Contract Settled?
Vague on the details, but it seems FOP reps have been starting to hit some of the roll calls and telling people that negotiations are wrapping up, drafts are being printed up for review and a vote will take place within a few months.
- nothing serious was lost - or gained;
- money numbers are close to the firefighter raises - very similar;
- some form of retro is coming, but from what date forward, no one is saying yet.
More info should be forthcoming after the Board of Directors and the Unit Rep meetings.

The raise is 11% over the life of the contract..... there will be a retro check for the period of time that the "missing letter" applied to.
Rahm is seeking re-election by handing the cpd everything... the last remaining thing on the table is if cpd officers below the rank of sergeant will be place in the "wellness care" program.

well this would be INTERESTING to say the least. Our unit rep has told us the entire contract negotiating team was replaced by this administration and the last meeting the entire negotiating team had was well over 8 months ago?? So you tell me how we have came to any type of agreement
Rep meeting is on 10 sept at fop hall with the negotiating team and attornys. Also it's not even close to being done, it's hit a pretty dug in snag actually

True! One of the retiree board members of the board was in 011 Sunday. Not that well spoken and wouldn't admit to anything being given up. We're getting the fire raise and retro, but rumor has it not on VRI or OT money.
I called union last week going to put in for free health care retirement was told contract not even close to settlement and we would get free healthcare as long as you put in before settlement date we would be "grandfathered in" face it the city wants us gone! If they want us gone the 50 and rahmbolina must put in the required promised lawful hundreds of millions owed to the pension fund and it must be done now!
Also the fire dept got retro on all hours worked including overtime and their overtime budget even though less manpower is close to our budget! Pay us rahm it's the right thing to do!
i'm more concerned with the pensions!
Technically, we screw ourselves out of a retro check, and I say "WE" because we elected Mike Shields as our FOP president, so any form of a retro check is more than what we should be getting.

Maybe you should read that a bit more carefully. That was for vision and dental insurance, which the city has never paid for. FOP has changed plans to MetLife and the rest of it referred to a deduction retired public safety officers get on federal income tax, which is capped at 3000 dollars.

Simple answer to this problem; we vote down the contract and take our chances with the arbiter. Unless Shields was correct and the fix is in, what do we have to lose?
I'll give up the retro on VRI (even though shouldn't) but no retro on all OT worked? Extension of tour and court? Doesn't make sense.
No way in hell will I accept not getting retro pay for my OT and VRI... The FOP better vote no and send it to arbitration, if they don't they would be no better than Shields for failing to send that letter. To date I've grossed over 40K in VRI alone, no way I'd be in favor of giving that up! Pay me what is owed...
I for one would be happy if they just left everything as it is. Retro would be nice but definitely not that serious. My main concerned as should be yours is healthcare and pension. If you agree to wellness program your nuts. Also to expect retro for VRI a voluntary o.t. Is pathetic your one of the reasons they didn't have to hire more guys to fund our pension in the 1st place. If they do give retro for VRI what will you have to cry about. 82k with a h.s. Diploma and can retire at 50 with 26yr pension, benefits and a paid vacation, real tough job. Oh that's right it's very dangerous and you have to work different hrs, I could be wrong but you knew that when you applied.

As a relatively new sgt, i was very apprehensive about the cities "wellness Care Program."
After being a part of it for about 2 years, i have to say it honestly is not a bad thing at all. You do 2 phone calls every 3 months and you talk to a health coach. You can ask them anything you want about nutrition or working out, etc.. They are really friendly and helpful and i've found the whole thing not bad at all. I'm actually eating a little bit better.
Anyway, my 2cents. If that's the sticking point, don't worry about it. it's not such a bad thing.
This election is the most involved I have ever seen members of the C.P.D. The main topic of conversation at roll calls is our utter hatred of this Mayor. His arrogance and treatment of working people is disgusting and the threat from Karen Lewis is real. The only way he is going to win is rebuild bridges he's already burned with Labor,no matter how much his war chest is.
Whatever we get, we have nobody to blame but ourselves for not sticking together.

Below rank of sergeant wellness program, raise will not cover VRI or overtime. That in itself is less then the sergeants and firemen. No talk about 2% insurance for 55. Who knows what else is being negotiated for less. If this is true VOTE NO. An arbitrator will at least follow the sergeant and fireman contract. The city is taking away more then it is giving as usual. Let this drag out as long as possible we will still get paid in the end.
This better include ALL retro pay, including VRI and overtime worked. If not this is not with a yes vote.

To,the " new " sgt about the wellness program, you my tool must be a merit hack that feels they must spew the company line. The wellness program is to,be avoided at all costs. If you miss your points in a quarter you get charged $50 a month if single and $100 a month if married and you spouse has to participate if he/she is on your insurance. If your spouse opts out of the plan you pay $100 a month until open enrollment. It's designed for you to miss your points and pay a fee for health insurance. As far as calling your for you points, they have missed calling me for 2 consecutive quarters so I just get my points on their web site which is the most f**ked up sire I've ever been on , totally dysfunctional. I don't need some minimum wage hack who asks me about how I feel about my self and my job and my self worth telling me how and what to eat .
Just my two cents from my 25 plus yrs on the job with 16 plus as a sgt, but then again what the hell do I know. By the way we never voted on it, Jimmy Ade volunteered us into it thinking we'd get a decent contract, well you see how that turned out.

I called today and if you retired with free healthcare you keep it until 65. I was shocked I talked to a human and she was pretty good. Told me when I turn 65 I will lose dental and vision and can come on the plan. Told her I was 61 and she said see you in 4 years.

This is only for vision and dental for 65 years and older. Please call the pension board to explain, as the pamphlet does not explain that.

Wellness program is a pain in the ass
I heard the presentation in 011 on Monday twice. 1st at early roll call and at late roll call waiting for our car to come in from Mt. Sinai. He never said they had a signed contract. Never talked about VRI or OT not getting retro. Said in general that in principle most everything was settled but was specific on the process when finished document is received. It would be proofed first word for word and then the board at FOP would vote on it. Then the unit reps would get it to take back to us for feed back. After that we would get to vote up or down on it. Talked about the salary cuts. Talked about litigation in the IL Supreme court. Answered a lot of questions without dodging any. But ...... while I thought he knew what was going on and was informative - why did a trustee to come out to talk to us? Where were the seven guys on the 3rd floor at FOP who make the big bucks? Shields and Dougherty both said they would talk to us on a regular basis too. And we never saw them again either.

T.M. has said that there will ONLY be retro for regular pay. No retro on OT, VRI, etc., for the two years we are without a contract! (Even though the second year was timely with "the letter".)
On other FOP drama, Frankie was all up in arms because they won't publish his newsletter article. Is this right or wrong? He is our elected voice.

A number of the teacher's raises (I don't know about this one) of 7% over three years etc. were given because the CTU signed off on agreeing to allow the City to have a "pension holiday." Meaning the City did not pay into the pension fund for the duration of the agreement/contract etc.
So whatever the City's obligation was, 9% or 11% was not being paid. The teachers got a lousy 7% paid for with their own pension money.
They were bribed with their own money!
Daley did this for a number of teacher's contracts. I remember those large raises and cops screamed like hell. Why don't we get that many cops howled. Now you see, they got the raise with pension money and the City saved money, paying nothing into the pension fund and instead giving a portion of it to the teachers in the form of a raise.
And the CTU presidents at the time got their pension raised to be based on their union president salary, not their highest teacher salary. Daley bought them off that way.
So the teacher's pension fund went from 115% funded in the early 1990's to whatever low figure it is at now.
Wait until someone files a class action to re-calculate all teacher's pensions who received those raises. Re-calculate because the teachers already received a portion of their pension money as raises. Boy, won't that be a mess? All pensions will go down, some will owe the City money. All will lose something. Some are deceased, so they win I guess.
So if some citizen's group or Rahm's bean-counters wanted to they would file suit to re-calculate those pensions.
And then the police could finally be grateful they didn't get raises out of the pension fund like the teachers. So watch what you wish for, you don't know where the money is coming from to fund those 16% raises.

Involved? Oh yeah, involved. Most police officers are not even registered to vote. In any case, so few vote that we can easily be discounted as a voting force. Daley knew this. They checked the voting registration.
Shields checked the registration, and had voter registration drives for officers. The figure was so low they would not announce it. In my district I was unit rep and no one would admit they were not registered. If they weren't, they intended to stay that way. Many mistakenly believed that kept them off the jury duty list so they would never register.
That sounds very involved, doesn't it?

Really? Someone on the phone told you that you didn't have to sign up as long as you have it by settlement date? Did you get that in writing? Did you get a name? Do you believe that person? Did they also sell you a bridge?

If the contract were to be ratified tomorrow, the 55 and out would still be on, for 2015 at least. After that it's anyone's guess.
vri should get retro.....however by working v.r.i. you make district personnel handle more jobs and get less time due because they won't hire due to v.r.i.o.t. Open district v.r.i. and do not deny time due and we make it work.

The medical has always been like that. You go on Medicare at age 65. Plus you will need supplemental at 65 to pick up what Medicare does not.

I went to jury duty in a suburb and was called for a trial of a mutt that was a real pain in my district. I wondered what happened to him. Section eight housing is everywhere! No they wouldn't let me on that jury trial.

I hope you have been retired before the 55 + benefits started. Yes they do get the same benefits that they had before they retired. Vision and dental included. The post stated that it could have been mailed to the wrong person by mistake. If they mailed it to a lot of wrong people it could be a costly mistake. Or they jumped the gun on the new contract changes. Like they passed out the wrong info sheets about benefits at a preretirement seminar? Coincidence?

VRI is paid from Federal funds. While it would be nice, the City may not be legally able to pay retro on funds no coming from the city's general fund. To demand retro on this while voting the contract down and all retro is silly. It's pending a can of worms. An abitrator will not force to city to pay retro on voluntary work paid from grants. Police and other city employees do not vote. Police will do anything to avoid jury duty and will not vote. They love to bitch and complain but not vote. Now, fire and teachers are involved and vote in every election. Too bad and so sad.

Let's face it, V.R.I. Is a voluntary overtime program. No one forced you to put on a uniform and watch movies or read a book for 8hrs at time and 1/2. We who worked it already took money for nothing. Giving up the V.R.I. Retro is ok with me if it means giving up reto altogether

Look at it this way, it is highly likely we would get retro on all monies paid that are pensionable. It is also likely that we would not get retro on all money that is not pensionable.
Regular OT, court time, extension of a shift, canceled days off are pensionable.
VRI and other forms of special employment are not pensionable
If you want 55 and free healthcare for 2015 you have to submit a PAR form bu Oct 1, 2014.

What about the FOP golf outing too? Last year the FOP had models from the Factory working some of the holes selling raffle tickets. I didn't go this year, so I don't know who was doing what...
T.M. has said that there will ONLY be retro for regular pay. No retro on OT, VRI, etc., for the two years we are without a contract! (Even though the second year was timely with "the letter".)
On other FOP drama, Frankie was all up in arms because they won't publish his newsletter article. Is this right or wrong? He is our elected voice.

When can I give up detective and become an FTO?
Vri has nothing to do with federal fund the city is using money normally used to pay a new police officer but not paying any benefits for not hiring. Your all working vri so the city won't hire. We have about 8500 police officers but should have over 13000 Crime is up and out manpower numbers are down.
Sheeeeet Most will work vri for straight time , few contact cards , maybe a curfew , parking ticket to do nothing but baby sit in the ghetto .

We volunteered to take this job but don't have the option of going home during a late arrest or have an option when days off canceled or going to court. The department contractually holds us to these obligations. VRI is a well payed horse and pony show that you willingly signed up for. I am not on the cities side, because to me, time with my family is more important than the almighty buck... Will not hold out on a contract if VRI is the only issue.

if it was, there would be a lot of detectives who would never take a promotion
retro should be applied to all wages paid since the expiration of the contract
failure to fight this would result in it being a permanent rule and a huge benefit to the city to drag out every subsequent contract

Retirees do not get dental or vision. That is what my letter was for, vision and dental. The other medical is free.

I hope you have been retired before the 55 + benefits started. Yes they do get the same benefits that they had before they retired. Vision and dental included. The post stated that it could have been mailed to the wrong person by mistake. If they mailed it to a lot of wrong people it could be a costly mistake. Or they jumped the gun on the new contract changes. Like they passed out the wrong info sheets about benefits at a preretirement seminar? Coincidence?

I am a retiree. Pension board says no dental or vision for retirees. That is why the FOP provides a vision and dental supplemental. I don't need to check yet again. I know there is no dental/vision coverage included on the medical card I get sent. I have called on that. I get vision and dental from my wife's medical insurance.
I retired two years ago at age 60, that is better than the 55 thing. No restrictions on CU etc. payouts. And no dental or vision. It is not the same coverage as active members.

My mistake, you are correct. The problem was with my insurance card.
Vri has nothing to do with federal fund the city is using money normally used to pay a new police officer but not paying any benefits for not hiring. Your all working vri so the city won't hire. We have about 8500 police officers but should have over 13000 Crime is up and out manpower numbers are down.
We now have a little over 12,000 sworn officers including all ranks. Thats according to CLEAR and the pension fund.

I called today and if you retired with free healthcare you keep it until 65. I was shocked I talked to a human and she was pretty good. Told me when I turn 65 I will lose dental and vision and can come on the plan. Told her I was 61 and she said see you in 4 years.

Been retired 7 years and thats the way it is. When you reach 65 you start paying for dental, optical and supplemental insurance if you want it.
