COPA! Copacabana

  • The new agency charged with investigating police wrongdoing will be called the Civilian Office on Police Accountability, aldermen were told Monday as they haggled with the mayor’s office over final language.

    Ald. Scott Waguespack (32nd), leader of the City Council’s Progressive Caucus, said he was generally pleased with the draft ordinance he was shown Monday. But there are several points of contention.

    COPA, the new agency that will take the place of the soon-to-be-abolished Independent Police Review Authority (IPRA), will not have the authority to hire its own independent counsel, Waguespack said.

    Nor would the new agency have a guaranteed percentage of the city budget to prevent the new COPA chief from going hat-in-hand to the mayor and City Council for additional resources, Waguespack said.

    The new inspector general in charge of public safety would be chosen by Inspector General Joe Ferguson after a process that includes a nationwide search, the alderman said.
With all these direct connections to City Hall, what could possibly go wrong? Oh, and they're also empowered to investigate Taser usage, so we've got that going for us, too.

If anyone thinks that this isn't set up to (A) fire coppers and (B) fire coppers, we've got some beachfront land to sell you in Death Valley.

SCC - When the mid day news reported the new agency name, the same song went thru my mind. The other good thing about copa is that it means drink in Spanish - this could be a triple entendre.
Will more crucial matters such as staff retention from IPRA or Sharon Fairly be settled or is this a repackaging of OPS/IPRA with the same cast of clowns? Will this agency drag out investigations for several years with the accused on the rubber gun squad? Will they have to complete the investigation within 6 months or ask for an extension from the AlderCreatures? Will ex-Disabilty Dean review the ordinance and make appropriate comments or will he be too busy with his wienie roast next Monday?

What's even more disheartening is that coppers on tac, sat etc will continue to be proactive. I truly don't know, at this point, what more it will take for guys to finally shut it down. There will be absolutely nobody with any law enforcement experience on that board. This board is set up for the sole purpose of firing officers with relative ease. They will go after the contractual protections next, the union will fight it for sure but whomever is appointed as the arbitrator will get clear marching orders from city hall on this. Guys, please listen when I tell you it's over. Please stop being proactive, PLEASE...

In a tribune article IPRA Chief administrator Sharon Fairly said it would be unwise to ban former Chicago Police from serving as investigators. Alderman Leslie Hairston responded "a ban is warranted. There is a culture, there is a pattern and practice in the CPD, and it's multigenerational." So it's nice to know the Alderman thinks all of the CPD cannot be trusted. So if this new COPA is composed of like minded emotion based All Policee are Guilty period

What Chiraq really needs is Civilian Oversight Alderman Accountability or COAA.

Take a look at the percentage of Alderman sent to Federal Prison and the Amount of Police sent to Federal Prison.

The Amount of Alderman sent to Prison is Staggering. Yet the Police are the Problem!

Look at the amount of Rahms HANDPICKED staff who were found guilty or plead guilty to crimes. It is simply amazing.

So the mayor and 50 alderthieves are going to allow a bunch of handpicked citizens with ZERO investigative experience to investigate tazing and shootings by the police.

If IAD uses police agents (patrol officers) to investigate police why would COPA not hire police?

Are all police therefore corrupt?
Will COPA investigator be drug tested?
Will COPA police be able to pull up any police report/LEADS certified/Rap sheets etc.

Can an officer file lawsuit against COPA if they screw up?

Wouldn't it be acceptable to have an aldermanic civilian oversight of professional/ethical standards? Now is the time to demand accountability. Let’s introduce affidavits for the distribution of those public funds or those coveted personal ward slush funds. How about video recordings of all meetings with lobbyists, influence peddlers and those involved or have interest in the formulation of ordinances with the aldermen or their staffs. All meetings should be recorded by body worn video cams made publically available through f.o.i. requests. All checks should be available to inspection on the internet must like a personal checking account including the bank routing numbers. Transparency at its best. A financial statement including tax returns, all assets and secondary employment must be annually disclosed under penalty of law foe their aldermen and their staffs.. After all, the public should breathe easy knowing that those who have the power to confiscate their wealth through taxes, fees and fines in a simple yeah or neah in the collective vote are squeaky clean. And let’s not forget their unchecked powers to regulate. The courts are a rubber stamp by judges who are bought, sold and aligned with the democrat party for their re-election bids.

Fly on the Wall: Several months ago I posted what Rahm and the Black Caucus wanted. What I said then if anyone remembers is what the Black and Hispanic Alderman wanted. The alderman wanted this and the alderman wanted that. The alderman are getting almost everything they want. Rahm is giving in to them. He knows if he doesn't, he will loose all support in the council. One of the issues that is causing a hang up is what to do with the personnel that is working there now. Many of the Alderman want to clear the slate clean. Many do, but some don't. there are several alderman that want to give the PO 's a fair ordinance: Ald Napalitano and Sposato The ethnic alderman are caving. (Zuluski, Quinn, OShea, ) The personnel who are working there now, do not know what their faith is. You are hearing it first now: It is going to be a mix bag. Some are going to be replaced, some are going to retire, some are going to stay. Remember, with the City, all one has to do is change the personnel code to replace personnel there now. The job and it's description can be identical but with a different code the personnel who are there now can loose their job and the City brings in their replacements. (their people) Believe me when I tell you, THE ALDERMAN WANT THOSE JOBS TO GIVE OUT TO THIER TOP PRECIENT CAPTAINS. As far as former Police Officers working in the unit, there were several former Police Officers who had worked there. The former Chief Administrator, Illana Rosenwicz, made it impossible for the former PO's because they saw thru the manure and found the very vast majority of the cases either Unfounded or Exonerated. Two of the former PO's were forced to resign because of the working conditions and a third got fired.

no body making 150 g a year should be wearing a tee shirt---not even at a community picnic--- and more over no body in public service should be wearing a tee shirt to work (unless maybe you are a teenage day camp counselor--and even they could wear a polo shirt like target clerks)
