Rahm to Testify?
The mayor may be set to testify on something he has no direct knowledge of, but rather a throwaway-line he uses to promote a war on the police and pander to a community he desperately needs for votes:
- In an unprecedented move, city attorneys on Friday offered to admit to a federal jury that a code of silence exists in the Chicago Police Department if it meant Mayor Rahm Emanuel would not have to testify about it at the upcoming trial involving two whistleblower cops.
But U.S. District Judge Gary Feinerman rebuffed the idea, saying that even though he was "reluctant" to take up the mayor's valuable time and cause a media circus, he believed Emanuel could offer "much more texture" to the existence of a code of silence by taking the witness stand rather than with a written stipulation from city lawyers.
Feinerman said he agreed with attorneys for the whistleblower cops that the mayor's testimony "would provide further evidence of an unwritten policy and practice." Emanuel could "speak to the pervasiveness of the problem," the judge said.
The ruling was a blow to the city, which has fought tooth-and-nail to keep Emanuel off the witness stand. In a speech in December to the City Council, the mayor acknowledged the police code of silence amid the deepening scandal over the fatal shooting of black teenager Laquan McDonald by a Chicago police officer.
Because of a video that Rahm suppressed so he could win an election. Remember, the Department turned the video over to Anita and City Hall, who held it until the election was over.

The city should have just settled this case the second the plaintiffs lawyer even hinted at putting Rahm on the stand to avoid this circus. Still wouldn't surprise me if they settle before trial for an undisclosed sum and the promise of a merit promotion.

If pressed properly he could be forced to admit to a "code of silence" in City Hall and in particular in the mayor's office, i.e. the McDonald vid. Also, how long has Rahm known about this "code of silence" in the police department and what steps had he taken to eliminate it?
Remember when Daley was forced to testify?? He was hospitalized-too ill to make it to court.

The lawyer should ask him if he knew of one specific case of this code of silence. If he says yes, he can be asked what did he do about it. If he says no, he looks like a media Panderer under oath.

This "code of silence" is a fact of life everywhere and in every profession. It exists in all the courts and boardrooms, the churches and synagogues. It permeates the relationships between doctors and nurses, reporters and editors, players and coaches, and yes, even politicians and municipal employees. It is a part of the human condition.
From your youngest days of your parents telling you that "tattling" was bad, you have been part of one code of silence or another. Nobody wants to be the rat. Very few of us have stood up against our fellow man or co-worker and said "this is wrong, I will not stand for it".

I remember a story some years ago where they asked a cop about this in court, I think the cop was from 008, 009 or maybe the old SOG. The story goes that he said he had heard of it. The Liberal Lawyer asking got all excited, and pushed asking something to the effect of where and when did you first hear of it? The copper answered, and he was not trying to be a smart ass, he said in a Chuck Norris movie. Rahm better rent that movie before he testifies so that he has an explanation. The poster explaining the "code of silence" is 100 % correct. It is learned from an early age and is part of every culture, race and gender. Telling on one another is frowned upon. "Mind your own business" has been said billions of times throughout history. It's the supervisors/managements job to take action against the, thief, drunk, lazy a$$, and dysfunctional employee, but that can never be done in a city that lives by the political ethical standard. Which means connected people skate and other low hanging, unconnected, fruit fall on the sword at the convenient time.

If police officers being sued in the case are facing punitive damages, they need to file a grievance and make an ARDC complaint against the city attorneys over the stipulation that was meant to protect Rahm from testifying at their expense, if the jury ever hears it, the officers are fucked, and you can take that to the bank !
Too bad former Mayor Daley can't remember anything. His 'medical misfortune' prevents him from ever testifying about anything.
