fire dispatchers, records show.
Police dispatchers wracked up 10,024 hours of overtime in January and February, at a cost of $516,642, compared to 5,247 hours with a $247,662 price tag during the same period a year ago, records show.
Fire dispatchers piled up 3,504 overtime hours at a cost of $220,653 during the two-month period, versus 1,521 hours and $96,366 a year ago.
And get a load of this asshole:
- The alarming increases — which came as the number of calls went up by 13.2 percent, or 108,000 calls — are outlined in a March 15 email to 911 center department heads from James Carroll, finance director for the city’s Office of Emergency Management and Communications.
“Please respond by March 20 with the reason for the overtime, as well as a plan to reduce your section’s overtime,” Carroll wrote. “Hiring new employees is not an option.” - Understaffing has been a chronic problem at the 911 center over the years. As a result, a handful of call-takers have been able to more than double their salaries in overtime.
Emanuel’s original plan called for eliminating the jobs of 17 fire dispatchers, laying off nine others and shrinking supervisory ranks from 13 to eight. After union negotiations, the mayor ended up eliminating 10 dispatcher vacancies, demoting three supervisors and one dispatcher and laying off one call-taker.
Also, the jobs of 45 police dispatchers were eliminated, and so were four of 22 radio repair technicians.
Well gee whiz Jimmy, we guess the only option then is to stop answering the phones and letting everyone go home on time regardless of the stacked up emergencies. Or start randomly murdering citizens so they stop calling 9-1-1 with their bullshit. How the fuck else are you going to stop paying these people for sticking around past their work hours? And no wonder the radios suck lately - technicians cut, too?

OEC has been understaffed for years which means they aren't answering calls as fast. Calls stack up and wait for an available unit. Everything we've seen shows they are only tracking from the time of dispatch - the wait time doesn't count as "responding" seeing as how the dope jobs are sitting for over an hour, the disturbances sit for twenty minutes and the 1A jobs can sit for ten minutes before they are considered backlogged.

Talk to any dispatcher. The overtime is MANDATORY and a lot of them aren't thrilled with it.

Zone 13 went down yesterday around 0900 for about 5-10 minutes. Dispatch had to move to the backup radios (which SUCK, they couldn't understand anyone) until the system was fixed. What a joke! The dispatcher said that all the zones were down, so I'm not sure if only 13 was affected.

OEMC is a cash cow... All of the money that is funneled through OEMC from grants,federal money etc... They get the bulk of it then it is funneled down to the rest of us.. I know a guy up there (call taker) named Tyner who has been in the paper every year as the leading overtime person at OEMC because of his seniority... He would work OT just about every day...literally... And I kid you not... His OT checks alone would be over $150,000!! And that is ONLY OVERTIME NOT HIS REGULAR SALARY. He was making over $200,000 as a call taker for YEARS!!! Because the city is short call takers... This is 100% true..ask any call taker in OEMC and they can tell you how long this practice has gone on for and STILL goes on right now as we speak!! But dont hire anyone at $40,000 a year dummies!! With Archie's overtime alone you could hire almost 4 call takers!!?? And there are several others making over $100,000 a year down there in overtime a year as well so... Why not hire more call takers?? City doesnt want to pay the benifits thats why!! So they put us and the citizens lives in danger at a cheaper expense...

SCC- I've tried to comment on a call center problem once before but it didn't post.
I don't know if this is resolved, but when you call 311 to report illegal drug activity, they patch you through to a 24/7 hotline. Which rings and rings and nobody answers 24/7.
Because it doesn't pick up while 311 is on line with you, 311 gives you direct number to call for that same supposed hotline, but, dialing direct- still nobody answers.
Then you call a district which gives you a hotline number but when you call that hotline which is the crack hotline, a recording says it's been disconnected.
Then you try calling district direct, but the district says CAPS will handle and call back, which they don't right away- they actually didn't ever.
How can citizens report illegal drug activity if Rahm and McCarthy have had the hotlines removed?
What is the proper protocol for doing so as of today when one sees a neighbor and hears a neighbor selling illegal drugs out of their home?
For me personally, it took me eight+ phone calls over 2 days and getting huffy which I hate, to get a desk sergeant's attention who passed it on a tactical unit. Who are exceptional to say the least.
I doubt typical citizen would keep trying all these various avenues and might instead give up, primarily because, to begin with, it takes courage to stand up to illegal drug activity so close to home in the first place.
So if that citizen is then going to have to jump through 8 or so hoops first, having the door slammed in their face each time, it gives one who is already scared the impression the City of Chicago does not want it's citizens to help fight illegal drug activity. Which is not just scary, it's creepy.
City has no money but can send delegates out of country on the tax-payers dime to showcase shitcago! and no do not code out the bullshit jobs let the backlog happen and if paper needs to be done do it, relocate to the station because the mobile system sucks stay down for 2 hours. the bullshit calls arent going anywhere so give yourself a little time in between jobs.

I had to attend a beat meeting the other day. One citizen was claiming he called 911 to report shots fired last week and waited for 2 minutes before the phone was answered. He was asking if this was typical.
Faster response times my ass. How can Mcnutty get away with saying that? Same for raccoon eyes. They are all lies and all of us responding to these calls for service know that response times are down not up. There are backlogged jobs in my district on our watch everyday for the entire tour. some sgts are even coding the disturbance jobs out without anybody going. I dont agree with that. citizens give us an ear full when we finally do arrive saying they called hours ago and then we are left by apologizing for something that is out of our control, manpower.
This, along with the recent uptick [onslaught] of shootings, is a direct result of their 'do more with less' strategy. It's obviously not working, TIME TO HIRE!

I dont quite understand how an increase of 13% has anything to do with overtime. If I'm a dispatcher and am assigned to a console for 8 hours how do I get overtime because of the volume of calls. Im at the console for 8 hrs my regular tour and it doesnt matter whether I answer 15 calls or 150 calls, its all within the 8 hour time frame. Something doesnt add up If i work a beat car in 011 and get no calls, I get paid for a tour, if I answer 10 calls during that tour I still only get paid for that tour
Sounds like they want the dispatchers and call takers to work for free; if they won't hire new ones and want to cut the overtime down, how else are they going to save money?? I wouldn't be surprised if they start looking for volunteers to cover the calls. Hey, maybe they can get some of those six figure salaried aldermen to take some calls. We still have 50 of them! Funny how we have money to keep those clowns on the payroll but cut back and layoff emergency service personnel! When they blow up sears tower, call the aldermen to save them! It seems like FOP never has any news to report regarding the Contract, NATO, promotions, etc.
The Executive Board spews the same propaganda every FOP meeting regarding grievances including medical, DSPs, call-outs, IAD and IPRA meditations. I used to look forward to attending the monthly FOP meetings, it was a way to get away from the wife for a few hours, and learn about what's going on with the job. Now, I'd rather stay home and listen to my wife's nagging rather than the FOP rhetoric.
Seriously, in regards to the contract, is there a contract negotiation team in place? Does FOP have a strategy for negotiations? I hope everyone knows the contract expires on June 30th.
As we all know, FOP knows nothing about the contract, but they sure can tell you about the next: fishing tournament, picnic, vest safety day and health fair.
Granted that these are benefits to the members, but who really cares about this stuff. I'm sure the membership cares more about promotions and the contract rather than some blood test given by a health care company that probably gives kickbacks to the FOP Board.

Is it reasonable to suspect that a majority of these calls were legitimate and additional consequences resulted due to the length of response time.
The overtime situation is one that is spiraling rapidly out of control. It's not the "connected" ones who get all the overtime, it's ANYONE WHO WANTS IT. Critical staffing levels means anyone who registers for overtime will be called in because they are needed so badly. There are not enough peopleregistering up for overtime to cover this deficit.
THAT'S WHY you waited forever last saturday night for a 911 call taker to answer.

I live in 016 and had to call the other night on the prowler in the alley(middle of the night). The phone rang for an eternity! My spouse could not believe how long it took them to answer. Rahm and company- the same as Daley and company- definitely are causing people to die. But, hey, why should he care. He and his people have 24hour security and drivers courtesy of all of us taxpayers. Also, get ready to find out just how slow 20mpph is on a lot of the city's main thoroughfares. When everyone has to pay due to Rahm"s speed cameras they will be shocked. Just remember, these cameras ARE NOT FOR RAHM AND HIS BUDDIES TO GET RICHER. THEY ARE FOR THE CHILDREN'S SAFETY. Funny thing is for 3 reasons.
1) Where's the personal income tax revenue increase from these 130,700 new jobs. It's not there in the reports that I've seen.
With all this economic growth from all these new jobs being created I expect a tax cut since more people are now sharing the tax burden. Where's my tax cut?
2) The media slips in the words "private sector jobs" and I wonder how many "public sector job" layoffs did we have since Jan 2010.
3) 130,700 jobs? Contract jobs lasting a few weeks? Part time jobs one or two days a week? What kind of jobs?
Follow the money.
The state cuts public sector jobs around election time to show that they are saving money. The money they save they use and spent to fund corporate tax breaks, TIF, other temporary grants and corporate welfare for corporations that pays for a temporary boost in private sector employment.
So are there any real gains or cuts or just a shift out of one category and into another? Think about it.
After the election passes and the temporary government subsidies are gone the people get laid off again.
Why is unemployment an issue on a cop blog. Because it's the tax revenue that funds our jobs that's why.

Had a couple but am too sober to understand this.
Saw a car upside down on the Kennedy the other way in the center lane. Called 911, asked for Fire side. About 12 rings, later, got a good dispatcher on the line, took all the info. I knew he was swamped but he didn't even sound it. You guys and gals are da best.

1) The media rarely calls them on it.
2) Most of the public is ignorant of the realities.
3) The voters continue to elect idiots of this ilk.
Until the media really does some in-depth reporting that gets people really, really angry (most likely after someone gets killed), nothing will change.

On a Friday night last summer I waited 23 minutes for my "call to be answered in the order received" after calling 3-1-1.
I arrived at my destination and hung up, never having talked to anyone.
You can't tell me they're not short down there.
I dont quite understand how an increase of 13% has anything to do with overtime. If I'm a dispatcher and am assigned to a console for 8 hours how do I get overtime because of the volume of calls. Im at the console for 8 hrs my regular tour and it doesnt matter whether I answer 15 calls or 150 calls, its all within the 8 hour time frame. Something doesnt add up If i work a beat car in 011 and get no calls, I get paid for a tour, if I answer 10 calls during that tour I still only get paid for that tour

I can't explain it but a ton of businesses choose to pay overtime to people instead of hiring especially large ones. It does save them money somehow no matter what the cost.(fartnoise)

Hey little asshole chitownfinest, read your contract and attend fop meetings. This came up at the last meeting and was glossed over. I asked my rep and he knows nothing about it. I don't know what the end result will be but nobody will even address it. Burying our collective heads in the sand will not help. Maybe this is why contract negotiations haven't even been considered yet. Mikey, you or your crack legal staff care to comment?

why do some of you feel the need to always attack and belittle calltakers and dispatchers, why do you blame us for taking advantage of the mess the city has made. ive been a dispatcher or ten years, the 911 center has always run on overtime since ive been there, so i will continue to get mines.

Don't hit your "On Scene" button until you start your paper. You can manipulate the response time just like they can. Enroute means you were assigned the job and are responding. There is your response time. As soon as you get the job you are "Responding". That's an immediate response time. Hit enroute when you get there, that way you notify when you are actually exiting the car to get to the assignment, and then you are on scene when you are actually there handling it.

I live in 016 and had to call the other night on the prowler in the alley(middle of the night). The phone rang for an eternity! My spouse could not believe how long it took them to answer. Rahm and company- the same as Daley and company- definitely are causing people to die. But, hey, why should he care. He and his people have 24hour security and drivers courtesy of all of us taxpayers. Also, get ready to find out just how slow 20mpph is on a lot of the city's main thoroughfares. When everyone has to pay due to Rahm"s speed cameras they will be shocked. Just remember, these cameras ARE NOT FOR RAHM AND HIS BUDDIES TO GET RICHER. THEY ARE FOR THE CHILDREN'S SAFETY. I am truly disgusted.

They all be on break sleeping on the couches in the 3rd floor lobby and outside smoking.....sayin'
JUST IN: Coppers in Narcotics can only get 15 hours of overtime per month, seems thatr they had a real good game going, writing upo and executing warrants all after regular working hours,it sounds like something that my pals in SWAT were doing and raking in the OT, when district would call, they would arrange to do the High Risk Warrants all on OT. That stopped and now most of them are beging for part time work. the old saying about GREED, still prevails I guess.

I have never once hit the on scene button, and I have never seen another police officer do it. I guess we are really fucking with Rahm's response times!!!!
Rahm truly is a jerk. He is trying to politicize his wife who wants nothing to do with it. That is having no moral code whatsoever. Most politicians are scum but stop short of using their spouses as campaign literature.
