Lean Times Getting Leaner
Back in the 1990's the Department used to print (yes, actually print) a seniority list of ALL Department employees. It was the size of a small telephone book. It was made up of two lists actually - one by seniority and one alphabetical. We know this because we saw it, paged through it, and "acquired" a few pages out of it at the time. Our seniority in that book was twelve thousand and some change. We probably still have it somewhere.
When we left, that number had dwindled to under one-thousand and was an electronic .pdf document. But the cops at the back of the list were only in the high nine-thousands. That means the Department itself had shrunk by at least three thousand from our rookie days to our dinosaur days.
It's about to get worse:
- Chicago Police Supt. Larry Snelling vowed Wednesday to resist any attempt to eliminate altogether 984 police vacancies — even as Mayor Brandon Johnson struggles to erase a $1.15 billion shortfall after two straight years of deficit spending.
Johnson has ordered all of his department heads to cut 3 to 5% from their 2025 budgets.
Instead of cutting vacancies, Snelling said he plans to meet that $92 million mandate through a hiring slowdown. He plans to hold open those 984 police positions, but budget less money for those vacancies he knows the city won’t be able to fill.
If we remember - it was either the 9.5 digit midget or Groot - actually cut 1,200 vacancies and then declared the Department was "fully staffed." This was on top of a previous cut of 800 under Shortshanks. We made much fun of their "accounting" back then and started posting the worksheets from assorted Districts. Where we were, we used to have a dozen-to-fifteen beat cars, almost as many rapids, two wagons and a traffic car. After being "fully staffed" we had zero-to-two rapids, one wagon and a traffic car four days a week. Fun times indeed.
“We do understand… that there’s a budget crisis and everybody is going to have to take a haircut,” Snelling told the City Council’s Budget Committee Wednesday during mid-year budget hearings. “I just want to be careful that we don’t just eliminate positions. But if those positions can sit there funded at a much lower rate and we know that we’re not going to be able to hire those people, that would be an effective way of saving dollars.”
Budget Chair Jason Ervin (28th) asked Snelling how he could possibly absorb a $92 million hit without impacting police service.
“We don’t,” the superintendent said.
There are only a few ways forward here:
- disbanding of CAPS, Consent Decree / Constitutional Policing units;
- trimming the bloated Academy staff;
- a true gutting of HQ and office house mice;
- Homan Square units and re-imagining tact teams;
- a new schedule - ten or twelve hour days;
- a complete remapping of the Districts and Areas.
And every legal citizen better get a gun. Or two.

Why do we need all these take home cars? That would save millions a year.
So when the mounted unit gets disbanded and the officers are crying they have to work more than a 5 hour day. The first day back in the district they are going to be asked by the WOL, why the long face?
cutting those positions like HQ etc isn't going to help the Department . those people don't know how to do police work, just know how to avoid it.

Good thing we have a lot of cops that I know that had gotten divorced in their 30s with kids, and then got remarried in their 40s and had more kids….and got divorced again. They were actually joyous the retirement age got raised to 65!!!!

Each alderperson is given 3 million dollars a year in discretionary funds to spend in their wards. Eliminate this ‘taxpayer’s gift’ and the city saves 150 million dollars, more than 10% of the deficit.
How about the Forensic Unit gets privatized. I remember hearing when I first came on they could save millions with that move. The ET on my job said they have a bunch of inside special people doing little to nothing. I said who lets that go on? He said the Bosses! CPD corruption continues!

Caps would only yield about 10 officers per district, which isn't much but should be at least 200 extra officers. Academy/HQ bloat could yield and additional 400. But are these officers you would want on the street? Thats the real question. The elephant sdsc mouse was put inside by year 2 of her career and has never left, both due to not wanting to work the street and also nobody willing to work with her.
I took the CPD test in the 80's at Lane HS and remember thousands of others that were also there for the test ~ I can't believe how times have changed....
We need a manpower allocation. Majority changes need to happen now. Let’s not allow the department to put us on 12s because they don’t want to cut inside positions. All inside positions need’s to be cut in half at a minimum maybe even more.
This is exactly the reason why they are forcing every officer on disability no matter their condition back to work. I know an officer who got hurt on duty and when you look at him he seems fine because he learned how to not complain or show pain but he is in severe pain. How do I know this, is because I see him 4 times a week for physical therapy where I work. One day I was late for work and I saw him crying in his car before the appointment. I talked to him and he said that he was depressed because he can't play with his kids the way he used to and that his pain was severe at that moment. It was a combination of issues I got to see. This officer was on disability for 3 years and was kicked off by the pension board. Now the department's doctor by the name of Nicole Patino, who had never seem him ordered that undergo an FCE test which is erroneous. It's heart breaking to know how officers are not cared for by CPD and to think I wanted to be one. No thanks! But I'm glad to help when they come for therapy.

12 hour days are coming!
I'm out in January so I'm doing my part to help the budget. Problem is there will be less people contributing to an already depleted pension fund.
12 hour days are but a lock with this shortage of officers. The department desperately needs to get rid of at least two districts. The house mouses need to be put back on the street. Civilians need to be hired to do timekeeping and literally every other admin position. Tact Teams aren't going anywhere. The department needs people on 4th watch so they can change their hours. Field personnel at Homan Square is very limited. Narcotics, Gangs, Vice, Asset, and Intel combined don't have 300 officers. There is plenty of fluff at Homan (the parking lot is full Monday through Friday) but what those people do nobody has a clue. The consent decree and the administrative state are eating plenty of manpower. End the scam of the consent decree and start combining units nobody has ever heard of now!!!!!!! This is eating hundreds of full duty officers. The democrap way of taking care of the cowards needs to end now!!!!!!

I came on the job in early 90's we were 13,500 !
Go back to early 90's and compare the number of exempt rank then and now. Today the department is extremely top heavy not to mention all the money allocated for 6 or 7 oversight committees.

The unit falls under Detached Services. Simply more officers driving around serving subpoenas for Corporation Counsel and the city’s administrative count on (Superior).

As I recall, and I participated in these, there have been at least on, possibly two, efficiency studies conducted by outside agencies of CPD. They have never been released to the public. They would be old by now, at least 25 years ago, but it sure would make for great reading and maybe a few god ideas. Don't look for the inside folks in the district or in units or in HQ to ever be eliminated. That idea has floated around just about forever with no movement on it.

I also took the test at Lane in or around 1990 or so. And I went to Lane for High School. The test day wasnt much less crowded than a regular day at school in the 80's and it was a Saturday as I recall. I think there was around 4000 applicants there. Nowadays they could hold the test in a double classrrom.
I refuse to work 12 hour days on this job. I'm looking for another department to lateral to as I write this. Unless they hire more people and go back to 8 hour days, it's adios amigos...I'll be red state bound and a little smarter about where I land this time.

As to the "kids" with less than 175 years on the job this is just a paycheck, not a death sentence. 4-2 works great beats any schedule out there. But I commend you for doing an honorable thing here volunteering yourself 2 extra days for the City of Chicago.

Circa 1969: 13,800 sworn. 22 districts, 6 areas each with a traffic unit and a central expressway division and the downtown intersection control. 6 detective areas with 5 sections each, Youth Division offices and a SIU unit for organized kiddie crimes, 1200 detectives. 4 TF/SOG units with 90 officers each and the Mounted Patrol, Canine and Detail Unit. In the 20th district (as an example), now 20 & 24 on the 3rd watch had 40 2-man cars, 5 squadrols (2 men each) 5 beat Sgts and 2 Field Lts. a 10-man tactical team. There was a Court Sgt. in each court room at 26th street. A Youth Officer was assigned to every Juvenile Court room. Just to name a few positions. Where are all of those positions. Who thought defunding the police was a good idea???
I need my take home car. I get free gas and maintenance. I’m not racking up miles and maintenance costs on my personal car. I run all of my errands on my way to or from work and I don’t care if it gets broken into while my own cars are in my garage. You just can’t take it away. I used to live by Lt Ritchie Scotchbreath who used to drive his take home car to TRs on 111th St. and drive home drunk. He kept his car. Why can’t I?

BTW, 12-hour days suck, absolutely miserable. Have personally done it at other agencies, it only benefits the Department, NOT the Officer. All a way to reduce manpower and stop or slow hiring people, total scam. If you think work sucks with 9 or 10 hour day, 12 makes you wanna just quit after doing it a few months.

Just do 12hr days.. two 3 day weekends in a row that come up every two weeks. 1 of your days off in the rotation you get 4 days off. I’m all for it. Half you mutts just watch Netflix in the car and sit on the computer at the desk or in the hallway watching YouTube all day. In a 9 hour tour most of you write 1 or 2 reports, blow off 7-10 jobs and actually do any kind of police related duties for about an hour a day. The rest is sitting in the car, driving around slowly to your job, passing by the job or parking while never getting out so the gps puts you there then sitting on it for 20 more minutes before coding it out. Then sit in the station or look at your phone parked somewhere. Pretty sure adding 3 more hours of that grueling day won’t kill most of you…. I work a beat car so please try and tell me I’m wrong.. you can BS non cops but not one who is out there with you every day.
They did this at the Chicago Teachers Union the first year they keep the old guard and figure out the systems, the next year they do loyalty tests and fire some people, the third year is when they do union busting the 4th year is when they win their election through fear

Guilty pleas usually only result in court costs, which go to the county. City only gets paid if they are found guilty after a trial, and they asses an actual fine for the city violation. Not many cases actually go to trial

You clearly don’t work patrol, probably some unit do nothing. No watch in any district has a patrol sergeant in the SDSC room. They may have a sergeant assigned to the room as sergeant for all three watches but he’s most likely the business liaison sergeant and admin sergeant all in one.
Most watches do have two people in there but if you’ve ever worked in a real district you need two people most afternoons and nights to even hope to investigate every call.
Should 016, 014, 024, 020 have two people? No.
Answer…..weapon turn ins are common at the desk. People walk up and say that their family member died and that they have the gun in the trunk of the car. Desk calls tac office to go outside to get the gun from the car.
Your perspective on how weapons are recovered is skewed in thinking that TAC is the only weapon producers.
Disagree about the clout thing. The people returning to the districts will be put on a beat car, they will scramble for a week and either end up on medical or in another unit. The reason they won’t be permanently in the district is because they don’t possess modern police skills.
