Groot Eats Her Own Foot
- Mayor Lori Lightfoot suffered a public embarrassment Wednesday that could hamper her efforts to establish a dialogue with the Fraternal Order of Police she needs to negotiate a new police contract.
It happened as the second vice-president of the Fraternal Order of Police was speaking during the prelude to the City Council meeting. As Patrick Murray spoke, Lightfoot was picked up by a live microphone calling him “this FOP clown.”
Well well well. And when confronted by the media, she refused to apologize:
- That’s apparently why the mayor made no attempt to deny the remark during the news conference that followed the council meeting. “It was not appropriate for me to say that out loud,” Lightfoot said.
Is the mayor planning to apologize to Murray or to the union with which she is now attempting to establish a dialogue and needs to negotiate a new police contract? "I think I just did. I think I said I shouldn’t have said that out loud,” she said.
Is the mayor sorry she said it or is she sorry the derogatory remark got picked up on a hot mic? “I’m sorry that I said it out loud,” she said.
So the only time she even uttered the word "sorry" was that it was said out loud. Not that she was actually sorry - she was sorry she got caught. That's not an apology by any definition we've ever seen or read.

An arbitrator doesn't care about name calling. The arbitrator will send it back until all proposals were talked about in "good faith". Even if FOP votes to go to Impass or Arbitration, it could take months. Shit doesn't happen overnight.

Whatever lame excuse the FOP has been using to prolong filing for arbitration, it’s now time to FILE! Damm RIGHT! Unfortunately over two years without a contract and getting blown off has become the norm and accepted. This crap has been going on for 30 plus years. Take charge FOP! Just because it was a different mayor for the last two years doesn’t mean we start over. Its the city we negotiate with. No arbitrator is going to hold the commencement of arbitration against you, in my view. There's no actual bad optics - you might get a negative newspaper article, but the public doesn't really care and it pales in comparison to other negative stories. Process will take so long that a delay in getting started makes no sense.

Just a technical question. How much time should elapse during contract negotiations with the city before the FOP files for arbitration? This is an important question because if the legally recommended amount of time is 18 months then the FOP should file immediately in January of 2020. A case in point is the Sergeants Association waiting almost two years prior to declaring an impasse to their negotiations with the city and proceeding to arbitration. If the FOP filed sooner than the legally recommended amount of negotiating time the result would be the weakening of FOP's position before the arbitrator. But if there is no set length of time from when the previous contract has expired and the FOP files for arbitration then the FOP should file NOW! The mayor has demonstrated both by her words and actions the utter contempt she has for the membership of the CPD. Negotiating with this mayor would be like negotiating with representatives from the old USSR where the only thing that came out of there mouths was NYET!
Let’s say the Sup, First Deputy Sup, or a Deputy Sup, was caught on a live mic at City Hall or at a community meeting calling Jedediah Brown, “that Black Lives Matter clown”. Then when asked by the media, they refused to apologize to Brown and only apologized for saying it out loud. What do you think Groot would do? Would she be ok with that?
