Death Spiral Continues

  • Chicago Public Schools, still unclear on how much state aid the district will receive for the new school year, sold $500 million in long-term general obligation bonds at high interest rates, doubling planned borrowing after buyers lined up.

    Some $215 million will restructure existing debt, and the rest will pay for capital projects and reimbursements for ​payments related to interest rate ​swaps, district spokeswoman Emily Bittner said. She wouldn’t release further details, saying that “CPS hasn’t finalized its budget, and will detail how the bond proceeds are being used at that time.”

    The new bonds, underwritten by J. P. Morgan, add to the $7.5 billion CPS already holds in long-term debt.
    In a statement, CPS’ senior vice president Ron DeNard said that the district received $1.1 billion in orders for the bonds, generating $500 million authorized by the school board.

    DeNard touted the interest rates as lower than the whopping 8.5 percent CPS paid last year on general obligation bonds, but they’re hardly low. Ranging from 7.25 percent up to 7.65 percent depending on maturity date, they’re at least twice what a typical government would pay on the same deal, according to Municipal Market Data.
And that $5 billion shortfall in Madigan's budget isn't instilling confidence in anyone.

The lenders seem eager and happy. If worst comes to worst CPS can always auction off some property, take some pay cuts and retire some folks. All will work out in the end. Chicago is still a desirable destination city.

They dropped the felony charge and he pleaded to a misdemeanor battery. Racial discrimination on Johnson's part? It doesn't matter anyway, the media already gave the kid's name out. He won't be able to work anywhere without everybody bringing this up. He knows they're hiring gangbangers and thieves but he's trying to stop a white kid who got into a fight from being hired. If it was a white supt. trying to block a black kid from getting hired he'd be railroaded out of his job.

Not sure? Start asking. Double check everything!

You aren't going to be able to count on that pension, you better make sure your other funds are safe.

The City can't even run it self. What made anyone believe that it could run a school system. Sell or bankrupt CPS. Get a private or public company to run a Chicago School System. Sign a long tearm contract stating they get x per student. Its there job to run it. I'll bet you they would be just fine.

I suggest that you contact a local CPD unit 'off this site' in order to avoid the trolls, media etc., such as "Brotherhood for the Fallen" who can deal possibly deal more directly with you than this public site for obvious reasons.
Perhaps 'our helpful' members can channel their suggestions to the "Brotherhood" to be passed on and help but in a 'less public' atmosphere to protect the privacy of all involved.

U of Chicago Law School is in the middle of a shit hole neighborhood with super-predators roaming the campus and surrounding area looking for victims just like your daughter. Sure, U of C has their own "police" - why do you think that is? Of course, you won't see any of that in the main-stream media - bad for business per Rahmacide (our mayor). I retired last year after 30 years on CPD - I wouldn't send my kid to that school without armed guards.

Hi bill, i would suggest the Doubletree by Hilton, very central, had some family stay there and they enjoyed it, reasonable price. I would suggest the Trump Hotel if you wanna splash out, just can be too much drama around there some days. Might be heading to New York with the parents in Sep, any suggestions yourself on where to stay ?

Bill, have your daughter go to law somewhere else. The violence and criminal activity is out of control. I would never allow my daughter to go to school in Chicago. UC is surrounded by animals, hold overs from the projects, lots of robberies and worse to the students. Think about the girl, about 21, came here for a job about a year or two ago. Driving in a cab, stray bullet comes through the window and hits her in the head. Bill, besides the 800 people killed last year, there were 4500 people shot in Chicago. Let that sink in. And look a little below, person shot a 3 in the afternoon in downtown Chicago. And no one cares any more. One solution to the funding problem is to introduce a "temporary" surcharge for free lunches. This source of revenue can be electronically deducted from LINK or SNAP much like the private sector collects from debit accounts. Introduce a nominal amount and incrementally increase the temporary surcharge to a permanent status much like state income taxes were sold.

The recipients of then formerly "free" lunches would express pride knowing that the could make a positive contribution like those taxpayer sacrafices to a world renown tier 1 public school system. What a brilliant program which allows the underprivilaged to make a positive contribution in the name of good schools!

The tollway collects your money electronically behind the scenes, sneaks in toll increases while most people are unaware of just how much is repatriated for public roadways. The tollway is a public sector model for electronic collections. Children can use an electronic lunchline transponder which automatically deducts from monthly entitlements.

Use a similar tollway revenue model collection utilizing an emotional tugging for the children theme. Afterall, it is "free" sustenance lunches and "free" sustenance in the form of LINK or SNAP. Why not do your part contributing to the solution, not the problem.

The Sheridan at 301 E. North Water street is really nice and located right on the river. Most of the major attractions are within walking distance. Police standing around on most corners in the evening. Fireworks show on the river on Wednesday and Saturday nights.If you book, ask about the first responder discount. I believe he discount is not available if you book online.

Don't stay downtown. Stay in any hotel by Ohare Airport and take an UBER/Cab in. Rosemont has a great entertainment area too right by all the hotels. Much safer.

The posters about the violence are correct especially around the U of C campus. If I were you I'd try and talk with her and convince her to go to another city. Tennessee or Florida would be a great states to choose from. Nice weather and nicer people and you don't have to worry about setting your phone down on the table and having some shithead steal it as she bends down to pick up a book from her backpack. <------True story. It happens often here.

Bill,

Are you and your daughter ultra-liberal? If so, you both probably accept crime victimization as the price paid to "enjoy" diversity and a diverse lifestyle. If you would not experience anguish over her car continually being ticketed and towed, her car and/or living accommodations being "burglarized" over and over, her being robbed and possibly beaten or worse, much, much worse all the way up to, and including, the ultimate of victimization, come on over!

However, if your daughter or you expect safety to accompany the huge tuition you will be paying, stay away. While the Hyde Park neighborhood is very nice and diverse, it is the visitors from the surrounding neighborhoods who are most of the culprits. The Hyde Park neighborhood and the U of C are surrounded like Fort Apache, the Bronx.

You very well might have some people tell you it is wonderful here, tell you I have never had a problem when I take the red line "L" or the green line "L", tell you the crime and safety issues are both blown out of proportion and they could very well be telling the truth from their perspective and experiences, but it is unlikely or, at the very least, very far from the norm. While the downtown, the museums, the lakefront and the food are all very nice and can be enjoyed until the visiting culprits are looking for a victim, Chicago as a whole is truly a very odd place for the uninitiated. I am a lifelong resident and I implore you to go someplace a little less odd.

Wherever she attends, in this day and age, you know being a cop that she has to be street-smart and have her head on a swivel. She cannot have her head in the clouds or throw caution to the wind. As always, the alert, the vigilant and the cautious are less-likely to become a victim.

Actually CTU pay 2% of their salary into their own pension. Unlike the 9% we pay. They see this as a negotiated benefit and would be taking a pay cut if they actually had to pay more into the fund.
Totally unreasonable. They should be in line with every other city organization.....9%

The parking meter deal was sold at 25 percent value. A first year accounting student could apply "net present value of future cash flows" and get that figure. Of course, our aldermen passed it unanimously. This deal is similar.

Won't work for 75 year deal. No way to project out that far.
