Bargaining Chips?
Anyone who lives in the 44th Ward ought to be gathered outside Tunney's office with pitchforks and torches:
- Lakeview homeowners and renters will feel the burn of property-tax hikes next year, but an increase in police might soften the blow.
By the end of 2016, the police district that includes Lakeview will have 43 more officers, Ald. Tom Tunney (44th) said Wednesday.
Tunney said the boost in officers was part of the reason he voted to approve the city's record $589 million property-tax increase on Wednesday. The City Council passed the measure 36-14.
"I will continue to make sure our neighborhood receives the level of city services we are paying for," Tunney said in a statement.
So let's just break this down for the Lakeview sheep:
- 43 officers broken down by watch percentages, let's just guess at 13 on First Watch, 10 on Second and 20 on Third. Approximately.
- One-third of those are going to be RDO on any given day.
- Another 7-to-8% will be on vacation
- Pick any single one of the officers for a miscellaneous day off - medical, P-Day, BFD, time-due for a family event.
- Detail one or two officers out to Area teams - you know there will be some heavy people included.
- Some might even be assigned to the foot beats in the trendy areas, the bar scene, the "entertainment" details.
Lakeview is paying their portion of the $589 million on the off chance they might see one, maybe two extra squad cars manned at any given moment. Not really a big deal.
And Tunney sold his vote for these numbers. There has to be someone in Lakeview smart enough to ask:

- What were we getting for our previous tax money? It wasn't exactly cheap.
- What were we promised when the aldercreatures allowed 019 to merge with 023? Weren't we promised not a single officer would be lost, and now we're hundreds short?
- Where are these officers coming from? Rahm isn't running classes through the Academy, therefore officers will be taken from some other neighborhood to fill these spots - robbing Peter to pay Paul as it were.
- Who's Peter and is he going to be coming to my neighborhood to look for his police? And what if Peter has more votes in the Council - the "black" caucus as opposed to the "gay" caucus - seems to us Paul might be a bit outnumbered, if you know what we mean.
And finally, haven't we been told time and time again that the District manning numbers are determined by needs for police service? That's why we have these "impact areas" and "gang conflict areas" and "VRI boxes" all determined by some bean-counters at CompStat deciding what "dots" on the maps receive police officers? Now it turns out aldercreatures can negotiate the terms of district manpower based on how deep they can stick it to the taxpayers of their wards?
Actually, torches and pitchforks would be a mercy. Hanged, drawn and quartered would be more appropriate.

After congratulating himself for having the courage and vision to raise taxes (something that he was unwilling to discuss openly during the 2015 mayoral election while blasting his opponent for supporting higher taxes), Rahm Emanuel announced that he is considering a third term in 2019.
It is enough to make you sick.
Was at VCG today, full of new recruits. They just started a class of 50 this past Monday. As far as I can tell, they've been hiring all along, maybe not enough to replace retirees, but they are hiring.
Maybe we can get some more 3 year wonders that will be assigned to days with a Saturday Sunday DOG that I understand don't exist anymore and without the necessary 19 years on the job to make it on a bid.
Was it the Keesing Bandit who once posted that Aldercreature Tunny should stick to making sticky buns at Ann Satuers restaurant?? Wonder if Rahmulus & Charlie Williams from Street & San told tunny to "kees me you fool" after the big photo op while they inspected Boys Town?
Ha! Most of these will be recruits temporarily detailed there or officers that are assigned there but in actuality are detailed out. They will have the same number a year from now. Just like the promise to hire 1000 more officers
They have said that manpower is based on the needs for police service, but at the end of the day they will only send police to where people are killing each other indiscriminately. If you want to live in an area of Chicago with a lot of assigned police, make sure your neighbors are killing each other, otherwise the city doesn't care about you and your silly property crime issues.

I have no problem with Ald. Tunney wanting to put more money into Lake View High School's classrooms by voting for the tx increase. However, I do have a problem with some of their 'over-the-top' support staff's salaries. Tunney needs to do something about this PRONTO!! TIME TO TRIM THE FAT!!
Lake View has a business manager making close to $80,000 to do exactly what? And, Lake View has a clerk who can barely speak English, has a high school diploma, and only a handful of years' experience and is making over $50,000. Both of these two support staffers also pull-in another $25,000-$30,000 each a year in benefits, including only paying 2% of their pension contribution each paycheck while CPS picks up the other 7%. (As we all know all other city employees pay the full 9%).
Also, Lake View's enrollment is down and there's no need for 3 assistant principals at an average of $110K + $35K in benefits when two would be suffice.

Other alderman received promises of charter schools ,new parks, and TIF cash for premium businesses that donated to Alderman.

This all stems from McCarthy and Rahm not telling the truth when the 19th and 23rd District merged. No man power loss? Really? Cars on the 3rd watch are put down for no man power on a daily basis. Let's not even mention how many officers are detailed out of the 19th district to cushy spots because of who they know or how the saying goes who they blow!
And it remains unsafe to walk around Wrigley at night. Armed robbery alerts twice a month from area north. Robberies near the Police station on Addison. A few extra squads on the street means nothing. And don't forget the real man behind the curtain, Yes you guessed it....Shortshanks ! The true cause of this mess.

This is one of Tunney's old tricks. The number he's giving is the number of bid slots that will open in 019. It's not an increase in headcount.
You know, 5 bid in, 6 transfer out, 1 retires. Net: -2.
Last January, he deployed a version of that tactic when he promised that officers would transfer into our district every month until it was back to pre-merger strength. He won the election and we're down 10 officers since then.

I have to say this, but this job holds many similarities with the army with which I spent some time also. Bitching is just part of the culture. It helps to let off steam. Cops are never happy except on pay day or when off duty and that lasts only for a bit. Same as soldiers, never happy. Everything is SNAFU, BOHICA. Just the nature of the job. Don't let it get to you. My experience, in the army and on the department, is when the shit hits the fan, everyone comes running, balls out.I am long retired but I still love you guys ( and gals).
And the mayor laughed his ass off because he told Tunney how to vote and of course he did; and he will never get those extra cops. Like the mayor says, "whats he gonna do.....take his vote back". Good old mayor, he makes fools of them all!!!)7

The original 19th dist personel can return to 19 west if dis irked per to from. The personel that bidded in should stay, due to prior knowledge of where the district was located. Transfer date assigned and open up the bids for both districts and watch both districts become full again.

Hundreds of officers short, 8 Lieutenants were launched immediately, all 019 Lt's. This was a clear violation of their contract, but like the stand up people we have wearing white shirts around here, they all allowed themselves to be bought off by assignments to better spots or districts closer to their house. Se we started off with zero 019 Lt's and all 023 Lt's. Then a few months later approximately 30 sergeants were also launched. In sum that makes about 100 police officers, 30 sergeants and 8 Lt's plus one Commander. Gone. More bid out soon after and more retired. What was a nice place to work, 019, was completely destroyed in short order.
That was a Garry McCarthy move. What a piece of shit that fuck is. He fits with Rahm like a stiff prick in a condom.
Remember when everyone was calling for the head of Jody Weiss and coppers wrote on there pages be careful what you pray for because the next guy might be worse. True it is.
