COPA Witch Hunt?

Can anyone confirm? And by confirm, we mean cite an instance of this occurring:

    COPA is signing complaints against officers after watching body camera videos. This is in total disregard of the general order that states officers cannot be punished for minor infractions after reviewing video footage. But copa is doing just that. Officers have been called down for swearing and their supervisors called down to be questioned on why they didn't discipline officer for swearing.

    Copa is Monday morning quarterbacking the hell out of these videos. If a scene is chaotic, copa still expects you to see all and hear all or else they accuse you of not rendering aid or inattention to duty. It's a dangerous game they are playing to get their numbers. Just be careful, they are literally looking at the smallest violations to sustain a CR while telling the media they are not Monday morning quarterbacking the police. FOP needs to step up on this
This just plays into the entire "stay fetal" mind set. Show up late, pick up the pieces, tender a report documenting what can be ascertained on scene, leave. No interaction with the public at all - which just might be the end-game.

tactical team makes a traffic stop: street supervisor blew off a request for a supervisor his response over the police radio "its a traffic stop all caught on BWC"?

COPA gets a hold of this footage very questionable the outcome for both tact car and street supervisor-both potentially caught up under COPA review of BWC footage......

We got our body cameras a short time ago.... we were told the ONLY time the video can be viewed was...

1. By us.
2. The watch commander who watchs 1 per night for compliance reasons.
3. In court if relevant to the case.
4. If a complaint is filed against us.

That’s it. COPA cannot look at and punish us for a run of the mill call. I’m calling bullshit.

If COPA violates a general order make a complaint to the Office of the Inspector General for Public Safety. That office oversees COPA and BIA. COPA has been violating the contract and the orders, this can only be stopped by challenging them. Document and make a complaint.

How about an accountability group overseeing the the lack of accountability of the 32 percent of the City's population that is responsible for 90 percent plus of the violent crime? This is true ... an officer from Area Central was called into COPA to give a witness statement regarding a police involved shooting that occurred approximately 4 years ago. Once he arrived with his attorney he was asked to watch dash cam video from that day. On the video the officer is seen holding his arm out to stop a person from entering the crime scene . The officer's hand then made contact with the person's chest. The COPA investigator asks the officer if he sees himself on the video. The officer identifies himself. At this time to COPA investigator walks out of the room and returns within minutes with a CR number. The COPA investigator tells him he is officially being served with a CR for excessive force for holding his arm up to a person's chest and making contact with this person. The officer agrees to give his statement at that time. The COPA investigator after hearing his side of why he did what he did backed off of the excessive force complaint and focused more on administrative stuff like TRR's. The officer's lawyer objected to the whole incident stating that no affidavit was signed.
The COPA investigator advised that she did not need one, because she is signing due to video evidence.

I have a question for SCC.
Who keeps an eye on or monitors COPA investigators and their social media posts? In the event that I want to file a complaint of misconduct or abuse of power against one of these individuals, who would I complain to? The mayor? lol

So, I asked a friend who is self employed, to FOIA all the employees of COPA. My friend recently obtained the list and has been checking on their social media post to monitor them for inappropriate post or comments. When anything inappropriate is discovered, I will have a screen shot sent to SCC to post. We need to keep an eye on these individuals and post their personal comments, just like they do ours.

Remember, Facebook and Twitter are not your friend. Police like you have not friends.

Swearing???? Wtf is wrong with those folks at COPA? Not a PO, but still have a strong opinion here. I come from a law enforcement family and I grew up seeing the stress p!aced on POs daily. I'm all for weeding out the misfits, but this is insane. I just don't know why anyone would want to be a PO today, but I'm glad you folks made the choice! I remember my early days in the trades. I was told "Those that can't , lead those that can". It appears to be the same in any line of work. Stay safe and remember your main goal -- go home after your tour!

No, it wasn’t from a body camera. It was from private cell phone video taken from a citizen. Copa reviewed the video and found that the officers cursed and pushed someone down to the ground at a police involved shooting scene without documenting it or doing any kind of TRR. The officers just let the guy go without locking him up or documenting it. If you are going to go hands on with someone then you better lock them up. That’s nothing new, that’s been the rule for the past 10-15 years. Hands on equals go to jail especially if cameras are around. Learn the facts folks.

Hey... I remember being told at training that these devices were not to be used specifically for disciplining Officers. You mean to say I was lied to?! Don’t know about other Districts but I know where I’m at that police work barely has a pulse. Minus a few dumb asses out there who seem to think they’re invincible.

Not really. The caps Office was found to have the lowest “activity” in the city yet they all have about 100 hours of OT a period. The first deputy mentioned this at compstat. So like every other district the caps officers actually have to go out and do caps related things and pull event numbers like everyone else. No more just sitting around and bringing your 50 family members from the 006th district to every caps event and feeding them on the cities dime. Oh you didn’t hear?? That’s. Right, the Gresham females bring the Family party to eat at all the cook outs and caps events and they gat a Saturday cook out/family gathering for free every month of the cities dime all while making OT for that entire Saturday. And the blue card was because a copper in 009 did a traffic stop and got a beef on him. The investigation found that he never documented the stop but it was on cam. He got dinged for not doing an ISR or Blue card but was not sustained on the beef. In other words it was related that if nothing was filled out but it’s on camera that you are giving COPA or iad to find something against you when you may have beat it all together.

In 009, commander Darlin who just came from 007 thinks that traffic stop visibility will deter shootings and yes the positive interaction event numbers is what sells at compost meetings these days.
Totally different district than 007 and lot different gang dynamics, we will see how his replanted 007 district strategies work with hispanic rifle loving gangs.

Police Officers are being treated more like criminals than the criminals themselves. Those of you who know teachers especially in CPS ghetto teachers ask them. The new order for CR Numbers came out in November. Before, if you didn't get a signed sworn affidavit you would stop the investigation. New order requires the investigator to continue the investigation, including getting statements from witnesses and viewing body camera video. The investigator must then determine if they have enough to override the sworn affidavit or if additional charges can be placed on the officer. OPS, IPRA and now COPA have been getting around the affidavit for years. Their number one charge in the past was "Officer failed to submit a contact card." By adding this charge they could bypass the required sworn affidavit. COPA will sustain hundreds of CR numbers because they are free to add any charge they want to the investigation. The only thing that saves most of us is that COPA only investigates about 25% of all the CR numbers and IAD gets the rest, and so far, they don't add on minor infractions.

COPA agenda is to sustain as many complaints as possible. New November order on "Complaint Register Investigations" is the start of the Department getting around state law requiring a signed sworn affidavit. Everybody commits minor infractions with the body cameras but COPA will use this to drive their sustained cases. Does anyone know if COPA is required to follow our Department orders? I would guess that IAD has to follow our Department orders but COPA has their own rules for investigations.

Suppose in the course of hearing a trial, the defendant implicates another person or criminal action, the “judge” gets to file their own charges against someone who is not being tried?
Is this still America?

CO’PRA is a fake agency only made up to appease a malcontent community.

In their mind just seeing and supposing is believing and they WON’T have scour far and wide for community witnesses to back up their complaint.

Sgt in 006 had to go down cause an officer used profanity. Another cause a cfd member was "disrespectful" to a out of control member of the community and the officer didn't tell him to stop. Yes, cfd member, not cpd. Both 100% true.

this makes sense. I got an E-Mail from a COPA lawyer (I guess they are all lawyers - the investigators?) asking about a case - a log# was attached. No CR#, just a log#. How can they question me if no CR# - and me being notified of the charges? Anyway, the E-mail was brought up to our chain of command and all - but the fact remains, they are investigating this stuff.

Simple case of a disillusioned snowflake. How many crime scenes, namely shootings, have you been to where your main priority is protecting the crime scene and it seems like the entire block is out threatening you, swearing at the top of their lungs, gesturing like they're going to attack you? This is known as "woofin' ." People would always try breaking the tape in some dramatic display of emotions, knowing full well we would shove them back and they would yell, "that's my brother" or cousin or some bullshit. You ask their last name and they continue in an angry tirade and say "fuck you, bitch ass cop" or something to that effect. So we should then call in the Calvary to go affect an arrest, further inflaming the situation? Next thing we have a 10-1 with 1/2 the on-duty city cops and lock up 1/2 a block, multiple TRRs and officer battery reports and coppers on medical from injuries, bullshit lawsuits from agitator citizens. Or the officer does a TRR with unknown offender? To what end? This is why I don't do shit anymore. This is so fucking stupid and pointless. Let them kill each other, the press can do a quick one-liner rather than a conspiracy-laden exposé on us terrible cops.

Yes, do not lie about anything. But, you can still get a rule 14 allegation even if you tell the truth, the truth as you see it. All they need is for someone to say the opposite of what you said, any witness.
