Seriously? SERIOUSLY???

  • As Chicago police ramp up their ticketing of bicyclists, more than twice as many citations are being written in African-American communities than in white or Latino areas, a Tribune review of police statistics has found.

    The top 10 community areas for bike tickets from 2008 to Sept. 22, 2016, include seven that are majority African-American and three that are majority Latino. From the areas with the most tickets written to the least, they are Austin, North Lawndale, Humboldt Park, South Lawndale, Chicago Lawn, West Englewood, Roseland, West Garfield Park, New City and South Chicago.

    Not a single majority-white area ranked in the top 10, despite biking's popularity in white areas such as West Town and Lincoln Park.
And then the supposed "reporter" uses this as an example:
  • African-American cyclist Patric McCoy, 70, said he's experienced the heightened enforcement firsthand.

    McCoy had just left his Kenwood condo on a frigid January evening to go to dinner when he was stopped by two Chicago police officers in an unmarked car. The white officers told McCoy repeatedly that he could be ticketed for riding on the sidewalk and even arrested, and McCoy said he waited in the cold while they ran his driver's license to check for warrants. Eventually, they let him go without a ticket.

    McCoy, who said he was only on the sidewalk in front of his own building and a neighboring building and already off the bike when he was stopped, supports enforcing the rules but said it cannot be "arbitrary and capricious."
Um....it isn't "arbitrary and capricious" if you were breaking the law. We don't have Chapter and Verse, but it reads pretty much anyone over the age of 12 (?) who rides a bicycle on the sidewalk is breaking the law.

He was justifiably stopped because he WAS BREAKING THE LAW, not because he was black. You break the law, you attract the attention of the police, who are tasked with.....enforcing the law! If you ride a bike, you are a vehicle and you are supposed to use the road and obey the Rules of the Road - that's why Rahm has been wasting million of dollars on bike lanes.

Perhaps there some sort of correlation between obeying traffic laws and certain communities? Would the media like to cover that? Because we seem to recall other "studies" that show a prevalence of traffic enforcement in those listed communities and Rahm just unveiled some plan we mentioned last week about trying to cut down on fatal accidents in...(wait for it)...those listed communities, too.

Tell you what Rahm, Special Ed, Tribune "fake news" reporters - we will ask once again, for a list of laws and ordinances that certain people (or folks) don't have to bother to obey. Just let us know, and we'll be sure to post it here so everyone can know exactly what is and isn't expected of the community. Because obviously, the cops don't know their jobs.

Most hipsters in the "white" areas use the bike lanes or at least almost never ride on the sidewalk. In the hood most don't know what a bike lane is. But then again they drive cars savagely in the hood with little regard for bikers or pedestrians or life in general. But who's fault is that?

The coppers making the stop, were probably Tac guys with hair-gel, Operator Beards and of course the mandatory baseball caps, to identify them as White Boy Tac. I guess at this point any activity will keep you in C.D., so bicyclists are better than dime bag drop cases. However, the Real Lesson here is anything, and I mean anything along the line of enforcement will be subject to criticism and viewed thru the prism of Racial Profiling. SO GIVE THEM WHAT THEY WANT: DO ABSOLUTELY NOTHING BUT ANSWER YOUR CALLS, ARREST ONLY ON SIGNED COMPLAINTS AND PROTECT EACH OTHER. The Reality is in front of you but sometimes when you are too close you do not see clearly. In the 60's Miranda v. Az, forever changed how police could respond to suspects in custody. However, Rahm's Agreement with the ACLU, has changed Chicago Policing even more than Miranda. If someone is in custody it is on Probable Cause, but the ACLU agreement puts the Officer in a position of being GUILTY OF RACIAL PROFILING, UNTIL ARTICULATED OTHERWISE! Consider what I am saying carefully; YOU are ASSUMED to be doing Something Wrong for just Stopping someone of color, on Reasonable Suspicion!Yet in perhaps the most segregated city in America, if you work in "Da Hood", you will only encounter People of Color. And if you doubt what I am saying, review what the former U.S. Attorney for Northern Illinois said as he left. He, not just me, He acknowledged that the ACLU effect was real. All OF THIS TO ATONE FOR RAHM, ROUNDTREE AND SEVERAL OF THE CURRENT GOLD STARS SUPPRESSING THE MC DONALD VIDEO! Don't know the guy, but did he ever say that to the brass when he was wearing a white shirt? Did he sit idly by, or did he demand activity like so many others? He knows why there's so many cops in those districts, but now it's apparent he has officially become an alder-creature. Some districts don't even have enough cops to handle jobs let alone have the time to hand out ordinance violations.

Bicyclists are required to follow the laws governing vehicle traffic/movement/obeying traffic devices (625 ILCS 5/11). Also, there are provisions in the law for bicyclists to follow governing the operation of bicycles specifically(625 ILCS 5/11). Chicago ordinances (9-52) governing the operation of a bicycle clearly mirror applicable Illinois law. Every bicyclist on the roadway during darkness is required to have a light on the front of the bicycle and a light or red reflector on the back. Every bicycle will have a braking system.

Pedestrians also have legal requirements governing the movement in traffic/on the roadway (625 ILCS 5/11) and (9-60).

When there is ignorance of the law, enforcement is always perceived to be racist by liberals and minorities. It is their way of justifying their ignorance and why they are stopped.

If you put more police in a certain area, you're going to see more enforcement in that area. It's not race-driven, it's mathematics-driven.

Scc, didn't you just do a story on how short 016 is? Perhaps if there were more cops on the street there, you would see more enforcement of this and other laws.

I think the point is that most of us have seen a fair amount of adult sidewalk bike-riding, but few of us have ever seen anyone given a ticket for it. I mean, were there blind gangways opening onto that sidewalk? Toddlers wobbling across? Not even a warning?

If an area is 90%+ black, then guess what? 90%+ of the people arrested or ticketed or questioned or encountering the cops will likely be..... wait for it.... BLACK! It has jack shit to do with racism, and everything to do with simple probability.

The probability of encountering a white person in a black neighborhood is slim, and THAT'S WHY the majority ticketed in those neighborhoods are black.

Stir in the fact that Pookie & Co. were also likely doing something to attract the cops - smoking a blunt while riding down the street, or riding with a 40 in one hand and ummm, it's not too hard to figure this out... But that doesn't fit the Libtard narrative, and here we are...

SCC - Is this another "anecdotal" account like the DOJ report was replete with? Did the reporter actually see a copy of the ticket or did the gentleman tell his story so he could get a free lunch courtesy of the World's Greatest Newspaper?
Last year, was working a security detail at Harrison & Springfield and it was interesting how many bicyclists were in the area after midnight, when the temperature was about 20 degrees. Of course, the youthful riders were wearing dark clothing and had no light, so Rahm's traffic safety program has another problem to deal with. Quite a few pedestrians were using the footbridge across I 290 as well. Now will the Fibune even dare ask what was their purpose riding in a violent, drug vending area next to the Eisenhower Xway?

Yes...there are certain neighborhoods in the city with significantly higher statistics such as arrests, tickets, use of force..etc. discovered by everyone including the DOJ...

BUT DOES ANYONE COMPREHEND that WHEN you STICK 80% OF THE MANPOWER of the ENTIRE DEPARTMENT in those neighborhoods, you are naturally going to have higher numbers?!?!!

If you have 100+ officers working in a district on any given night you will obviously will have higher numbers than a district where they have 4 total cars up the entire shift (look at the logs of 016, 020, 017 compared to the logs of 007, 006, 010, 011, 015). And a lot of those districts with all that manpower have even more manpower coming in from OCD, Area Sat and Gun teams and GED and Tact teams from the north side districts.

Just because you provide raw data and statistics from a one-sided view, doesn't mean you tell the TRUE and ACCURATE story...
The DOJ and the MEDIA need to have common sense when it comes to gathering and reporting data.

Then don't. Let the a-holes do as they please. When a pedestrian gets hurt, rider and pedestrian can settle the matter themselves.
The city can clean up the bones...bring the body bags.
If enough officers go fetal, the good citizens of the west/south sides will plead for help.

The 70-year-old, McCoy, and his ilks can cry racism all they want. Lib-Tune dotes on 'those bad coppers tales,' and will continue reporting bullshit. All the while, white liberals will march with blm.
Same applies to other local stations.
Media stirs the race pot. One reason their are a good number of anti-police assholes.

Perfect opportunity for Rham and Ed to show support for the Chicago Police Department and thier officers. Educate the public. The city deploys more officers to the areas that have more crime. Sadly, statistics reveal that male black subjects commit the majority of the violent crime in this city. Bosses deploy officers to these areas and want proactive police activity. Logically the percentage of stops shoukd coincide with offender demographics. What us so hard to understand? Speak up Rham, Alderman and Ed and Flop.

because of the high rates of violence in black and brown communities, there are way more cops assigned there, at the demand of the elected officials. Way more cops brings about way more enforcement of laws, laws based on behavior, not race. Couple that with the propensity of minorities to use bikes to sell drugs and do carry guns to shoot people, you have the perfect storm. No mention of how many bikers are selling drugs or carrying guns in the two white areas of the city mentioned by the Tribune. Just another media bash piece of the police. There will be more coming soon, very soon, as contract talks heat up this Summer.

Lets say 100% of cyclists break the law at some point in their journeys, if it bothers you, write it - no breaks.
Getting complaints? Don't stop or write. Simple.

Looking for burglars and shooters on bikes is a stretch, stopping an old fart is hardly serving any purpose other than if he was a suspect.
Nowadays if you're in a Sect 8 & SSI a $1,000 bike is not a big deal.
Even though ghetto bike travel is a tad safer on sidewalks, the streets are loaded with shooting thugs and distracted FaceBooks Live driving like...someone who needs to get a ticket and I bond.
Don't expect the media blame the community for the bad riding and driving habits or having been entitled with cultural privileges.

Hope there's no ISR or the CR.
But was it a mission for Bike Traffic stops by Tact...that's an embarrassing shame to cater to the Lt.
No shame for the pimping and just plain old ass kissing.

Seriously SCC you must get the truth out. If Kevin Graham doesn't live in Lincolnshire just come clean and answer some questions. I know he was followed home to Lincolnshire by IAD. They have photos of Kevin in uniform inside the house then changed his clothes walking around in the house. He has to be followed for 4 straight days. After he was caught 3 days in a row an Administrative Sergeant in IAD found out and called Kevin tipping him off. That's why he didn't get fired on the spot. Coincidentally the IAD Sergeant ran with Kevin on the FOP Blue Wave Ticket in 2002. This can easily be refuted if this is a lie. Im sure there is another investigation under way as we speak. Let the truth set you free.

Drug dealers, users and their security all like to use bikes to move around. Great for calling out the police, quick get away and no impound fees. The use of the bicycle is costs nothing and is readily available in the ghetto thanks to Rhamm providing the Divvy's at basically no cost to them. Why do they waste millions of dollars on sidewalks and painted bike lanes/crosswalks in those communities? None are used by bikes. They just drive their cars in them like they don't exist anyway. If we started enforcing that ordinance, guess which communities would recieve the most tickets? Rules don't apply to them and if you try to enforce them "it makes you racist" (media). How come the knock out game against whites and the thousands of attacks/robberies of whites for sport every year is never labeled as racist? Before the current bicycle rage, years ago I worked on a tact team with a guy on the west side who hated seeing dude on a bike...he would always stop them. He said that's how they move there dope around. Just thinking back, when I worked with him we stopped maybe 5 people on bikes, 4 had dope and a gun on them,1 of them actually shot at us, and the 5th one was actually just getting exercise. Be alert people!!!!

Having driven thru both minority and white areas of the city. You can tell the area by how people respect the traffic laws. In most white areas, people generally obey the traffic laws more ( not that they are all perfect ' but in the other areas, WOW, bike are everywhere, except where they should be) You see more people riding against the flow of traffic, wrong way on the streets and blowing thru lights. I think the traffic division should be let loose with the harlsy's and go after all of Rhams friends on two wheels.

anyone who has any sense would not, ever, bike on a main street not only in Chicago, but also in the burbs. No sidewalks in the burbs, no street lights and fast traffic. In the city, idiots who do not have bike lights, wear dark clothing and run traffic control devices. I am surprised that more people are not killed or seriously injured. I bike, but I take my bike to the forest preserves or remain on side streets. SUVs, distracted drivers, crazy dcrivers, speeding drivers. odds are not good for bikers.

Did the Tribune ever consider the number of police officers per square mile in this city when preparing this story, absolutely not. One beat in the primarily white district 016 is bigger than the entire 015 district that is all black. 2 officers patrolling the same geography that 350 officers in the 015 th district patrol. WTF did you think the outcome would be? Higher concentration of police equals more enforcement. I know this simple and common sense analogy may be too much for the Tribune writers to grasp. The favorite ticket I ever wrote was to a kid on a bike going the wrong way on a one way. Why did you write this ticket, the judge asked in traffic court when I testified the ticket was written not to someone on a motor bike but to a person riding on a regular bicycle.

"I observed (identifying the 16 yr old M/1) this gentleman knock down a woman, grab her purse, jump on his bike and flee...." the judge cut me off, banging down his gavel, GUILTY...$100 fine!

It was the only punishment he received. He was a juvenile. Victim had her purse back and wasn't injured and did not show in juvenile court after the first continuance. (They always wore the victims down in juvenile court.) Still makes me smile to this day.

Actually in the current Anti Police atmosphere....Code Enforcement of this type might be a safe way to avoid getting jammed up.
Let the Admin Law Officers at Superior or the Judges at the Daley Center toss these tickets if they want to.

Write them up, show up for court if you have to and respond to radio calls only.

Not knowing the Construction Company name due to the lack of its inclusion:

There is a chance (mind you) that the particular vehicles all had CDOT parking permits displayed on the vehicles that allows them to ignore everything except Hydrants and HCP.

Get out of your squad...walk over to the vehicles and look for the Permits....they have a City Seal on them...and either CDOT or OEMC and dates/times and valid locations of usage on them.

Don't see them displayed?

Write the vehicles for 9-64-170 D: Commercial Vehicle parking ban: No CDOT permit displayed.

125$ fine and Activity!

A lot of the connected companies like Meade or Chrissy Weber have these types of permits. If you've never seen one before you can even flag over an AT & T vehicle...they have them in their vehicles and can show you what they look like.
