Absolutely correct, I was one of the Lt's doing the heavy lifting, and that's as high as they will go. They do get to see all their incompetent classmates get promotion after promotion, and hear people say,"hey I know him" Good Guy, Good Guy. Same old bullshit...

I have to say that the Merit list should be troubling to everyone. First, not one of those new LTs has ever passed a promotional exam. Ok that happens but how is it possible that three people with profound emotional problems who each have long history of the inability to get along with coworkers and supervisors are the top picks. Each also has at least one major questionable incident in their background. Riccio violated the city personal code by his selection but as he says, I will be long gone before anyone figures out what happened here.
SP merit SGT as well.
Watch the merit and see how long before they wind up in an Admin unit.
It doesn't take long.

The responsible approach for the purpose of filling ten Lieutenant spots, (if, truly needed anyways) would be to cut deadwood from the top spots, and bust them back down to the unearned lieutenant positions which they previously held.

I was arguing this back in 1990 as a patrolman in 007 when the FOP was trying to dump Dineen and bring in their own crew. Why do the unions allow merit promotions? Fight this and give up some bullshit like new squad cars. Make a big enough stink that it gets media coverage. But, all the unions back off this topic because.... They every once in a while get to name a merit pick. So, they are screwing the rest of us, to take care of one of their own every couple of years. Demand that the unions (FOP & PBPA) end this merit process. You're not going to get a fair wage anyways, so get SOMETHING out of this bitch.

Was a good detective, was a good detective sergeant and will be a great lieutenant. Sorry if he hurt your feelings because he made you do your job. Civilians have no business nominating anyone for a merit spot. While we’re at it, let’s call it “management” not “merit.”
Civilian members of the department should be completely removed from having the power to make meritorious submissions for promotion. And that includes Tina Skahill too.
Merit did start as a compromise but one certain group benefits more than the others and I bet u don't know which one. Or u won't admit it. But the numbers r out and have been out. The numbers have gotten closer the last 5 or 6 years but before that the group who it wasn't meant to help was winning by a wide margin.

CG hasn't worked the street in almost 20 years. Played school sgt. in 25 and hid outside the district most of the day. Her crew was worthless but they sweet talked her and she let them get away with all kinds of bs. Terrified of the street and scared to death to make a decision. She was perfectly fine where she was at. Now googleme, who doesn't know shit about police work or what a supervisor needs to know nominates her. What a joke. And people wonder why this department is so f--ed up. She how long before she becomes another incompetent commander.

Rumor is, two of the biggest suckasses you will ever run into. The carpet on the fifth floor is worn out from these two goofs walking the halls hoping to get noticed by some boss. One was called "the hat" because he walked around all day in the building with his hat on thinking people would be impressed. When he was a PO, he used to tell the other Po's that "he would never accept a promotion because that would be selling out his brothers".

If the CPD is going to have merit promotions they should be transparent. Show the packet and explain where the merit comes in an why the officer deserves the merit promotion. At the awards ceremony they just don’t hand out the awards. They explain what the officer did to deserve the award

NOPE! That group has been blamed for receiving the most merit selections, but a quick review of the previous merit selections, (https://secondcitycop.blogspot.com/2017/05/full-merit-list-2006-2017.html), you will find that prior to the last exams, M/2s have received the most merit promotions.
People rarely question the legitimacy of the above statement and we all know why. The last exam is when the most recent band of NOBLE cheaters have in sheer numbers, far exceeded what the previous cheaters (Jimmy Maurer and Phil Cline) did. They cheated on the exam AND took the lion's share of merit promotions.
Merit promotions and management positions should be completely eliminated. A fair system should not have this,however CPD is so broken and so political it's a joke !

Think about it:
You give the answers to a select few, maybe your girlfriend and all her buddies from IAD. They eat up the top ten spots by "rank."
Then you still have your 30% "merit" spots to give out to friends who were too stupid to memorize just enough to pass the test.
Instead of a 70-to-30% (rank then "merit"), now you get maybe 30-40-30 (cheaters then rank then "merit").
So now 60% of the bosses didn't pass the test legit and you end up with the mess we have now.
Class 99-2? Still a bunch of rookies.
One district guy out of ten? So much for the backbone of the department.
In no time you will see the negative impact this Sup and friends
have caused. Mayor said we have lost the streets, well get ready

Cindy Guerra earned her way to lieutenant by always putting others first, never hesitating to put in the extra work and never taking the easy way out. It's a shame that there are so many hateful and envious people in the world that will bash someone who was well deserving of this promotion, solely because they or their friends were not chosen for the job. After reading some of these comments it is evident on who clearly does not deserve this high of an honor anyways. Just goes to show how many people have such little respect for others. It's sad that this world we live in is more concerned about tearing each other down rather than supporting each other. Cindy Guerra is one of the most considerate and hardworking people I know and I, for one, am glad to have her our lieutenant.

You are wrong. Guerra was a decent PO and was never afraid to do her job. Guerra worked a beat car in 011 for a number of years and on viewed a robbery on her way home one day. She got involved and ended up shooting the offender I believe. She was also dumped as the school sgt in 025 by a petty ass Lt who didn’t like her. I also remember an occasion where she on viewed a bunch of juvies fighting in the middle of the street and pepper sprayed them. She’s always been a hard work imo and will be a good Lt.
What u just described is doing your job that’s what you are payed to do. Shouldn’t get a merit promotion on for doing your job

Ok, then what should one do to get a merit promotion? Funny how some forget the good these people accomplish in their career. Did you forget CG saved the life of a 10 yr old African American young boy from drowning while off duty? No hesitation, CG jumped in and proceeded to bring him back to life. So,to many,she deserves to be a lieutenant.
Theres a Lt (JB) in this class who initiated a CR on his own former partner. Just ask Sgt MG. Great merit 2x pick!! Super cop and a$$ ki$$er.

That's a life savings award not a promotion. Maybe in the Baywatch that's a promotion. Only for LAPA merit hacks can that be a justification for a merit promo.
You are wrong Cindy Guerra NEVER shot anyone she is a merit hack. Walks around always trying to get noticed asking every boss she meets to promote her. Would of never made LT on her own score. When she worked in the streets she was not liked dumped from school car in 25 . Subordinate did not respect her. and all talk in 011. MERIT HACK ALL DAY

Sergeants doing the work on the battle field in Chicago... She is a house mouse just looking doing everything for attention. The real working sergeants in the field should be the merit picks in the department. She was not even going to make it off the list.
Now she will cry about needing to work close to home.
