Lemon Record is attempting to stay relevant...and failing:
- I just filed a complaint against Chicago police officer Fernando Flores for racial profiling against District Commander Gloria Hanna. The details of my complaint is below which is now in the hands of COPA (Civilian Office of Police Accountability).
MY COMPLAINT: Chicago police officer of the Fraternal Order of Police Fernando Flores has filed a complaint against Chicago Police South Chicago District Commander Gloria Hanna for claiming she was out of uniform the evening/night of Saturday, July 14, 2018 during a protest in the South Shore community on the 7100 block of Jeffery and Chapel after a Chicago police officer fatally shot and killed a 37 year-old barber who worked in the South Shore community name Harith Augustus.
As a Chicago resident and a United States citizen, I'm filing this complaint against Officer Fernando Flores for racial profiling and for not spending his time on focusing on the bigger picture which is keeping my community of South Shore safe from violence. As a district commander, her responsibility is to represent the department/district in the field, supervise major crime scenes, public safety incidents and other events. She was and is hired and assigned to assist with community ordeals in that area, and that's exactly what she was doing. She was doing her job.
Without her belt and uniform shirt, she had on her bulletproof vest which gave residents a indication that she was the police and was in fact in uniform. Her identity was not mistaken by residents. Officer Fernando Flores states in a Chicago Suntimes article that 'Any time you're in the public, you're supposed to be in uniform."
According to the Chicago Police Department Uniform and Property U04-01 Personal Appearance, Uniform/Citizen's Dress and Equipment, all sworn and uniformed civilian members are required to wear or carry ONLY PRESCRIBED, ALTERNATE or OPTIONAL items authorized by the Department WHILE ON DUTY. District Commander Gloria Hanna optionally made a decision to only wear her bulletproof vest during the protest which other officers who was present ensured her safety as well.
I, Lamon Reccord was present during the protest and physically saw District Commander Gloria Hanna in her bulletproof vest keeping the peace between protestors and officers by approaching the crowd and listening to the cries, concerns and frustration of the residents. If District Commander Gloria Hanna was a person non of color and was only in her bulletproof vest, its a guarantee officer Fernando Flores would have never filed a complaint.
The ridiculousness of this entire complaint should mean it gets unfounded as soon as it arrives. None of what she was wearing is "alternative" or "optional." She's getting $150K and a free car - how much effort does it take to keep a spare uniform in the car? We keep one in our locker just in case we get mud, blood or other crap on it. It isn't difficult at all and we don't make anything close to her salary.
And if she was carrying her gun in her sweatpants pocket (as numerous sharp eyed readers are saying) that is an entire new set of violations.
And you have to laugh out loud at Lemon's contention that a guy assigned to the airport is somehow responsible for the South Shore community. His allegation of "racial profiling" is a joke unless he thinks he is actually a mind reader - he may have been idiot profiling, but racial?
It's truly sad that stupidity isn't painful.

So it is not enough that the high crime areas get more police service, but now even if you are assigned somewhere else its your responsibility if "his community" cant operate within the guidelines of the law and refrain from killing each other? And anyone not working towards his interests are subject to a complaint? Why didn't he name every inspector in the complaint as well? Why didn't he name every exempt or inside house mouse? Why didn't he name every officer that isn't assigned to "his community"? Why not? This sounds like he is assuming the officer assigned to the airport unit was white and is racially profiling him as a racist because he dare complain about an exempt rank supervisor looking unprofessional at the scene of a shooting. Exempt is not supposed to mean exempt from the rules everyone else is supposed to follow. You are supposed to lead by example. Maybe the officer that filed the complaint against her just didn't read the special order that must have been issued stating that minority exempts do not have to follow any uniform standards or regulations.
Can I show up for duty wearing whatever I want? No, I will get sent home, written up, drug tested, and probably sent for some sort of mental evaluation if i showed up looking like she did. And of course she is on duty the minute she arrives on a scene and takes control of it.

That's not her duty weapon in her pocket. That's a cell phone. Rectangular shaped even the unexposed portion shows a rectangular print from her pocket. In the other photo it is no longer in her pocket, but in her hand. You'll see that in the photo where she's has her hand out with the thumb ring. Stop giving her credit she was NOT carrying her duty weapon. Any department member should be able to tell that she had her department issued smart phone with clip. NOT a weapon.

All of our orders and rules and regulations are public information, available to anyone with access to the internet. He wouldn't need any inside information to know about this order. I wouldn't doubt that he was coached by a department member to file this complaint. I do find it hilarious that he has zero understanding of the order he supposedly read though. "Oh, it says optional! That means my black peoples can wear whatever they wants!" Regardless of the issues involved, Lemon's writing shows a degree of mental retardation.
Mr Record seems to have a diminished mental capacity- or perhaps just lacks reading comprehension skills.-- or maybe just allows his personal feelings and emotional overload to influence his thoughts and actions.
I doubt he could function anywhere outside his community----and am saddened that he lacks the insight or guidance to turn his energy towards "his" community and addressing their murdering , lawless actions and victimization of themselves.

RIGHT after the consolidation and merge and purge of the five detective areas, I was sent to a shooting scene in 024, to a shooting scene in 015 during rush hour.

If he got her the Cr# he should get one on all the bosses on site for not getting her one. Did any other bosses above the commander rank see her and address the matter. Report to work, roll call, morning personnel, lunch,afternoon personnel and checkoff. Answer a few call in between, lite up a few neighborhoods with parking tickets a bus check and you had a nice day. Repeat again tomorrow.

They were sitting out on Ed and Wheezie’s coffee table.
Lemon head perused them when he was invited over for dinner.
So as a police officer are we allowed to go to work with just our vests on with nothing else? Can we operate a department police vehicle without a firearm, pepper spray, or handcuffs? If so I would like my past inspectors beef for no pepper spray removed from my file.
All a big fat joke. If the commander does not need to be in proper uniform with the proper equipment then no one does
Another joke merit hack. Can someone please tell me why Patrina Wines Mitchem is walking around Headquarters like she earned her promotion? Everyone in their right mind knows that she cheated on the Lt promotional exam. I wish you could hear her down here, she is running things like nobody knows. You are nuts if you do not look both ways when crossing ALL streets, regardless of how they are designated. There are some crazy m-fers out there. Anyone who doesn't look both ways has a great chance of being posted the next morning at the medical examiner's office, and I do not mean assigned. I mean "internally inspected" like....., you know what I mean.

Duhhh the orders are public knowledge. This isn’t Lamon’s first rodeo. He’s present at every protest. This is not the first order that he has pulled or used against officers.
