Those remarks take on special significance now that Trump is president-elect, and the U.S. Justice Department winds down a yearlong investigation of civil rights abuses by the Chicago Police Department.
Mayor Rahm Emanuel this week said he remained committed to the cause of reforming the nation’s second-largest police department, even if the Justice Department under Trump no longer pushes the aggressive police reform agenda it has pursued during President Barack Obama’s two terms.
Obama’s Justice Department has forced 19 departments across the U.S. into so-called consent decrees, court-monitored agreements that mandate sweeping reforms— more than the Justice Department under Bill Clinton and George W. Bush combined. Jonathan Smith, former head of the department’s division that handles police civil rights investigations, said this week he doubts that trend will continue under President Donald Trump.
This doesn't (and shouldn't) presage a return to the 1960's version of policing. Police work should be handled with the professionalism, top-notch training and executed in accordance with law. But the stifling of good police work hurts the honest people struggling to get by and emboldens the thug element as we've seen here and elsewhere.
Maybe the DOJ can look into other aspects of the Department, like the testing process that allows people sleeping with certain bosses and Subject Matter Experts to score high enough to get promoted (yeah Wheezie - we haven't forgotten you or Mrs Wysinger.) Or the illegal quotas being pushed again by degenerate thieving Commanders. Or officers who were taken out of Districts by IAD, yet mysteriously rise to command staff material (lots of those around).
Stop picking on the beat cops - start picking on the corrupt system.

Probably nothing will be reversed but at least the DOJ will keep its hands off departments. Don't look for DOJ to scrutinize police brass, i.e. Chicago, unless it is stealing, as it was in the '60s, '70s and '80s.
Trump's election will cause a DECREASE in the amount of Sergeants to be promoted off the list.
Hopefully a new day will be dawning. There is a lot of work to be done and a lot of changes to be made.

I would not count on many of Trumps changes to reach or effect Illinois for sometime to come. When you look at the electoral map, you will see blue state Illinois, a failing and corrupt state, one of the most corrupt. A blue state with one of the worst education systems, a state nearing bankruptcy, state with the highest property taxes and most units of government in the country. And, this failing blue state is surrounded in the midwest by successful red states. The DOJ is staffed by career employees and it is a ship that will take time to turn around. Look at the corruption in the city council and the county board and I don't think you will see any support for stopping the DOJ investigation.
The DOJ might back off under Trump or It could move quickly in the next two months and issue decrees that will be difficult to overturn.

If you look at the county map, Chicago is a blue tumor in a body of red. The vast majority of IL territory votes red, not blue. If you are truly serious about change, you have a LOT of allies within your own state, people who are sick and tired of having a cancerous behemoth drowning out their voices. Reach out to them. You have even more allies on a national level.
This is actually something that liberals do very well and we don't. They form coalitions and partnerships and we don't. That needs to change, because alliances and partnership get things done, not only by pooling resources, but also by creating a public impression that a movement is popular (optics are everything). We are going to have to get over our reticence and become a public voice to counter theirs.
Get active. Network. Hustle. Knock on doors, march, protest, make your voices heard. There are a LOT of scared but angry people out there that will back you, you just need to let them see that there are other people in the same boat as them and give them a sense of safety in numbers. People are herd animals, but somebody with balls has to show them that there IS a herd. Trump stepped up and began that process, but he's only one guy. We need to step up too. The Soros/Clinton/Obama/Emmanuel establishment goons will throw everything they have at him to discredit him, and us by extension. We cannot let that happen.
As I said in another post, complacency and fear of being branded unPC got us into this mess, and that behavior needs to stop. When will you folks learn that the federal government does not have control over local affairs. It is called States Rights meaning that each state is sovereign. The federal government, DOJ, is only empowered to investigate situations that are Constitutional issues or violations of Federal Law. They are involved in CPD because of the possibility of violations of the Federal Civil Rights Act and, other than discrimination against protected classes-gender, religious, sexual orientation and some others, there is nothing that they can investigate. Give up on that.

If Trump has his way with Congress, he will withhold federal funds from cities who declare they are sanctuary cities.San Francisco and New York have already stated that they will remain sanctuary cities but they hope Trump will not withhold funds. How long do you think they will hold out when the spigot dries up? But, I am not sure what funds he can withhold and what they amount to. His plan includes a 2 year prison sentence for deported illegals who return to the US.

When will you folks learn that the federal government does not have control over local affairs. It is called States Rights meaning that each state is sovereign. The federal government, DOJ, is only empowered to investigate situations that are Constitutional issues or violations of Federal Law. They are involved in CPD because of the possibility of violations of the Federal Civil Rights Act and, other than discrimination against protected classes-gender, religious, sexual orientation and some others, there is nothing that they can investigate. Give up on that.

The Federal Government may not technically have direct control over local government affairs unless the local government steps on federal laws. But the Federal Government has its hand on the purse strings of all kinds of federal funds and we all now how politicians want federal funds.
They can also tie things up with the with expensive bank breaking lawsuits, the EPA, the IRS and the whole alphabet soup of regulatory agencies. One of the latest tactics being used is to infiltrate low income people (illegal immigrants) into the best of towns and villages by overstepping local zoning and housing laws. The feds would say that these laws mandating minimum low and house size discriminate against poor minorities.

Supt Johnson met with BLM teen group with demands along with Ald. O'Shea. Supt agreed the BLM demands. That a class will be developed to teach officers about the BLM movement and that BLM is a legitimate organization. That BLM will help develop the class. How far will Johnson go to pander the BLM? Can you imagine a class for inservice officers about the legitimate value of BLM who vocally promotes harm to officers and their families? O'Shea stated anything he can do to make peace. Maybe BLM can help teach the class at the academy?

He was the right guy for the right time, but let's not canonize him. He was a flawed individual and as with most larger than life sorts, a megalomaniac that craved the spotlight.
I will save my admiration for the men and women that do their job without the need to see their picture in the paper. That being said, he is better than anything we have seen in decades.

One of the things that put Donald Trump over the top was the POLICE VOTE. It shows him in front of an FOP Banner and tells how he has supported the police their families and law and order while Hillary has dumped on them. Police officers and their families across he country quietly responded and voted. I'd like to see the percentage of Chicago Cops who voted in this election. If it is more than the usual 25% Rahm will be soooo pissed.
Too bad our FOP didn't get on board with this.
