HQ Meeting Highlights

So after a few misfires, there was finally a meeting at HQ. Three cars from every District (one of them from tact), 132 coppers (give or take a few), and starring Special Ed. From an e-mailer:
  • DOJ report "will be ugly". Don't take it personally;
  • There's a new CR matrix general order, 45 pages; Old CRs will exist forever;
  • Complaints down 50% since 2009;
  • "Sometimes I have to give you a time out to help you get to your pension. It's not a punishment, it's for your protection."
  • Push IPRA to speed up investigations;
  • More people from patrol promoted over people in units, because in a unit you're already taken care of;
  • FTO most important spot in department. Partners will be able to be FTO's together. Partners will work with a recruit in their car. FTO get one merit spot for every 30 people in every Sgt class;
  • 120 to 130 Sgts at end of February;
  • Looking for site for new police academy. No further info;
  • ISR reports - new agreement that ACLU will not get personal info/star numbers, only federal judge will;
  • "Need video evidence to get protestors arrested for agg assaults to p.o."
  • "I speak with protestors so you guys don't have to" in regards to taking phone calls from activists
  • OK with getting federal $$$, not with national guard. Not good for community relationships;
  • 60 Minutes - interview for 2 hours, used about 2 minutes;
  • "I talk to the mayor once a week. He doesn't run CPD, doesn't interfere with what we do in CPD."
  • Hired outside firm for performance evaluations. Should be part of promotional process;
  • VRI will continue but get phased down as new recruits come out every month in 2017;
Addressing these in order:
  • as expected
  • more hurdles, paperwork, rules to be tagged with
  • less police/public interaction, less complaints - SURPRISE!
  • yeah yeah yeah
  • great - half-assed investigations in half the time. More for the lawyers to get rich off of
  • we'll believe this when we see it - unit people got the answers last time, didn't they?
  • again, believe it when you see it - FTO has always been treated as the ass end of Patrol
  • Rahm already delayed the next 100 detectives - now he's going to make sergeants?
  • any clues on where to buy land? 
  • and the Federal judge will promptly give it to the ACLU anyway
  • seriously? so if it isn't on video it didn't happen? That better work both ways Ed
  • why are activists getting our phone numbers?
  • money Rahm can misspend; we agree on no National Guard
  • duh, it's the media
  • you talk with Rahm as often as Rahm wants to talk with you - you are a flunky Ed
  • hahahahahaha
  • start prepping for less VRI

if we don't have enough FTOs now to have one on one- how does 2 Ftos with one recruit make any god damn sense? And if we are hiring 2x as many recruits it makes even less sense. Why ask why---its just another example of the low caliber minds in charge.

What's the problem with having the National Guard in here? Presumably they won't be making traffic stops or making arrests or answering calls, since they don't have that power...... they can stand on corners, loaded up with M-4s, SAWs, grenades, field medical kits, etc., and just shoot down thug walking by who threaten bodily harm to the good citizens.... then National Guard can take the heat and not us..... Sounds like a winner....

What are the reasons against their presence?

I totally disagree with stripping police officers when Ed has "more questions than answers" .... this is terrible for the morale of the involved officer and his family. it's like telling that officer they are not part of the police family anymore. ..... Why not put that officer in a place he does not interact with the public, but still allow him to keep his powers and his dignity? There are plenty of such places, beginning at headquarters, the range, the academy, ERPS, court section, administrative roles in many different units.....

Stripping police officers before the investigation is concluded in no way sounds like the Department having the backs of officers......

If ED and Rahm stood up to the protesters, it would seem like they had our backs, but instead, Edville Chamberlain and Rahm Jong Un back down and appease the protesters......

And so the carnage will continue .....

VRI was not addressed during the meeting but several officers asked him about it afterwards and that's pretty much what he said. He also said less p.o.'s will work it per night as time goes on.

Also not addressed: use of force policy, chase policy, bid openings, or the 10,000 pound gorilla in the room - the lieutenant test cheaters.

Crime is going to get really ugly this year. I strongly encourage all to carry and have good non police get concealed carry.

As one person told me that when they were in a concealed carry class they told them not to get involved unless they are bothering them. I think this should apply to everyone when not working.

City is done! We need real leaders not just anyone who is QUALIFIED! Thats how we got to this point.

We bring that premise to case reporting and we can reduce crime in Chicago by 95%.

Does anyone around here not remember that the Conservative Vice Lords (CVL) and the Blackstone Rangers (BPSN) were both considered "community activist" groups- and given GOVERNMENT MONEY??
Those groups were (and still are) groups that terorize the communities in which they operate- and should have never been legitimized by government as being on the up-and-up and given money. But much like now, certain eggheads buy the bullshit speeches given, instead of judging the ACTIONS and RESULTS of the group. Actions speak louder than words.

By the way If RAHM does not agree to sign DOJ report (not special ED) nothing will happen! You see the future prez TRUMP said he will not enforce consent decree on police. So unless RAHM receives a boat load of money for El trains nothing may be signed making Barry Obama a failure.

I call bs on his statement about phone calls from protestors.
He took a phone call from J. Green and a couple hours later stripped the officer.
He told Green in that phone conversation that he was stripping the officer.
We know this to be a fact because Green posted it on his fb page before the officer was ever informed by the Dept.
He then went to visit the offender and offender's mother at the hospital.
It took him 3 days to contact either officer to inquire about their wellbeing!
He's full of sh@t and the officer is still stripped!

On another topic but important non the less, an email blast was sent to hundreds of retiree's about the FOP (Dean Angelo specifically) getting board approval to allow retiree's that have not paid dues for years back into the FOP is they just pay this years retiree dues = $40.00!
Dean is also going down to Florida to speak with the Florida retiree chapter at their monthly meeting about this.

The FOP has done this before, allowed retiree's back in by paying one year dues.

I find it suspicious that Dean is going thru this effort since it is an election year and he is running again. He Needs those retiree votes!

(OT) Went to doctor yesterday told I had "no insurance" policy was cancelled! Thought wtf, called bcbs they told me there was a glitch in the system and that over 4,000 coppers were in the same boat but should be resolved by next week! Called FOP was told the same, but was told to pay it up front and bcbs will reimburse you! that is the old "check is in the mail" bullshit! Just to let other coppers know it is the bcbs HMO plan looks like rahm as usual has screwed the coppers just like he did the police retirees as he gives more to the illegal invaders he protects the criminals and shits on the police!

I'm not a LEO, but I have followed this site for years. I am also a long time employee of the city.
Even I can see the B.S. In this meeting. I am going to hit on a few big points:
***You need video evidence to arrest protestor. Well in that way everyone should need video evidence to be arrested of Agg. Battery to a P.O.
Why should only protesters get this protection. Why not anyone that hits a cop. They are all protesting something. If you try to arrest someone for anything, and he hits you , he is protesting. And if I get into a fight with my neighbor, shouldn't he also have to have video evidence to have me arrested. Whats good for the goose is good for the gander.

So does that mean that you(Special Ed) will be at ALL protest, regardless of how big or small that they are? So that should mean that No street cop should ever be needed at a protest again. YOU(Special ED) should be the lone CPD person there because you are suppose to handle it, so the street cop doesn't have to.
Does this ALSO mean that anyone that wants a to complain about something can ALSO call you on your personal phone to complain?
AND if you are willing to take their phone call for complaining , you should be more then wiling to take a personal phone call from EVERY member of the CPD for them to also complain to you directly....ijs

PATROL IS THE MOST IMPORTANT PART of the department. FUCK anyone not working the street on a daily basis.
Most are not needed.

We ALL already knew that. EVEN us civilians that read this site. BUT it is nice that you have decided to admit this.
BUT you should of said that BEFORE all the recently promoted Lt's that got promoted from units on a test that they were able to cheat on to get that high.

Where to build the new police academy. Well I also know that the CFD also is in need of a new academy.
Places to look at could be 39th - 47th & State. Alot of vacant land owned by the CHA already.
Maybe 39th Ashland - Damen. We both use alot of those old buildings already. Tear them down and start anew.
Or maybe north of the Stevenson but before Blue Island Cermak along the canal there is ALOT of land that is not being used.
All of these locations have plenty of land & easy on/off the expressways and easy to get to.

Putting your trust in this Department is too risky. So learn how to bend and dodge the bullshit from HQ Merit Idiots.
These promises are nothing new except maybe the DOJ Pony Show.
Just a little motivator, believe me if you have less than 10 yrs on, these pep talks may sound great with new and tremendous improvements coming in the future. Just about every Sup since Fred Rice promised fair promotions, better working conditions and saving your pension.
BULLSHIT.
Nothing the Department promises ever comes, just more discipline for trying to do your job as described.

What that franchise owner of the DQ in Zion said to that woman and her children was completely unacceptable. Zion police documented all of it while they were on the scene. According to their police reports, the franchise owner freely admitted to calling the mother and her two children racial slurs, among other things. I expect that DQ is going to pull that guy's franchise as word of that encounter spreads out over social media. Not a good way for that franchise owner to conduct business in a town that is at least 30% black. I'm sure BLM will take a keen interest in this case.

Every month in 2017 they are bringing in a new class of 125 recruits. So for all the people who can't count that's 125x12=1500. Then the 500 currently in the academy equals 2000 new hires just in 2017. We will make up a lot of people and more than cover for 2017 retirements. Some people just want to bitch just to hear them self bitch.

Where to build the new police academy. Well I also know that the CFD also is in need of a new academy.
Places to look at could be 39th - 47th & State. Alot of vacant land owned by the CHA already.
Maybe 39th Ashland - Damen. We both use alot of those old buildings already. Tear them down and start anew.
Or maybe north of the Stevenson but before Blue Island Cermak along the canal there is ALOT of land that is not being used.
All of these locations have plenty of land & easy on/off the expressways and easy to get to.

Easy to get to for who? If you live south or west it might not be that bad, but if you're north it's a bitch to get there for a 8:00 am training session. If all the training started at noon it wouldn't be that big of a deal, but northsiders will spend two hours in the car roundtrip if it's that far south. The medical section is already on the south side, and I'd rather burn time then hit the medical and have to drive down there to clear. Keep the academy in a central location for everyone. Find a spot on the west side in the center of the city to make it easier for everyone to access.

You don't have the facts straight. That bozo gave his name as John Doe. He complained about being suspended because a lady made up lie about him. He continually acted a fool and demanded that Jody do something about liars. It turned out that the lady did not lie, the in car camera showed that he arrested this lady, did not secure her car and left it running. He was then dumped from the academy to the 2nd district. My advice if you belong to a unit just keep you mouth shut and appreciate what you have.

Your numbers are wrong? There are 280 CPD recruits currently in the academy. Next class will be in jan, bringing the total to 380 approx. The academy might have over 500 by march. You need to allow for older classes that finish training. The plan is for 100 per month. IF they stick to the plan. There have been numerous times city hall has delayed a new class. Remember, 135 dics and 50 FTO's from patrol equal 2 recruit classes, and that does not count retirements.

Build a joint fire and police academy on the old Brach candy lot. Include an out door range and running track. Have structures outside for fire to use in burn training that can double as "Hogan's Alley" type outdoor training for police/tact/SWAT. Oh, and include plenty of PARKING for every one by building a several story garage that can also be used for physical fitness training. Accessible by both north and south side.

I like my neighborhood and I like residency it keeps many neighborhoods good (not to mention many grew up in these neighborhoods). Its not going anywhere........ Many paid the price to live in the City (and/or built additions etc) and who would you sell your house to without the residency requirement? If the City even agreed to talk about ending residency.....what would we give up for that in our contract? Health care? Pension? Vacation Days? Medical? I don't think so. We don't have anything we can give up anyway......just deal with it already. It was a requirement when you took the job. If you didn't like it so much then why did you even take the job? Its along the same lines as people who complain they have to work weekends, holidays, first watch, etc.....that is what you agreed to when you were hired! The only problem with it is that everyone does not have to live in the City......all City workers including all CPS workers should have to as well!

why are the brainiacs squeezing 130 officers training to be detectives in a room designed to hold 90 comfortably? Not enough chairs, pillars in the way, etc. fire and safety hazard? The guys on the second floor should take a visit, that's one of their specialties. Who's in charge at the academy? Another FAIL.

You're 100% correct. I was at the meeting at the Greek Church at Hollywood & Sheridan when Joe D. had his meeting up north. Someone would ask him a question and he'd turn around to all the deputies sitting on stage behind him and say, "Jimmy Riordan, why don't you answer that?" Riordan was the 1st Deputy and probably the MOST knowledgeable boss on the job I ever met. Joe D., while not the most knowledgeable about things outside the detective division WAS a master politician though. When he met with patrol officers, he'd tell the hundreds in the crowd, "you're the backbone of the Department!" Then he'd meet with only detectives and tell them, "you're the guys who make the Department great!" It was a different time, brothers & sisters ...

Dicks, gang specialist, and youth, got promoted in 1995.The written part of that test was at Daley College. Sgts and Lts promotions started in 94 from the 93 test. They tried to sneak meritorious lieutenants and were told no by the courts.

Man, I'm glad some of you guys weren't around when unions first formed. You'd still have people slaving in factories and mines for 16+ hours a day for 7 days a week with no benefits, many of whom would be children. That's what they signed up for, after all.

I was born and raised here, and probably wouldn't leave anyway. But if an employee of the city wants to live outside of it, they should absolutely be able to do so. And they should fight for it. It would probably hurt my home's value, but I can't force someone else to go down with this ship just because it works out better for me. Hell, that sounds like the same logic they use to justify our nanny state. Force a shitty situation (like, exorbitant taxes) on a certain segment of society that works in order to make life easier on another segment. Except in this situation, you have the working stiffs infighting.

Build a joint fire and police academy on the old Brach candy lot. Include an out door range and running track. Have structures outside for fire to use in burn training that can double as "Hogan's Alley" type outdoor training for police/tact/SWAT. Oh, and include plenty of PARKING for every one by building a several story garage that can also be used for physical fitness training. Accessible by both north and south side.

Thought wtf, called bcbs they told me there was a glitch in the system and that over 4,000 coppers were in the same boat but should be resolved by next week! Called FOP was told the same, but was told to pay it up front and bcbs will reimburse you! that is the old "check is in the mail" bullshit! Just to let other coppers know it is the bcbs HMO plan looks like rahm as usual has screwed the coppers just like he did the police retirees as he gives more to the illegal invaders he protects the criminals and shits on the police!

I love all the comments about lifting the residency rule. Listen, get it through your big fat heads.. RESIDENCY FOR POLICE WILL NEVER GET LIFTED. Residency is the almighty barganing chip that will never get used... Kinda like present day nuclear arsenals. The city will never budge on it. The union will never go for it because if residency was to be lifted the union would have to give the entire world up and then some leaving us with no protections. The city would only consider it if they really needed drastic changes to the department and the contract but again it would be asking for the world which the FOP would never do. I honestly could see the city try to dangle it out there this contract because they want the entire discipline system out the window. To change our current system would be like moving a mountain in negotiations. The city could say we will have cart blanche on the discipline system and write the rules we want and in return you get residency anywhere in cook county. If you people take that your stupid. Cook County is still cook county no matter where you live. And if you are anyone with less than 25 years on the job or under 45 years old you would be stupid to agree to discipline changes.. especially with the impending body cameras. Its a scenario that will never happen. So all you former suburbanites who decided to take the city job dont get your hopes up.

They issued you a new group number the 1st of the year. They did this with all city employees. The new cards with the updated info are late but you can go to BCBS and print a temporary card. I got a letter telling me to do this two weeks ago.
