Proof Rahm Lied

...and McCompStat and everyone else had a finger in selling this lie to the public:
  • No doubt, you've heard City Hall, certain aldermen, and the police department itself issue endless statements about Chicago having “more police on the beat” than when Rahm Emanuel took office in 2011.

    Well, that's not true and the police department’s own documents prove it.

Yet McCarthy says that's all part of a new, "revitalized" approach to community policing in Chicago. He says it will put more patrol officers on the beat, empower block clubs to reclaim corners from drug dealers, and reduce gang violence—all without more police officers, which Mayor Rahm Emanuel once promised but McCarthy insists are unnecessary. The city can't afford them either, but McCarthy doesn't talk about that.

The stats from city are interesting. The crime blog that did the map is way off. They have 3 districts gaining the most cops (002, 020, 022).. Lets look at the beat cops for those three districts. 002 has biggest increase because map doesnt count for 2012 merger (but the map counts 019's 2012 merger). So that part of map is a mess and it also relates to 009 and 001 which gained part of 021. Moving on, 020 gained a total 5 beat cops. 022 actually lost 1 beat cop. Forget the amateur hour map and look at the raw data.

Is there a reason, Rahm and McCarthy have not been arrested and charged with fraud upon the citizens of chicago and conspiracy to commit fraud. No doubt these two clowns continued to pat each other on the back and bold face lie week after week about safety and the number of police patrolling our streets. When they pushed for merging police districts like the new 19th district they promised not to decrease beat cops as part of the consolidation. well the new 19 has been operating with 25-28% percent fewer officers on the streets for the last 2+ years compared to the staffing in the years before Rahm. Lakeview suffered immediate consequences and still suffers from major uptick of violent crimes, burglaries. This serious increase in violent crimes and general mayhem especially at night is clearly the result of lack of police presence and the dept inability to respond even to serious 911 calls promptly due to no available cars. During this same time they were lying about all the above, they were also involved in various schemes to alter the raw crime data and number of police reports and along with major pressure from above to down code certain violent crimes to help give the impression that crime is down. They did this all for their own benefit to remain in office and enrich themselves....that is fraud
!

backlog problems. no cars to send to "a person with a knife." the job sits for a while...more calls come in....now "man cuts woman with knife". a car finally assigned...now no back up available. There are more "fixed posts" then cars available to answer calls....and the a-team is tying up the air running a name for an a.n.o.v. while this is going on.

Safety Alert: Wait for back up. No superman shit. It can happen to anyone. Be cautious, back each other up. ride on the job to assist and write your other paper later. Stay down if you have to. Get back-up to these units...it could be you next time.

Sergeants should ride 10-4 and handle jobs until more P.O.s are hired or mission teams and fixed posts are disbanded to handle calls.

No post should be "fixed" as it is dangerous because it is predictable. Might as well just park an empty squad car there cause that is no different than having a $80,000/year P.O. sit there and smile.

Target the Shooters....sitting and trying to deter them with fixed posts isn't working. To hell with piss bum arrests. Have all tact teams hunt shooters and associates and scoop them up for anything reasonable.

A.n.o.v.s do not stop bullets when the guy puts it folded into his shirt pocket.

Physical arrests take these people out of the equation.

Open lockups and push physical arrests.

Free advise to save the city we live in.

I still cant believe that our numbers are as high as 12,000. That has to be off. We have lost over 400-500 for a couple years now. Even 300 a year after year puts us lower than that. We all know that the police adademy is a ghost town these days. Districts are combined, and every one is short manpower. Where can I go to get the straight poop! My guess is around 10,000 sworn police. Am I off my guess?? Feel free to chime in if you have the real facts please? Not that you heard at the tavern accross from the station on a late night. The city has kept the number deeply hidden. I for on would like to see an audit. I can only pray that Homeland security will intercept somthing before it explodes in Chicago God Forbid.

We are living in the purfect storm.....The tension in this city is palpable. And I cvant help the feeling that there is something big on the way. Due Dilligence officers, be aware, and move juduciously out in public. Who knows what the devils hoarde has planned next.

I don't disagree with you. Just want to make the point that 002 is showing such an increase because it merged with 021. Also, 002's officers are spread pretty thin themselves because after that merge, that district is pretty huge. Also, they're down quite a bit of officers since the merge.

After roll call go to the radio room to get keys to the squads, radios and ticket books if needed. What do you know no cars available, NO radios but plenty of ticket books. If your lucky and get a squad it's likely to have over 100,000 miles on it, no pdt and rattles like a mother fucker. I had a squad the other night had a 131,000 miles on it. This department is about as well equipped as Haiti's police department.

There was a call in 024 the other day on 2nd watch where a motorcycle vs car occurred. Car fled the scene and motor cycle guy laid on the ground for 45 minutes before car was assigned. Apparently the passing motorists were too busy talking on their cell phones to notice dude laying by the curb. Thankfully he had non life threatening injuries. CPD and CFD are both understaffed. Turns out CFD was called but the nearest ambulance had to be dispatched from Harlem & Irving to East Rogers Park that took 45 minutes to arrive. God help us if a first responder is injured in the line of duty and needs help.

So if the penalty for small bags of heroin and cocaine is reduced, might this have the effect of increasing the demand for small quantities? And where do many of these users get their supply?

What year did they base this map on?
Both 016 and the airports are down over 50% from peak times.
I imagine most other districts are in the same boat.
Don't forget, they keep decreasing the authorized manpower.
We are really short about 3000 officers.

According to their documents on that page, there are only 6536 P.O's assigned to patrol in the districts. The other document states that there are 12000 total sworn members. If we agree that there are 2000 P.O's assigned to units (which is way over the number that I believe there is) where are the other 3500 sworn members, are they all supervisors?

It's too crowded in the Commanders offices in Districts and HQ, too many in CAPS,Review,citations, crossing guards, desk, mission teams, etc.

Plenty of one man cars after sunset too. Plenty of days off denied.

But be assured that YOUR MAYOR and SUPERINTENDANT has your best interest in mind.

Calm down. Nothing is hidden and its no secret.
CLEAR has the total number of sworn officers at a little over 12,000 All you have to do is add up the number of po's,sgts, lts,captains and exempt.
Also read your pension newsletter. As of July 15,2014 there are 12,015 sworn members paying into the pension. Those are the pensions figures and they get audited annually.
Those are the facts.
If you choose to believe all the conspiracy figures go ahead.

Whats the surprise? Last year Rahm wrote out around 1200 sworn jobs from the budget. They are not going to be replaced. No mayor is going to hire more police than those budgeted

Call 016 on the PAX and ask how many officers are on days TOTAL. You will be AMAZED. 016 has been calling around looking for help on the weekends - our district has a pretty good working relationship with them and we've been helping out - they return the favor with white shirts when we need them.
Rumor has it Dean Andrews got wind of what was happening and sent a stern e-mail to 016 telling them to knock off asking for help. We're always happy to help as most of our officers live up that way.

So, not only does the city $^$% you out of help according to this map, the department itself wants to %^$# out out of unofficially asking for help, too.

"Because those other crimes can be covered up on paper stats. 30-some years ago Pam Zekman did a series called "Killing Crime on Paper". It showed how crimes in Chicago were constantly being downgraded or UNFOUNDED in order to make good stats. Your Burglary became a Theft, your Theft became a Non-Criminal Lost Property Case. As a new CPD Detective at the time I thought it was great, we were not expected to lie to make stats go down. It is all beng done again. Some crime reports are BS, but many other are being skewed so Rahm and his Hatchetman McCarthy can boast "Crime is down." There is the other great lie.

BTW, even some murders are covered up as Non-Criminal Death Investigations."

Look at the crime lab. It's down to 11 or 12 officers.
Of those only 7 work the street. The other 4 or 5 are " special ones" who don't have to work the street but are allowed to hang out inside.

Hi SCC n Kids. 10 G here. Enjoy the weather. Hawk will be upon us quicker than the ballerina. Nice NFL Sunday in WK 3. Picked up 9 Large. Take that every week. Nice piece of change over the season. But have a lil catching up to do. Not much but learned NEVER chase too quickly. And heard through talk that I hate the Bears and my plays are always against them. Not true. Before they closed 013, the citizens protested but Rham assured them they wouldn't be affected by police service. Dumb liberals they are. With the combination, 012 lost upwards of 3 beats, they stretched out the beats so big they are over a mile long in every direction.
That's right, 1 fucking beat car to cover all this area. They lost 6 officers a shift. Three missing cars to answer calls. But their police service wasn't affected. lol.

That's inaccurate. When 002 and 021 were combined there were 422 PO's assigned. Last time I looked we had less than 330. That is a 20% REDUCTION in manpower since the consolidation.

Anybody got the word of the new initiative that the police memorial is putting forth regarding the bullet proof vest program?? P.Cline was supposively trying to raise money to defray our, CPD's, out of pocket cost to purchase a new vest by up to 75%.... I guess we, CPD, got left out of the new law for the dept to purchase new vests for us.. I know, I know, we get uniform allowance, but the way I see it, the vest is like driving a safe automobile, it's essential for us to do our job safely... Any insight would be appreciated... My vest is falling apart and with this new contract about to get ratified and shoved down our throat, I would appreciate someone throwing me a bone to save a little dough... Not being cheap, just trying to be practical.. Every penny seems to count these days..

When 013 merged with 012 they had over 500 cops as of 2012 december going into 2013. Its now 2014 Sept and we are under 351. Squad scheduling, and utter nonsense people have been leaving like crazy. For the last few openings over 20-28 people each period bidding out. 17, 16, 11, 15, 7, 9 are becoming mini 12th districts. Ask yourself why are people bidding out in the masses? And its guys with time leaving, not just guys with under 10 years.

I had heard at one time cpd had close to 13,000+employees
now its down to around 8500
Boystown every day produces the radio calls and how long they take.
They been pointing out for months there are no cops on the beat and when one does show its to make a report pretty much after the fact

Not true. There are people working on other departments, Federal spots, and positions loosely defined as law-enforcement related, as well as those on loa, paying into the pension to gain additional years of service. Like to know what THOSE numbers are.

The person who is claiming to work at HQ does not work at HQ. I have worked at HQ and the academy. Hanging out at Starbucks is just the tip of the iceberg. That is something that any police officer might have observed.But the real perks are 1 hour workdays and free days off. Those are the perks at the academy and at HQ. Another perk is pretending to do work and everybody else just believing that we are working. The stuff that instructors get by the recruits and veteran police officers is hilarious, meaningless power points. Do not hate the player; hate the game.

I am not from the Crime Lab but many years ago I did observe and assist them on projects. Those "special ones" hanging out inside having to catalogue and maintain the chain of custody of evidence, see that the evidence is processed and preparing exhibits for court. I could go on.

Yes, they are special.

If the Crime Lab has been stripped of qualified manpower, whose fault is that.

In 2000, they had rapids on midnights. It is 2014 and about half the time, 3rd watch has 1 rapid. Of course, midnights hasn't had rapids for years now. I'm just wondering how that 3% number managed to be, it's not based on the old numbers, when we had [police on the street.

You must not care to much for your own safety pal. If your vest is falling apart buy a new one. Vest are only good for about 5 years. Buy one, THAT'S why the city gives us a uniform allowance. You want the city to buy your equipment AND give you money. I don't want go to anymore police funerals. I've been to far too many in my 20 years but if you eat it then its on your own fault. Think about your family and remember you can write it off at tax time. Don't wait for somebody else to buy it for you.

Nine beat cars for a district twice the size of englewood .
Less beat cars than 1975 when it opened , that is correct .
In 1975 , 22 had three paddy wagons , one per sector and rapid response sector cars , also had police officers assigned to robichaux park , Ada park , brained park When manpower permitted had a car for oak dale and Kennedy park . Caps was not 6 officers hiding out , it was one sgt and one police officer .
Higher taxes , less police protection , not a good thing for citizens . Bt . 2211,2212 & 2213 cover more than the entire englewood district . Englewood has 15 beat cars , a wagon , 5 tactical cars , specialized units , officers working days off all the time . Demand more from city hall , it is an election year .
Do you feel safe .
