Local MSM is entirely aware that CPD promotions are rigged. They are complicit and will not cover this scandal. Just look at what happened when Sgt. Northen caught them red-handed in ExamScam,. They swept the damning paper trail under the rug. Daley, the pols and the MSM covered it up.

When it 1st started a year ago there were several stories in the media. WTTW Chicago tonight played the story and NBC touched on it briefly also. The only media source that really kept it going was DNA Info and Mr Konkol.
I will not judge these corrupt officers. I am sure they believed they would never get caught. I guess reality has finally caught up to them.

Normally I feel bad for PO's under investigation and possible criminal indictment, been there and done that. The stress, loss of appetite, sleepless nights, feeling of helplessness but in this case couldn't happen to better people.

Let me help you out IG office. Some 600 plus Sergeants took the exam. Get a copy of all of the Sergeants exams and a copy of the official answer key. Closely analyze each answer sheet. Place your results on a graph showing how close each applicant came to answering the questions verbatim. Not only should it show that the cheaters answered the questions word for word, it should also so that the Sergeants that scored high and didn't cheat answered the questions correctly, however, used different sentence structures.
This is an easy one.
Example A: The question regarding parents double parking outside of the school wait to pick up their children. How would to address the situation? Residence on the block need to get to work!
I'm sure the cheaters were able to list in order and verbatim the TEXT BOOK answers on how to address the situation. The rest of us probably had decent answers, but that doesn't compare to the actual answers.
Back in the day when the bosses took care of the relatives, spouses, and side pieces it was understood. We use to question why the wife of a commander was still working hard in 007. This takes it to whole new level. Can you imagine the cheaters calling one another after recieving their scores. I'm sure MH knew then she had crossed the line.

Where did all the new Sgts go? Well, where did all the heavy merit ones go? One went right to 2nd watch in 4......the only one good enough out of 10 new Sgts (and even incumbent Sgts) to be moved to 2nd watch. Must be special right? No.....10 years on, 37 years old, merit promotion (thanks for new transparency system even though it really doesn't matter/change things), I'm guessing he was not answering calls when he got promoted, no shame.....right to days. He probably won't even be in the district a year. The problem with "merit" is that there's no end to it. You get a promotion, you get favorable units, watches, and sometimes don't know what you're doing (some merit Sgts are great and some good test takers are terrible granted). 30% is just too much "merit" its bad for morale!

Now that's funny right there. Who in the world still thinks that SCC isn't already pretty high on the daily reading list by Sessions' staff/Trump staff already...and that is aside from the FBI and NSA collections. Trump has signaled openly to the fact that Chicago is high on his radar screen and it is a wee bit short sighted to be looking at anything Chicago but not observe the articles and comments at SCC. Heck, even the things at SPLC keep track of what goes on here right alongside the ACLU. I would go so far as to say that some are just waiting, the fear in their hearts thumping hard, for that moment that a SCC article blows something so wide open it can not be covered up anymore and so big that it takes down a Big Fish, a little man -or both.

strangely enough this was done during the cheating scandal of the 1987 lieutenant's test. It was done by NBC and the BGA and by private sources. Nothing came of it, nothing. It went no where in the federal courts. No one cared except those that were cheated out of a promotion. It was even learned that the cameras inside the oral board room were turned off when certain people were before the three person board. How about that? I am skeptical that anything will ever be done about cheating on CPD promotional examinations. I read here that people say the current complaint is racist because nothing was done about whites cheatings. Well, part of that is true, as nothing was done about whites cheating on promotional exams in the past, but nothing was done about blacks and hispanics cheating in the past, also. Now is the time to finally get something done and get some honest systems in place for the next generation that comes along. The fact that just about the entire command staff and every unit commanding officer are merit is telling and shameful.
Comparing Exam Scam to this is wrong. Exam Scam was ultimately acknowledged by the City, in a subtle way. A specific Sgt. who was so pissed after the scandal retired and moved to Florida. However, his attorney worked so hard to prove his case that she stopped practicing law after this one case, because she became so disgusted. However, before she quit, she made a deal for her client. He returned from Fla., and remained a Sgt., but was given a Spl. Assignment where he received Lt.'s pay. He stayed at that position until he retired a second time with a Lts. pension. And there were others, that the City quietly settled with, when their attorneys were able to prove how they were passed over. The City never publicly admitted it, but it happened that way to avoid having to compensate possibly hundreds of Sergeants. Now the current situation is different because today we have new technology. People cannot live without their cell phones. There can be little doubt that somewhere out there is a text or call that will directly implicate those involved. Exam Scam was also different because it was run by the City, in a sense it was a form of Merit Promotion! This is quite different, because it appears to have been run by Specific Bosses to take care of their girlfriends, wives, etc. When this pimple bursts, it will be specific people, unlike Exam Scam which was nameless faceless bureaucrats and an entire System of Cronyism.The City is already getting away with way too much: 1. Who saw the McDonald tape, and is still wearing a Gold Star? 2. Who made the decision to Suppress the tape; Roundtree? 3. Still no definition of what warrants a Merit Promotion. If they can get away with the aforementioned three, covering up promotion fraud is Nothing Out of the Ordinary for this corrupt shit hole. The City can actually walk away from this by saying it was a Conspiracy put together by a few "Bad Apples"; SUPERVISORS in the most TRUSTED and elite Unit in the Police Department: IAD! Protect each other, and watch the drama unfold, as the Reign of the Ballerina comes to an end. Baby "G"

The fix has always been in. From the days of the efficiencies ratings counting as part of the test score (before promotions special people got higher scores you got a lower score to maintain the 86 average), to secret answers "notify the watch commander". I believe that one of the Chicago papers (early 60'? we had 4 back then) ran answers to a promotion test the day before it was given. The city was so embarrassed they had to give a new test. Nothing has changed.
If there is any credibility to this investigation the only deal that should be offered to these criminals is what they put into the pension at the rank of PO in exchange for their full cooperation. There should be no Patricia Whites that emerge from this scandal and remains on this job.

As far as a continuing "pattern and practice" by CPD management perpetuating clout and cheating on promotions, let's hope that US Attorney Fardon's successor, U.S. Attorney General Jeff Sessions and President Trump are aware of the original and current "Examscam". It's a "fox(es) guarding the hen house" scenario. To narrow the search engine focus, try "EXAMSCAM" and "CHICAGO" (rather than "police"). Rigged CPD promotions are not only the most demoralizing "policy" to the rank-and-file. They also ensure that Chicagoans will have morons among the inept so-called leadership. All too many "merit" bosses couldn't even legitimately qualify as police officers, let alone management.
After reading about the original Examscam, Sgt. Northen provided "smoking gun" proof that the lieutenants' promotional "process" was rigged. Local media chose to ignore the damning evidence. Why? You can also talk to DOJ about the corruption with the merit scholarships. They are interested in every detail about the nepotism and cronyism especially the double merit scholarships.

maybe and maybe not. Some years ago, about 20 as I recall, 2-3 people from the City Personnel Dept. were indicted and went to prison for rigging some promotions tests in the fire department. Yes, it can happen. If they cheated to get promoted, money was involved, even if it was not a change of funds between parties. Money in the form of higher salary and benefits, using wire to commit fraud. I can see the possibility but I don't think it will happen unless the feds come in on it. No way will Foxx or Lisa Madigan ever touch this. They could, but they are politicians first, law enforcement second and they would not do anything to hurt the democratic party and the political class, especially with the coming racial overtones on this.

If they fire, demote, remove or change the status of any Lieutenants based on having an unfair advantage during competitive testing the PBPA will have a role to play. They will need to step up and demand an immediate compensation of those Sergeants who were negatively impacted by the cheats. Promotions and back pay at a minimum for those who were cheated out of the job.
If they fire 20, then the next 20 step up. Then they would have to move people already promoted up in seniority and back pay who have already been promoted but after the cheaters.
If that does not occur, then it will after a costly lawsuit. The city has a responsibility to ensure a fair process, and when it becomes not fair, it has failed in this responsibility. They will have to pay, one way or another. Punitive is NOT of the table, not for the city, Gene Williams or any of the cheaters. Each of them is susceptible to Punitive damages. Lord knows I'll be asking for it. YOU HAVE CHEATED ME, SO SCREW YOU!

A Chief who is not even qualified to be a hall monitor. Merit, merit, units and taken care of her whole career. Her only qualification is she gives high fives to Tiny Dancer.
The department has demonstrated that it places the most qualified individuals in districts, while it promotes the less qualified. Look at 99% of the command staff, merit with no criteria. This has created a department with low morale, poor leadership at the top, and a city that has no confidence in it. Until that is corrected, along with the poor democratic leadership, the city will continue to suffer.

I certainly would like to see a study done on merit appointees, every rank from detective to captain. Someone should look at their education level, their effectiveness, how many appointments on merit they received, how many made gold star rank, discipline records, assignments, etc. Then compare that with the officers who were promoted based on test scores. Every merit promotion should list what they actually did to merit the merit promotion. I serious doubt the city would even cooperate with this study. I find it strange that deputy chiefs have been appointed to every rank, never being promoted from a written test of knowledge.

I encourage people to compare the Sergeant merit list with their assigned units. Not only were the merits given a free promotion, the vast majority were assigned to the prime districts. Look for those who weren't to be nicely detailed soon. I'd rather slum it than stay beholden to people who may call in a favor that puts me on the front page. I also appreciate the fact that P.O.'s were so outstanding that they deserved a merit bump but simultaneously are too fragile to work in a fast district.

How did these cheaters who couldn't pass the Sgt's exam and were made Merit Sgt now suddenly score in the top 10 percent? They cheated!!!! If this is true, and I still reserve my opinion, everyone involved in this to include now retired exempts are open to criminal and civil prosecution. It would be a scandal of immense proportions with lasting effect on the department, and, it has racial overtones. Have white exempts done the same thing in the past? I have no doubt they shared answers with their friends and family. But, giving out actual copies of the exams? That would be stupidity at its highest level. It is time that police promotion exams are taken entirely out of the hands of the city as well as merit selections.

For sure the Greek Lt at the academy was interviewed. He was a Merit Sgt that scored very low on the Sgts exam. Ended up Number 2 or 3 on the Lt's exam. Was in the "chosen" study group and completely stopped going to Elias' study group so he could "study" on his own.

Anyone the rank of LT could apply, anyone that is a LT could actually end up getting trained HOWEVER just because you are trained does NOT mean you will eventually be APPOINTED (yes appointed not promoted) to Captain. You need 2 years in grade as a LT to actually be appointed. I do suspect a large # of people will be trained, however I don't know how many will end up being appointed..........Yes I applied and Yes I have much more than 2 years as a LT which means I did not take the test that folks allege was compromised..........................#readingisfundamental
