Every stop you do is a potential fourth amendment beef. Do them right and you have nothing to worry about; do them wrong and you have everything to worry about. But it all comes back to the individual. A commander can say they want more activity, they don’t have to put quotas out there though. It’s the coppers who make the stops, it’s the copper’s name not the commander. The commander wasn’t on scene ordering the stop. Coppers should be held responsible for any illegal stop they made.
