This Again?

This pops up every so often, and is a clear example of why you ought to show up at FOP meetings to keep an eye on shit:

  • The City's position is to eliminate all post-retirement health benefits except for statutorily required benefits and benefits promised to a closed group of certain annuitants who retired prior to August 23, 1989. The City has entered into a collective bargaining agreement with the Fraternal Order of Police for the periods of 2017 through 2027; that agreement includes the CBA benefit for the full term of that agreement. At this time, other than the new collective bargaining agreement with the Fraternal Order of Police, it is not known whether or when the CBA special early retirement health benefits will be specifically eliminated, modified, or extended.

    Therefore this year's reporting of liabilities is based upon benefits.

Someone addressed it in a different comment section, saying that if you retired under a current Contract, then they can't retroactively take things away - they can only screw the younger guys and gals moving forward. Which means whatever leadership is/was in power would have to sell you out....which is exactly why you show up at the meetings. 

Maybe not every meeting, but enough to stay informed.

CPD and CFD retirees lost health insurance in the early 1990s when the City pulled it. I don't know if it was in the contract back then or just a handshake deal? Perhaps someone here can elaborate what the difference was back then and now.

Are you kidding me? Rahm canceled the retirement insurance of many collective bargaining retired members in various unions. One guy I know was widowed and in his early 50’s. He retired and was working part time during school hours. The failed deli slicer didn’t give a fuck.

That is correct. Previous 55 and out is negotiated and signed off by the City. They can’t go backwards. When Rahm eliminated it for NON Cpd and CFD it was a given, a promise, not in their contract. Our insurance , retirement is negotiated into the contract. Going forward is a different story. I spoke to the FOP they said almost every Mayor has tried to eliminate it and it always gets negotiated back in. It is one of our single most biggest benefit.

Democrat politicians might be too stupid to realize that if they take the 55 and out medical insurance for retirees and raise it to say 64 or even 57 that will motivate younger officers to retire even sooner. What person in their right mind wants to stay on this job for over 30 years? What person in their right mind wants to live in Chicago past the age of 50? This job and city have become beyond disfunctional. A career in the CPD past 10 years of service will become a prison sentence.

This has been tried all the way back to Daley. Remember he tried to get the city out the insurance business entirely? Just another dusty old play out the democratic playbook. Conehead must be digging deep to save a few bucks.
I believe that once you are retired, and there was/is an agreement and your good to go. If your not retired the clock may be ticking. Get out ASAP. For those under 55 a lot of states have private insurance subsidys. It's not that expensive or you can just get a part time job with health insurance.

Wasn't in the contract. It was an "agreement" or a "handshake deal" that never got put into writing. That's why it ended up in Court.

For those who say it will just go to court, ask the city workers what happened in court. There was an attorney who worked very hard on the case for city workers after Rahm screwed them. Retirees were sending the attorney money to keep the case going. The courts in Illinois ruled against the city workers. It was horrible what was done to them.

Rham got my brother, retired cop 2012, took away subsided health insurance premium went from 400's to 1700's on obamacare in 2014. Wouldve got me too but I had tricare from army reserve.

The sergeants, lieutenants and captains are in contract negotiations now. Maybe one of their presidents can chime in if this is part of their negotiations or just a BS rumor.

Though the city's police union, the Fraternal Order of Police, did not have a contractual right to the city-subsidized healthcare, many individual retired police officers were among the retirees who lost their coverage and were affected by the change.

The retiree healthcare agreement established in 2009, commonly referred to as “55 & out” is still intact. Below are bullet points of the current terms of the agreement.

Beginning July 01, 2022, Officers who submit to retire at age 55-59 shall be eligible to receive the healthcare benefits identified in 25.2 at 3.5% of the Officer’s annuity (provided that the required number of eligible officers filing for retirement by the pre-determined date is met);
Beginning July 01, 2022, Officers retiring at the age of 60 shall continue to receive the same benefits identified in 25.2 at 2% of the Officer’s annuity;

Ours is contractual,i believe the new FF contract still includes 55 and out healthcare benefits. That contract expires in 2027, probably go another 4 yrs again,city has to honor it until a new contract says they can’t.

Yet another problem that wouldn’t be a problem if we’d just elected Bernie back in 2016. I like a free market, but healthcare isn’t like making cars. Freaking insane that hospitals or Blue Cross-Blue Shield needs to show ever increasing investor profit quarter after quarter. That’s really what has dragged the USA behind Japan, Germany. No companies there ever have to worry about paying healthcare or retirement for current or retired employees. How could Detroit ever win against that?
Healthcare should be like paved streets, trash removal, fire & police. Just a baseline you need for any society.

Most cities have gotten away from retirement health insurance. Trump is actually looking into first responders getting Medicare at 55. Hopefully this will be the case

This will primarily benefit pension funding. Police officers will remain on the force longer, contribute to the pension at a higher rate, and, due to shorter life expectancies, may pass away before receiving the full value of their benefits

Came on in 85 and was told the first day in the academy that myself and my spouse would have medical coverage until the day each one of us died. Was never written down just basically an understanding. The prick Rahm took it from us and all city employees who were promised that.

I have relatives in Canada and they have "free health care." Trust me, you don't want it. Need surgery, wait a year. Need to see a doctor, wait longer than we do here. Don't forget what they do in Europe. There was a couple who had a baby with a rare disease in England. A board voted that the baby was too sick to get treatment and the baby died.

FOP Rep here. We go through these rumors every contract negotiation. Do not believe it. This is one of our top benefits that affects everyone. We always negotiate this back in. If you remember last contract, there was an increase in how much percentage is payed. At the worst case scenario the city will request we pay more.

Another misinformed liberal about Medicare for All. In 2023, 150,000 people in the United Kingdom died while waiting for the " free health care". Nothing is free. The government must fund it from taxes and their taxes are very high and waiting lists long for everything is in a " clinic mode".You come in, take a number and wait all day to see a doctor. If the government does not fund things, like buying medical equipment, it does not happen. Recall Liam Neisson and his wife skiing in Canada? She injured herself and could not get a CT scan in the local hospital. No equipment. She died. Don't listen to the communists in our country. Canadian health care is great if you are healthy but not so great if you are seriously ill. The Canadian people who have the money come to the good old USA for the best in the world.

I stayed for 34 years because oa promotion to lieutenant and I wanted the 4 years in grade. But, that was 20 years ago. I don't think I could do that in today's atmosphere.

Retired here...Does CPD still have retirement seminars? I went every year after 15 years on. It really helps you wade through the bullshit that fly's around on retirement facts and what is actualy true or not.
Just because some blowhard on the watch has a good line of bullshit, doesnt mean its true. There are a lot of "urban legends" about retirement on this job. You can go there and get all your questions answered for free. If I had to do it over, I would initiate the paper work sooner. By the time the pension board votes on your benefits, and personell gathers the paperwork it takes almost two months. I also bought in some time for miltary service. That all takes time and redtape.
Im glad I sold my house in the year before I retired. I got to live in the burbs for a while and acclimate to a life outside the city.

Never buy the city's insurance. Period. Divorce yourself entirely from the city. Private insurance only cost half of that, and there are additional federal benefits available from state to state. Choose wisely. But never trust the city to sell something cheap. Too many people need to get paid.
