So Which is It?
Two articles in the Tribune (sorry about the paywall). First, something we covered a while back, that no one seems to get fired from the Academy:
- Standing before nearly 100 newly hired Chicago police recruits on their first day at the academy, Cmdr. Daniel Godsel issued a stern warning about the next six months of training.
"It's going to be very difficult, physically and mentally," he told the recruits last month. "You're going to find conditions at the academy strict and demanding. We're gonna hold each of you to the very highest of standards, and we
will not tolerate anything short of excellence."
Yet the Police Department's own numbers show that the recruits have little reason to worry about washing out.
In fact, all but a relative handful of trainees graduate from the academy and become cops, raising concerns about how rigorous and selective the department is in inducting new officers.
The trouble wasn't all the Department - the trouble was the City's "Human Rights" board who forced the Department to take all comers, regardless of whether or not they could pass the Academy...or the background checks. The most infamous was the kid who couldn't pass the firearms course unless you put two targets down range so he could aim at the second target to hit the one in his lane. We figure that one is only a matter of time until the City pays out an 8-figure settlement.

Officer Peter Palka was fired from the department while undergoing training in 2007 after academy staff said he'd been unprepared, dishonest and a poor marksmen who repeatedly failed the shooting test, city records show.
However, after nearly a decade of persistence and legal action, he returned to the academy in 2016 after a favorable ruling by a Cook County judge, according to court and city records. He's now assigned to a Near North Side police district.
So now a judge, who can't be sued, has placed someone who failed back into the Academy.
Maybe, just maybe, it isn't the Department itself that is broken - it's still full of honorable men and women striving to do right by the citizenry - but the system it answers to that is so fucked up beyond repair.
And how does all of this mesh with what Rahm and the aldercreatures want with lowering the standards? This should be amusing to see the politicians dance around.

This issue was brought up to Ed during that copper meeting back in January!! He couldn't even respond to the question and acted as if the standards have never been lowered at the academy. If you want this dept fixed you start at the academy
Talked to more than a few HR and Academy friends the last couple days. They all mentioned that 50% of the slugs taking the Power Test this past weekend failed.

We have all realized that the Academy has its shortfalls - a shoddy facility despite being constructed in the mid 70's (AKA Mildew U.), clout baby instructors who didn't care about anything as long as they got their early duck, and a constant turnover of Directors/staff. Even more annoying is the lack of credible In Service Training or even simple CPR re qualification. Is the paragon of journalism, the self proclaimed World's Greatest Newspaper, running this series with the goal of improving training or merely throwing mud at the well intentioned recruits in order to further the #blm mindset? Editor Bruce Dold periodically appears on WTTW's Chicago Tonight Week in Review and consistently fires salvos at the CPD and law enforcement in general. City Hall's leaks and press releases are usually published verbatim without any verification. i keep getting pestered for an electronic subscription which is quickly deleted without opening the contents.

Make up your minds. On the one hand they want standards to be relaxed, allowing drug users, criminals, and illiterates onto the force so that it better represents high-crime communities. On the other hand, they seem to accept that lower standards leads to low-quality cops and worse outcomes. Do they not see the contradiction here, or do they just think that if they complain loudly enough, somebody will turn their sow's ear into a silk purse?
In the 90s I trained recruits for 6 years in the academy of a large department. Every class had at least 6-8 recruits who should not have been there. Yet we were not allowed to terminate anyone; all recruits had to be given a chance on the street. Bosses always pointed to an unnamed court case that basically ruled that's what had to be done. We never were able to find the case. Very few of these unqualified recruits were ever terminated once they hit the street. The smart ones resigned when they realized they couldn't do the job.
Okay,we are used to shoddy journalism because university educated Medill idiots are no better than sub standard police academy graduates. I will ask the obviously question. How did Palka pass the myriad of other tests to become a PPO? The unanswered question is who is he connected too? A judge perhaps?
Then you have the police officers children who take the test have all the qualifications never arrested no drug history absolutely positively the finest candidates but they are rejected due to coming from a respectable police family wonder who the cloud is for the people they have failed the Academy but yet they run the streets running and gunning talk about a liability for the citizens of Chicago for the millions of dollars in potential payouts due to the Inemt hiring standards by the people in charge who are not even qualified to deliver the daily newspapers but yet they're making decisions that affect millions of Chicagoans every day.
I guess many have said the only way to change this is to have the Attorney General Jeff sessions and president Trump fully federalize the Chicago Police Department this one immediately throw that pathetic consent decree in the garbage can where it belongs and would take the ability of the elected to control The lives of the citizens away from them and all the carnage that is directly related to their pandering to the thugs and their anti-police attitudes would be history. The Chicago Police Department could be the example that President Trump could set throughout the nation showing his pro police Law and order policies are in full swing we could then enforce federal laws which are much stricter than the pandering city county and state laws enough is enough the blood is flowing people are tired of all the carnage but until the police are allowed to do their jobs and it is put in writing that we are backed by the full faith and credit of the United States of America we have to be in self-preservation mode God please make this happen and bless the police officers throughout our city County state and country amen.

How is it that this department can't seem to fire some of the dogasses that we have on this job, they will keep suspending someone over and over but won't fire. Take for an example , officers who get arrested twice for retail theft but somehow gets to keep her job because she has big bobs but is totally unfit for this job.
This city is all about the money, they get all this grant money for training, equipment, etc. But somehow divert it to other things. Take for exampke, how and why does Command we r Johnathan Lewin get away with stockpiling radios and PDTS instead of giving them out, and why didn't he purchase the extended warranty with the new PDTs.
Remember this job is given not earned. The connected people get hired helped through the academy then either given the answers to the test or promoted meritoriously. This job and this city aren't about qualified people doing the job they get paid to do. It's about connected people being taken care of and it's in all the jobs. I'm not saying there aren't some workers out there but try getting anything fixed in these city buildings. Most of these guys are union flunkies who couldn't handle their jobs in the real world. Now they got a spot and do very little for better pay. Just like the police department the fix is in, the connected get promoted. It wears you down so much that most people accept it. If you try to do something about it they take action against you. Bad work assignments bad shifts etc. There is so much money in this city between all of the banking and industry let alone property taxes on the condos that seem to be on every corner downtown these days. Some one needs to run this city properly make people accountable for their jobs and yes maybe even fire people once in a while who can't do their jobs. But hey Chicago ain't ready for reform!
Simply put if the democrats who run this city continue to hire these rejects they ensure civil litigation and million dollar payouts from the taxpayers, oh and fodder for the media to stay in business...

I work at the academy as an Instructor. Worked the southside ghetto for 16 years before being assigned. I couldn't believe how horrendous the standards have dropped. Calloway is to blame. He does not believe in training. So i documented everything and went and spoke to the DOJ and I sent my findings to the Illinois Police Board. Refuse to just come to work and just get a check.
How about the guy who has one arm shorter than the other?!? Heard he couldn't even do push ups or lean and rest while in the academy! Isn't that a safety issue?!? Come on!

HR, with pressure from city hall has sent recruits to the academy with severe learning disabilities, Turets syndrome and other issues that any other academy would reject. Recruits that had major problems with the English language, both reading and speaking. A female recruit that was emotionally unable to participate in scenarios out of fear. People keep slamming Howard lodding. At least he would agree to fire recruits. The current leader, Calloway will NOT agree to fire anyone. They have had numerous issues and wanted to submit paperwork but it was blocked by Calloway. No one fails the range. Gym standards were lowered to avoid any injuries or the mysterious "Rabdo" syndrome. This year gym standards were raised due to the persistent efforts by the current gym Sgt. City hall puts enormous pressure on the academy to produce numbers, a high passing rate. Do not blame the staff but look at management and city hall interference.
Just partner up these losers with Missy in 016. She loves to get other coppers fired. Problem solved.

There are three sides to a story, 2 sides and the truth. If something is written it is not always true. Anyone who's gone through the Police Academy knows it is not easy. A Police Officer's job is years in the making. Each situation is case by case, if you are not sure of the facts don't comment. This is the United States of America defend your rights. In a court of law Peter Palka's case was heard. Leave him to do hisjob. Focus on Chicago's needs not an angle to sell a story.

retired now, I was an FTO and CPD fires less than 2 percent (closer to one) of it's recruits. Some cities are almost as high as 10 percent. Most kids come on the job, and have what it takes. Some need to go. But getting them fired is a lot of bureaucratic red tape. Documentation is the key. Management and Labor affairs, personnel will be consulted. The watch Commander and the District commander need to be on board. And the help of an immediate supervisor is crucial. Now that the recruits switch watches, this is more difficult. And if the PPO has an inside china man, you can forget it. They are here to stay, and will likely be on the next promotion list.

Even if the city allowed recruits to hold onto their previous job, what successful employer is going to go without replacing an employee for an extended period of time such as 18 months? What type of employer is willing to hold onto jobs "in case" someone fails and wants to come back?
Back when I was an acting FTO,5 yrs worth...I was told that the Dept. wanted US to fail them and NOT the Academy....They didn't want to be involved in any law suit. I guess that still holds true today 30 yrs later...
Maybe they will finally let me in.

The Training is a joke this past year they held a Active Shooter training drill at Water Tower Place, The Swat team and CFD were there no Beat cars from 018 who would be the first in,It wouldn't matter anyway because our radios don't work in that building.

I am undecided in this race but I will say I think Dean needed to get out our message to the media better. That said, I'm a little concerned with this statement from Graham today:

They could have Random Range Qualifications and Fitness Standards administered by the IL State Police.

A Department of Justice takeover of the CPD under this new Administration is what needs to happen. Time to clean house, improve training and equipment/facilities. Actually first you remove the Mayors Office from having Any control over the CPD.
Then you Fire all the Twice or Thrice promoted hacks above the rank of Lt.
Then you Kick Lightfoot out of the County.
Then you might be able to think about fixing the Academy.
Blame the system or the buildings or the training all you want, just like they blame poverty or schools. The problem is the people. It always is. Many good cops here, but way too many who should be doing something else.

Wow. He was in sweats through the entire academy. Gets a scholarship to Gang Intel with 45 seconds on the job with his partner, who also obtained a merit promotion. Now despite not having a year as a sergeant gets put into News Affairs with no NOJO announcement. Unbelievable.

I went through 25 years ago and thought the academy was a joke. I'd love to see what it is like today. The State Police in several other states fail as many as 20-30 percent of any given class. Gym standards were lowered to avoid any injuries or the mysterious "Rabdo" syndrome. This year gym standards were raised due to the persistent efforts by the current gym Sgt. City hall puts enormous pressure on the academy to produce numbers, a high passing rate. Do not blame the staff but look at management and city hall interference.

Lower standards have been around at the academy going back a more than a decade. Recruits keep shooting until they pass, recruits can't get yelled at or you get dumped, recruits are fat, recruits feel entitled, recruits have learning disabilities, instructors who have clout at the academy after probation, instructors have "accidental shooting" get moved other location, instructors who give a shit can't give a shit or they get shit on by bosses who shouldn't be bosses. Whoever talked to the media and said the standards are high, your full of it, stopped sucking up like a blind monkey does to a banana tree. Out Soon.
Time for us to play the game. Every single arrest, no matter for what BS, officers should call for a PD for the arrestee. Don't let them send 1 PD for the four arrests for shooting dice. Make them send out 4 PD's

Ya never know. My brother-in-law had feet that were 4 sizes different and an in ability to make some certain movement with an arm and received a draft status of 4 F but took 1st place state on the pommel horse four years in a row.

No, only the best and the brightest work at the academy. The standards to teach at the academy are so high that you have better chances of going to Yale on a scholarship. The recruits hardly every fail because the training is that good. I talked to a few instructors and they stated that most of them have Master's degrees. That is impressive. I am currently working on my Master's degree at Calumet College and I am getting straight As. Thereafter, I will take a shot at working at the academy.
Why even have a power test. Fitness doesn't matter or a psych test. Hell if u fail for being unfit and a liability just sue the city for discrimination. Why even have standards. Just hire anyone who applies. This shit hole department has really hit the dump. Fuck this place

I had tourettes and did over 30 years as a Patrolman in several districts , it all worked out,don't be to judgemental.
The academy is lucky they can even get recruits at this point. Cpd isn't all that great a place to work. is it any suprise that the more qualified applicants go to other departments leaving the bottom of the barrel for chicago.

After review of the circumstances, it has been decided by the Election Committee that the Q&A scheduled for tonight, March 15, 2017, will be cancelled.

I had a family member that came on the department, a former school teacher with a graduate degree ( go figure). The class started out with the dumber ones having to go for an additional hour before everyone got to the academy for remedial reading and writing. Well guess what? Just about the entire class were minorities so the academy made the entire class show up for remedial work. It looked bad that only minorities were in the remedial class. I am sure the fault of the great and wonderful public school system.
"Strict and demanding?" Shut up Godsel. The academy is a joke and you know it. You don't have the balls to make any waves against Calloway. We have become the laughing stock of LE. Run along now.
I love it though all the m1's and f1's instructors at the academy made merritous sgt Nichols, Williams, Snelling . I'm sure there is more those are a just a couple of the top of my head. This dept is really a freaking joke!!

I am undecided in this race but I will say I think Dean needed to get out our message to the media better. That said, I'm a little concerned with this statement from Graham today:

When I was in the Academy, it was a joke. The PT was pathetic and we were fed excuses about the "Rhamdo" recruits. My mile and a half time actually increased due to the lack of PT. The piss poor "bench" machine was an absolute joke. I "maxed out" at 365lbs and they said that was amazing. My free weight bench was never above 235. So how does their machine magically add 130lbs?? The last month of the Academy was literally spent doing nothing. We were told to "stay under the radar" and that we could do or go "wherever as long as it wasn't home." The entire time it was just about "getting you out." We were even told by the head of the FTO program that their two biggest goals were getting you out of the Academy and keeping you under the radar until after probation so that you would have union "benefits and protections." A girl in my class failed the final power test and they never brought it back up. The biggest problem is that the Academy's in Illinois are a joke. The only two Academy's that actually maintain high standards and fail people, are ISP and Triton.
A decade is a long time ago and how many kids of policemen were washed out and sued to get back on.? Many failed the psych and came on the job. Others were unfairly targeted . Let's take a breath.

This is unlikely as sgts are only down abput 25-30 after this class. Maybe if they do a Lts class too counting May retirements of both ranks they could hit a class size of 75.

Now that is funny stuff right there! That sickness must be mutating though because my oldest has been LEO for less than two years and he says just about that same thing, is experiencing the same affliction.
No one gets fired because it's mostly clout babies in the academy. And if your fail a test you can just screw the instructor. A lot of that frantinization going on, even after the academy.
Graduated from ISP academy back in the late 70's and am retired now. We lost half of our class before graduation day. They were dropping like flies during the first month, and then it started to ease up a bit, but we kept losing people almost all the way through. I think we lost our last one around the 19th week. A police academy exists to train a new generation of police officers as well as a number of other reasons, one of which is to weed out the ones who are not qualified for the job. In that aspect the CPD academy is failing miserably.

The rule of quitting your job only promotes passing officers who are not qualified or just plain bomb out of the academy. "Passing" the test and scoring as high as their non-minority counterparts are two very different things. I would rather hire someone who scores a 90 over someone who scores a 70 - I don't care what their color or gender is.
Maybe Harvard should start accepting applicants who score a 20 on their ACT, as long as they're minorities. Then, just give them a degree and put them into the world.
