The Proper Response Is....

Bosses still aren't getting it - from an e-mail:
  • Department Emails lingering around in unit 313 stating if a car comes in with no activity those officers must turn in a To/From to DC Staples  
And as any veteran knows, the To-From should read like this:
  • If the Deputy Chief will relate a number or a goal in writing for R/O to achieve, R/O will gladly fill this quota in order to remain on the Area Gang Team.
And be sure to drop a yellow slip for the overtime if this demand is made at the end of your tour. And if you have a copy of the e-mail demanding a To-From due to lack of activity, print a copy and save another - it'll come in handy at Federal Court.

Of course, to actually do this, you'd need to not be afraid of pushing a beat car on midnights or third watch, because you aren't going to be around Unit 313 for long. But that's the price of being master of your own destiny.

When I learned to say: "Go fuck yourself." on this job, it was the most liberating moment of my career. In five or six years not one boss has ever come to me asking me for more activity, because they know my response will basically be: "Go fuck yourself." I haven't been hounded or messed with once. Some have tried, but never got anywhere. And I don't have 20+ years on either. I'm a good 15 years away from retiring. One thing bosses know, is that the majority of us are pussies who will fold under the slightest pressure 9 times out of 10.

Be that 10th officer who pushes back. Do it calmly. Do it intelligently. And do it by the book.

And watch as no one fucks with you for the rest of your career.

Granted, you'll never see a special unit again or a merit promotion, but who gives a fuck…… At least you'll have your dignity and not be getting stressed out over what you wish you could say to your boss under your breath as you walk away.

The pressure on cops to consistently deliver arrests and traffic stops is immense, and can discourage them from taking more effective approaches that aren't as quantifiable.

One of the questions at the heart of the national debate over race and policing is why minorities are routinely arrested for petty offenses—drinking on the sidewalk, hanging out in the park after it closes, driving with a suspended license. One reductive explanation for these arrests is that there’s simply more crime in predominantly black and Latino neighborhoods. Another is that cops stereotype minorities as miscreants. But what if some of these arrests are motivated by something more official?

That’s what a class-action lawsuit filed by several cops against the New York City Police Department alleges. The lawsuit, which was filed four months ago, takes issue with the department’s alleged implementation of quotas for arrests and court summonses. Such quotas are prohibited in New York, as well as in several other states, but the NYPD, the plaintiffs maintain, nevertheless holds officers to monthly goals for making arrests and writing tickets.

The plaintiffs' complaint carries troubling implications. As police officers, after all, they have great authority over the lives of other Americans. But their fundamental concern—how a focus on metrics can distort a job's larger purpose—is not unique to police work. America’s workers are being monitored more and more closely by their managers. The number of hours worked, number of meetings attended, and even preferred Internet browser can be used to extrapolate productivity, possibly leading to an overemphasis on work that is quantifiable, to the exclusion of work that isn’t. The collection of data isn’t inherently problematic, but it does run the risk of fostering a system that rewards cops for filling jails without necessarily reducing violent crime or helping the community at large.

The problem, the plaintiffs say, is that police commanders will often try to appease the department’s top brass by pushing their officers to make more arrests in poorer, minority neighborhoods. While there are often higher rates of serious crime in these areas, a quantitative approach means that police face pressure to respond to such crimes by arresting people for trivial reasons—or for no reason at all. If the cops don’t fulfill their quotas, according to the plaintiffs, their superiors penalize them, denying their vacation requests, assigning them to midnight shifts, or limiting their hopes of getting promoted.

The plaintiffs, all of them minorities themselves, have been arguing that it’s tough to make a decent living and advance in their jobs without engaging in this aggressive, numbers-based style of policing. They complain that this means-to-an-end, results-based mentality can put them in a bind. Sandy Gonzalez, an officer in the Bronx and the lawsuit’s lead plaintiff, described the dynamic to me by imagining what he’d say to a hypothetical offender: “When it comes to the end of the month, and I need that number … dude, it’s your neck or mine.”

If a car can't come in with any activity, be it a Parker an ISR, while working in a voluntary unit then they should leave. Too many immature kids with an amazing sense of entitlement on this job. I know our job has changed and we do need to step back but the guys who are using what is happening to do nothing were probably dog asses who did nothing anyways. Adjust your work habits, but we still have a job to do. It's an oath we swore. My word means something.

Don't be a pussy and start talking about federal court etc etc etc, you're in a unit thats sole purpose is to lock people up and suppress crime, with no responsibilities to the watch handling jobs so do it or leave, just quit crying, you knew what you signed up for when you agreed too go there and jump into your new carpenters jeans, backwards hats and carharts...

Sorry, but you're wrong. You don't have to bring in shit. Requiring an officer to bring in any sort of citation every time they work is a quota, even if they've never written one in their life. Your actual activity has no bearing on whether the "required" activity is an illegal quota. Quotas are illegal because they encourage and reward the practice of manufacturing crime. You need an ANOV? Stop that guy coming out of the alley and write him for pissing. Did you see him do anything wrong? Nope, but you have to bring in something. Who does it hurt? The pissbum doesn't care if he gets a ticket... he's not paying it. You get to keep your cool spot in your unit. Everyone wins, right? Nope! Everyone gets the DOJ up their asses, cameras and microphones strapped to their cars and chests, lawsuits, etc. Quotas cause civil rights violations, false reports, etc. Think about it in terms of any other profession. If a hospital requires a surgeon to perform a certain number of operations to keep his spot on his favorite shift, maybe everyone needs their appendix removed at the end of the month. Rewarding someone for meeting a quota, or punishing them for not meeting a quota, all leads down the path of manufacturing numbers to avoid being hassled or to get certain perks. Tickets should be written because someone violated a law, but because the boss said to go get some tickets. I'm sure at least one or two people here submitted a fictional contact card or curfew back in the day, all because the boss wanted numbers. If you want to get numbers, go out there and get them, but make sure you're getting then the right way. That boss demanding a parker or mover won't be testifying to save you when you get caught issuing tickets to undeserving citizens. Keep sucking ass to keep your spot though. Good luck.

In an unprecedented move, city attorneys on Friday offered to admit to a federal jury that a code of silence exists in the Chicago Police Department if it meant Mayor Rahm Emanuel would not have to testify about it at the upcoming trial involving two whistleblower cops.

But U.S. District Judge Gary Feinerman rebuffed the idea, saying he was standing by his ruling earlier this week that Emanuel must take the witness stand to answer questions about the code of silence.

Feinerman said that even though he was "reluctant" to take up the mayor's valuable time and cause a media circus by having him testify, he believed Emanuel could offer "much more texture" to the existence of the code of silence if he testified about it rather than have the city's lawyers offer a written stipulation.

Feinerman said he agreed with attorneys for the whistleblower cops that the mayor's testimony "would provide further evidence of an unwritten policy and practice." Emanuel could "speak to the pervasiveness of the problem," the judge said.

I really don't think the DOJ cares about quotas. There still is a quota to work OT and it's not a secret. It's in print and available for all to see. Also the performance recognition system is up with color codes for various levels of activity which is how officers are evaluated. This is a very obvious quota which should not be allowed. I'm sure the DOJ has seen this too

Talk to the many coppers that she helped out and sat with at their homes and with their families when life wasn't looking so good or worth living BUT that's what you don't hear - all you see is no presence . Patrolmen on this job mean only one thing to these supervisors - a rung on the ladder to promotion. Your "activity" is just another addition to the boss's resume, so the more you do, the better he or she looks. They never ask how you are bringing in your numbers, and they don't want to know. This ignorance shields them from liability later on if/when there are investigations regarding certain practices in that unit. They can claim they had no knowledge you were engaged in unscrupulous behavior and nothing was reported to substantiate such activity. Meanwhile, these supervisors enjoy promotions and/or transfers to more desirable units. Unfortunately, many of these guys will sacrifice their job for jeans, a carhart, and a goatee rather than wear blues and push a beat car, but then again it always comes down to choice.

Just remember, 'tie into city system' means the city can override what you have your cameras aimed at, so they can aim them at what they want to see at a given point in time. A two hundred dollar rebate, to let them into my cameras? NEVER.

Staples is good people. I don't know whether or not she sent this email, but the Staples I knew was easy going, honest and friendly. I didn't see her all the time, but I saw her enough. I don't want a micro manager commander showing up to every roll call and telling POs and SGTs exactly where to go, at what time, for how long and what to do. If you're in a unit, you listen to the boss. If you don't want to, leave the unit. Simple

The gang officer who wrote this is a cry baby who wants to come to work for their 10.5 hour day with 3 and 4 days off in a row each week and do nothing and get paid. Patrolmen on this job mean only one thing to these supervisors - a rung on the ladder to promotion. Your "activity" is just another addition to the boss's resume, so the more you do, the better he or she looks. They never ask how you are bringing in your numbers, and they don't want to know. This ignorance shields them from liability later on if/when there are investigations regarding certain practices in that unit. They can claim they had no knowledge you were engaged in unscrupulous behavior and nothing was reported to substantiate such activity. Meanwhile, these supervisors enjoy promotions and/or transfers to more desirable units. Unfortunately, many of these guys will sacrifice their job for jeans, a carhart, and a goatee rather than wear blues and push a beat car, but then again it always comes down to choice.

BEST POST YET!!!!! Everyone please read the above, read it again, the re-read it. End of story. Stop being scared and acting like sacrificial lambs because you are afraid to lose your spot. If you can bring in legitimate activity and you are still up to doing it ..... Good for you, but don't put yourself in a trick bag just to make a boss look good. At the end of the day, YOU are left have to justify your reasoning not anyone else. Remember almost everything we do now is being captured on surveillance cameras or cell phone videos. You do have a choice.

Any of you have a DOJ do a ride-along? I did. And one of the questions they asked us was if any supervisor ever pressured us to write contact cards (ISRs) or make arrests and such. Trust me they're interested. VRI requirements are like qualifications for a job or assignment and have nothing to do with producing "numbers" for numbers sake. I think the DOJ is going to have a field day fucking with CPD and so are the shyster lawyers now that Rahm and the city have admitted there is a code of silence at CPD. We'll be paying out millions and millions of taxpayer money on that stupid statement, especially if they get him on the record in court. Didn't any Corp Counsel vet that statement? Any now there is a systematic attack on our union protections. Things here are goin g to get a lot worse before getting better. Hold on for a very rough summer. Protect each other and yourself.

LAPD spent 10 years under DOJ investigation and everything they do is a result of that. So, if you want to know what CPD will look like in a few years, LAPD is the model. I can see why we are sending folks over there. I just hope they also copy the promotion system of LAPD without all of the merit bs.
