About That Policy

A bunch of people have said the Firearm Pointing Policy is no big deal. It's a radio notification that doesn't even require a name or star, just a beat number. No paper needed.

So why collect it at all?

Did you know that the Department is currently under a "no destroy" order for any paperwork at all? That means Supervisor logs from the past three to five years exist somewhere in storage. Attendance and Assignment sheets are electronically safe forever. OEMC tapes (digital media actually) is stored at tremendous expense.

The government collects NO data without some table being created and saved for eternity. Look at the CR release letters we still get every year about records being released in most cases from twenty or more years ago. Some of the dates cover the careers of the officers who taught us twenty-plus years ago, and this is AFTER the FOP had a contractual agreement to destroy Not Sustained records after 7 years.

  • Chicago police have for years compiled profiles on every citizen who spoke at public meetings of the city’s police disciplinary panel, a process that included running criminal background checks and internet searches on activists, a police union official and even relatives of an innocent woman killed in a high-profile police shooting, the Chicago Tribune has learned.

    Documents obtained by the Tribune under a public records request show the Police Department gathered the details on nearly 60 people in advance of their speaking at monthly meetings of the Chicago Police Board since at least January 2018. A police spokesman said the background checks go back further, to at least 2013.
Why? We can understand not wanting convicted felons or sex offenders or people with warrants showing up unknown to the Police Board Meetings, but everything else? Sounds like Rahm had a hand in some Clinton-esque shenanigans.

If someone wants the data collected, it's not because they want to give everyone medals.

AI (Artificial Intelligence) already documents who the officer was. They are making believe that the officer isn't notifying them in writing, but the on air notification gets transposed to paper, so it becomes paper. The officer has to log onto the PDT with their PC#, and that gets inputted into the PCAD for every event #. The system is a horrific nightmare of 1984 proportions.

The “radio only” thing is a lie and how nobody can connect the dots is astounding. So you notify OEMC that a specific beat had a pointing incident, OK- next step is that supervisor has to respond and make the determination that said incident was allowed. Said supervisor has to review all video and “tag” it preserving a record. Then ensure that all proper documentation is completed for said incident which will include a ISR, Arrest report, GOCR. So supervisors will be held accountable for identifying individual officers/partners who have these incidents. These will be monitored and stored by the force review unit.

This is a big deal and the city/union selling it as not being time consuming are lying to all of us. This will put officers in jeopardy of being a big deal If/when they’re involved in a shooting and the attorneys can have records turned over which identify how many “incidents” a particular officer had in the past to show a history. This is Messed up and how the Union can’t see what they’re trying to do is Astounding.

If they get their foot in the door with this, it will undoubtedly evolve to some kind of written report/notification because those who are screaming for the notification won't be satisfied with just a radio transmission. Afterall, if you point your weapon at someone, he is not free to leave. So now do you have a detention??? Wouldn't that require an ISR??? How easy would it be for them to add another check box in the ISR field for "weapon pointed"? And with that, now it's documented indefinitely. Then they'll be able to tally up how many times an individual officer has pointed his weapon and they'll use that for its true purpose: to use it against officers and continue to demonize police. It will definitely be used against officers in court, civil suits, discipline hearings, etc. It will be used to label an officer as "overly aggressive" or maybe "more likely to point his weapon at (insert race here) people". And the information will not be put into any context. How much more likely is an officer in 011 going to be pointing his gun than an officer in 020? How about a beat copper versus an academy instructor? This notification serves no real purpose other than to be used as ammunition against officers.


So, yeah. It's kind of a big deal.

As a 30 year Dept member and a 25 year Homicide detective - NOBODY EVER SAID THEY COULDNT TESTIFY!!
This is essential in any investigation, your negligent if you don’t run a complete background on someone. COOA runs our personnel file when they conduct our investigations.
I have seen lawyers direct clients to OPS, IPRA and COPA to get free discovery out of the city so why wouldn’t you conduct a background check.
Let’s face it for the most part the people appearing at the POLICE BOARD. DO NOT LIKE THE POLICE- MATTER OF FACT MOST HATE THE POLICE.

I have seen people show up at OPS IPRA AND COPA with arrest warrants and investigative alerts for obstruction, murder armed robbery and a slew of other violent crimes.

Does that mean there is a record of ALL merit promotions? That ought to be an interesting trail of Clout. We all know how this Department stores paper records. In overstuffed file cabinets and in boxes lining the hallways of units.

I began a personal campaign to rid my unit of this clutter. Every day for months, I threw boxes of paper in the dumpster. Eventually, I needed help and involved the custodian. Boxes and boxes of useless paper. Redundant Reports, sign in sheets, A&A sheets. You know, the paperless system we all know.

No one noticed. I kept this all to myself and the custodian. People appreciated the clean look of the unit hallways, and tabletops. No one asked any questions about where the paper filled boxes went. I mean I threw pallets of paper boxes away, and no one missed any of it. I decided that if anyone ever came looking for some of it, I would tell them it is a paperless system, look in the clear system for it. But no one ever did. Some robot officer told me a boogeyman story about how reports could be subpoenaed. But it never actually happened as she related the story. So I continued to throw out the boxes. None of it was labeled or organized into any searchable fashion.

I feel I did my Unit a favor. Relieving it of the useless clutter no one had the balls to throw away.

I feel that if it is not on paper, it never happened. I can testify only to what I remember. And that is my story, and I am sticking to it.

This is actually not true for everything. We just tried getting Oemc communications, and they say they re still in a 3 month destroy order. Not even defense attorneys can get them.

Caluris should be arrested for misuse of electronic resources and obstruction of oversight (inc foia requests)--but instead he was promoted and retired into a job that he spent years helping out with dept resources.....it s amazing how a phone call from private entity fat cats got "security risk" measures performed by cpd---while criminal street level and organized gang enterprises got nothing---but plenty of grant money for crime issues was used to help the connected....but hey thats the Chicago way

Well, I’m no liberal snowflake and I CAN’T understand it. If it is a public forum, the department had no legal basis for running a CQH or CQR1 on anybody. Whether I like felons or perverts or not, if they’re not in jail they are allowed to attend public functions (with obvious restrictions for the pedos). You can’t wipe your ass with the Constitution whenever it suits you and say that it’s somehow for your protection. That’s not how it works.

Besides, open source examination of most of these attendees’ social media profiles would tell you everything you want to know about them, and not violate law. They can’t stop themselves from running their mouths all over the web. There was no need to violate LEADS policy or the law. This is just sloppy, lazy, and abuse of power.

I see the pistol pointing plan as a foot in the door for future abuse. Remember when police medical was free? They got their foot in the door with a $2.00 per check “no big deal” and have watched the price of healthcare skyrocket over the past 40 years. The pistol pointing measure may be “no big deal” now, but there’s a plan to use this information against us in the near future.

Prelude to non-negotiable disciplinary reforms.
Once they collect enough incidents there will be reckoning.
If they don’t, they enhance the policy to “thinking about pointing” the weapon.

Like the traffic study card, JB Pigster had it written into law now, this won’t go away.

The day will come when you’ll be allowed to carry one (1) bullet in your top pocket and require permission to load it into your 6 round magazine. If that doesn’t get a good community vibe, firearms will no longer be allowed to be carried.

If you have to pull that weapon out more than once a week at inspection, you’re doing the job the wrong way.

These records are necessary for "State Security" purposes. They are invaluable in further identifying citizens who exhibit certain unhealthy characteristics, troublesome motives, challenges to "State Organs of Truth" and most importantly may lack sufficient loyalty to the "State".

These disloyal citizens must be identified and immediately removed to selected and undisclosed "Educations Camps" embedded within the Public School System. Once "re-educated" they may return to their families under close supervision. Those who continue to be disloyal will be removed to other more suitable facilities skilled in compliance and disobedient behavior disorders. It's the Chicago Way.

Remember when we were told TRRs are here only to help us articulate our use of force?
Remember when TSS cards were only to be used for a certain amount of time until sufficient data was collected?
Expect gun pointing data to be collected solely for the purpose of misrepresenting an officer as abusive, reckless, intimidating, and biased.
The soon to be rolled out foot pursuit policy will be used for the same purpose. Academy drones will tell you once again it's purpose is only for officer safety and articulation of your actions in anticipation of future court proceedings.
So if you continue collecting data for your overlords, expect to hear the following in your future:

1.) Officer, you have completed a disproportionate number of TRRs when compared to your colleagues, mostly when encountering people of color. Your use of force is excessive and motivated by racial bias.
2.) Officer, your TSS cards show you disproportionally stop motorists of color. You are racial profiling.
3.) Officer, you have pointed your weapon a disproportionate number of times at people of color. You are motivated by racial animus towards minority citizens.
4.) Officer, you have engaged in a number of foot pursuits, most of which result in a use of force, a majority of which involve citizens of color. Your actions are clearly motivated by racial bias.

Don't give them the rope they intend to use for your hanging.
