What's Up in 011?
Seems like the bad old days, accounting for something like half the violent crime in the city:
- 12 people shot in 011 in 30 hours. How about changing the command staff in 011?
Indeed. It seems the "missions" that a lot of commentators are talking about aren't working. 011 is leading the homicide race and is the only district with over 50 killings. 007 isn't far behind though either. Seems a bunch of people ought to be sweating their jobs.

...the 3rd watch late cars were told to stay till 1:00 am because 4 people got shot upon going to check off. No midnight cars were available because they were on post shooting missions right out of roll call and I mean each and every one of them, not one car available for service.

Where was the beat car when the university student was recently murdered? They were probably on the other side of the district handling a job on a distant beat. Not visible on their beat preventing crime. The car assigned the job came from across the district.. the student was dead and bad guys gone by then.....
Where is the outrage? Bring back the POWER CARS and keep the beat cars on the beat! Success though prevention and rapid response. Open lockups and BE the fucking Police before we lose a handle on this thing. Who the fuck is in charge here????????

At midnight tonight, immediately following the umpteenth shooting of the day in 011, a usm of the district revealed 15 cars to be down on "missions". What a fucking joke.

SCC, you don't know the half of it. Some people are going to say i'm whining like certain cops do, or i'm an "entitled" 011 hairgel, but neither is close to true. 011 district cops are different because in the past, bosses used to treat them like adults and professionals. Same can be said for other places where the police rightfully have an "esprit de corps" among themselves and know how to get the job done.
That is being destroyed throughout the department - 011 is just one of the last places it's happening.
In 011, there at least 5 merit lieutenants that we know of and one that we aren't sure of, all with under 2 years in rank. 011 had over a dozen sergeants bid out in the last year, nearly half. The time to successfully bid third watch went from eight years to two. That should be a clue that something is wrong with the upper management.
We're running between 7 and 10 missions per watch. And now tonight, the entire first watch is held down on post shooting missions. All 15 cars. This isn't police work. It's desperation. It's a know nothing XO and a weak commander who never had to make a decision when he had 3 of the best captains in the city the first time he served.
011 is doomed on this current path and it's too bad. It used to be a good place to work. McCarthy ruined it with Evans/Lemmer and he sealed it's fate with Washington.

You are not too bright. If a supervisor said that no cars will be available for service calls then the orders are coming from above his or her head.(If you read the GOs, you will see that the missions are required after a shooting.) Also, that lets the public know that we are understaffed.

The current leadership uses contact cards as the ultimate measure of success. Officers are strongly discouraged from making any arrests. Tickets of any type are viewed as useless and not even entered as activity by the front office. Additionally, the vast majority of 3rd watch supervisors in 011 freak out and berate officers when they are the subject of any citizen complaints. As a result, most officers are looking for people to contact card who will not beef and whose F/I will not result in an arrest. Gang bangers roam the streets unmolested and unsearched, because they usually beef and contact with them often results in an arrests. The district is imploding, but, as long as you write a decent number of contact cards, you are a rock star.
Coppers in 011 are judges by Contact Cards not physical arrests. That is the policy, the way they do it in New York. So step over the body and write those ANOVS and Field Contacts, it will all even out in the end.
Bodies piling up, Ms. Lt. M. still has time to come down hard on a female Sgt. who does the job. According to Lt. M. the Sgt., isn't getting with the program because she asks "too many" questions as to why in the hell are we doing things this way, instead of just arresting people? The Sgt. needs to be disciplined, her officers are not bringing in enough Contact Cards.
I don't mind being on missions, it's better than running around playing fedex and delivering bullshit all day.
The simple fact of the matter is there are not enough X's to cover the O's. And the X's that are out there are poorly utilized.
Sounds like the commander of 011 is due for a promotion to deputy chief.

This mission shit is completely out of control. For some unknown reason, an 1165 mission team was created a few periods back. Plain clothes, in marked cars. No one's sure exactly what they do or why they were created. And oh yes, the LT's are still pushing the getting of those precious contact cards.
Shit's getting so bad, school patrol officers are opting to return to the watch, because Marshall high school and the grade schools in 011 are completely off the chain seemingly every day.

There are many good district bids available that were just posted. Why don't you bid out if you hate it so much? There are MANY excellent young and veteran coppers in the 011th district who in spite of a captain that is trying to destroy morale do a great job. There are also a FEW complainers and "good cop" want to be's that think the world revolves around them. Their selfish attitude detracts from the good work that is being done in 011 by the many good workers. They don't understand the team concept. It is all about "I, me"!!!!
We all know that know matter what we do the neighborhood that makes up the 011th district is not going to change. Its been this way for decades. You are right about the missions. We certainly could make better use of our manpower in 011 and citywide for that matter. This is a job where self pride is (or at least should be prominent). In spite of poor leadership department wide, the majority of CPD continues to do what they were hired to do. A few complainers and whiners and lazy dogs are not what CPD is all about. It just seems that way when you read this blog. Those few detractors are like these clueless protestors.

In 023 Lemmer used to run all kinds of missions that he made up, like seatbelt/ temp tag mission, etc... All it did was screw over the poor working guy since all the gangbangers when they see the poooolice in an area just move a block or two over and shoot someone else and Lemmer could never figure out why it happens because he was deploying personel according to his own made up matrix....but after all what do I know know after all Lemmer was personally tapped by supt. cline to implement and advance his anti crime strategy. None of them have been Watch Commanders , they all were promoted with this DSS which Sgts do everything. They never bounced from district to district filling in every night. They haven't handeled what we used to filling in for Capts.

They all a new. Never filled in for captains and were never living out of the cars filling in different district a couple nights a week. They have no clue the differences in every district when u go sit in that a different chair every night.

Yeah,your point is? The DSS may do everything, but who do you think they run to when shit hits the fan. In most districts the Lt still does most of the heavy lifting. Oh pray tell what did traveling from district to district get you, but a fat paycheck.

McCarthy has no clue what to do. He can't wrap his head around why these stratagies don't work. Garry this ain't NY. We have a different breed of animal here. You must be drunk from drinking all the Kool-Aid or one of his minions in his back office. The only thing this guy should be commanding is a venereal disease. Try and pay attention and maybe listen to how the 011 district used to function. There was never an issue of time being denied and the activity was always up, as was the morale in the district.

None of them have been Watch Commanders , they all were promoted with this DSS which Sgts do everything. They never bounced from district to district filling in every night. They haven't handeled what we used to filling in for Capts.

Yeah,your point is? The DSS may do everything, but who do you think they run to when shit hits the fan. In most districts the Lt still does most of the heavy lifting. Oh pray tell what did traveling from district to district get you, but a fat paycheck.

Point is that these new Lts. were not taught to handle what used to be handled by the watch Commander. Read your orders. Lts. don't handle much any more, it's the all DSS or XO. They were not taught to handle hangings, police shootings, etc. So these new Lts. can't guide a Sgt who knows nothing on anything.
at one point saturday night there was no cars available except for the wagon. this lasted for a bit too as the others were on jobs or many on post shooting missions per 100x as the frustrated dispatcher pointed out to the midnight LT when he inquired about the backlog. Sounds like a great use or resources.

Really? Hangings were mostly handled by the desk sgt. Shootings were a to/from from the lt. Rough stuff. All the orders say DSS, but the WOL has the ultimate responsibility by order and protocol.
What a shame, 011 used to be such a great place to work. Now it is led by EW who has proven that he is just a merit hack like most of the supervisors in 011, most of who has less than a year in grade. The great flight will continue. Too bad we can't get Sgt MV back from Gang Investigations. Explain again how he is there with less than a year in grade? What happened to the rule of one year in a district? Even O'Shea had to stay for a year and it looks like Cline will too. Is MV that heavy? I guess I should have been nicer to Pee Wee.

I heard XO from 011 is going to 016. When those that left think they escaped....
