Independent Monitor
Which is just code for another highly-paid, highly-connected bureaucrat with an unlimited budget:
- Five months after a scathing Department of Justice report was issued, city of Chicago attorneys have submitted a “memorandum of agreement” to have an independent monitor to oversee reforms within the Chicago Police Department, sources told the Chicago Sun-Times.
The appointment of that monitor would occur after the DOJ approves the recently submitted memorandum, which includes a framework for adopting and implementing those reforms, sources said. The city and DOJ have been in reform negotiations with the DOJ for several months.
The monitor will be chosen from a group of people who “have expertise in policing strategies, community engagement, deploying the latest technology to make police strategies most effective and to deal with the kinds of issues raised in the DOJ report,” a City Hall source told the Chicago Sun-Times.
Meaning someone who is going to assist Rahm's re-election effort, so be prepared for a stack of sacrificial lambs in the coming months.
The Attorney General has already expressed his disagreement with "consent decrees," so this is just so much political theater. Sessions is going to "sign off" on a document that doesn't involve the Federal Government at all - essentially telling Rahm, "Yep, this is your baby. Have fun with it." There is no Consent Decree. There will be no Consent Decree. All these "memorandums of whatever" are just so much hot air Rahm is blowing up everyone's asses. The power remains with City Hall.

This is a way for him to pay off one of his friends and say that he is trying to reform the terrible police department...All while paying his friends millions, and using this as leverage to break the union protections....He is already going along with the idiot legislators who are trying to change law so he has that in his pocket on arbitrations...

Why doesn't someone notify Jeff Sessions that his people are still meddling in Chicago, when he said they shouldn't be here. Maybe it's mis-use of federal resources to be here when the boss say's your not supposed to be here. Anyone know how to start a petition to get the DOJ out of Chicago and notify the boss, "Jeff Sessions" that his people are violating the rules.It seems impossible to enter into a Federal Consent Decree that doesn't exist. JUST SAYING, IT IS NOTHING BUT A POLITICAL TACTIC.

Maybe AG Sessions can appoint a monitor that will make a difference.

From what I heard "WHEEEEZZZZEEEE" wanted to be the "independent monitor" but had to take a few days off to think about it....Then decided to pass and will take "captain" of "commander" instead....

When they're all retired, cmdr mb and his people will tell the real story about this DOJ bs.
The one thing that I hoped for when the Federal review of the department was announced was real reform in the promotion and assignment system of this department. That hope was dashed when the Feds barely mentioned it. Now the city wants to have an informal handshake agreement and they probably will get it. That is the end of any possible reform in promotions which are as corrupt as ever and morale crushing. The political class of this town is in no mood to give up control of the police department.

No Consent Decree from USAG Sessions, he left the uncontrollable community violence for Rahm to manage, which he's obviously done poorly with his continuation of bad decision making and inkling for vote pandering.

• Rarely Diciplined violent criminals being given i-bonds, early release, home monitors and lenient sentencing, who have been proven to be Prone to committing the same offenses?

Department of Justice said that we officers working the street need more supervisors and more supervision.
That is hilarious in itself, considering how our supervisors get promoted in the first place.
But anyway, all the Supervision in the world won't erase the fact that we are very poorly trained and equipped for our mission.
Basically, the Italian Army of 1942 had a better chance of winning World War II against the Allies, than we have winning against crme on the streets in this city.
Of course, the political establishment Bears almost all the responsibility for this catastrophe we are now living.
They have made dishonorable and dishonest choices and alliances for their own personal gain.
The voters bear the rest of the blame, because they continue to enable these parasite politicians, who would sell their own mothers for a nickel.
