Under-performance is usually grounds for change, but only in the private sector:
- Navy Pier’s big makeover is more than a year behind schedule. Attendance has fallen. But top executives still took home big bonuses, newly released records show.
Nine Navy Pier Inc. executives were given bonuses totaling nearly $350,000 in 2013, according to the latest report to the Internal Revenue Service filed by Navy Pier Inc., the private organization that runs the government-owned tourist attraction.
You want a look at clout-on-steroids, check out this article. Millions in revenue benefiting a very small, select group of connected individuals, and don't even get us started on the untraceable cash running through there.
NOTE: We're going to see a bunch of comments ripping cops for getting "generous" salaries and under-performing. You can measure how many garbage cans get picked up, or how many service requests get filled, how many yards of concrete get poured or trees cut down or potholes filled. You can't have it both ways - either cops are lazy and getting paid way too much or we're doing a great job according to CompStat and getting paid way too little. Police work isn't measurable like that, though everyone is trying.

I like the BGA and think they do a pretty goodjob of watching the politicians and there partners in Crime.
Weren't a bunch of people beaten and robbed on the pier last year? That story was a big selling point on my desire to ever visit.

Well said SCC. My wife is a teacher and she too has made the claim that in these areas of public service, you can't accurately measure through quantity. Standardized test scores can be a small part, but not why schools are failing. It's poverty and lack of personal responsibility (I don't mean that "boot strap" kind) but in general parental and moral responsibility. The anti police movement ties our hands and questions every move blinded to facts. I agree that the same problem exists in the classroom too. If the same kids we deal with on the street are the same ones in the classroom not caring and failing. CPS very rarely moves to expell a student, tying the hands of schools. CPD can't protect neighborhoods because lawyers are pouring out of the woodwork to sue cops and the city settles, creating a vortex of money down the shitter every year!
Nice bonuses. Maybe we can work on the bounty system.
It doesn't help when Pier managers let the site get overcrowded & Ch 5 and 7 start screaming on the news when the fights start that " the police can't handle it."

Don't bullshit with more bullshit. In police work there are workers and the one's that don't do much. I'm sure this has not changed. A large percentage are do nothings and a small percentage are workers. Writing a mover or a contact card is part of the do nothings way of saying I'm a worker. Go to any district in the City and you will see young officers assigned to the desk. Put them on the street!! From what I'm hearing this culture has the workers going to the side of do nothings, write a mover and a contact card to keep the bosses off their back and CR's.

Look at the name Shield's as in Mike former ranking officer of CPD and his brother seen on TV as spokesperson for the Pier, or Mike Degnan, son of Daley operative Tim Degnan, or Nora Daley daughter of short-shanks all involved in the Pier management, they really know how to take care of Chicago don't they.

I get what your saying , but its hard in the current climate for a guy to have the will to be proactive !

I get frustrated when i think how we get judged on our activity, the city seems to think that when crime goes down we don't need as much police yet when crime goes up why isn't the police doing enough. I'm not a big fan of "hitting the hole", i enjoy patrolling passing the night, however i feel that if some activity is not turned in at the end of the night that it will be looked upon as doing nothing ! Our job is a necessary evil like the fire department, we are to act when needed, however we seem to have to justify our position by bringing in activity , unlike the fire department (not trying to knock them)who has no such requirement (as i am aware of).
Don't forget about the retired CPD commander political hack in charge of navy pier security.
And to think you want retired coppers to work security there for $20.00 an hour! Lol sure to protect the pier from the thugs as these thieves live in beautiful areas and say what a great job they do! Time to check campaign contributions again who gave the manilla envelopes? Lets understand the Feds are knocking on coppers doors obviously with no bigger agendas than to go after the lowly coppers! Really pathetic! This is being handed to the Feds on a platter, but we will have to wait till a republican president gets in next term then let's hope he loads up the busses here, city haul state house and of course the county! The feds are doing what now? Lets hope big indictemts on these constantly taking double triple portions from the taxpayers money tree! The city says its broke, is this not another city fed operation,as usual giving away money not earned? The pension money is there, you want austerity elected start here, hey Georgie Cardenas taxing suburbanites but letting criminals keep on and on, your fantasy is denied!

They have tried it for years but you just can't measure police work it's erratic for the most part.
The people who run Navy Pier, McCormick Place and The Donald Stephens Convention Center are racist, sexist, corrupt animals. The numerous law suits filed against them for these reason prove everything "executives" getting the big salaries and start over.
