Cameras Coming Faster

  • The Chicago Police Department will be equipping every patrol officer in the city with body cameras a year ahead of schedule.

    Mayor Rahm Emanuel and Police Supt. Eddie Johnson have decided to step up the deployment of body cameras, and have every patrol officer in all 22 districts wearing one by the end of 2017. Originally, the city planned to complete the rollout by the end of 2018.

    Police officials outlined the new plan Wednesday morning. Officials said the cameras support the safety of officers while improving transparency.
Do these two goofs think that policing stopped because not everyone had cameras?

We're sensing that the "slowdown of 2016" will be the "grind to a halt 2017" in short order, and shootings will rise again.

On a brighter note, the CPD will save millions in the cost of paper.

Once I get a body cam it's back to the watch for me. No chance I'm staying working in tac. I'm sure I'm not the only one. If you do any kind of work with those things on then you are a moron. They think shootings are bad in 2016?? Wait until these things are city wide. You can't police in Chicago with cameras like you do in other cities or suburbs. It's a whole different ballgame in the city and things need to be done differently than other places to actually slow down crime. This will kill the city

Idle is Vital to Survival on this job. I'm kinda really getting into just writing paper and off to another paper job. I don't want any witnesses coming forward. I don't want them to think I care because I don't. I take my time getting to where I'm needed hoping the Offender is in another state by the time I get there. I hope when I do get to the Call the victim is outside so I don't have to get out of my car. In fact I just want to roll my window and have them give me their information. If one is good with numbers: 900 murders in 2017 would be a much lower increase than what took place this year. 2017 would again be a decrease in the increase Lol. 500 murders to approximately 800 is huuuuge.

I wonder how and where the department is going to save all the data from these cameras. The roll out of these things is/was a big mess and videos don't even line up with the event numbers correctly. MEDIA and CITIZENS, I believe that you have requested transparency in your public official ( police defined are the lowest rung of public official ), so with that why shouldn't ALL public officials wear body cameras when conducting public business. Rahm leaves his house and is escorted to his car by 2 Police Officers (who should be equipped with a working body cam) Rahm should have a body camera on and operating as well. That goes for Sgts, Lt's, Capts, Cmdrs, and the slew of dep. chiefs and chiefs that we have. We also need them for dept. heads, fire dept employees, ALDERMAN, TMA, and streets and San. Then I will believe it's truly for transparency. The tax payers and media should be asking why it's not good for all, only some. Do as I say, not as I do.

Chicago Crime Wave: More People Killed on Christmas Than Past Three Christmases Combined

A total of 61 people were shot in Chicago over the Christmas holiday weekend, with 11 of them dying from their wounds. Seven were murdered on Christmas Day alone, more than the last three Christmases combined.

This brings the grisly total to more than 4,252 people shot so far this year in Chicago, 770 of them fatally. Last year by comparison there were 2,989 people shot with 492 of them succumbing to their wounds. That’s an astonishing 56 percent increase in homicides in one year — and the year is not quite over yet.

The New American has been tracking the Windy City’s violence, suggesting back in April that, based on the stats from the first quarter of the year, “2016 could see more than 500 people killed by gunfire with nearly 3,000 shot and wounded.” It is indeed tragic that the number actually killed is so much higher than our earlier estimate. The shocking number of killings in 2016 adds further confirmation of the deadly consequences of “de-policing” that was already becoming evident when we wrote about it in April: the backing away by Chicago’s finest for fear that their actions would subject them to various sanctions imposed by the state to keep the ACLU happy. Said TNA: “The next quarter could confirm that this conclusion — that crime is up because police enforcement is down — is valid.”

Sadly, it is valid. Through mid-December there were roughly 50,000 arrests in the city compared to nearly 70,000 last year at the same time. And that number, 50,000 arrests, is less than half the number made in 2010, the year before Rahm Emanuel, the city’s current mayor, took office. Chicago Police Superintendent Eddie Johnson talks a good line: he knows who is committing the murders, and he knows why:

If CPD were smart (and they might be for all I know) they would make the cameras live streaming and broadcast real time online like a perpetually running COPS show. They'd sell advertising to pay for purchase and operation of the system. A profit is guaranteed. It would be much better than listening to a scanner because there would be video to go with the audio.

I have reached my 25th anniversary on this job and am totally disgusted. I will not be forced to leave my employment by the current politics. I am confident that change is coming from Washington very soon. Donald J. Trump will not allow law enforcement to be attacked any more. We are truly looking forward to change in Chicago as well. RAHM is a dick and every police family must strike back at the next election and put this jag off on the shelf. I also believe that Chicago 2017 will continue to be a killing ground that will destroy the Democrats in the next election. Mr. Trump's DOJ will embrace police and not look to destroy them.

Father Faker said that cameras should not deter police officers from doing their jobs. If they do not want to work and stop crime they should quit. Yes, he is an expert on all things policing these days. The progressives still deny that the downturn in street stops is the reason crime is up. They point to the NYPD which is under the same restrictions and crime has risen only slightly.

Instead of doing this camera roll out in an organized and responsible way they push and rush these things just to be able to say the entire Dept. has a camera. Why not take that extra year to train people properly and work out all the bugs? They keep downplaying the training and muscle memory that is involved here. Now in an emergency situation you must remember to turn on your camera. In a stressful situation that really is asking for trouble. And if you honestly forget to turn on your camera no one will believe it was a mistake, it will be viewed as a conspiracy. God help the first copper who forgets and is then involved in a shooting, Fox, Johnson and Rham will come down hard.

On a serious note: My unit will not likely get cameras but that doesn't negate the fact that everything you do is on camera. No police fight or confrontation looks pretty. The smart response: don't do shit. Seeing people On crime scenes with cameras is miserable. No one talks, you could hear a pin drop. Don't show any emotion, especially joy at seeing a good friend you may not have seen in a while. It's just pathetic. Humor is one of those things that allows humans to cope with traumatic events. If officers can't talk, laugh and comfort each other with those extra messy scenes, particularly child crimes, then they are left to deal with those demons alone and without a coping mechanism.

You see a glimmer of happiness and a not complete fetality in non-camera districts (011/007 come to mind). Each time working there I can't help but juxtapose their commeraderie on shooting scenes with the lonely, depressing scenes in camera districts. The end of 2017 will bring an end to any privacy we have experienced. I can't wait to hit 20 and get the fuck out. I used to think "I can do 29 and a day" but now I just look forward to the clock winding down. Six years can't come fast enough.

If every tact guy is so legit in how they do things, then why do they constantly forget to turn on their body cams every time they have a uuw arrest?; then goofs like you get all offended when a Det. gets stuck doing a follow up on your uuw arrest and has to interview you regarding what happened. I have no objection to people laying low during the anti-police times that we live in, but if you were such a hard charging go-getter up until this point, then why should the body cams keep you from what you were doing?? So the civilians reading here are probably wondering "Why do the police hate cameras? They must have something to hide."

There is one reason and one reason only that we don't like cameras: They only serve to jam us up. They don't user them to charge the bad guys. No matter what any of the Exempts say on this job. They are not used to upgrade and charge for attacks on police officers. Like the public - the bosses and States Attorneys believe getting threatened, getting pushed, getting hit and spit on are all part of the job. They don't charge 99% of the attacks on police.

Start charging criminals for ALL attacks on police officers and we will gladly wear them. Hell, we will fight for them. Until then, they only use them to hurt us.

Cameras are good but imperfect. I agree with others who talk about the elected lawmakers and law enforcement politicians wearing them too! All of it being public information open for viewing!

There is a serious court fight coming though, as a matter of the fourth amendment, especially in DV cases. When a officer's cam films the inside of a house, the public gets to view all of that? And just how does a beat cop get that tip from a decent person among the scum when they all know they are on camera? Have cams with on off buttons? Sheesh man, that just sets cops up to be blamed for their cameras being off at the moment something pops off.

So where is the line? I suggest the cams be controlled by dispatch and officers radioing in determine what is being filmed, when and why. You know, its the warrant procedure applied to modern day policing. Why is that such a troublesome thing? I believe that the warrant line will protect a cop more than any arm or camera could in after the fact beef claims or BLM drama. It places the responsibility on those approving the warranted actions police take.

Fellas, a terry stop didn't make your job easier, it allows politicians who use you like pawns to give you orders to do things while they absolve themselves of the ownership of the accountability for giving you those orders. Until policing is done on a warrant basis as intended, as the Constitution commands, things will only continue to deteriorate. I get it, many refuse to accept this and insist on trying to jump over that pesky fourth amendment and do so by claiming "judges said" but those judges are in cahoots with the crooked politicians who send out their pawns, cops, in this chess game of protect the KING.

I have idea. Require ALL citizens from age 5 up to wear body cams. This way EVERYBODY gets taped showing their interactions amongst themselves and the police. Why just the cops wearing these useless body cams. A new reality tv show could help pay for the body cams. Chicago's Funniest and Deadliest Videos.

I think the new standard narrative of all arrest reports will be "offender placed in custody per video evidence, refer to bodycam footage" or something to that effect. Why have something written that could contradict video in court.

Shaky shootings? I assume you're referring to the off-duty incident in 022 as one of your "shaky" shootings. First of all, sergeants get cameras wherever the POs have them. Secondly, the offender in that shooting clearly had a gun and tried to fire it at people and deserved to be shot. Nothing shaky about anything there except for the media and BLM spreading lies and your dumb ass buying into it. Lastly, no one has to wear a body camera off duty, so that one isn't really relevant to your "shaky" argument. If you want to argue against the cameras or about who should be wearing them and why, try to make sense instead of just talking out your ass.

You land the first blow, or act decisively to end something that is escalating, and presto you are the aggressor.

So wait until you are struck, or maybe lying on the sidewalk before defending yourself. Or he has stripped you of a weapon?
Or something looks bad, as use of force always does-the guy is resisting, but screaming 'I'm conning your killing me man, this is like Alabama."
There you are on camera, using force that is unlawful, until you can offer an elaborate defense of yourself.....

I can"t believe someone would even dream about taking this job today. Both my exwife and I are on the job and I'm leaving at 20 years and she's on disability but we both talked her daughter out of taking the test to become CPD.

Since we'll all have cameras now in 2017, why don't we stop generating any narratives for arrest or case reports. Let our fancy camera tell the story instead of writing our version of events which often occur under high stress and then get monday morning quarterbacked. The video and our version or recollection are dissected for any discrepancies. Plead the 5th on the narrative, let them watch their bs video. For instance, you respond to a Domestic battery, turn on their bs camera and record the victims allegations. If you make an arrest or write a case report, the narrative should say "refer to video." If you are self-destructive enough to be proactive and you stop a car or person that results in an arrest, your narrative should say "refer to video." Think about it, our words mean shit anymore, so why are we writing anything down and attesting to it so that it can be used against us. Let the station supervisors RWOC it or let the ASA's scramble for a video for every case instead of only the ones they plan on burning you with. Overburden the system the way the gangbangers do, that's how they get double secret probation for armed robbery, rape, and murder. On a side note, our union blows.

They are stepping up the camera to obstruct the changes a trump doj will make. Cameras everywhere paralyzed police trump didn't do anything, blah, blah, blah. These dems are all but done as a party and are playing scorched earth now to play let's make a deal later to keep some semblance of power when they can either obstruct or go along with the decisions that have to be made to fix all this.

Why can't some bonified, respected law firm hired by FOP familiar with criminal/constitution/civil rights/labor law etc. come up with a standard disclaimer to be added at the bottom of every arrest/case report to address any misinterpretation of the 'listed narrative' in defense of subsequent witch hunts of Rule 14 violations?

(Just a 'novice's example' with legal fine tuning necessary as required)

"This report is a summary, not verbatim nor an exact written account based wholly upon the immediate personal review of any camera audio/video actually viewed just prior to documenting this report. The narrative related here is merely the result of a post interpretation summary of the events that led up to probable cause for arrest subject to various unintended inadequacies, including, but not limited to matters relating to visual/audio factors,time,grammar,interpretation,semantics and/or any other possible type of mere human error issues possible, as summarized here without intent or prejudice. The narrative stated is to the best of my human recollection at this time and is in no way intended as an exact account of any captured audio/video not utilized by me at the time of this particular report."

Again, while not perfect, it's merely a 'disclaimer' to be added to those listed in the FOP book, i.e. "Shooting Order Request (1st supervisor on scene), TRR's and other 'ordered' To/Froms etc."

Yes, please do all of us Detectives a favor and leave tact. It's goofs like you that don't have a clue how to do police work by the book and now are scared because of the body cams. If every tact guy is so legit in how they do things, then why do they constantly forget to turn on their body cams every time they have a uuw arrest?; then goofs like you get all offended when a Det. gets stuck doing a follow up on your uuw arrest and has to interview you regarding what happened. I have no objection to people laying low during the anti-police times that we live in, but if you were such a hard charging go-getter up until this point, then why should the body cams keep you from what you were doing?? Try actually turning on the cam and doing things by the book....you might be surprised on how much the footage will help you down the road securing a conviction in court and exonerating you on a bullshit C.R. number you hard charging Molle vest wearing hero!
