The Report

We're going to take a day or so to read it. So far, there's nothing surprising in it. In fact, we based an entire 10.5 years of blogging pointing out just about everything covered in the DOJ report:
  • Training is inadequate
  • Promotions are crooked
  • Discipline is non-existent if you're connected
Somehow we missed the racism of tens-of-thousands of minorities killing tens-of-thousands of other minorities. Don't know how we missed it.

You can use this thread to point out the inanities of the DOJ rush to judgement.

We say "rush" because while it took nearly two years to find that Baltimore (a city with a black mayor, a black chief prosecutor, a black police chief and a department that's majority black) was inescapably racist, it only took 13 months to find CPD (a department almost five times as large), was also inescapably racist.

There's already reports that Loretta lynch is going to be leading the new COPA after she is done in DC next week. She won't be named right away but look for it to happen in a few months. After all, she will be a civilian this time next week again and is a shoe in for COPA.

Our biggest problem with the way we do things within cpd is not what we do, it's how we articulate it. We need to get better at explaining why we do what we do. For now on we need to write our reports for civil court not criminal court. No more short cuts

Since the Lynch Mob refused to interview McMe,Me,Me, then lied about it, the entire report has no credibility.
Lynch was visibly shaken when deflecting the reporter's question about why Garrrrry wasn't interviewed. Something about that issue is very, very - uh, 'concerning'.

My guess is they refused to interview him because of the prior two DOJ investigation on him/his other departments, but maybe he's actually under investigation personally and she didn't want to muddy it. Who knows?

But today she actually condemned CPD/IPRA for not interviewing obvious witnesses in cases, yet her own investigators failed or refused to interview the specific superintendent of police who implemented the policies she's critiquing.

Odd. Maybe even dereliction of their duty and investigative mandate.

They have to justify their pay by printing out a long report saying the same thing over and over. It's a desperate crew of hacks. All politics. They rushed it through just because of the changing of presidents. How legit and professional is that? And Lynch at the helm? Please. Same supposed professional that had a private conversation with bill Clinton while this "professional" organization was investigating Hilary. Wow.

I can't speak to most of the findings in the DOJ report, but as a statistician, the DOJ's absence of any coherent statistical analysis relating to the claims of racial differences in the CPD's use of force is embarrassing. They didn't even go stats 101 on these data.

Making a claim that Chicago is 1/3 black, white, and hispanic and that 8/10 of the use-of-force incidents involved black suspects--or whatever the exact number was--as being evidence of racial discrimination is fucking bewildering. They literally, and I mean literally, accounted for 0 confounding factors: one of the main ones being racial differences in who commits crimes (a list of additional variables/data like this could easily number in the dozens for any thoughtful analysis).

The DOJ's methodology is simply bad form--actually nonexistent--and does not support the claims they're making. And it leaves a bad taste in my mouth.

I say make the Chicago crime data open source like the CTA data if it isn't already. Obviously, the CPD data would have to be anonymized, but the CTA data gives a good model to follow.

The CPD could be all those things stated in the DOJ report. It could be none of them. But the claims of racial discrimination in the report was 100% a hit piece.

It pisses me off that the CPD is in the crosshairs of these leftist pukes. I never vote for anyone who doesn't support LEO's. I'm thankful for all that the CPD does. You work in these violent neighborhoods, risking life and limb, to protect the public. I'm sure that the race baiting is off the charts in some of these inner city areas. There is a percentage of blacks who harbor deep resentments towards whites, and nothing you do will win over the haters. They similarly bait African American LEO's, implying they are traitors, for enforcing the law.

This is a dark day in this City's history. I hope that better days are ahead starting on January 20, 2017. That's a change that I can believe in.

Several months ago the department had a survey on training. Where are the results of the survey?

I have not been trained to shoot or not shoot in ten years. Deescalation training, what's that? CIT training, I signed up for it and did not get it. If you want aggressive patrol throw us a bone and give us some training.

The band of racist conspirators will be leaving the DOJ. Hopefully, Jeff Sessions will appoint a task force that will just as feverishly dismantle the city's cabal. It's disgusting not a mention that the community needs to be responsible for their own actions and held accountable themselves.
You can't just do and say what you want without consequences. And when those consequences require a police officer to enforce the law "They" don't like it.
I never experienced so much racism and hatred for the white man and the police until I got on this job. Accusing us as racist is like calling the kettle black.
The community is not held accountable for their actions. Yes, we are held to a higher standard and I get that but when it's okay to be high on pcp, carrying a knife, breaking into storage containers, threatening a security guard which is felony agg.assault by the way....and being the aggressor, being the one who caused the situation, the outcome falls on us. The outcome of force falls on us. We shouldn't have shot so and so. We should of tried talking him down....de-escalating the situation first. Bullshit, we are the police. By the power invested in me by the State of Illinois I order you to drop the knife, gun, bat,etc. If you don't listen it's on you what the outcome becomes. And being on pcp or any other drug is no excuse for not understanding the gravity of the situation. We are fucked as a department but more so as a country and society. I'm very proud to be a police officer but staying fetal is the only solution I know right now to get to the end. And by staying fetal I mean I'm going to still answer my calls, cut paper, address minor complaints from the citizens on my beat, and patrol the beat.
And that is what I'm required to do, that is what I'm paid to do. No more, no less. Being proactive was an option. Going above and beyond. The community has gotten so used to it that they still expect it. They say, well that's what your paid for. No its not. I can if I want but I don't have to. And right now I choose not to. If I don't engage or shall I say the less I engage the less of an incident. That's basically what they were and are saying in the report. This whole thing has no affect on supervisors one bit. I take that back, they will be held more accountable for our actions which should be a lot easier than it was 10-15 years ago. Because we ain't doing shit anymore. I've said it before: pay, healthcare, and pension is all I care about...and backing up my fellow officers. Even though that may get you stripped.

The "Ferguson Effect" has become a cultural thing. Just note the painting of cops as pigs allowed to hang in the US House (tho it's being taken down Tuesday after the Capital Architect - the guy who approved it to be hung BTW - decided to obey the rules guiding Congressional art to not be controversial or offensive). Note that the Congressional Black Caucus did all they could to keep the painting of "cops as pigs" hanging. Note that the Congressman sponsoring the art was a Dem from Ferguson MO.

Obama failed this nation by never - ever - talking about the "Ferguson Effect". He is remembered by saying "the cops acted stupidly" (beer summit) and "Treyvon could be my son". He is remembered by ignoring the Baltimore nightmare of high powered DNC black prosecutor charging five cops with ....basically murder....(and she is now fscing the legal wrath of those five cops who were all acquitted but media is not reporting it at all).

The "Ferguson Effect" in Chicago is "stay fetal". It is happening all over big urban centers in USA.

Solution - it has to be named as "The Ferguson Effect" - it has to be blamed on the media and political organizing that made Ferguson such a clusterfuck. Then it has to be investigated and put in the books as a Civil Rights Lawsuit - and the the police should be the ones acknowledged as victims.

It has to become a thing like #Benghazi was because it was as bad.

Just saying - this has to become a big part of a solution or way out for cops to start policing the bad neighborhoods again.

I get so sick of hearing that CPD is a bunch of white, racist men, why is it when I look around roll calls, I see women, hispanics, blacks, asians, native Americans, muslims and every race and creed, but it's those damn few white guys left causing all this trouble. First off, dummies, white guys like being in the military and police, it's a service and protection thing you snowflakes and race hustlers couldn't possibly understand. The department has recruited minorities for decades and the department is far more diverse than any company around here. Once you're hired, it's a 20 or 30 year career so, change doesn't happen in 5 minutes, assholes, it is slow but it does change constantly. I have many minority friends I've met on the job I've also met some real dogs of all races, it's just like the world out there, inside here, good and bad.

I read the report and do agree with what you stated SCC. They used a very broad brush to characterize the entire department. I wish they were more detailed as far as how many actual incidents took place that were deemed unconstitutional or where police acted in violation of the law. The total number of police interaction with the public and the instances where the DOJ found wrong doing with the conduct of the police is in my opinion very low. After all we were just doing what we were told/ordered/asked to do in most cases. If the DOJ seriously believes in their report then they need to state that the way to change starts at the top with the micro managing mayor and the unqualified individuals running this department. If the DOJ report is true and accurate then a whole lot of police officers should be going to jail, which they are not, therefore this is just a load of B.S. and grandstanding by an out going administration that is padding their resumes.

Thinking about how the DOJ investigation that exonerated Darren Wilson of any wrongful conduct (when you KNEW what the DOJ was hoping to conclude) took 6 months for this single incident. Yet that was buried when the DOJ simultaneously released a report that blasted Ferguson for its “racist” practices in issuing traffic tickets for revenue purposes. So Ferguson, MO continues to fuel massive protests, often violent, against "police brutality".

This outgoing admin's Justice Dept. was anything but. It's almost as if key elements of Rules For Radicals were part and parcel of their approach. Wait... did I say almost?

I give the report a D overall.

-They point out some embarrassing truths about the piss poor training at all levels.
-They touch on the corrupted mess of the merit promotion system but try to further cover it up by attributing it to a misunderstanding of the
process when we all know the process itself use to blame.

The DOJ doesn't investigate deep enough and they ultimately fail us by not exposing the real reason the CPD is so screwed up, which as we all know is because of the current and past occupants of the 5th floor at city hall. Actually I'll change the grade to an F+.

Thanks for the effort Loretta! You would get along perfectly here with the CPD command staff.

I hate anecdotal evidence, especially when it comes from an uneducated, emotional, and easily influenced source. Anecdotal evidence does not prove a pattern, that's why they are anecdotes.

With that being said, I have almost 20 years on this shithole job and am damn sure the incidents alleged (guns for freedom, dropping off rivals, etc.) occur. To deny so by any CPD officer is nothing more than ridiculous denial.

Perhaps the time has finally come for the confronting of officers who engage in "questionable" behavior by all fellow CPD officers. To simply put it on the supervisors does not alleviate the rest of us.

And yes, I have already begun to do so.

I received the FOP email yesterday, (Friday), the same day that the report was released. I am confused as to the actual length of the investigation. Everyone else says that it was a year or thirteen month long investigation. What was the actual time frame and since it was reported that the mayor already signed off on the consent decree, will the new Justice department be able to void it with the court oversite in Place?

An excerpt from the FOP email.
"Despite those initial conversations, what has resulted is one of the quickest Pattern-or-Practice Investigations ever conducted by DOJ into an agency the size of the CPD. In all practicality, to have completed this investigation in LESS than one year's time brings to surface several concerns: the main one being timeliness. Completing an investigation into the 12,000 member Chicago Police Department, and in a City with over 2 million citizens in less than one year; clearly brings to light that the outgoing DOJ wanted to issue a report before the new Administration takes over on January 20, 2017. What also remains to be seen is whether or not the Report might be considered compromised, or incomplete as a result of rushing to get it out before the Presidential Inauguration. Everyone who reads this document should be as concerned about the timeliness of this Report as the FOP."

Did DOJ by any chance take into account that the minorities act most violently against the police in the encounters. The police are responding to that type of a behavior. Most of the time I responded to jobs where blacks have been involved they have the attitude "in your face", I'll have your house and badge. Just like Mc Carthy said DOJ had already made up its mind when it came to Shittown. He was not interviewed because it did not fit the DOJ's agenda.

I take issue with the DOJ's reasoning that UOF training is obsolete simply because the video is "decades old". Does that mean learning any sort of Judo, Martial Arts, or Self Defense training is all obsolete because many of the techniques taught are hundreds, maybe thousands, of years old? Wow, your right on target SC. I recently retired w/ 31 years and I would have to agree with you that the corruption in this department is the result of an entrenched system that favors, covers and protects their chosen ones. A system that designates promotions almost decades in advance. I remember in 1986 "Alfonse" saying in the academy that he was going to be a big boss. I thought he was on junk. Everywhere I looked it was the same pattern. Many of those that got promoted had engaged in behavior that would have resulted in termination if that had been a common officer. It reminds me of the military where we would say, "fuck up & move up". Make no mistake, the lodge has always been one of the heads of this three headed dragon.

Our department has a significant number of black and Hispanic officers. Are they also racist against minorities or is it just the white officers? I mean, if it's some sort of organization-wide pattern and practice of racist policing, everyone must be on board, right? If black officers arrest black offenders, are they racist? If they use force against black people, is it racist and excessive? I'm so confused. I can't think of one person I've arrested or even stopped simply because of their race. I've stopped and arrested people of all races because they just happened to be the race of the offender I was looking for, and they were driving the same car, wearing the same clothes, and were identified by the victim. I guess that's racist if the offender happens to be a minority. I guess it doesn't matter that the overwhelming majority of crime, especially violent crime, is committed by minorities. If my aquarium gets dirty, I assume the fish were shitting and pissing in the water. I don't go looking for the dog to rub his nose in it. If someone is robbed by a male black teen in a black hoodie and blue jeans, I don't go round up a bunch of middle aged white guys in suits for a lineup. If blacks commit crimes at a disproportionate rate, they should be arrested at a disproportionate rate. Let's be really conservative and say 51% of crime is committed by minorities. If the police arrest everyone responsible for those crimes, they're racist for targeting minorities. They're arresting mostly minorities! How dare they! Just because those minorities are the ones committing the crimes. Department of Justice? Right. Justice.

I will have to read this report. I hope the DOJ commented on the phony and corrupt promotion system that has destroyed morale and incentive for decades, but made worse by Daley and Rahm. And, for Johnson to say he does not take orders from the mayor shows him to be a liar of the highest order. Yes, the CPD needs a lot of changes and a lot of reforms, many of which this site and officers have complained about and have been ignored by the political class . The city has always attempted to run the CPD on the cheap and through patronage. Will it change? I doubt it.

I wonder if the DOJ investigators ever spoke to any victims of crime in Chicago, victims who received justice when CPD arrested their tormentors, robbers, carjackers, batterers, burglars and car thieves? Did the DOJ ever speak to anyone whose building had been on fire and CPD officers ran in to save them? Did DOJ ever speak to anyone trapped in car only to be rescued by CPD? Did they speak to the many thousands and tens of thousands of black and brown victims of crime who received compassionate treatment by CPD? Did DOJ ever speak to any of the millions of anonymous callers who called 911 to report drug dealers outside their doors, intimidating them and their good neighbors, who fire guns in the middle of the night, but later saw CPD arrest the thugs who terrorize their neighborhoods?

Nooooo...... but phather phaker gets interviewed, criminals get interviewed, thugs get interviewed....

And then the report is presented by a political appointee of an administration that has been against police officers and people defending themselves everywhere since day one, a political appointee who did not have the common sense or professionalism to see a conflict of interest with hosting a private meeting on an airport runway with the spouse of person under federal criminal investigation.......

Off topic, To Preckwinkle and Dart, did you ever think of the real reasons why so many black and brown people are in jail for "non-violent" crimes like minor drug possession? these drug dealers and drug users terrorize the neighborhoods they live in, and since the good people in those neighborhoods are too afraid of the gangs to sign complaints for offenses like battery, assault, robbery, burglary, car theft, etc., police arrest them for offenses in which the officers are the complainants, and thereby make the neighborhoods safer for the good people. by releasing those people from jail, you are only returning them to terrorize the good people in the neighborhoods.

And to those who say that marijuana is a victimless crime, think about this. think about the low-level dealer who gets killed for his drug stash-- and think about that person's blood being on that bag of weed that gets sold on the street. The person using that drug may not be involved in the violence plaguing the streets of urban America, but the person selling it sure is. And Obama has released hundreds of them from jail in recent months .... the crime wave nationwide will be going up in the coming years....

He was advised before departing to folks a five dollar bill around his drivers license and told that when the nice Chicago policeman stopped him to hand him the license and the fiver. Nice to hear that ethical standards are being maintained.

Baltimores report reads "complete"--while Chicagos report reads like the outline of the first draft. Love all the anecdotal examples at front end of report (lots of filler)---that tapers off into nothingness, just a few more unexamined thesis (Police Board, Early Intervention, Training...)

Can only hope we see meaningful changes at the top--get in some people with brains who care...and throw out these current career fools.

Van Dykes lawyers should use this report in his defense. It blames the officers mistakes on lack of training and outdated training by the CPD. Videos on use of force from 35 years ago etc. The DOJ report is a great defense.

So if I am reading page five of the summary they talked to 1000 citizens and which is .0003% of the population and took 600 phone calls? If I remember college stats 10% of the population is the ideal representative sample size (1 in ten rule). Pretty sure Stat professors would give an F to this paper. They also talked to 2% of the retired and current police. And lets not forget these are not random samples but solicited complainers. Any Academia care to comment? Are our policy and procedures going to be based on the opinions of 1000 people in the city? Sounds like a bad move Eddie.

The Report was without a doubt Hastily Constructed, because of the Trump Victory! Rahm had more than a little leverage to run the clock down. However, on the issue of Training, the Report is CORRECT! The Chicago Police Department does virtually nothing to provide training, unless you knew someone. Because I was a friend with the Sgt. who ran High Risk Entry, years ago, I was able to receive an EMT certification, with that team. Now consider this; I wanted that certification because as a Sgt. I wanted to be able to help my officers if one of them got hurt. The Clout Heavy Lt. in charge of my Unit demanded that I take the training on my own time. Despite the fact that a CPD Unit,(High Risk Entry), was taking it with me, at the CFD Fire Academy, a City of Chicago Training Facility. I burned more than 60 hrs. of my own Time-Due to be trained. And then there is the Police Academy, which has instructors who are Hiding from the Street! If training is increased, it will be carried out by Clout Heavy Academy Instructors who spend their whole careers avoiding the reality of what they are teaching. Stats I found report more than 9,000 murders since year 2000. doesn't include aggravated battery handgun or firearm or robberies in which the victim is shot.

So what does DOJ blame all of these incidents on ?

Is it the answer more socialization, working people contributing more of their taxed income to wanton birthing and reckless irresponsible parenting, a teachers union that holds the taxpayer by the throat demanding pay raise's and employer sponsored health care and pension while demonstrating in the public square with a media afraid to point out their unsatisfactory performance .

How about a transit system that carries working people and thugs while under reporting crime to hide the under staffing of Police. Rushed or not, the actual problems were never addressed by DOJ. They never seem to ask the obvious questions: 1. Why are certain communities the scourge of this city? My suggestion would be to pull out and give these communities what they want...NO POLICE!!! Police yourselves because you obviously know how to do it a lot better than the real police. 2. Why has the city allowed the police department to fall to unbelieveable numbers without replenishing the membership in a timely manner? We lost that battle with NATO. Though much of this report is garbage, I have to agree with their findings about training,the training division, and meritorious promotions. The system is crooked and has been for the well over 20 years I have been on the job. Ask how meritorious promotions are given, and who gets them. What is the criteria for a merit promotion, and why do some receive them time after time and good coppers don't stand a chance, and why has FOP been silent for years? The DOJ doesn't touch that. Supervision is inadequate. There are many good competent bosses out there, but there are far too many who are totally clueless.
As for the training division, there are many good competent people there and these comments are not meant to disparage them. That being said, our training has never been adequate. We have always cut corners with training, and it comes back to haunt us time and time again. Our FTO program is a joke and has been for years. How do five out of six recruits not know when to use deadly force? Everyone should know that backwards and forward. It might save your life and or your job. Are the instructors incompetent,the recruits stupid, or is it a combination of both? A streaming video that is decades old does not supersede hands on training.

when you read the entire report, one thing stands out very clear; The department is putting people in charge of units, making them commanders, when these people themselves are not qualified to lead these units. These commanders are not trained themselves and are the blind leading the blind. Politics is everything, racial politics are everything. Training is cut short on the cheap and always has been. Officers learn on the street from others and continue bad practices. The CPD has been the political patronage playground of the democrats for decades, but it surely has gotten worse under Richard M and Rahm.It will take more then a few years to turn this around.

This report should really wake up the command staff to distribute police more evenly across the city. I would welcome that in the 16th district. Instances of use of force on minorities would drop significantly by virtue of the fact that there would be less officers for the people in those communities to interact with. Sure, violent crime would continue to soar in those communities but it is very apparent after reading the report that the DOJ is not concerned with that. They just want the police to never use force. Let's give them what they want.

I do not understand why the press does not interview Calloway and ask why training is behind the times? Why a instructor used a video that is 35 years old? I bet Calloway could not answer serious questions about the academy. Most of the staff tries to maintain high standards for training but there is no support and a horrible lack of leadership from the front office. The instructors are using the same methods of training for the last 20 years. Nothing has changed.

From NYC, do yourselves a favor and be as non proactive as possible. At the end of the day, when things go pear shaped, you will not see your bosses stick up for you. You will be alone and a large organization like the Chicago PD and NYPD can be very lonely places for officers when things go bad. The only time you guys should be running is to back each other up. Otherwise, show up to the scene slowly, obey all traffic laws with lights and sirens, and take a report. I have yet seen an officer get fired for just taking a report. Protect yourselves and your pensions and your family's financial security. Let the perps get away and take a report. It's not cowardice. It is self preservation. Any officer or boss that thinks they are "making a difference" and the job on the level, avoid them like they have Ebola. Let them hang themselves when they are on their 1100th arrest and become a member of the Youtube police brutality snippit of the week. My retirement is coming soon and not soon enough. Anyone that is retiring, don't walk. Run.

I work the burbs. We have one. It's a liability thing. It doesn't say you can't chase but it spells out when it would be stupid to chase or continue to...i.e. you don't know your location and you're by yourself, which is normal for us.

I would like to point out just one example of the extreme incompetence and bias that is ingrained into this DOJ report.

On page 25, the DOJ reports that CPD shot fleeing persons "who posed no immediate threat." The DOJ then states that just because a person has a weapon, police can only use deadly force if they are threatened with the weapon. The DOJ then sites three federal appeals court cases (no Supreme Court cases) justifying this rule. The DOJ is intentionally misleading the reader. None of these cases involve foot pursuits. Cooper v Sheehan was a shooting where police did not identify themselves, knocked on a trailer window, and then shot a person when he came to the door with a shotgun. Curnow was shot through the window of his home by an officer after he picked up a gun when police, unannounced, tried to break down his door. Williams, was actually two cases where police shot people threatening suicide in their own homes, and the police were still given qualified immunity.

These are the cases they used to "justify" that police cannot shoot armed offenders fleeing police. The cases they cite are intentionally misleading. They are lying. The DOJ's presumption that persons fleeing officers on foot while armed with guns pose "no immediate threat" is blatantly false and is against federal case law, and the DOJ knows this.

The most recent case was a Supreme Court case Mullenix v Luna (ruled 8-1 in favor of the officer who shot a suspect fleeing in a vehicle who had told dispatchers he was armed and would shoot police). The DOJ did not mention this case in their report.

Pencil pushing, chair polishing, Monday morning quarterbacks haven't a clue about necessary force. If I disremember correctly, when it's time to get violent you above and beyond to initially control the opponent psychologically, further resistance results in lights out............

Let's stop racist policing!

Let's stop adding cops to 003-007, 009-011 & 015 and add them to 001, 002, 008, 012, 014, 016-020, 022, 024 and bury 025 cuz it's shit
Let's stop targeted missions, gang missions, traffic missions, etc
Let's remove the race code from all reports
Let's remove all mobile, saturation, gang, tact, gun, narcotics and any other "enforcement" teams
Let's make a VRI 016 North and VRI 022 South
Let's target white people.. oh wait that's racist... oh wait it's not.

Because as patrol officers we have the "power" to determine the targeted areas and districts. We determine where to allocate manpower. We all collectively volunteered to drive an hour from our safe, under-policed neighborhoods to the ghettos we work.

Hmmm.. last I checked the missions, districts, areas and communities which I am required to conduct police enforcement is not MY choice. Thanks to this report, no other law enforcement agency will hire me because of the racist department I work for.

Time to get rid of the Use of Force "experts" in the academy including the "expert" Sgt because the DOJ just deemed them and their training as inadequate. They will be totally useless as experts for court or police board hearings. They failed to train ten of thousands of officers.
