Munoz's Last Hurrah (UPDATE)

  • An alderman introduced a plan Wednesday to force the city and Chicago Police Department to rein in the department’s use of a massive gang database, giving people whose names are listed notice and a chance to make the case they aren’t gang members.

    Ald. Ricardo Munoz, who himself was once affiliated with a gang during his youth in Little Village, introduced his proposal after a coalition filed a federal lawsuit last month arguing the Police Department gang database contains inaccurate, out-of-date and racially skewed information on thousands of people.

    Under Munoz’s ordinance, the Police Department eventually would be prohibited from keeping the database unless the city inspector general’s office determines doing so has “a legitimate law enforcement related purpose that outweighs the harm caused to individuals who are designated as gang members.”

    In the long term, Munoz, 22nd, also wants to require “individuals included in the database receive notice and an opportunity to challenge their designation,” and to determine the designations “are free from racial discrimination,” according to his ordinance.
We're surprised the Tribune mentions the gang ties. Munoz wasn't just "affiliated" - he hid guns for the latin kings. His father and mother ran "Foto Estudio Munoz," a notorious center for fake ID's (micas) for illegals and a lucrative source of income for the kings who ran a protection racket that the Tribune estimated brought in $30,000 per week in protection money. Amazingly the entire operation was consumed in a fire at 26th and St. Louis one night many years ago, just as the feds were prosecuting (and convicting) his father on assorted charges.

He was the king's aldercreature, not to dissimilar to Daley Sr being the Homberg's politician back in the day - except it's hard to pass off the kings as a "social club" like Daley Sr did with his group. And on his way out the door, Munoz is attempting to (once again) hamstring a perfectly legitimate law enforcement tool.

UPDATE: We didn't even think of this - why does the Department have to get rid of the gang database, but up until a few months ago, they Department was still releasing CR records dating back 40 or more years?

Munoz is dirty, but never arrested and never charged. Not a cop, but I clearly understand how that works in Chicago. Now he gets to retire with a fat pension from a part time gig and better healthcare than a first responder widow. That is fucked up

Munoz also admits to drinking out of control, but has been sober since Nov 2017. He got locked up with a gun too, is this the best the 22 ward can do.

You know what... screw it. I’m a worker but even I can’t take it anymore. Honestly, let’s just get rid of everything special like gun teams, gang teams, tac teams, narcotics and gang investigations. I’m not being a hater at all. I’m just sayin I’m tired of going the extra mile for anyone these days. Imagine if we were all just on the watch together with not a care in the world. No heads. No surveillance. No court. No long term investigations. No wires, no 20 stops a night for a head: nothing. Just everyone chillin our relaxing together and having a good time in our own way. Cut some paper and that’s it. Zero stress. Why in the world are we doing anything for anyone Nymore??? Like the saying goes.. you can turn a worker into a dog but you can’t turn a dog into a worker. After 17 years of working I’m finally getting broken by thirst people in this city. It’s actually disappointing but either way I’ll get paid so why not just go to the watch and relAx. The unit guys need to really think about it. I know the take home is cool and theyours but after swiping why stay??? after consent decrees and cameras and everyone against us why stay?? Why work?? Why stick your neck out? I have 13 years I have to do. No reason to get this far to throw it all away by getting in trouble for an ungreatful city.

I find it interesting that they say the gang database is “racially skewed.” I assume that means the people in the database are mostly black and Hispanic, with a few Asians thrown in to cover the very violent, very dangerous Vietnamese, Chinese and other Asian gangs in this country. I bet what the database does not have is a proportionate number of white people in it. It couldn’t possibly be because there aren’t many notorious white gangs, just as there aren’t a lot of gang-related murders in white communities anymore. No, it is most assuredly racism that keeps those white names off the list.

It's true, a proper database should have an equal number of blacks, whites, Hispanics, and other races on it. Also each person on the database should be allowed to go before a federal judge and make his/her case as to why he/she should not be on the gang database.

The area of 26 Kedzie was a hotbed of illegal activity, especially on the weekends. Stolen merchandise, cars both stolen and illegally sold, counterfeit music CD and movie DVDs, fake identifications, weapons, drugs, and the list goes on. Most of it protected by the political class which also blocked the district tactical teams from doing much about it. The mall in that block had security run by police officers who were relatives of the political class, namely the state representative. Wildly corrupt.

There is a "nightclub" still on 26th St, just west of Pulaski, that he frequents. The owner (he/she)brags about him coming in all the time to "have a good time".

He told Carol Marin when asked on WTTW-Channel 11's Chicago Tonight [not verbatim] that the problem with the gang database is we [does he mean him and his gang-banger buddies?] do not know how a name makes it to the list and if a name can ever be removed from the list. And we want people to be notified they are going on the list and that they can use a newly established appeal process to prove they are not gang members. As it stands, we have no way of knowing who is and isn't on the list. Anybody could be on it. You [Marin] could be on it. I could be on it.

No shit Munoz. You know your name is on the list and the names of all your gang buddies are on the list. And, how would you prove you are not a gang banger when it is well known and documented that you are a gang banger? I don't have a problem with anyone being able to FOIA their complete record from whatever database they're in, and challenge any inaccurate information. Or even to petition a Court to have that record sealed/expunged.

But to claim that such a database is racist because the majority of people in it are of a particular race is 100% complete, unadulterated, absolute, and extra-stinky bullshit. The database has gang members in it - what's the races of the vast majority of gangs?

Again, see the first paragraph for what to do if you're in it and believe you ought not to be. But such a database serves a legitimate law enforcement purpose and ought not to be scrapped because there's a few flaws in it or because it happens to be embarrassing to the approved narrative.

Hell, if I were a real investigative journalist, I'd FOIA the record counts every month and publish that... "Documented gang members in the City of Shitcago's gang database have reached X in July....". Kinda shines a bright light on things and ....oh wait, can't have that.

We had more then a few Kings come on the job. Maybe not the hardliners but associates, I mean all you have to do is check 04 and avoid a felony conviction so I guess we got the smart ones. Years ago there was a hell of a time with them all going to 014.

Chicago is a gang infested shit hole. One way or another it always has been, tho the mob at least usually had the grace to throw one guy in a trunk and then the Lake instead of shooting up a street full of kids playing.
