  • If crime victims, witnesses and perpetrators can make immediate statements, Chicago police officers involved in shootings should be required to do the same, the head of the Civilian Office of Police Accountability said Friday.

    COPA chief administrator Sydney Roberts wants to eliminate the waiting period written into the police contract that critics contend makes it “easy for officers to lie” by giving them 24 hours before providing a statement after a shooting.
Um, what the fuck is she talking about? Here's a newsflash dumbass - victims, witnesses and perpetrators DON'T HAVE TO MAKE STATEMENTS TO POLICE. EVER. Where the Hell are you getting your completely and utterly incorrect information?
  • Fraternal Order of Police President Kevin Graham wants to do more than just retain the 24-hour waiting period — he wants to triple it to the 72 hours that federal agents are afforded after a shooting, on the grounds that “it takes you a while — especially when you’ve been in such a traumatic incident.”

    On Friday, Roberts shot down the trauma argument. “When police do investigations, they are speaking to people who are traumatized. They are traumatized because they have been victimized. They may be traumatized because they witnessed something. They may be traumatized because they were the perpetrator,” she said.

    “The trauma that the officer goes through . . . is no different than the trauma that other people go through. We still do those interviews. . . . If that is legitimate justification to bar an interview, it should apply across the board.”
Wow. You know why the FBI grants 72-hours? It based on actual scientific studies. And again, victims, witnesses and perpetrators DON'T HAVE TO MAKE STATEMENTS TO POLICE. EVER. They have far more protections that cops do, and more avenues to seek redress should it be determined their Rights are violated.
  • Mayor Lori Lightfoot is a former Police Board president. She co-chaired the Task Force on Police Accountability that demanded changes to a police contract that, it claimed, “codifies the code of silence” that former Mayor Rahm Emanuel famously acknowledged exists at the Chicago Police Department.
And once again, we demand that these assorted assholes point out the specific Contractual language that "codified" any so-called "Code." They can't because it doesn't exist. It's a political phrase made up to demonize something the politicians don't like. They promise their voters something that can't be defined and expect the cops to give up established protections based on their false premises.
  • The City Council’s Black Caucus has threatened to hold up ratification of any police contract that continues to give officers 24 hours before providing a statement after a shooting. The Caucus has also taken aim at anonymous complaints and the portion of the police contract that allows officers to change statements after reviewing video.

    Graham is adamantly opposed to allowing anonymous complaints on grounds that there needs to be a way to “establish that people are not just trying to get police officers off the beat so crime can flourish. . . . If these allegations are true, put your name to it.”
We don't think the caucus has the votes by themselves to hold up diddly-shit, but arbitration is our friend in that case. Seventy-two hours isn't twenty-four, so we'll agree to that. What makes the local politicians think they're better than the federal standards?

As for baseless accusations, they mean so much more than the Constitutional Right to confront your accusers in a public Court of Law.....and sue them for slander when the bullshit is exposed as bullshit. These people (or folks) are morons.
  • Roberts strongly disagreed, citing the “chilling effect” that the demand for sworn complaints has on victims of police wrongdoing. She also wants to eliminate that portion of the police contract that, she claims, ties the hands of COPA investigators. “There’s a restraint on how COPA investigators can investigate. That needs to be lifted. We should not have any investigative restraints on who can ask questions and when,” she said.
What's "chilling" about discovering the truth? And these so-called "restraints" are rules to protect all parties involved, including taxpayers from overzealous COPA investigators who have been proven, time and again, to have manufactured evidence, coerced statements and outright lied in the Courts.

The article goes on for a while more. It's complete bullshit and ought to be treated as such. There is a target on your back - and your front. No one has our best interests at heart. Remember that.

I always try to remind officers on shooting scenes how they dont look so good and should go to a hospital right away to get checked out and to not have any visitors until they feel up to it and are better.

Time and time again, after I've re-read case and arrest reports days, or even weeks and months after the incident, I recognize ways I could've written it better, because I remember them more clearly. And those aren't always even traumatic incidents. I mean, when I was younger and prior to being on the job, I can remember being involved in a car accident and days later wanting to recontact the police because I remembered more information. It's pretty evident that your memory gets clearer over time, but this lady is obviously just a complete idiot. And a police hater.

Yeah COPA is all about the rules. I had to give a statement recently about an incident almost 4 years old! So they want immediate statements now but waited almost 4 yrs to take mine....yeah right. Then the best part about it is they give you a copy of the statement on CD....what are the chances all copies do not work? Coincidence? I think not....as you said SCC time and again these investigators and the supervisors at COPA/IPRA/OPS violate the rules in place. And don't forget when COPA came along they told everyone around they wanted to have at least a 10% sustained rate on their investigations. That to me is a quota and when most CR numbers are bullshit, they need more ways to have CRs initiated to keep up with the 10%. They lie, they cheat, and they don't follow where the evidence takes them.

Sorry, don't buy that narrative. We all live in this city and we are all suffering because of this lawlessness. it's well pass the time that we fight for this city. How? First off, police should provide and support candidates for mayor and alderman that believe in law and order as well as quality of life. Look at the choices we had during the last mayoral election. How can the mayor of this city, or any city, announce that the city's police department will not cooperate with a a lawful federal judicial order? If elected officials have contempt for the law, is it any wonder that their constituents do the same?

Second, for far too long, the progressives' agenda has been championed by the media. We need to find people who can articulate the law and order agenda in the media using logic and reason. Those folks are out there. Has the FOP ever invited former Milwaukee police chief David Clarke to address it's membership?

Third, encourage federal law enforcement to get involved here. If our state and local officials, together with the State's Attorney, are unwilling to enforce the law, especially when it comes to gun crimes, perhaps using the federal courts will help. Couldn't hurt.

Ladies and gentlemen, have no illusions, we are involved in a social and cultural war that we can't afford to lose.

This woman is an idiot. First responders are professionals who restore order to chaos. We’re not part of the problem like Ms. Roberts so desperately wants to believe. Female substance abuse counselor of two decades here who has sat through many seminars on burn-out. The biggest challenge for Social Service workers is documentation. Case notes and procrastination. Why? Because when we write up our case notes we have to re-live the trauma of the stories. People can roll their eyes all they want when they hear that, but client after client, day after day, year after year, lie upon lie upon lie. Dealing with people either so evil the hair on the back of your neck stands up when you hear their diabolical thinking, or so broken by shit that has happened to them that you could never imagine in your wildest dreams, it becomes difficult to believe anyone is legit anymore. It changes you. You start thinking everyone has an agenda or an angle. You bring it home. Your kids complain that you’re interrogating them and you have to correct yourself. It takes it’s toll. We see it all up close and personal because we’re the first line of defense before treatment, so we NEED that space, time and distance to collect our thoughts before putting pen to paper after we work with someone. Fortunately, we’re aware of the hazards of our profession, and we have tools to combat those work-related stressors to stay emotionally healthy. But that takes a conscious effort because, and take it from someone who knows, evil is an infection that spreads to everything it touches. As first responders witnessing crime and its aftermath, I imagine police officers experience the same horrific scenarios that I do. So thank you for what you do, and the sacrifices you make to serve and protect.

She might as well say she was with Andy Frain then. What's the difference between the two. Nothing. I know because I was offered the answers to their test years ago and could have been hired there. Instead I did the right thing and went into a different field. I hated to do that because I always wanted to be a cop but the money wasn't there compared to what my current field was offering.

Easier to make the officer look bad in court. Easier to wring money out of the city in lawsuits.

Uh, does anybody on COPA know about “Miranda”?

Witnesses cannot be forced to answer question - immediately or in 24 or 72 hours. We can ASK questions immediately (before their memory gets “contaminated”) but we can’t compel answers.

Anybody “involved” in a shooting should have their Miranda rights read to them, and even if they don’t, they STILL have the right to refuse to answer questions. As I see it, the agreement to be questioned after 24 hours is a compromise between the officers’ right to not answer questions (ever!) and the Department’s interest in getting information about the shooting in a timely fashion.

As I understand it, an officer can refuse to answer questions even after 24 hours - they’ll just be putting their job at risk. Considering what has happened lately to officers who were involved in “good” shootings, I’d say that your job is the LEAST of the things at risk.

Counterproposal - IAD can ask questions right after the shooting and we’ll give the answer we usually get in “the community”: “I di’nt see nothing”,

Just remember to take care of yourselves after a shooting incident i.e. go to the hospital and get checked out. Such incidents put a great strain on ones heart and nervous system. It is very common to have chest pains. Let the Docs admit you for 24 hr observation and, if need be, give you a sedative. Don't be the hero who is going to tough it out. You may just find yourself toughing it out at Callback or in a no pay status.

That being said, the fact that no one has our best interest in mind is always forefront in my mind. That is why I refuse to work any OT, Special, VRI, CHA, or any other of their BS. F um, if everyone did as I do, the city would be bending over backwards to kiss our asses. I'd rather tighten my belt and live within my means and go without on somethings then sell my soul for a few extra dollars.

Problem is civilians judging the CPD have no idea of the policies and how they work. Between VanDyke and the 3 other officers trial so much emphasis was placed on one word like assailant, who was the offender and victim and how could officers be victim. That is how it’s done in these types of cases and that’s why there are supplemental and detective reports.

1. Blue lights and sirens, SIRENS are a must, offender must hear the sirens and leave the scene before your arrival. I kill the sirens in front of the address. I then slowly step out the car and do my “investigation.” (I do some great acting for the BWC).
2. I always make sure to inform the public my camera is recording. Kid on my watch was SPARRED for it. So fuck em’ policy over life it is. Don’t worry about people bleeding out or dying. Camera notification is paramount.
3. Stop at all stop signs. Drive slow.

I work for decent Sergeants. Can’t say the same for Lie-tenants. You’re on your own. Learn to swim or drown.

As a retired police officer who has concealed carry insurance, my carrier advised me on what to say when I call 911 and what to say to responding officers. Tell the gold stars the very basics( I shot him because he was armed and I was in fear of my life"), but then say that you want to consult with your attorney before you answer anything further.The FOP might have to have attorneys ready to respond to all police involved shootings.It looks like things might be getting worse for the working cops( as if they could).

What I think is telling about COPA’s stance on the anonymous complaint issue is a fundamental lack of understanding that the Peace Officers Act requires Affidavits to proceed with any investigation. Someone cannot swear to the truth of a matter they have no knowledge of so anonymous complaints will dye because no one has sworn to their validity.

It would also be smart of the FOP and PBPA to start demanding proof of an Affidavit before every officer interview and challenging Overrides and Member on Member complaints as a violation of State Law.
