Summer Furlough Rumor

  • The streets of Chicago are officially more dangerous than a war zone: Homicide victims in the Windy City outnumber U.S. troops killed in Afghanistan this year.

    While 144 Americans have died in Afghanistan in 2012, a whopping 228 Chicago residents have been killed, and the murder rate is up a staggering 35 percent from last year. That’s a rash of homicides quadruple the rate of New York City’s, and police and crime experts fear it may only get worse.

....lead to rumors like this:

  • The city's new priority in the next contract has changed.

    Priority #1 is to cancel ALL summer furloughs in the department. The old priority was changing the medical policy.

    The city is going to leave the medical alone and possibly offer 2% annual raises if the FOP agrees to NO 6, 7, 8, or 9 furlough selections for ANYONE. This will keep the city from having to hire more officers when all they need (they think) are more officers in the summer.

    The city knows it will be hard to get this in arbitration, so they are already planning concessions to get the FOP to agree.
There are exceptions already built into the contract - we believe the Mounted Unit already can't have summer furloughs and one of the restrictions in place from the old days was Summer Mobile people couldn't have a furlough segment during their details. A wholesale ban on summer furloughs though? Not really in the cards that we can see.

UPDATE: Someone said that the Mounted Unit can get summer furloughs since last contract.

If rahm won't hire, then pay OT on RDO to work UNIT of ASSINGMENT. I'll work for OT one or two days a month in my district, but not shipped out or on furlough.

I know for a fact this is NOT TRUE. However, with that being said.. it is scary. This is why. Idiots on this job will trade ANYTHING for money. Some morons will see 2 percent a year and sell their soul for it. Its not just for something like this because its a rumor. But if they play with the medical, uniform/duty availibilty or anything else big and say we will give you 2 percent raise each year believe me THEY will want to take it. Dont forget... agreeing to 2 percent or to any percent will only screw you in the end. Next time they will get it back by taking away medical, uniform or upping the payments for health insurance. They only have to up your premiums by just a few percent to get all that money back. Its ALWAYS a win win for the city. Dont give in to money!

The Mounted Unit has summer furlos it was part of the contract during Nolans tenure. Meaning we gave something up in order for that to take place. Which made zero sense being they are a no bid unit& the majority of events that require their presence is during the summer months.

We shouldn't be so short sighted. If we can get more medical benefits, 4% for a four year contract and a few bumps with duty and uniform then we should take the deal. Rahm's goin 2 be campaigning for re-election during this contract battle. If after 4 years we still retain our benefits and the summer fulough thing ends then we might make out. You want a summer furlough? You know u can always get one.

Or you can simply offer any officer with one of those furloughs a strong financial incentive to not take it and work. Lets say time and a half for all your vacation time if you have a 7a. You get a separate check for all the vacation days and you simply continue working your regular schedule.

I think many would take the money.

Do they think we'll roll over by offering us an insulting 2% raise? Or win us over by taking our uniform allowance and duty availability? The last contract was a joke...they need us more than we need them and they are starting to realize that amidst all this chaos. How about keeping all the benefits we have plus a 4% raise each year. We will undoubtedly be paying more into the pension and medical. FOP we have an opportunity here...we must stand our ground in this fight!

Bring back summer mobile force, msf/tru, hire 1300 cops. Then promote D2's, Dics, Sgts, and Lts to give us hope that there is a chance of advancement. Limit merits to one bite of the apple and morale will improve. Improve morale and police effectiveness will improve!

That would mean all the other furlough segments would have approx. 13% of the officers in the district off. Add in RDO's, baby furlough days, personal days, IOD, and medical and a district would be down close to 30% of the manpower. Never will happen. But if it is put on the table and anyone from FOP is reading this I'd be willing to accept the offer for a 30% pay raise over 3 years and a BJ from Rahm in front of the channel 7 news studio on State St while Jerry Taft is doing the weather.

There better be a lot more than a 2% raise if they want members to even consider giving up summer furloughs. Now if summer furlough people with were offered 1.5x pay for working their furlough they would get some takers. Not me however, I won't give up 8th period full furlough voluntarily. After years of working my way up the seniority ladder I am not giving back anything earned through seniority.

Won't happen. That would place too many people on furlo during the remainder of the segments and they can't afford that either. I'll bet that there will be a restructuring to, or limitation of time due. Only PDays during those periods, not DOTD or BFD. That would be a limitation in line with GMACs statement that it is not elective time, but discretionary time off.

Take a look at the teacher's contract. There is a section in there that says if the city doesn't have sufficient funds to pay for a contractual raise, they can bypass giving the raise. For whatever reason, the teachers union allowed this provision in their contract. It is the fault of their union that they allowed something like that in the contract. We have no such clause in our contract.

Actually they just want to lower the percentage of projected summer furlough bodies. They can't just cancel the furlough segments. It would never hold up in court. But lowering the percentage to say anywhere from 5% to 7% of a watches manpower might fly.

It took me 24 years to get a 13B.

Never took off during the summer or spring breaks since I don't have kids, figuring let somebody who does get that spot.

Now that I work with a lot of people with a lot of time on the job whose kids are grown, I'll take at least one summer slot.

We have to think not only where WE are at this point, but those who will come after us.

If this precedent is set, it will be impossible to reverse it.

You may think I'm crazy but I would be very happy if nothing changed in the next two years you don't have to give me any raise just don't take anything I have and let me have a pension in 8 yrs when I retire. I understand we police a lot of people that do nothing and receive a lot of benefits, my opinion of them is the same as yours but that is never gonna change it is legalized vote buying. If you look at the rest of the trades you can see just how bad they have it right now.

1. 8% raise per year for 5 years.

2. Guaranteed baby furlo during Jun, Jul, or August

3. 8% pay deduction for exempt rank per year for 5 years. (And no selling of time to make up the difference or other cutsy pie maneuvers)

They are already restricting time/denying time in every district. If you are lucky enough to have a summer furlough that may be the only time you get to take off. It's a total joke how they are constantly dancing around the fact that we need more police. Officers are done with this bs. That OT initiative went over like a lead balloon- only 40 officers applied for 120 openings! The morale is so low that it's sitting in satan's lap- and keeps dropping. People are leaving tac teams to come back to the watch- that speaks volumes. Guys would usually tripping over each other to get a spot on tac, but with all these scared and shaky supervisors there are no perks to a job where you are expected to put your ass on the line for a lawsuit everyday. Everyone's seniority has frozen, no room for promotion, old broken down equipment, old broken down officers, and mismanagement and incompetence at every level. You can only whip a horse so much until it dies.

You guys are looking at this all wrong. Many people in many jobs and professions have certain restrictions on time off and vacation time. While two percent isn't much, it's only a point of departure during wage negotiations. If all, and I mean all other current benefits remain untouched and at the current levels, the FOP should demand 3% increase per year over the life of the contract in exchange for furlough restrictions. Keep in mind the financial and economic conditions of the rest of the country-3% increase annually is a win in exchange for taking a Caribbean cruise with the family in April, or a ski trip to Steamboat in February, or steel heading on the Brule in October! We got Rham, he doesn't have us.

I guess a bit off topic, but the issue that never gets brought up is contraction. The fact that we max out at 25 years is an absolute joke. I know we had some minor contraction a few years ago, but I know most suburban departments reach their max pay grade around 10 years or so. I'd like a raise as much as the next guy, but with 13 years on, I'd much rather see us fight for something that will have a serious financial impact. With that said, I know it's a serious long shot.

No way. Double time on this one or nothing. They have got to make it worth my time if I'm going to put off my furlough. They want something, then they have to give something. Just wait until the contract negotiations start. You think they will offer us a fair raise? Not likely. I don't doubt they will cry poor again and make either no offer or some miniscule percentage like 1/2 percent total and try to take back the uniform allowance and duty availability, along with extending cr investigations to 14 years and 12 days a year medical. They never give a fair raise when times are good, so why would they start now?

as much as i don't like it this is probably the smartest thing the city has come up with. week days in the winter have some days with one or two jobs a night or even none in the slow districts. Summer is out of control throughout the whole city. Make it 5% plus residency and you've got a deal!

The teacher's contract had an "out" clause that demanded every raise had to be voted on by the school board every time around.

That's how THEIR union fucked them.

In our case, it's a lawsuit because city council passing raises means it's an ordinance and contractually obligated.

Means court to enforce it. And don't bank on that one either.

So in essence, don't be a shortsighted dumbfuck who gives up everything we've ever faught for for a shitass 2% COLA raise that Mr. Shitstick will attempt to steal away regardless.

And all this without pension legislation....so in the event it goes to the SCOIL and they shit all over their past rulings and the law in order to violate it and give shitstick what he want's, the shortsighted dumbfucks will be scratching their heads asking how it happened.... because they're too fucking stupid to know why before it happens.

Keep in mind you young tikes some of us enjoy and have finally enough seniority to get Summer furloughs. If the shoe was on the other foot you would change your tune. I can't stand winter and some of us have family and bills and can't afford to go somewhere warm for the winter.

Beginning July 1st, all helmets will be worn by tactical and patrol officers. They will be retrofitted with flashing blue take down lights which must remain activated during the tour to prevent shootings and murders. The helmets will play "Pop Goes the Weasel" and when the music stops, you must Anov or arrest the nearest civilian. Also, at random times during the tour, the Dispatcher will announce, "Switch Assignments!" At which point all officers must take another assignment from other officers, so if you were eating lunch, now you have to take over the DOA. The guy impounding the car with "sounds" takes over the shooting. The 2 bagger arrest takes over the Domestic arrest. The desk people will rotate seats counter clockwise with the guy/gal hiding in the radio room now taking the Station Supervisor spot.
This will reduce street violence, protect the children and meet the index.

Teachers contract was a different situation. They actually had in their contract the 4% raise but only if the money was there Dumb thing thing to have in a contract and I bet they never thought it would be used Thats how the CPS got out of the 4% raise

Make all current exempts XO's at a captains pay grade . Most never passed a promtional exam , lets lower pay and XO's/exempts pension.
This will save pension for Lt. Sgt and Patrolman.
Let's quit worrying about all the nice guys and girls that lead us and never passed a test .

I'm sick of the "let's let XOs be this, cut exempt pay etc." look XO's you guys already sold out. None of that will save our pension and draws attention from the real problems, lack of cash going into the fund, poor investments, poor fund managers, exorbitant fees to the tune of millions a year.

XO's, you still get your exempt pension so stop trying to stick it to the next guy up so you guys can rule the world. Is it not enough that you ruined it for every rank below you? Stop pandering for eliminating any spot or benefit that you can't currently exploit. Sick of hearing it.

The problem is not only the redused number of Police Officers on the force, it is the average age of the officer. The F.O.P. needs to argue that point also, there are no more 22-28 year old Police that have the energy or disire to chase the young offenders. Chicagos police force is getting old.

This is so true. A large portion of CPD officers are middle age or very close to it. Yet there is talk of officers having to stay to 65 or 70 years old? Age also has an impact on crime. Not because older officers aren't addressing it, rather that they cannot run and jump as fast as they could between 22-42 years old. This job is physical. It wears your joints out even for those of us who remain in shape. Police don't stay in the station 24 hours waiting for a call (no offense to CFD). No matter what side of the city you work, for police and paramedics, the job is non-stop physical activity.

Back in the mid 1990's the Department came up with a plan very similar to this. There idea was to limit the furlo percentage in the summer to 3% or 4%, instead of the customary 7-8%.

Matt R came around to sell the idea, saying did it make much sense to have the same numbers off during the high season as the low?

But why was Matt bitchin's the PO's when the furlo plan had been in effect before anyone in the room was even on the job? Some had not even been born yet. And if the furlo plan sucked, who's fault was that? It was the DEPARTMENT's plan.

It was pointed out to him that in a district that had (really had) 270 bodies, what difference would 10 bodies make? Put most of them on 3rd watch..do you have the cars?

And it was also pointed out that whiteshirts'furlos would also be curtailed.

Plan went no-where. (surprise-surprise)

Tho this plan with the $ incentive might work for a number of the younger officers that are just starting out, buying a house, starting a family. Most with families would likely pass on it.

Fine, my uniforms will be impecable because I WILL tear my pants every day of the week while walking through a gangway while checking a burglar alarm. Sorry, my vest was soaked in a rainstorm on an accident scene, need a new one as the fibers have broken down. My flashlight fell and broke the bulb plus the extra one. Oops, tore my $200 jacket on a fence, need another one. Ouch, fell down some stairs, try to prove that my soft tissue doesn't hurt. We have to play the game as it is layed out against us. I love my job, but if kicked enough by this little thief, I can play the game too!

I agree. I don't have much time on the job but I've been in the work force long enough to understand when the ball is in your court you strategize to make the ending results more beneficial for your team...not just sit their and blow it and let everything be taken away from you. I could care less about that 2%...we need more police and would like to keep my benefits in tact along with the pension being fully funded. I just hope FOP is truly for the troops.

What happens if the city wins the grievance on the 5B furlos? They called it an emergency well ahead of time. What if the savages keep shooting each other this summer?
