Transparency?

This might be interesting - Special Ed sent out a letter:
  • I have previously announced to you that we will be hiring and promoting additional officers, sergeants, lieutenants, and FTOs to provide you with the support you need in the field. To make good on that commitment, we will be promoting over one hundred new sergeants in early February.

    Currently, merit interviews are underway and, in order to be more transparent to you, we will identify those sergeants promoted under the merit process as well as their nominators.
That's half the battle. The other half is listing what makes/constitutes a "merit" pick. If everyone had a clue as to what the path was, we'd almost call it semi-legit.

The bosses girlfriends, ex-partner's, their spawn and connected folks having the answers still makes it illegitimate.

Speaking of transparency, is the main stream media going to report on the actions of the left’s pathetic children tonite at the downtown protests? The sniveling whiney brats pulled all kinds of tricks out of their underroos while they threw their little tantrums in the business and shopping districts. They took hammers to store front windows, set fires to trash cans with road flares, jumped on cars, threw fireworks, battered police and all this on top of the regular shit of blocking traffic and generally fucking up rush hour. A bottle of fire accelerant was also recovered from the crowd. But one thing became apparent tonite, 1st District finally has a commander that has the balls to lock the little bastards up.

Desk and HQ type have NO numbers!

meaning arrest or other real police type work.
People who work in an office know a civilian can do any of their work.
Hell we have civilian doing case reports and the funny thing is they are about the same quality as full fledged officers.

Oh and special Ed got the memo from the inspector general it was not his idea.

ED is not the brightest bulb and will do what he is told.

All promotions should have some sort of activity, not just test scores. How many desk personnel and inside people make it,that's not fair. If there was an actual work load prerequisite I personally wouldn't care if merit was 60%.

Blanket CR # pulled on the entire 3rd watch. Slowly but surely the truth comes out. A white shirt posts a counseling form on a bulletin board. A blue shirt does not have access to it. Transparency and Credibility are quite different! Telling us who had Whack and the name of their sponsor for this bump evades the issue. WHAT CONSTITUTES PERFORMANCE WORTHY OF THE BUMP?One of my best friends is an FTO in a shit District. He is a Natural Born Leader, and was trained as a leader, since he was a Marine Sergeant. This FTO has the Medal of Valor and consistently guides and leads in performance. Too bad for him, he is White in a Black District and he is too outspoken to have any whack. One would think that being an outstanding FTO would be worth something, but on CPD it means nothing. What matters is the "Phone Call", "Chinaman", etc. For decades we have seen complete imbeciles get promoted, sometimes in Pairs. I can recall three (3) separate sets of Brothers and Sisters promoted to Sergeant and then Lieutenant from the same test at the same time. It is a virtual mathematical anomaly, impossibility; but we accept it! THIS IS WHAT PASSES FOR LEADERSHIP IN THE CHICAGO POLICE DEPARTMENT. AND ALL OF THESE PROMOTIONS CITED ARE CHILDREN OF BOSSES OR CHILDREN OF BOSSES' PARTNERS! If "Bumps" are allowed to continue, they should be limited to ONE per career. AND SOMEBODY NEEDS TO LIST WHAT IT TAKES TO EARN THE BUMP. IF HEREDITY OR WHOM YOUR PARENT(S) PARTNERED WITH, LET IT BE UNDERSTOOD. Also note, the Police are supposed to be working for the public, and any Boss or Political Hack who takes a promotion and gives it away is Stealing from the Public Trust and the members of the Department. Peoples futures and the futures of their children are directly effected by that bump in salary. Somebody should be held accountable, for this stealing before our eyes. Let the "Sponsor" explain in writing for everyone, Police and Public to see, why someone has been chosen. Once upon a time someone wanted to make FTO a requirement to make Sgt but they would have found a way to cheat and merit connected. I agree that if Merit is never going to be a legit process then it should be eliminated. HOw is it that amoung the groups seeking to run for FOP office you have Rich Aguilar running for first Vice President? Isn't he retired? If so, then why would we want a retiree as 1st Vice President. We need to keep retirees out of the running. WHy would you kick Dean Angelo Sr out since he's going to be 63 and then elect another retiree, it doesn't make sense.

How is it possible that a candidate for merit that is in the top 10% in arrests and activity in a district isn't chosen for Merit? THis crooked ass system has to go

I recall an officer from the Academy that was made merit under Howard the coward Lodding.
This officer/merit Sgt. could call out cadence extremely well.
This officer could conduct an inspection of recruits extremely well.
Lied about everything.
Dumber than a box of rocks and little street experience but those two qualities mentioned got that officer a merit position.
I feel sorry for those that this person is now supervising.

Good point. The test is not that difficult if you actually study and learn the material. Still a tough pill to swallow knowing the merit hacks probably didn't even bother to study. Post the score and rank of each merit hack from the last 10 years. Hopefully posting their rank # will humble some of these assholes.

Interesting, I was in the military and in order to be advanced like this, you basically had to perform at a legendary level. Regarding exams, we all had the same study material and the exams were giving to us sealed and there were armed personnel watching. The test scores were the only way you advanced and your evaluations of course.

Good point, and the identification of the merit picks and their sponsors should be the standard from now on. After that, grow up.

Out in the real world it is all merit! You don't test for promotions at Apple or Exxon. You work for the right person or you get noticed on the right project and you get noticed. Let me tell you, looking at it from the outside, you have a sweet deal there. From the sound it, between merit and the anointed ones, you still get about a 50% chance to study and do well on a test. That's WAY better than the rest of the world.

Take the transparency. Keep up the pressure. Enjoy what you do have and stop complaining. If you concentrate on this negative, you'll be miserable.

I don't like "Merit picks" at all. But I do say that the CFD union has a better clause in their contract.
It states that the person needs to be nominated BEFORE the test is given. The union has the list
Of names before the test is given. You must complete both parts of the test and have a passing grade.
Plus the union is given a list in numerical raked order of everyone who completes the test and is on the list.
Then you know where they really landed, and how far they have jumped.

Oh pulse they have 16% merit. If merit is used, then the equivalent of 16% of total people promoted get promoted
Before the next list is posted.

Ex: the city promotes a total of 200 people to captain. And use the merit only once. The city would have to
Promote the next 32 people in ranked order before posting & using the new list.

Merit promotions are not necessary a bad thing as long as they are transparent and criteria are meet. With any merit promotion it should be agreed by union and management.Things to take into account should be time in grade, education and evaluation.

What is the problem with just promoting off of the list!? Why give a test in the first place only to make 20 and 30 percent of the people merit? Every other department promotes everyone starting from # 1 and working down the list. Merit should just be abolished, because it's such a corrupt process in Chicago to begin with. It's sickening to see how so many people have sometimes double merit promotions during their careers. If merit stays, then only one merit promotion per person should be given and it should only be 5 or 10 percent per class....not this 20 and 30 percent bullshit. So many people have missed out on promotions over the years because of merit hacks taking their spots in classes they should have been in. The corruption in this city is sickening.

Sadly, I agree. We have a lot of great cops on this department who would make great leaders who don't test well or like to take their time when testing or whatever the reason may be. But the merit system is a broken joke and needs to go. Rework the testing system and base some of it off an officers experience, where he/she has worked, how long and how much time they spent on the streets. Just because someone is book smart does not mean they are smart, just look at the currant demonstrators, most are upper middle class college educated white kids without a clue.

Doing what you said you'd do is a good start. Lowering merit picks to 10% and clearly defining/ establishing what constitutes merit should follow. Merit picks should not be because of who your family is, not the politician you run errands for, not the community organization you belong to, not who you're dating.... I think the Supt office got word FOIAs on past merit lists going back years in the works. It can't be hidden either. It's in individual personnel files.... I thinking posting a merit picks original score/ranking on the exam is not unreasonable. Lower merit picks....
If there's any doubt it's a broken system just ask some of the thousands of POs that took the last detective promotional exam. The proctors stated at the beginning of the second part that whoever was going to go the merit route didn't even have to bother taking the second part of the exam. Some people actually got up at that point and submitted their incomplete exams knowing the fix is already in. This could be verified by hundreds...

Anyone that makes it merit should proudly show their work record/resume , unless of course they are embarrassed because they don't have a work record/resume to stand on. Get rid of the tests all together. Hardly any other law enforcement agency uses a test to determine who's most qualified. The military doesn't use a test. Big business doesn't use a test. The reason is because a test can't determine leadership ability. I'm tired of all the brainiac Sgts off the "List" not knowing the phone number to Felony review. Put that question on the test. If you don't get that right, you don't move on.

I remember when " Merit" promotions started. It has succeeded beyond my expectations in ruining the department. Exempts that cannot pass a test, have trouble with the English language and are generally incompetent. But, they have all of the diversity possible, completely incompetent but diverse. Outstanding.

Transparency is the empty space between the ears of Jugghead 28 Years a Special Ed's head.
If Special Ed has the Questions then he has Answers.
Giving special tutoring to select candidates makes an exam look legitamate.
Chumps spending thousands of dollars for study groups run by the former bosses is easy money for them, selling you the idea that you'll score in the upper 1% even though there are 500-800 or more in those groups.
I'm certain a 3 year po that never read a GO since the academy could take a Sgt exam and pass a CPS level dumbed-down Part 1.
Many of us who've taken these exams over and over again seen no-show empty seats and those who left shortly after the attendance was taken.
Nobody should be surprised that upper 10 percentiles are pass over for 80 percentiles.
Besides naming Merits and Sponsors, how about Scores and Rank Order.
Even High Score Merits have a right to know which Low Score Merits jumped 500 spots over them.
Maybe that's why Merits wind up in cubicles, desks and units, because they have no street skills.

Police for Fair Promotions needs to be resurrected.

You summed it up pretty nicely SCC. Who nominates whom is only part of the information required for transparency. Merit promotions makes sense on their face, but when the practice is hiding WHAT the requirements of "merit" is, well, that destroys the CONCEPT.

And that right there is the REAL story. Those who run the unions from the political standpoint see "merit" as something to destroy and that is why they do the things they do to it. Some folks really see a civil servant union as a means to a free paycheck while 'other people' do the real work and they make the same money as those who are do nothings. These people hate, despise, the word "merit" and everything it stands for. They WANT everyone to hate merit anything!

One step here kills SOME of the most obvious "merit" promos because someone having to OWN nominating a FOOL is itself a deterrent. That is "better" than them hiding the WHO. Keep PUSHING you guys, knowing we regular folk are behind you pushing too. Slice wide open the belly of the beast!!!

I agree with the post that there are way too many merit spots promotees. 30%for Sergeant! Unfortunately most of those go to the politically connected or family related. 10% at the maximum should be enough and those spots should be for exemplary service. What you know not who you know. I would also suggest promoting the top 100 scorers strictly from any test lists before merit promotions are even allowed. Only one merit promotion per career! Otherwise how can we say we have the best and brightest leadership? The Supt kept saying at all the police town house meetings that the merit promotees and their sponsors will be listed on the promotion order. I didn't see that on the detectives order and am waiting to see if it happens on the Sergeant promotions. Media, ACLU , anybody. FOIA the promotions for the past decade. How many bosses are there with double and even triple merit promotions? Undeserved merit promotions are further destroying the Department from within.

Beside transparency, merit, secret study groups with blatant cheaters given answers. I think an important issue is the 300-350 mark that the department generally cuts off the list at. This makes absolutely no sense to me, except that it enables the next generation of merit and cheaters promotions. Many departments go through the list way beyond this. I'd be a Sgt. or detective by now in other major cities. 20 yrs. ago I scored (my best score) 650 on the Sgt. test. Members need to be informed before taking a test what the cut off number is.

A few normals will always be allowed through to make it seem legitimate. Merit or getting rid of merit won't do anything. Patronage jobs are too important to the way things are run here. Start now, list everyone from top to bottom who is active and who has been promoted to merit. You will not be surprised how many are double and triple merit. From now on only one bite of the merit apple. Merit can be a good thing, but not in Chicago because it gets abused. Everyone talks about passing a test, what is passing. If you score in the top 10% I think that is passing, but they all do not get promoted. Just because you can pass a test does not mean you will be a good anything. I want some one who has my back, stand up for us police officer's.

Post what is meant by merit. Merit on the Dept. is like a dirty little secret. Use test score, education, time on the job, activity. What have you done as an individual bring to the table that is deserving for a merit spot. Listen the problem most of us see is that a lot of the supervisors top to bottom do not have any experience. I rather have an experienced copper on the scene with me, then some kid who passed a test and does not know how to act on the street or is afraid of his own shadow. Our great union will not do anything about Merit, they do not even want to talk about it, that should tell us maybe they are getting something out of it. The interview part of the Merit process is just protecting the city's butts. That is all bullshit too

I will believe it when the Dept. publishes all the merit promotions (and sponsors) since this farce was first created (Sometime in the early 90’s). Also, I would like to have the ability to review everyone’s answers compared to mine. Put all the exams on line on the CPD intranet. Only then will I start to believe that the CPD has started to promote Officers based on leadership not political connections. How can we every learn how to improve on exams, if we never know the right answers or how the people who received a promotion answered?

You've been asking to publish the merit lists and the sponsors since Wies left..He is going to...Fucking give him SOME credit. He always should have but now is going t. Accept it and say thank you, then ask him to publish the entire lists from now on (like most cities/suburbs do) and make it a rule and regulation or a city ordinance so no one new can take it away. Then ask for a list of REAL qualifications to get merit promoted on every test that everyone can see. And last, ask him to ensure that when a test is given, the answer sheet, answer key,and the questions are given to each member as they leave the test. There is no reason to hold it because the test is always given at the same time before anyone leaves and there and the same test has not been given for multiple exams. It is in the best interests of the city and department to ensure that the officers and supervisors know what is expected of them in given situations..If you get it wrong, and don't know why, what good is it..That is what we should be pushing for. Not bitching because the Superintendent gave us what we have been asking for continuously for decades.

To 2:45 Im sure there are a few old timers who didn't make it because they are lazy, but I'm sure a lot of guys with over 15 yrs were like me and married with kids and working side jobs to make ends meet. I didn't need college to come on this job, and when i was 50yrs old with 23 yrs on and only 7 to go do you blame me for not going to college on the off chance they will have a test and promotions in my last 7 to 10 yrs. My point is not all old timers are like that and a few have valid points, the education should of been grandfathered in. I've worked with alot of sgt and dicks with short time and yes they are very educated and take test very well, but experience means alot and should be accounted for like anything else come test time. You can know what the the use of force model means, you can know what you need in a search warrant, etc etc... but its a different ball game when you've experienced the actual and civil side of things.

Get rid of the tests all together. Hardly any other law enforcement agency uses a test to determine who's most qualified. The military doesn't use a test. Big business doesn't use a test. The reason is because a test can't determine leadership ability. I'm tired of all the brainiac Sgts off the "List" not knowing the phone number to Felony review. Put that question on the test. If you don't get that right, you don't move on.

Totally wrong! A well designed test should determine if the test taker has the knowledge and skill sets to perform the job. If knowing the number to felony review was one, than is should be a question.

Knowledge, skill and ability. The only thing that matters in Chicago is knowledge. Work inside, do nothing all together, score well, you get promoted. That's not all of the promotions, but it's many. Just look at the state of this Department. There are many examples of people being promoted who don't have the skill or ability but they matriculate. The only thing the p.o. has is cognitive dissonance. And merit...unless you're the neighbor of a boss or connected, forget it. Your body of work means nothing so validate youself through other things. Merit is a back door way for the favored.

Totally wrong again! Just about everyone knows that just because someone is exceptionally good at knowing or remembering a phone number, or an inane answer to a juvenile question DOES NOT make them a qualified supervisor.
ANY questions, as SCC states, should be made available to each person ELLIGIBLE for a promotion. NO TEST at all. If you promote anyone by merit, you promote ALL by merit. I, myself have advanced degrees yet, I know there are people on this job that would make phenomenal supervisors with 15 or 25 years on this job that have a high school education.

• Although 46% of those who took the Chicago Police Sgt. Test were minorities, only 12% were later eligible for promotion. P’s alleged disparate impact and a violation of Title VII.
• A lot of this had to do with a request for a preliminary injunction (enjoin the promotions being made in rank order), which was denied due to lack of irreparable injury (could get backpay).
• 1993 Sgt’s test (administered in first 3 months of 1994). 3 parts, the third being oral. There was no meritorious whatsoever. 4,700 took parts I (31.8% were black, 10.8% were Hispanic, and 56.4% were white) and II, of which 1,900 went on to part III. But after all three parts were graded, about 88% of those designated to be promoted to sergeant were white and 12% were minority.
• HOW MERIT CAME ABOUT.
• The plaintiffs filed an interlocutory appeal. However, during the pendency of this appeal, the City of Chicago initiated a Blue Ribbon Task Force to review the Department's promotion practices. By consent of the parties, argument on this appeal was delayed until the Task Force issued its report. In May 1997, the Task Force issued its report recommending that up to 30% of the Department's promotions to sergeant be made on the basis of "merit." This meant that current sergeants and lieutenants would pick 30% of the police officers that would be promoted to sergeant. However, the report also recommends that the current test continue to be used to assure that sergeants given "merit" promotions meet a minimum level of competence.

I'll keep this simple for some of you morons. The.Test.Is.Fixed....so merit doesn't matter. It is a boot strap for people to stupid to memorize the answers. A few normals will always be allowed through to make it seem legitimate. Merit or getting rid of merit won't do anything. Patronage jobs are too important to the way things are run here. The powers-that-be can't afford not to steal high wage jobs.

Information on test should be social security and employee Identification number only graded on sight and results posted in newspaper. City hall and police headquarters. No Merit Promotions for any supervisory position. Only 19% for detective , E.T.
Eliminate Captain Rank , assign all current captains to District ,Unit Commanders .

I know many a coppers who go out and make felony arrests everyday but are some of the worst cops I know on this job. Just because you go out and make felony arrests doesn't make you a good detective or supervisor. Case in point.. every copper in 011 thinks they are gods gift to police work because they go out and get a dope pinch or two a day in 011. First off Stevie wonder could make a dope pinch in 011. If you can't go out in 011 and make 2 or three felony dope arrests a day then you are blind. Dope arrests pretty much jump in your back seat in 011.. there is absolutely zero skill or know how in that game. But if you ask 011th district rangers they are the best. Listen, getting a guy with any pcs in 011 is like getting a dopw or pisswe anywhere else in the city. Anyone can do it. Just read the paper of anyone in 011. It's just bold regurgitation of drop case/delivery case embarrassment plagerism of paper. You don't have to try and make dope arrests in 011. Try working in a district where it's not on every corner and block open air and you will actually learn how to make good felony arrests and write good paper. Love the egos of guys in 011. Super cops of the city

And you know what goof.. i'll be in the next class of sgts....rank was in top 200 because I busted my ass studying and took time away from my life to actually try and EARN this....while continuing to work.
