Scheduled Exams?
Is this even real? We got it from half-a-dozen people (click for larger version):
We'll confess we've never seen anything like it, not in nearly thirty years.
It suggests a level of planning and actual cognizant thought that isn't seen in the government, let alone the Police Department.

Assman009 says its not real so that probably means its real.
"It suggests a level of planning and actual cognizant thought that isn't seen in the government, let alone the Police Department."
That alone indicates it's fake.
The department is in the VERY early stages of planning exams for '25. Lieutenants, Detectives, SWAT, FTO (quarterly) and Marine. K9 is possible Q4 of 2025. Yes, gone are the days of waiting 8-10 years for an exam.
Per a top boss, they'll pull about 60 more (max) off the LT list, 50-120 more off the SGT list and maybe another 325-350 for the D's. d-unit really pissed off some top people in the dept. this last 70 they made in may barely know how to testify, sit through an interview, and haven't done a shred of investigative work in their 5-year careers.,. and with 48 questions- who do you think scored well?
Exams every 2-3 years are now the norm.
Maybe this is a benefit of that training guy being made super?
Well, in all those DECADES the supt spent at the academy, atleast he learned how to plan a lesson schedule
Who is going to be left for patrol duty?
I guess they’re finally letting it out being a DNC is here.
I am a merit Sargent (yes I do not know how to spell sargent, nor should I because I am merit) I am happy to hear about this schedule. It gives me time in advance to call my people so that I make merit LT on that next class. Do as I say not as I do!
When I saw it thought the same thing as you. I’d never seen anything that involved the department being transparent about the scheduling of exams and classes.
It seems in its face to be considerate to officers and their families from a planning standpoint, and I was impressed with what seems to be a step in the right direction.
This makes a lot of sense. Almost too much sense. So I wonder what’s the catch.
The problem with these short test windows is you are getting the heavily clouted merits (poor performers), but then you are also getting the cheaters (poor performers with no ethics), and a few very smart, good test-takers (may or may not be good performers or leaders). The middle of the "bell curve" is where you find those who did pretty good on the test but also have good experience and leadership.
If it is true, maybe it’s a way to let the people that are on the list down easily basically telling them you don’t have a chance they’re going to redo everything.
They shopped it out to a web based firm.
They’re pulling the cart before the horse. They won’t stick to this matrix.
33% cheaters(studied from the test)
33% merit(stole a promotion via sexual favors or nepotism)
30% legit-ish(this number is closer to 10%)
3% (of spots automatically saved for make-up merits)
The current Sgt list was created from the most expensive promotional exam ever administered in the history of the department by millions. They're now only going to promote roughly 250 from the current list??? This department is the absolute dumbest department in the entire country. Administration can not possibly get any more inept....well, until they post the next Merit list anyway.
The most important part of that calendar is written in red at the bottom: ***ALL DATES ARE SUBJECT TO CHANGE***
The schedule is helpful… if they stick to it. I got an 100 toothpicks that says they don’t. And if they were really trying to give members a heads up they would have put it out before members picked furloughs.
The last detective test was a complete joke. 48 questions and nothing based on our general orders, special orders, law, procedures, report writing, etc...
If two people woke up on exam day and one studied and the other did not. Both would have an equal chance of scoring well. That is how crooked this city and police department is.
C.P.D. Corrupt Police Department.
If you are naive enough to believe that the City will stick to this, you must have voted for BJ.
Who will replace all those lowly patrol officers?
They can't seem to hire anybody. Are they going to drop the college requirement? Allow those with only G.E.D's to take the test?
One thing not included : the dates of the RDO's that will be cancelled.

Don’t forget , day 2-5 test takers had the scenarios, which were recycled. Test was a scam. Speak ur answer in a microphone. lol what idiots came up with this
HOLY SHIT!
Those are more promotional exams and opportunities then the CFD has had in 30 years!
They left out that window of time in August when most of us will be on medical/IOD.
A lot of non police officers read this blog. So here are my thoughts. Also, you can independently 100% verify what I said.
In our department, when promotional exams are announced, most of us already know that the fix is in. Our department is the only one that creates the test by having the top bosses and insiders create the test/ have an input in the design of the test. This right here is the beginning of the corruption.
People are invited to "study groups" and these insiders then all score in the top 1% to 30%. The fix is in.
After that, 30% of each sergeant class is for "merit". Well what is " merit" you ask? The city of Chicago refuses to define it.
Read the SCC section on the right side "merit" section.
The majority of the people who get on the list do not earn their spots. The rest is made up of people who score well on the exam.
Ok, so the above is the problem. What are the solutions? First, Only allow a third party testing company to independently create the test without the input of any department number. The testing company must have proper safeguards to make sure the test is not leaked.
Second, end the corrupt "merit" process. It is a corrupt backdoor way for insiders to get on the promotional train.
Third, the city should have the reading list out 9-12 months before the exam. This gives everyone more than enough time to study.
The above solutions are easy to implement and it is a fair request. But we work for a corrupt city and department. I am confident though that if officers organize and speak out collectively and begin telling the rest of Chicago how corrupt the CPD is, then positive changes can come to fruition.

OT … so it appears 7263 and Baby K has gotten themselves some unwanted attention by catching a beef by creeping out women at the so called “salmon run” at 050. After being described as the short bald guy who doesn’t wear a uniform but proudly displays an Italian flag insignia on his vest. Maybe he should spend more time with his “team” at the signature room watching football games in the pilots lounge. Maybe that will save him a sexual harassment beef. And this is the same Sgt that called out PO’s in roll call for being cowards for calling out his 63 team for being the only Tac team in the city for not taking gun arrests. The hypocrisy is disgusting!!! When will the commander address this situation!!!!

If this is true how much longer are they going to get away with this shit?! They are so arrogant and why are they never given jobs (Other than a warrant ) on the radio especially when the watch is short and there are no available cars up for jobs

What is holding exams more often going to do to stop officers with 5-10 years otj from scoring well? If the brass is unhappy with officers with less time otj making it, they should raise the time needed to sit for an exam. Not hold more exams.
I feel bad for the guys on the current sergeants list. To score in the 200s and 300s and not make it and they had the nerve to go in the 900s last sgt. Exam!!!! And to add insult to injury they did a class of like 120 right before they released this current test results when they had the test scores. I heard they want to get some bosses kids in thats why they are rushing the exam! Shame at least get to 500 rank order from current list!
Snelling do the right thing if this is the last class do a 150 no merit and get the people in who deserve it! And yeah i got mine already im a salty old lt. On midnights...i feel sorry for some of the boys and gals under my command who thought they were getting chevrons! How demoralizing!

Do you know why? The department realized the way they administered the test was crooked as it could be and the a lot of the sergeants promoted were incompetent. Thus leaving the watch commander on the hook.
You need to read the orders, understand them and implement them based on each situation. Not many could do that. Hence, the department wants to move on from that list.

Agreed! Never in the history of CPD did they get rid of a list that they only pulled 250 candidates from. Bosses understood that some candidates paid Bernstein $2200 and studied very hard to pass the test. Candidates neglect their family members and give their lives up to study. Part 1 & 2 of the last Sgt’s test were crammed together. Candidates didn’t really have time to study for part two. The current Sgt list came from an actual oral responses. This was the first time candidates for the rank of sergeant took an oral test. The test was very expensive for the department and the test makers to put it together. The department paid millions for the test and they’re trashing the list already. The fact that you’re including merit should suggest that you at least go up to 600 off of the actual list. Because they are including merit. Besides, the department went up to 800+ on the last Detective’s list and 900+ on the last Sgt’s list. What’s really going on Larry?
This is a rare "good move" by the department. I'll give credit where it's due.
CTU to proctor Police Tests.
Sawdust in the Sausages.
Does this mean CTU will soon support CPD because they hand stuffed the Ranks?
Gonna luv the upcoming Wrongful Shooting "Mostly Friendlies Rallys".
Soviet Style, just gotta pre-pick a Dept. scapegoat in advance?
"Anderson?...here!, Bueller, Bueller,...Bueller, ..Bueller?"
I heard these new bosses are looking for more than just BJ’s. One wants cosplay in your old academy gym sweats. Anywho, doesn’t anyone know when they are gonna re-up the LT merit applications?
Check your Dept emails once in a while folks. This matrix from Larry is in there
Now that I have a better idea of when my merit promotion is coming I'll know when to start weening off the dope so I'll be clean for the day 1 drug test. Thanks for the heads up Larry! Finally a supt that caters to the needs of us 30%ers cause we make up 70% of the command staff
Let me get this straight. After the next two Sergeant classes, that rank will be fully staffed. So in return you are going to host another test for it? Such a waste of money. Plus the 2014 sergeant list promoted over 1000, and this current one is going to only get to about 300? That seems completely unfair to those that did well. A test every 2/3 years is nice, however the department needs to get rid of merit if that’s the case. Testing that frequently only benefits those with phone calls.
When’s the darned marine unit test?
I keep popping my water wings cause I’m so fat.

Multiple choice on a detective test was absolutely dumb.
A candidate should possess critical thinking and be able to write down paragraphs on scenarios instead of being fed with choices.
Dumbed down test produce dumb DEI candidates.
Just another way to pretend complying with consent decree...or operating as a professional civil service entity
ALL BS...will never happen
Yearly mandatory power tests for all Supervisors. It’s an embarrassment when the public sees how sloppy our leaders look. In person and on TV. Does their appearance command respect?
It doesn’t matter what the department whether it’s positive or negative mfs are going to complain that’s the bottom line.
But when is the test to get the privilege of working in the caps office??? I ask the girls who work in there now but all they say is the district commander is very secret about when he "interviews" them

120 of top 150 had a leg up or cheated. Not even counting the merits. I was promoted off the list and started believing the process might actually be legit. Until that is.... I had the pleasure of hearing some of my fellow sergeants' in training command of the English language, which was about the Venezuelan migrants' level of articulation. There was no way in hell I could have ranked lower than some of those folks or people. No way, these promotions are 100% rigged.
The powers that be needs to get their pin cushions and family members promoted. There’s no other reason to trash a list that soon.
Call your Chinaman now!!
nice idea if they would eliminate merit. the department has manage to let a 5 year wonder who scored low on the k9 list line jump everyone without ever making an announcement on amc of who put this person in for merit. sneaky if you ask me. testing every 3 years means you must score in the top 3-5 percentile to possibly make it. otherwise you must be very heavily clouted so the department can just secretly put you in.

Will I have to put my beer down when I do the mile and 1/2 run ??
Where will Sgt Pancakes and jelly belly Sullins gonna end up from the new Lts class??? Both think they are going right back to there units of assignment 018 and 017.
It has been confirmed that the last Sergeant promotional class included merit from the bottom tier. One person was demanded to be made from the merit list by an exempt on his way out. They bypassed tier 1 and tier 2 merit candidates to put this person in the class. What that did, was close out tier 1 and 2 merit candidates and the bottom tier can only be selected for merit. FOIA the list (if the Department would even give it up) and you will see for yourself. Sooooo… the bottom of the barrel merit picks were made and will be made again for the next several classes. Take a look at the last class and see the list of merit selections and do the same when the new list comes out. You will clearly see that those on the list are nothing near a tier 1 or 2 candidate of any sort. I’m not talking shit about anyone on the list nor did it affect me in anyway. I’m just sharing the information that I was given by those in the know. Good luck on the next test folks because this list is already tainted and this is probably why a new test is being administered so soon (consent decree my ass).
d-unit really pissed off some top people in the dept. this last 70 they made in may barely know how to testify, sit through an interview, and haven't done a shred of investigative work in their 5-year careers.,. and with 48 questions- who do you think scored well?
Since when does the D-unit choose a test vendor and design a test. The city and. dept are the dumbasses who decided to have a multiple choice test dozens of people scored perfect on. However, I will agree with a lot of new Det’s being clueless. I’ve had to walk one through how to inventory something, explain how to fill out a furlough sheet, explain 101’s and the need for complaints. Etc, etc.

If new detectives don’t know what they are doing why make a bunch?
I agree with, don’t know much. I havr seen it a few times at GJ. Hey kids, just FYI True Bill means you can leave, but you have to Wait for the jury to say true bill.
Putting out a calendar doesn't mean much unless you stick to doing what is scheduled on it. This calendar is speculative at best.
The Mayan's put a calendar out until 2012. Look how that went...Even a broken clock is right twice a day...
Question is why can’t the merit picks pass the power test? It’s super embarrassing for the blue shirts to have to answer to relatives, friends and neighbors as to why the supervisors of the Chicago Police Department look so pathetic. Could you imagine these slobs coming to your house for an emergency? You’d be better off calling a couple of baggers at Jewel for help.

Agreed. Very few supervisors that actually stay in shape and care what they look like.
So what number they gonna reach on the current sgt list?
am a merit Sargent (yes I do not know how to spell sargent, nor should I because I am merit) I am happy to hear about this schedule. It gives me time in advance to call my people so that I make merit LT on that next class. Do as I say not as I do!
We had (suburban dept.) a question on the test & it was asked in the oral (easy assman009 it’s a question & answer session) how do you spell Sergeant. One candidate actually said SGT. now having gone through oral exams I learned when the commissioners start laughing that’s a bad sign. He ended up last on a list of 19 possibles. We don’t have merit, we don’t have many problems our Sgts. will jump on a call if we are short. Every boss should be on the street working a patrol unit. How can you be a boss W/O being a street copper.
"d-unit really pissed off some top people in the dept. this last 70 they made in may barely know how to testify, sit through an interview, and haven't done a shred of investigative work in their 5-year careers"
Oh you must be referring to Talley's detective merit pick JS who was a blue card warrior in 12 and avoided taking radio calls by stopping as many cars as possible . Then shortly after making probation, JS was scooped up by Cato and company and hidden away on the inside until she was on the short list of people who got "dumped" back to the district but we all know that didn't last very long.
you wanna fix morale fast and easy... ELIMINATE MERIT! Biggest scam on the Chicago Police Dept.

Just you!
On 12 hour days!!
Maybe the supt can fix the Merit process that’s been nothing but a cesspool.. only inside dollies get a bite..
550-600 Sergeants from the current list sounds fair. Sergeants are the first line of management and they are submitting their papers each day. This is the very reason many don’t take promotional exams. The top bosses make up the rules as they go. More sergeants and fewer exempts. It only makes sense.
Bernstein will be a billionaire if every 2-3 years now they'll be administering new exams. At $2200 a pop, you'd hope that people start saying "F*** that". The only people that should legit be paying for that class anymore are the brand newbies who finally have enough time to take their first exam. Bernstein will have to get a new scam job himself. I feel bad for those that paid the money for his class for this last exam when the list is barely going to hit 250... The most expensive exam the City ever administered which, prior knowledge of questions or not, still required one to properly articulate and vocalize on a recorded device. Just for the sake of the amount of money the exam cost to begin with, they should in good faith at least go to 400-500 of this current list. Chicago is a pathetic joke.
Name one boss that scored off the list, has years of street experience, respectable and knowledgeable of their current duties and tasks. Is that too much to ask?
They brought their New friends here now they have to be promoted. Also those detectives who were hired scored well and were promoted ended up with a bunch of arrogant men and women who would help a new detective if they paid them D2X pay or b sorry just BS
Transparency from a double merit Superintendent? I believe it when I see it..
The lowest amount of officers to ever take part two of a sgt exam was the most recent test. Why? Food for thought. If they go anywhere near the number they did on the previous list, (It was in the 800’s. A class of 100 including merit was made when they already had the scores of the newest test) when taking merit into account, half the people who took the test would get the bump to Sgt. Now that would be some shit!
We complained that the last Sgt list went up to 900+.
We then complained that it shouldn’t have taken that long to give out another Sgt Test.
Now, they are finally going to give tests every 3 years (as they should have) and we are STILL complaining.
Study. Take the test. Stop complaining!
Oh, and then we complain that the dept is not transparent about letting us know about upcoming promotions. They published a 2024 schedule and we are COMPLAINING again. SMH.

Remember all those illegal immigrants sleeping in the station lobby…?
No more merit
Kidding
Every exempt is double merit
How much money for migrants ?
And a new million dollar test every 4 years nice.
This department can barely afford inventory bags, beat tags, coping paper and ink toner, how on earth can they afford to pay big bucks to a testing company every three years.. or twice a year?
Since they are promoting their merit friends, they should at least go to 600 off of the current sergeants list. I guess the department is saying a big “FUCK YOU” to those that spent money on study groups. The power that be made the candidates stay the entire time until everyone was done taking the test.
The city should save and hire civilians instead of cops as ET’s. Waist of tax payers $$$$$$.
ok ok what 12yr old genius kid came up with this?
Phone calls are already being made..."When am I going to get promoted like you promised me?"
Just because a calendar was put out doesn't mean things are going to change. The merit process as is has polluted the ranks of the supervisors and exempts. Triple merit is all too common. It will take generations to fix if the will to fix it was there.
And some people believe that this calendar somehow represents a return to legitimacy? Let me tell you snowflakes something...The "Good Old boys club" is alive and well. Patronage and nepotism have never been so strong...The merit picks have likely already been decided upon.
Like George Carlin said..."It's a big club, and you aren't in it..."
If I scored 500+ on current list, and I receive a merit bump should I be ashamed?
This last exam was a joke. Giving the same test 5 days was in no way fair to the test takers of day one and day two. Officers were telling their friends and lovers what to expect on the exam. I bet if they look at the percentage of those who scored well on the exam it would show that those who tested later scored much higher. So what's the biggest joke merit, the secret study group or the 5 day farce?
Furthermore, those who scored 650-1000 on the last Sergeants and Detectives exam and got promoted off the list how dare you poke your chest out? You were the bottom of the barrel.
SMH
