A man accused of being the second gunman involved in a mass shooting earlier this month was on probation for burglary and AWOL from a pending felony gun case when he opened fire on the victims at a liquor store in Back of the Yards, prosecutors said.

Chicago police officers who arrested Vargas said he had a pistol with an extended magazine in his waistband when they took him into custody.Court records show that a judge detained Vargas on a separate gun charge one year ago, but a different judge later allowed Vargas to go home to await trial. He never showed up in court again, according to court records.
[...] Judge Ankur Srivastava agreed with prosecutors that Vargas was a public safety risk who should be kept in jail on the gun charge. But four months later, on September 5, Judge Angela Munari-Petrone agreed to let Vargas go home. He failed to show up for court 11 days later and a warrant had been out for his arrest ever ince.
And in case anyone thinks it doesn't matter:
- He is the fourth person accused of shooting or trying to shoot someone in Chicago this year while on felony pretrial release. Those four individuals are accused of killing or trying to kill 16 people, including 9 Chicago police officers.

Watch what you wish for. This is only the beginning of the new DSI program. Soon it’s going to be a day shift from 800-1700 and the current 1900-0400 and will be Wednesday-Sunday. They are taking the power of overtime away from the commanders. Overtime is not as low as they want it and district commanders just keep throwing money blindly at the shortages. When it gets fully rolled out, every week districts will have to send manpower projections to patrol. Patrol will then fill the cars in districts with OT. Currently, the commanders don’t care and if they hire back 10 officers for 5 cars but they really only need 6 officers and 3 cars they don’t care. They will hire all 10 just because. Now it’s going to be fully controlled by patrol taking it away from commanders and deputy chiefs. So if you are short 3 cars, then you only get 3 cars not the 5 or 6 you would normally let work OT. Working voluntary RDO OT or voluntary extension of your tour for coverage and “traffic or robbery missions” in your district is about to be a thing of the past. Overtime is going to be almost exclusively controlled by patrol in the next two months. The reason they are offsetting tours also with an 0800 and 1900 starts is because two start times helps all 3 watches. 0800 will help days and afternoons. 1900 will help afternoons and midnights. So they won’t have to hire as many officers on overtime to man all three watches with 3 separate start times. I would hold off on the lifted jeep because if you don’t get the DSI ot, you won’t be getting OT except for court or getting a late arrest.
