Case in point - this piece of shit arrested for the shooting of the two-year-old. Run his name through the IDOC search function. He had a 6 year sentence applied to his worthless ass back in 2008. If he had served 100% of his sentence, he wouldn't have picked up PCS charges (felony) in 2012, 2013 and two in 2014. And if he had served 100% of the year each he got for those felonies in a secure downstate prison, he wouldn't have gotten a two-year sentence for Escape (EM) in 2014. And maybe, just maybe, if he had served 100% of that sentence in some hellhole, he wouldn't have been out on the street taking part in a double homicide that included a two-year-old child.
Supposedly, this isn't the only arrest upcoming in this case and it'll be enlightening to see how many more of them benefited from "early release," Electronic Monitoring, or "day-for-day" credit.
It's the sentencing stupid. And it's far past the time that Prickwrinkle and Dart should be run out of office for the nonsense they perpetuate about "too many" whatever's are behind bars. If they're in jail or prison where they ought to be, for the appropriately assigned sentences, they aren't out bleeding the neighborhoods.

Let's be honest with sentencing in Illinois. It's a progressive state. The pols like to be re-elected so they pander to the unwashed masses with hype of reduced sentencing and early release.
If truth be told arrests do matter, interaction with the POS matter and aggressive pro-active policing matters; all translate to the cop on the beat being the first line of a society's defense against criminal behavior. Thus when you take the three previously mentioned actions by police they are the means that truly keep the wolves in check. Not the judicial system. Not the penal system.
The three legged stool (law enforcement, judicial system, and penal system) is missing two legs, thereby resulting in criminal atrocities occurring, as mentioned in the OP.
The first step to change all this is to rid this state of the demorat control of the legislature and the judicial system. Without that occurring no laws will be passed to effect change.

The only problem here is if they do make a truth in sentencing law, you still need cops to go out and make arrests. And with the way things are for police nowadays, you're just not gonna see the same number of arrests like you did before. Too much liability now and things are too restrictive. The onus has been placed completely on the coppers. And coppers are expendable in the eyes of those in power. So it's self-preservation time. No one wants to lose their job, freedom or life for this.
What About the "Crime Triangle"? We used to teach that the Crime Triangle consisted of: Victim, Location, Offender. The correction or elimination of any of the three components breaks the circuit and eliminates the crime! So if Offenders are locked up; crime is reduced or eliminated. If you install lights and cameras at the location; crime is reduced or eliminated. And of course if you train or remove the victim; the crime does not occur. This was Taught as part of the Community Policing Strategy. However, what is absent here, are the two factors that govern all policy in Chicago/ Cook County: Race and Politics! Despite spending tens of millions of dollars in Illinois on Community Policing, and I might add creating and enhancing more than a few careers at CPD; No Elected Official or Media Person will admit this "Problem" is Race based. Early in his "reign" the Ballerina made a speech where he stated that issues with Black families was a Problem and Factor in all of the violence. There HAS TO BE those particular crimes that have only one sentence, stand alone, for juries to hand down simply as a result of their guilty verdicts - capital punishment. For these select crimes - LIKE MURDERING A TODDLER!!!!!! - the guilty verdict HAS to come with the ultimate punishment, the kind of sentence that there is no escape from, no early release possible.
Death. Make them pay for that which they took, with the forfeiture of their own life and make the jury face the TRUTH - if they want to go all liberal and sift and "forgiving" then they ONLY option they can choose to let em off the hook is to let em off ENTIRELY. After all, if we are just going to let them out, let them off anyway, why even jail them at all, why even both to arrest anyone, anywhere, for anything?

10 years for 1st crime with a gun
20 years for 2nd crime with a gun
30 years for 3rd crime with a gun
If someone is injured in commission of the crime with a gun, all sentences double.
If someone dies during the crime, life in prison no parole.
Must serve the entire time. No early release.

Actually, it was W who asked for an OFFICE of homeland security but was DENIED. It was the DEMOCRAT majority CONGRESS that thumped his idea, tossed it out and then went on about the largest "reorganization" of "government" any of us has witnessed in our lifetimes. Indeed, it was the DEMOCRAT CONGRESS that created the DEPARTMENT of Homeland Security AND shifted a whoooooole lot of money around as part of its CREATION.
Yeah, try doing some "research".....or umm maybe just REMEMBER it because you were paying attention AS IT WAS HAPPENING.

Guys, (((they))), utilizing the 1965 Immigration Act, opened the USA's borders to a flood of fifty million third-world peasants over the last fifty years. (((They))) also pressed successfully for nonsense such as civil rights/voting rights legistation, Miranda etc. Plus (((they))) infiltrated and co-opted the media, legal system, judiciary, and political system and turned them against law enforcement. This all spelled the end of white America. You LEO's have spent the last fifty years wrangling negro and other colored mystery-meat against the tide. Our Constitution and systems of government, law and order, were meant for Caucasian Europeans. The aforementioned untermensch utterly overwhelmed those systems. All of this was a deliberate effort by (((them))) to replace us evil YT's with a more "compliant" populace/voter that would not ask questions as long as the free sh*t (paid by our tax dollars) flowed to them.
