General Meeting Tonight (UPDATES)
It will likely be the best attended meeting of the past few years, and perhaps some answers to ongoing issues? We expect obfuscation and entire lines of questioning to be declared "Out of Order." We wouldn't be surprised to see efforts to have attendees physically removed from the building. Expect more charges to be filed if that starts happening. Everything is on the table.
It would actually be beneficial if the State and National Lodges had observers there, but no idea how involved they might be at this point.
Just a reminder for attendees:
- Extra parking is available at the Plumber's Hall lot, nearly 100 spots if we remember correctly. Get there early to secure a spot because the street is going to fill up fast.
HOWEVER:
- The Plumber's lot closes at 2100 hours and the gates will be locked shortly afterward with no guard to let you out.
The Plumbers are doing the FOP membership a favor and we'd hate to see that courtesy abused.
This meeting is probably going to run long. We're going to try to be available from 1900 hours onward to maintain the comment section as close to "live" as we can get it.
UPDATE #1: We're attempting to keep avenues of communication open from the meeting. So far, we're told that the usual preliminary things are happening - reports from various committee chairs, except in the case of the financial report, the chair is running through each line long form instead of summarizing, possibly in an effort to drag things out and discourage people from hanging around for the fireworks.
The auditing firm is in the room.
UPDATE #2: we're only receiving a smattering of comments and email is silent. Either things are a bit intense and our commenters are paying close attention to everything or it isn't as explosive as was expected. It's just after 2100, so the Plumber's lot should be closing, meaning perhaps we'll have some information inbound shortly from people leaving.

- It’s was a pretty good crowd, most people I’ve seen at a general meeting in a very long time. [...][T]hey were in full blown damage control mode. The auditor literally had 4 pages of notes/bullet points to lay out and dumbed it down for those with no knowledge of the process of keeping them honest with the books. One [officer] asked for clarification on a point discussed and then asked for percentages regarding what’s allowable before red flags are raised when audits are conducted and irregularities are suspected/discovered. Ms. Auditor was kinda uncomfortable and it caught her off guard.Things are getting interesting for sure. I have no faith in the committee hearing the charges doing so without bias, but we’ll have to wait and see how things shake out.

I worked for Thomas Heavey accounting before the police. There is a form called an LM2 if I remember correctly, there is a box that asked if there is any fraud or inappropriate use of funds.
This was 25 years ago so I’m going from long term Memory.
And if I recall accurately if the box is checked it triggers a response from federal auditors.
So there is no percentage of money or fraud.
There is either zero fraud or fraud. And if fraud it triggers a serious federal response.
Labor unions are unique in the relationship with members, union bosses, and of course members funds.
There was fraud in an east coast local union and instead of checking the box and revealing the fraud the managing partner decided to assist the union boss who misappropriated funds pay back the funds and avoid the federal intervention.

Pertaining to the "damage control". The woman brought in was from the auditing company that FOP (including state and national) uses. She has been with Lodge 7 for about 20 years. Yes, she had 4 pages of notes, but she also said it was pretty intricate stuff, that's why some many notes. She said she was not going to generalize but be very specific. If anyone had any questions, all they had to do was ask. The question asked by one officer about red flags was (paraphrase), "what is the percentage of times you had red flags among other clients and how does that compare to Lodge 7? Does Lodge 7 have a higher percentage of red flag that would trigger a further investigation. She replied that red flags were low among all their clients, including Lodge 7. She also said that Lodge 7 did not have a higher percentage of red flags than anyone else that would trigger a more in-depth investigation. She also explained that the numbers on the books are compared to numbers on the financial statement and also with the investment companies we use. Now, the other officer began immediately asking about his charges. To which, JC asked, "are you asking me to comment on charges when we haven't had a hearing?" (Or something similar). They had a back-and-forth. JC then accused her to posting, in public, the charges against him in Area 1 (I did not hear her deny it). JC then asked her if she was the person who said on social media that JC would be arrested on 1 Oct. She did deny this, vehemently. Lastly, JC asked if it was her that called (KG?) her "side piece" while in Miami on social media. Again, I did not hear her deny this. After this she shifted, and I did hear her questioning JC loudly about how money he was paid. JC answered. The back and forth between her and JC were fun to watch, but hardly the "gotcha" everyone thought it would be. On a plus side, the turnout was better than usual but not as good as it should been for such a serious topic.

CPD being told to cut almost 10 percent of its budget.. that’s insane. 92 million dollars. 2026 is going to be a very bad year. 35th is throwing around the following to possibly cut money. They want to get rid of the mounted unit which I think will happen. I also see hiring slowing, OT will be devastatingly cut and units to be downsized drastically in order to beef up district numbers. Tact teams will more than likely go back to only 3 teams, no 06, 64,65 or 66 teams and DCOs to be maxed at 6 officers and combined with CAPS doing double duty. Commanders offices to strictly be 6 admin personnel including the timekeeper and review. 1 DIO per district, funding pullback for the purchase of new vehicles and OT as we know it will be gone. Less police security for private events unless they pay for the police to be there. Several commander spots will be eliminated for LTs to act as commanding officers of the small BS spots that don’t need commanders. 4 deputy chief spots to be phased out over time, they are considering eliminating the street deputy position and have area DCs rotate to be on call OCIC for 1 week at a time. With those changes, I still have no idea how they even get close to 92 million. Most of it will have to be a close to zero approach to overtime which will just be court and a necessary arrest or homicide investigation. It’s going to be very very bad. 92 million is NOT realistic or attainable.

It was a fund raiser for the National FOP’s Foundation. It was for charity. The National Lodge wanted every local Lodge in the Country to donate one dollar per member to the Foundation. Chicago with about 17k members counting retired members could have just cut a check for 17k. The National FOP, Illinois FOP and Chicago Lodge 7 also does fund raising for Easter Seals. And Volunteers for Special Olympics. John went up to his limit of 10 for the painting. He did not know about shipping and insurance costs. My guess is that charge will also be dropped.
My kid was at the Conference in Indy four years ago when John dropped out of the race for President. What they did was make 3500 Ella French shirts and gave them to all the delegates. They had a vote by the board members to do so who were at the conference my guess is that charge also gets dropped.
The rest of the charges its anyone guess where they go. But what was apparent was the Kevin Graham is going to run for President and Mette will run with him.
