Some background:
More than seven years after a racially charged melee and police shooting left a man dead in Mount Greenwood, a proposed settlement was reached last week between the city and the man’s family, court records show.
The settlement agreement between the city and the estate of Joshua Beal was announced last Friday, just days before the civil trial was set to commence at the Richard J. Daley Center. The terms were not known Monday, and a spokesperson for the city’s Law Department declined to comment. An attorney for Beal’s estate could not be reached.
The shooting occurred on West 111th Street on an unseasonably warm weekend afternoon in early November 2016 — just days before the presidential election — after Beal, of Indianapolis, and members of his family had left a funeral nearby.
He had a gun in his hand.
He was pointing it at people.
In fact, this wasn't the first time he had been caught doing this - he had a history of pointing guns at people and we cited it at the time.
And get this - COPA found the shooting to be completely JUSTIFIED.
But the aldercreatures just can't wait to give taxpayer money away to a repeat felon for getting dead while performing another felony!

When no more delays or continuances can be had, a settlement is “proposed”, even though a settlement was going to be the outcome from day one.

He didn't just point his gun at people. He pulled the trigger. His gun just didn't work how he intended when he tried to shoot people. A clear cut case of a criminal illegally wielding a gun, attempting to shoot innocent people, over traffic nonsense, and being put down as he should be, but the city settles because it's cheaper. The costs of fighting these cases is higher, but fighting them and winning decreases the number of these bullshit cases that ever get brought. I was the lucky recipient of the outcome of one of the cases the city actually fought. The shithead lost and had zero chance of getting anything from the city, myself, and my partner. It felt great knowing we had done the right thing, that the department/city actually supported us, and the bad guy got nothing. I know they didn't actually care about us, and were just pretty sure they would win the case, but it still went a long way confirming that we did nothing wrong. Not fighting these bullshit cases costs more in the end, because everyone and their mother sues for everything, knowing they'll get a payout. You can't end that cycle if you keep paying out for every accusation. I guess they like the stories of how much "police misconduct" costs the city in lawsuits, when there's usually not any misconduct involved. Alleged misconduct duty a payout looks like confirmed misconduct, even it's actually just the city taking what they see as the easy way out. This only erodes the reputation and authority of the police further.
The City of Chicago has to look at the merits of the case and how it will play out before a Chicago jury. The bottom line there is that the facts don't matter. It was a White on black shooting, therefore it was racist. Give me the check.

My guess is they'll start with the casino in Gary, IN, followed by a trip to the liquor store that's on US12 near the I-65 exit to buy lottery tickets. Next, hit the bee-yutee parlor and nail salon for a wig / weave and French nails for all the gals in the fambly. Shoot on over to the Lexus or Mercedes car dealership afterward, and pick up a new ride or two. And a nice vacation in Las Vegas this winter will round things out this year. He knows he has enough libs from Beverly and Morgan Pk to keep him in office so he could not care less about Mt Greenwood. Surely the actions of the criminal black man in attempting to commit violence over simple words had nothing to do with the escalation of a simple traffic incident into his death. It's not 7 days. It's 3 days. You have to request the time off 7 days before the requested date. It must be denied no later than 3 days before the requested date. If denied, you can request a tour of duty exchange. You can find the specifics in the department directives under Employee Resource E02-02-04.

That's some bullshit. Joe is a good guy who suffered a lot at the hands of CPD. Joe made out on top and lives a better life now and can put this all behind him.
Sure, it's great to know you did the right thing, but did you Write the right thing. As a sergeant and former detective, there is alot to be desired in our report writing. Cutting, pasting, and pretty much writing reports as if they were a long text message is one of my biggest complaints as a DSS.
On the eve of a civil trial where I did do the "right thing" and the City would not settle, the importance of well-written, well-articulated reports documenting everyone's actions that day was driven home when the City's attorney representing me said, "It doesn't matter what you did that day. It only matters what I can prove you did that day."
The point here to all who are writing reports and all approving reports, is to be aware that every report should be prepared and written as if that report could end up in federal court, because it can. Don't write just to get it past the DSS, write it to get past the WOL, ASA, the judge, the jury, COPA, IAD, media, and the federal judge and jury when you get sued.
It seems daunting but it's not. This is what we are signed up for.

It's not 7 days. It's 3 days. You have to request the time off 7 days before the requested date. It must be denied no later than 3 days before the requested date. You missed the "I will make a difference and get my 10 blue cards a day for a rolling stop" and I live with Mom/Dad telling you how I made it through tough times at 21/22.
To those blaming the CFD fireman for his alleged racism, do you think it's okay for gang members to drive their cars thru your neighborhood weaving in and out of traffic, driving into oncoming traffic, blaring explicit rap songs thru loud speakers, flashing gang signs in a gang-free neighborhood at women and children (possibly yours), shouting racist slurs towards people who don't look like them? Is this okay where you live?
I don't know what "racist" language the fireman used, but whatever it was, it was the only language that the gang members understood. It was language directed at the thugs of society, not hard-working decent people, to behave decently. The fireman had the courage to speak up.
I feel sorry for the fireman and his family. Had it not been for the behavior of That thug and his kind driving the way they did that day, he might still be with us. And there would have been no lawsuit to begin with.

If I'm wrong, then the directives provided by the department are wrong. I've also seen this process actually take place as written in the directives. Care to show us where you found this information, other than your ass?
