Unless you know you're coming on with clout that'll be around for your "formative years" on the department, your chances of going any higher than detective, ET - and to a lesser extent, sergeant - are slim to none. There ain't nothing 100% legit on this job. Never was, never will be.

I live in a community that has the largest private police force in North America - University of Chicago Police, might be second largest in the Western World after the Vatican's private army of Swiss Guards (hope these SG can fight invading Islamists taking over Rome Italy).
I note that when public services like the City police, state's attorneys office become corrupt and ineffectual, people can turn to privatization.
We need to do that now in Chicago.
Let's examine what happened, happens now in Detroit where Downtown led by private institutional like Quicken Loans has carved out a safe, private, thriving area that is not bound by the corruptions and murder and mayhem of the rest of Detroit that is still haunted by the spirit of Coleman Young.
Also note that the Republic governor of Michigan appointed a special city manager of Detroit to run things, pay people when Detroit went in to bankruptcy and the local elected officials just couldn't provide basic services like trash collection, police protection.

Illinois has a Republican Governor and Donald Trump and 85% of territorial United States basically voted against Chicago Dem politics, Chicago gang crime, Chicago BlackLiesMatter, Obama and the Hilderbeast were both Left Dems from Chicago.

The UCPD has been horribly managed over the past 5 years or so by now-former-chief Marlon Lynch, who has now fled to NYU.
But wait, he is taking a slew of upper-ranking UCPD officers with him by the end of the year, including our current chief, Fountain Walker, who is even MORE incompetent than Lynch was. But hey, at least we're CALEA certified, if that means anything.
I have never seen (or heard) of a higher turnover of officers than what has been occurring in my dept. ever since Rudy Nimocks was replaced by Lynch. Lynch came here not really knowing a whole lot about patrol operations, and soon after hired on a former CPD commander (John Doty) as his second in command. The worst thing Lynch could have done. Doty hated everyone here who didn't kiss his ass, and he let you know it right away. He had officers written up for some of the most petty stuff I've ever seen, and every disciplinary action started at a 3 day suspension under Doty. I don't think I've ever seen anyone work here who has been more despised by the rank and file than Doty, except for Milt Owens (another one of your retread CPD people), who was nothing more than Doty's personal ball washer.
Promotions? You think the CPD has issues with promotions? Can you imagine offering a promotional exam, and no one bothered to sign up for it? It's happened here at the UCPD. Why? Because once you leave the rank of patrolman, you no longer have any union protections for your job. The Chief (or Asst. Chief) could simply walk in one day and say, 'we've decided we don't need so many sergeants. Pack up your things, you're terminated as of the end of today.' And there would be nothing you could do about it, because once you leave the rank of patrolman, you become an AT WILL EMPLOYEE. You guys have no idea how underhanded and ruthless this University is, and has been to its police department. And they wonder my no one wants to be promoted to sergeant here???

When cops are accused, like say in Ferguson, the career is OVER. So for those accused of wrongdoing and punished prior to any evidence much less a trial comes to pass, especially press based eviceration, any falsely accused shall receive FULL pension including growth over a full thirty years, paid out in one lump sum tax exempt of course. Such a hit to Rahm's stashes would have him instructing his SAs to mind their business before they go off half asked playing 'let's stir up BLM" games.
I actually oppose civil service unions on premise but also understand the need for representation for our Police forces. It saddens me deeplpy to see such low morale - and understand why it is so low. It seems to me that a full on STRIKE is the only way to stop this madness. And you know what? When the strike cannot be made about wages and supposedly unjust demands, because you aren't asking for a penny more, just what is ALREADY OWED to you folks because you already EARNED it - respect and protection from politicians.
