Bernstein Announces Promo Exam

Who is tipping this guy off?
  • You should know that the City of Chicago is currently planning to give a sergeants exam in 2013. If you are going to be taking the 2013 police sergeant or future police lieutenant promotional exams, the attached information will be important to you. If not, please forward it to someone you think might benefit.

    In order to prepare police officers for the new promotional exams, Bernstein & Associates will be offering a series of classes. The feedback from our students on our promotional review has been extremely positive. Bernstein students have had some of the highest scores! Picking the right class for the new test is an important decision. You want to go with a proven winner.
This e-mail started circulating yesterday. At last count, the city spent some $4 million dollars on an exam that is six years old and only netted them 160 legit promotions by score (other exams have gone down to number 500).

But Rahm is finding another few million dollars from Chicago's broke ass in order to set the next generation of "merit-clout-orious" promotions on their career paths.

City Colleges Professionals Union offered 14% (compounded) raise in their next contract.

Teachers will likely get more.

They're not going to fight the wellness program.

Will we settle for less?

A new test is overdue. To those of you who really want those stripes, the time to prepare is NOW. Dedicate the time you need to adequately prepare, because if you don't place in the top 125 by numeric score, you are
at the mercy of a hack exempt to make you a Sgt.
and I don't know if many of you are prepared to
grease up and spread your cheeks wide enough
to make that happen.

Screw it. Make it a lottery system.

Insure that there is a minimum time-in-grade, maybe a minimum standard for time IN PATROL, positive efficiency ratings (or whatever they're calling it now) and whatever other standards you want thrown in.

Be issued a ping pong ball. Write you're star number on it. Throw it in the hopper. Let 'em spin.

Yes, this degrades the entire process, but the city can't put together a fair test anyway and:

1) Not clout
2) No lawsuits based on race/creed/color/dominant hand/sexual orientation/astrological sign
3) It's Cheap

Sorry SCC, but it's time to give the new cops some hope, lack of promotions notwithstanding. A copper with 9 years on has not even been eligible for one promotional exam. Exams should be given more often and lists need not be kept up to a certain number. It's better for overall morale and fairness. No reason to punish thousands of officers to let a few more make it off an old test.

Fuck this. If I take the exam, I'll take the damn exam cold, because I am so tired of never seeing my graded results and answers from any of my promotional exams.

I don't trust the process in the least bit.

I am reasonably sure that a couple of those promoted to sergeant off the last exam were given the test before hand and passed with flying colors, including one sergeant who was very, ehhmm, "close" to Steve Peterson.

I am near the end of my career. And IF I did get promoted, I am not sure that I want to be going to the ghetto on 1st watch to spend the last couple of years there before retirement.

I just see this as Emanuel's grab to put some of his people in a meritorious position so that he can collect from them when it comes time to running for re-election.

This city is so fucked up that I don't see anything being legit and this exam certainly won't be, either.

Because there haven't been many promotions lately, the number of clout heavy people waiting for the nod is greater than ever. Hell, you can't even get hired theise days without a phone call.
The life of a blueshirt is so unpleasant that many will do whatever it takes to get out of it.
Translation : if you have no clout and aren't willing to go the extra "inches" you can forgedabouddit.

Make every part of the exam count towards the final grade. It does not have to effect the Merit Selection process because the City can still make the passing grade on the first portion as low as it wants, keeping the merit pool large and at the same time it rewards those who put forth the most effort!

After completing the upcoming test in PENCIL, I'm sure you'll beat out all the meritorious promotions and the super heavy motherfuckers given the keywords and answers in advance. Wake up! Some of the more intelligent POs will not break into the top 500 on the list. This isn't because they don't know the job or general orders. This promotional process sucks. The best and brightest have a miniscule shot. In Chicago, the phonecall rules all! Now let's hear all the comments from POs that pulled themselves up by their own bootstraps, studied hard, and were promoted without any assistance whatsoever. Bullshit!

Start studying now, dont wait till they announce the test. My biggest fear is some of these young guns, who can't make a decision, call for a Sgt on every job, will be the one called to make the decisions.
Sgt's, you are as much to blame, stop giving these young guns the answers, make them think a little and come to a conclusion. Nothing says you can't help them get to the right place, but giving them the answer just means they will keep calling you.

let CPD keep sgt as watch supervisor , lts as district commander , xo as deputy chief and above at captains pay .
create a new rank of corporal for street supervisor . Pauy corporal
dicks pay . 2 corporal on street .
End of story , city will save millions and our pension fund is secure. Every copper knows that the desk sgt , dss , ran the watch.
no need for lt , xo or captain as a watch supervisor.

What about the legit, high scoring(top 200)coppers who studied hard and paid big money for the test prep classes and are still waiting.. over 6 years for the sergeant promotion? Think about it people!! Why bother taking a promo exam if you score in top 200 and don't get made. Only 161 have been made from list! We should be beefing about the 30% merit, not pulling down a list with hundreds of qualified cops. Keep the list up and promote those who scored high-- 4 million is a lot to spend on a new test when we still have qualified,legit, high scoring people waiting for that bigger pension check!!

First post. In my opinion, of the 150 off the list, probably 75 actually earned a promotion. The other 75 probably had a copy if the test and or were part of a secret special study group. Maybe I'm just bitter and cynical.

The city contract proposal eliminates the tested position of Detective. The Detective Division will be a no-bid unit like Narcotics or Gangs.

McCarthy wants to use the new Det unit to motivate POs on the street and keep Detectives producing.

Of course, all existing Detectives are grandfathered in and will maintain their bid spots, leaving all future assigned Detectives (all management picks) without watch or unit selections. All future Detectives will be assigned as the department sees fit.

New Detectives would still have furlough selection by seniority, as do all management picks assigned to a unit.

The Detectives' test list is down, unless the City's proposal fails to make the new contract.

So let's do the math, Rahm-erina.

So far 160 off list promoted. Hearing rumors of 3 more classes of 30. If the dept exercises it's full management allotment in these rumored classes, that's about 60 or so off list.

So 220 (give or take) promoted from a test that supposedly cost $4m to develop and administer.

Roughly $18k to promote each sgt from test list.

And this was an effective use of our tax dollars??

Correct oh wise one!

You seem to forget there are basically three different groups to deal with:

1. The officers that were able to take the last exam and did fairly well but haven't been promoted yet. Obviously, they want the list to stay up.

2. The officers that were unable to take the last exam (or weren't on the job when it was last offered) or those that did poorly on the last exam. Obviously, they want the list to come down and a new test given.

3. The officers that don't care one way or the other, cause they just aren't interested for whatever reason.

I don't even give a fuck anymore. I've been sitting on the detective list for around 8 or 9 years now with a number under 270 and still haven't been promoted. They haven't made a class in at least 4 years and I'm actually starting to turn old on this fucking job. I'm ready to go to days, take the summers off, and retire on my 50th birthday so I can go do something else. I've watched this job turn into an unbelievable pile of shit since I came on. It's become a fucking joke. I'm sorry to sound this way. I actually hate having such a bad attitude toward the job since it was a life long dream of mine to become the police but I never could have imagined this job being like it is. It's really sad that it has deteriorated into the sick joke it is. I feel sorry for the new young officers coming on the CPD today. I can't stress enough how important it is for you to obtain an education and look for an alternative career immediately because time flies and one day soon you're going to wake up with grey hair and realize that you hate coming into this shit hole every day.

I scored well on the Lt's exam, I am 130 on the list. i thought for sure I was gonna be made, guess not. I am not spending $700 for no study group this time around. I know several people who studied on their own, and they all were under number 30 on the list. Yes several are clout heavy, I smell a rat.

this dingdong has a hand in hiring and promotions???....Sgts ARE participating (or paying)--but why would she know this- or care? Its like the MR abuse she ignores, the tuition which gets reimbursed over a year later (while you keep putting up funds for the next term...

If your a blue shirt with 10plus years, it's not worth it. You'll make more with ot; less headaches; just worry about yourself & partner. Besides, every sgt wants to be a lt., but not ever blue shirt wants to be a sgt. Just saying.....

You want to get promoted, blow the mayor or an Aldermen. Do they think having tests making people study and prompting less than 1% of the people who passed the test fair. If they hired the way they promote none of us would be here. Every where else you get promoted in rank order who passed the test. Its political to just threw out tests when you are not happy with the results.

Over 6,000 took the test and less then 1% in rank order get promoted. I hope everyone who like the water keeps drinking it. I will switch to buying lotto ticks, I like those odds better.

Firefighters Local 2 negotiated language with the City regarding promotions and those persons on the "old list" must be promoted before the ones on the "new list" are promoted. The Firefighters contract language spells it our more clearly than I just did. Maybe FOP might want to take a look at the promotional language the FF's have.

Most of remember when you needed a phone call to get into a study group. That changed when the FOP brought in Bernstein as their test expert. He will be at the FOP meeting on October 16th at 7 PM.

officers without medical time should be promoted first , no officer with less than 10 years can be promoted to sgt , must be a sgt for 5 years to make lt .
get rid of captain / xo rank
it's all merit sgt and lts anyway.

There is a free class coming up everyone.

Find the time and stop by.
I took Bernstein for last Sgt.'s class and did very well.
Everything he went over was on the Exam and was on point.
Best investment I ever made in my life..
You invest a few hundred to make approx. 20K+ more a year and get a nice bump in pension too.

DO NOT BE CHEAP and get some copy of some
of his material from your buddies. His class is not designed that way... You have to be there, pay attention and apply his methods in order to score high.
Spend the money on the actual class it is well worth it!

From my understanding he will be at the next FOP meeting to address coppers and invite those who would like to attend his free class at UIC.

Sign up for the FREE class people...
Just take a look at what he's got to offer...
It's not gonna cost ya nothing but a little time.

Promotions will make it up to 300 on the list (excluding meritorious promotions) and then that's it! There should be one more class this year and then everyone is up for a shot at the test this summer. If you study hard, you'll do well despite of what the rumors are regarding the promotion process. 300 is the magic number boys & girls. It always has been...
