  • Thank you for visiting the Chicago Police Department’s public comment forum for the Firearm Pointing Incidents policy. As part of our ongoing mission to grow trust within the communities we serve, CPD will take comments from the public on the Firearm Pointing Incidents policy for 15 days beginning on July 16th, 2019. This public comment period will close July 31st, 2019, and CPD will take public comments into consideration before finalizing the policy. Below you will find the draft of the Firearm Pointing Incidents Policy in its entirety as well. Thank you again for your continued partnership in building a safer Chicago.

Absolutely no point. It is a done deal. The liberal Democrats have gotten what they wanted. Keep the beat car busy with ISR's, Blue cards and lots of paperwork. This is designed to to make Officers hesitant in high risk situations. They go out of their way to handcuff the Police because they need the criminal and ILLEGAL Alien (Not legal alien) vote to stay in Office. They do what they can to handcuff the Police. The only bright spot is the Body Camera. The liberals asked for these for years and now that they got them are trying to restrict them. It appears that the Police are doing a great job 99.9 percent of the time and show the liberal criminal to be in the wrong. It doesn't fit their agenda.

What if I point my pistol at myself accidentally right out of roll call? Can I stay at the station and complete more reports. My partner did all his e learning and so did I, we now need another way to keep us off the streets. Station assignments are fun.

It's going to be interesting once this garbage goes through and some proactive hard charger gets screwed because of it after a shooting. I can already hear some COPA rep or lawyer saying:

"Officer, according to our files you had your gun drawn out three times this year before the fatal shooting you were recently involved in. It looks like you've wanted to shoot somebody for quite some time now."

Keep working hard you saps. Keep bringing in those blue cards and ISRs. Remember, your Commander is counting on you for that next promotion bump so he or she can make more money!

I think we should have to notify a supervisor that we are thinking we may have to point our weapon at someone. And wait for his approval. If he denies our request we should than go on our merry way building trust in the community and interacting with the folks.

The text says in one place that the entire policy is reproduced in full below, but the reproduced policy states 'Page 1 of 4' without any button to see the other three-quarters of the memo.

I see two comments already that didn't read the policy and think they need to document drawing their weapon. You may have your weapon in low ready without a report. When you point it at someone is the trigger for paperwork. Might want to include a proviso that if the body camera is going and the weapon is not evident, no report is necessary, even if the suspect alleges otherwise.

I have stated this before in other surveys, and I'll say it again: ANYBODY who is going to question, and decide, if an officer used proper force, needs to go thru the same training police officers do: Use of Force, firearms, state UoF test, de-escalation scenarios, etc. Then, they should also attend PPO cycles, on the street with an FTO, while wearing a uniform(no star) to see how the community really acts. If the person in question, does not like guns or prefers not to carry one, that's fine. Then we'll let them handle the situations in a manner they think the police should. Nobody should be able to decide the fate of a police officer, based on his actions, without having some experiences to draw from. Nobody.

Seen several comments already about how we as coppers should comment of have already left comments. Uhhh, why? Does anyone think that a bunch of comments pointing out how stupid this is will change anything? Lori and her office aren’t going to see it and “hey guys, some people don’t really think this is a good idea. Let’s just scrap this whole things because we found 122 comments against this.” Even if every single CPD member and family members all left negative feed back, it won’t change anything. I hate to break it to you guys, they don’t actually care about the citizens or our feedback/concerns. They’re just doing this, like they have in the past, to make people feel like they have a voice, some control. We don’t. You have no voice, you have no control. They just want to be able to say when the policy rolls out “we crafted this policy with input of citizens and department members.” Ladies and gents, your opinion, like mine, is worthless in this city, don’t waste your time, enjoy you time off.

I don't live in the city but I didn't find anything on the site that restricts "the public" to city residents, so I went ahead and posted this:

"If I didn't know this is serious I would have guessed it came from The Onion or some other satirical source. This policy will probably do a great job of putting CPD officers at even greater personal risk than they already face every day, as even the short time it takes to raise a weapon from ready position to firing position could cost someone their life or severe permanent injury. There is a reason why military personnel in the field who may come in contact with enemy forces maintain their weapons in firing position at all times.

If the people pushing this intend to use bureaucracy to effectively disarm the CPD by burying cops in so much procedural BS that they simply give up bothering to go into possibly dangerous situations, then I'd say they are on the way to reaching their goal."

As others here have said, I'm confident this viewpoint will be ignored, but it felt nice to write it.

I am a civilian, a retiree after 35 years with AT&T whose brother is a cop (not in Chicago, but not far away in northern Illinois.) I can't believe the crap you CPD officers have to put up with, and thank God for your dedication. Thanks for being there.

I’ll e in the station writing up a lot of pointing incidents. I’ll be damed if I let anyone put my life in jeopardy. I’ve never been afraid to write paper in all my 24 plus years, I’m not afraid now. I’ve made it everyday and I intend to make it home four more years.

Off topic: July 2019 FOP Newsletter. Article written by lobbyist Mark Donahue? Read the article, or at least the first paragraph on page 15 that starts, “Discussions in committee”. One state senator does not want any police presence in some areas of his district. Donahue says, “This attitude was pervasive primarily with the Black Caucus, and to an extent the Latino Caucus”. They felt the decline of these areas is the result of increased police presence! You can’t make this shit up.

The policy has been discussed and approve. Now they seek public input and discussion to legitimize the policy and implement it. Most likely this will occur when the new Poodle of a Supt. comes on board. This will slide in under the hoopla of reorganization, streamlining operations, building trust within the Community, social justice reforms and the ever popular term "for efficiency'.

The Murder Mayor will laud this as part of her reform and accountability of the Police Department. You go girl. You are going to get your way. Sadly, the Community will continue to shriek and wail in the night as their family members are murdered and maimed by Dude, Inc. They ain't reforming or reckoning and they ain't accountable to no one, especially YOU.

Probably the only decent thing J-Fled came up with was his advocacy to fight lawsuits against the city for police misconduct. The amount of money the city pays out because the incompetents at the Corp Counsel's office lack the skills and ability to fight lawsuits and conclude their cases in a timely manner. The half billion or so paid out would ease a lot of the pension debt.

Old Retired Guy, Here, Again !!! Had to chime in on this one. Did over 32yrs on the job. Worked in several districts, and "The Bureau of Field Tactical Services" under the late Commander Joe McCarthy. Most often had my service revolver at the ready position. Never shot anyone, thank God, or had an unintentional discharge. This was not uncommon in my day. It worked for me.
