FOP Meeting? Time for a Motion

There is an FOP Meeting today at noon.

Seeing as how 50 people were shot this weekend despite brand new "crime strategies," contract violations seem to happen on a near daily basis, and the manpower shortages have reached critical levels (levels that can arguably have contributed directly to the critical wounding of one of our brethren,) wouldn't it seem that a "no confidence" vote might be in order for the mayor, the city council and McButchMcGuire's?

It might bring a little more light to an already bad situation.

I agree that manpower is low and the department morale is at an all time low. However, police have been shot in previous years when manpower was higher. People will always shoot. No police want to put our hands on people these days and this has to do with all the cameras out there. Bosses say go out there and clear the corners and put your hands on people. No one I know is risking their job/future/pension over nonsense on a corner. If you start grabbing people and it's videotaped be prepared to be made an example of.

I agree. The manipulation of the stats showing that crime is down serves 9.5's purpose to say we don't need more police. Because the stats are not true, this leads to that wrongful conclusion. Faulty stats = faulty strategies.

The Compstat book is a better predictor of what is going to happen--in Chicago it IS happening--as a result of misusing Compstat.

These professors did extensive research--and have predicted more, more accurately, than our crystal ball unit ever did, or ever could.

McCarthy is chasing his tail. His strategies will never work because they are based on lies and illusions. Now he has backed himself into a corner and has to continue his assertions that we don't need more police.

If he didn't open his big yap in the first place, he would have left himself some wiggle room. Now he is fucked, and I believe he has one foot out the door. The violence is only going to get worse--the question is, when will 9.5 give him the boot?

If you analyze Dean Andrews recent statements, it definitely appears he is angling for the top spot (God help us if it happens). Another know-nothing political hack--and is it me, or is he looking a little chunky--and OLD?

The next person to lead this dept. should be a lt. or sgt. from patrol, who understands the streets, not the stats.

For all of the months of pushing Compstat, compiling reports, numbers, charts, etc., it is clearly a failure of immense proportion!

We need to hire hundreds of more Police now!!! It is criminal as to how low the mayor has let our numbers fall. It is going to get a lot worse until there is massive hiring and better leadership. How can the mayor be allowed to skirt the issue that we don't have near enough manpower to stop anything? The savages don't respect a Police presence because there is none, and they know it. All the shootings, violence, homicdes, can be blamed on Rham for his refusal to hire more Police and his play with the numbers.

Lets not forget. Back in 2010 when 44 people were shot in the city and 7 killed in one weekend it was "dugans fault" and he was demoted. So if dugan was the fall guy for the 44 shot who will be the fall guy for the 49 shot? I mean whats fair is fair right? And how about scc another no confidence vote, for mike shields. Hes not much better. Once again the 12 year old was on the news last night after the supt gave a press conference and he was whining once again. Why in gods name did I vote for him??!! Yes, I blame myself, but I know that come next vote I will not be voting for him once again... Shields, you and McCarthy are the biggest joke in this department.

Talk about a wave of horrible supervisors available for patrol. A female sgt in 012 mother fucked and called a male officer all sorts of profanity in public. Now if the officer had talked to her the way she did to him, I am sure she would brought up charges against him and he would of been sent right away to callback await 30 days pending. But, she's able to do that and get away with that. And actually that male officer is a good cop. Plus the job was 3priority something, nothing of life and death, he got there on decent time too, but I guess she wanted for him to fly. Why stop at the stop signs or stop lights? Because if he would of crashed to fly for a priority 3 job I'm sure she would of mother fucked him anyways and jammed him up. I don't know, there's this wave of horrible supervisors that make you wonder how come they are not committed to a looney house or stripped at callback. Talk about morale killer. This is exactly the type of supervisors available in patrol. Most supervisors are much older, should be respectful and serve as an example. Supervisors should lead by example. People want respect, respect is earned. I am totally sure that these same individuals who in public belittle officers and motherfuck them, if tables turned they wouldn't appreciate that type of treatment. Must be nice to be able to fuck with people. This is when that type sgt needs to get a hobby, a family, lover and find some joy in their life then to be so miserable and project that at work. Being miserable and with the wants to make all those around them miserable, not good. Life is not that horrible. Have seen some messed up things, but that was bad.

Yesterday Rham denied a parade permit and one of the reasons was a shortage of police. Rahm fancies himself the smartest guy in the room, but he is no attorney. By saying what he said, he may have left himself open to liability for damages and injuries that may result from this party for the elite. Make no mistake about it, this is no "Emergency";this was planned months in advance and the consequences were obvious and expected.

I completely understand the position the FOP is taking with regards to not wanting to negotiate our contract in the media.But it's time to take off the gloves, we have an obligation to let the public know what is going on in the streets. Crime is absolutly out of control. The FOP should hold a news conference every Monday morning and go over the tallys for the past week. It's time to get nasty and all we have to do is present the facts, that will be nasty enough. Like my pop's always said, "if you find yourself involved in a fair fight, your doing something wrong". Besides the most important fact, that the extreme manpower shortage places us at risk along with the public, and now today we have another police officer shot and in critical condition. GOD BLESS YOU OFFICER! But has the city ever considered that a shortage of manpower power may cause police officers to use deadly force more often? Back up is far away, coppers working 99, and busy nights causing the few cars that are working to be down on jobs. This could force coppers to use force that they normally may not have had to use if this department was adequately staffed. We all know the city doesn't care about us getting hurt, but we know they care about paying out $$$$ through law suits. Just a thought.

Our FOP President says we are short on TV but then nothing. If he knows we are so fucking short why isn't he jumping up and down screaming. Is he in 9.5's pocket. What are we paying dues for to the FOP if this is what is done. NOTHING. Maybe the first vote of no confidence should be for Mike Shields and the FOP. They are supposed to be our voice but all you hear are the crickets chirping. As long as we allow this to happen, not a fucking thing will change. You know what I think.

I think we can safely say that after decades of chasing the people doing the shootings we are treating the symptom and not the addressing the root cause of this cities problems.

I think one of those root causes being drug turf. The so-called war on drugs is a failure.

We keep doing the same thing over and over and expect different results and that's the first sign of insanity. More gun regulation for example. We've been there done that and it doesn't work and the mayor wants to create yet another distraction from the core issue.

It's time we find a way to legalize the drugs and take away the very source that is financing and motivating these people to do what they are doing. It's the money stupid!

Legalize the drugs and tax them to create tax revenue and use that revenue to fund the much needed cops on the beat, social programs, education, gang alternative programs and more.

This has to be a billion dollar tax free business in Chicago and here we have a solution to the cities budget problems staring ALL these political asshats in the face and the silence is deafening.

No... instead they raise the law abiding Joe's state income tax so who's getting punished?

They raise fines and fees and license fees and grant the illegal drug trade impunity -- HANDS OFF THAT MONEY!

Why do you think that is? Where is some of that money being spent?

Hoo-ray it's Job security and overtime for the lawyers, judges and the legal system. The private run prisons when you bust 1,800 gang members.

Turn 'em back on the street as soon as you can. It enhances your paycheck if you're in that profession. Woo-hoo! Supply and demand is up more Overtime!

Think of it as a legalized money laundering scam for the clouted law firms and prosecutors. Follow the money.

We waste time and risk CPD officers lives and the people busted are right back on the streets going through a revolving door of justice because we have no money to pay to keep the thugs incarcerated.

Meanwhile, the illicit drug money flows indirectly to pay the trial lawyers, the related legal apparatus.

Another root cause of this problem is the city council that is speechless, that's tells the people that it is suppose to be serving to sit down and shut-up that we know what's good for you and we don't want to hear what you have to say.

Has anyone seen their elected officials? Anyone?

This is a time to get back to basics. This CITY in which we live, work and play has been dominated by gangbangers that are getting away with stuff because they know they can due to all these NEW policies that just ties the hands of the police. As of this writing there was a protest by OCCUPY CHICAGO of get this...Police Brutality!!! Maybe ten years ago!!!! Lay hands on someone now and you are condemned by everyone including the very department you work for. You can have all the meetings in the world but very little will change because of the manpower shortage in the department. OLD MEN AND OLD WOMEN are working the street. Just look at the age of the officer that was just shot. 47 years old!!! Chasing a 20 year old!!!We have an AGING POLICE FORCE. Sure the officer was in good shape and a damn good officer at that but age does make a difference. That is why the Armed Forces want YOUNG men and women, so at least a lot more energy can be brought to the table. Meanwhile the cameras are supposed to be putting an end to all this?! Utter nonsense. Putting cops into zones and arresting everyone for one bag of weed supposed to help??!! PROPER PARENTING IS THE PROBLEM AND GENERATIONS OF THIS HAS CAUSED THE PROBLEM. It will take decades to straighten out the mess. Have all the meetings you want but unless more police are put on the street soon, and that means new police....I'm afraid nothing will help.

"CONstat" whistleblower Adrian SCHOOLCRAFT, listen to this 4 minute audio exchange between Brooklyn North (patrol) Chief Michael MARINO and his "son", Adrian. MARINO led the home invasion (landlord provided keys to Adrian's apt.) accompanied by other NYPD including an Emergency Service Unit (ESU) armed with heavy weapons.

In NYPD lingo, a "bus" is an ambulance and an "EDP" is an "Emotionally Disturbed Person".

Number please??

Try to get the number of sworn police officers actually working on the Chicago Police Department.

Not the, "We got 13,000 Chicago Cops working on it.", statement of McWhat-his-name.

But, the actual number that someone could swear to on a stack of bibles that on this date (maybe a month or two ago), we as citizens of Chicago had employed as sworn Chicago Police Officers of all ranks.

Depending on how you define that number and what system you use to get it will vary.

For example: according to a source, on 1 January 2012 there were 12,277 people contributing to our pension fund. That seems impossible, unless that number includes civilian employees or "ghost payrollers".

The only way to do this is if for FOP and or someone from outside the Department would do a top to bottom MANPOWER AUDIT.

And you know Rahm will fight to keep that from the public.

MOTION: That the Fraternal Order of Police Lodge Number 7, Representing the Officers of the Chicago Police Department undertake and publish a COMPLETE MANPOWER AUDIT OF THE CHICAGO POLICE DEPARTMENT AND HAVE THAT AUDIT COMPLETED IN 30 Days.

Its all on the Mayor. The Supt. can't do ANYTHING without the Mayors blessing. We could have Dirty Harry as Supt and nothing would change! When CPD can become a seperate entity from the fifth floor then things will change. In Chicago the Supt is only there to leave, as to make the public perceive "things will change" when need be.

I completely understand the position the FOP is taking with regards to not wanting to negotiate our contract in the media.But it's time to take off the gloves, we have an obligation to let the public know what is going on in the streets. Joe Lyons, the current 19th District State Representative is trying to give his seat to Robert Martwick, a life long machine hack tax attorney from Norridge, IL who is part of the Madigan/Berrios machine. Joe Lyons is personal friends with Mark Donahue. Mark Donahue, our ex-FOP president, sits on the FOP PAC along with Mike Shields, the current FOP President.

Now, little Mikey Shields knows that his days are numbered as president, so he needs to start making plans. He don't want to go back to working as a P.O. and take a 50% pay cut. So, he needs to start making political friends who can take care of him when his day comes. At the endorsement interview, Mike Shields torpedoed P.O. Sandra Stoppa. According to her, it was clear from when she walked in that she wasn't going to get the endorsement. Mike Shields then unloaded on her with ridiculous questions that were totally irrelevant to her running for office in an effort to protect our pensions. He then proceeded get the board to vote unanimously against her in favor of Martwick.

According to Mike Shields, Robert Martwick, a career machine hack from Norridge, would have our backs in Springfield better than one of our own.

So, to sum it all up, Mike Shields is a political sell-out trying to line himself up for a nice cushy job after his time at FOP comes to an end.

Regarding the federal money we got for the summits, if the Reader is to be believed, the city is receiving zero additional $'s. The $55 million da mayor keeps touting is an annual federal grant that the City has already spent on keeping OEMC running. That 12,277 includes people who are 'on leave' from CPD who claim their current employment is law-enforcement related, so they get to contribute to our pension while they work somewhere else.

Kind of like what Ron Huberman tried to get away with until Shields torpedoed it.

Those people pay a small amount into the fund each month and pad their CPD "total years of employment", so they can collect huge pensions from our fund.

You'll also find a bunch of dems pulled a Republican ballot to vote for Santorum. The theory is, if Santorum wins the primary and becomes the Republican candidate for President, he's going to be trounced by Obama.

I was going to show up since it was my day off but I had to work a side gig since my wife got laid off and there is no overtime. On top of it I have to send my two children to private schools since the public schools suck. Well, sooner or later and slowly the violence in the city would continue to rise. We, the patrol officers don't have the support to do our job like we did in the past. We can't risk it all and then be crucified for it. The no support now shows, we won't risk it all anymore, we won't be turned over to IAD like flies and we won't sit for BS civil right lawsuits for the city to settle every single case. The gang members laugh about how we have no support from anyone and right now being a criminal does pay for them. From the FOP being weak, to our leadership suppresing us and our Mayor wanting for us to get nothing for benefits, now it all shows. We will do the necessary, but no more hero stuff. We won't risk it all and if we do, with all the shootings, it is all going up for grabs...we do not have enough officers. Only 9438 are titled as PO's.

All non-Sworn jobs that are civilian staffed should be re-titled by Personnel under the heading as City Support Staff and the FOP should demand it. Not cost people their jobs (if they actually do them well.) but insist that the only people that get to be counted as "the Police" are people that went through the CPD academy and can carry a weapon.

Why even go? They don't want to really deal with issues. Give our names and stars yeah so they can make sure we get into trouble, yeah no thank you. If the FOP fails to recognize what's needed then that's their issue. Obviously the FOP screens this blog, so it's not like they don't know. So really, who is really slacking. Most of us we don't have a desk jobs, or a better work schedule to be leaving our families during the day. Shields with your team, read the blog and figure it out. Conduct surveys, visit districts...don't make us come to you, come to us. Some of us just don't have the available time to get to those meetings. We got families that need us in our free time.

Did you go to the FOP General Meeting today at 1200 hours? If you went you could have asked these things yourself, in person, face to face and gotten answers. But then you would have to give your name and star number.

I don't know if another union would benefit us any better. I think what we need to do is stop treating our elections like its student council elections in high school. This should not be a popularity contest, it should not be based on how many arrests you have made in your career. We should get some members who have taken labor management classes and labor law. For those of you still pursuing degrees on the company dime, consider doing that instead of criminal justice. Those of you going to law school consider labor law. Thats what we need.

The problem won't go away with more manpower. More manpower will solve one part of the equation, and that is officer safety. In my book, that is reason enough to hire a few thousand more cops. The other part of the problem is the court system. Until these liberal judges stop letting these violent asshats out all the time, and our governor stops his early release program, the predators will continue to maim and kill with impunity and if they get caught, no big deal cause they know a Cook County judge is more than likely going to release them asap.

Somebody at the retirement seminar today asked Shield's why the FOP hasn't sued the city to force them to shore up the pensions like Detroit unions did, and all he did was sputter--and never answered the question.

Also, don't know if anyone knows, but the city does not have to offer a health plan after June 2013. So if you retire now and are not 55, in a couple of years you could have no health care. The only way you are guaranteed health care is if you take the 55 and out.

Although the 55 and out has to be negotiated through the contract, so as long as we are still operating under the old contract, if you are 55 you are still eligible for it.

Does anyone know if after the contract expires and while we are in negotiations or if we are in arbitration, is the last contract still binding?

Read your contract. It is in effect until a new one takes its place.

You are mistaken about the 55 and out being guaranteed insurance for those who leave 'now'.

Retirees are only guaranteed the same coverage active members have. In other words, whatever coverage the Department ends up with after June of 2013, is what retirees will also have. Retirees will not have 'better' coverage than active officers, if the City fails to provide the same level of health care coverage as we have today.

In other words, retirees are in the same boat as actives, come July of 2013. If you're thinking you'll retire in June of 2013 and 'lock in' better healthcare coverage, you're going to be disappointed.

And, Mike Shields doesn't have an apostrophe in his name. I don't care if you do or don't insult him, but you just look smarter if you know how to spell your union president's name.

A movement to finally expose the "police brutality" law suit industry for the fraud it has been for over twenty years is taking shape. Chicago Police Officers, retired and active, attorneys, private investigators and now even members of the media are joining this movement. All of this combines to leave police officers with the first cause for optimism in a long, long time.

The Anthony Porter murder case is poised to become the initial domino to set off a chain reaction in the lucrative (for lawyers) wrongful conviction industry. Anthony Porter was a career criminal who murdered a couple in 1982. He was tried, convicted and sentenced to death when Northwestern University’s Innocence Project became involved. Headed by David Protess, the Innocence Project eventually got Porter pardoned for the murder. But a closer look at Protess’ activities reveals Porter was guilty of the murder all along. And now there is a growing body of evidence showing that Protess and his colleagues broke numerous laws in freeing Porter. When this case topples, a fire-storm over similar wrongful conviction cases will be ignited, police on the street today will be much safer from similar prosecutions, and the steady drain on City and FOP coffers will dribble to a halt. It’s an opportunity that can’t be ignored.

It's time that our side starts to set the agenda, rather than continuing to passively allow the agenda to be set for us, then always responding from the defensive. You, as a fellow union member, occupy a position of importance that is impossible to overstate: the media can't ignore a ground swell union movement. It’s time the union took action against Protess and Northwestern University.
