The agency tasked with investigating misconduct by Chicago police officers identified a troubling pattern of undocumented and unprofessional stops of Black people in a downtown police district, according to a document obtained by WTTW News.
The Civilian Office of Police Accountability, which is better known as COPA, received more than 50 complaints that tactical team officers assigned to patrol Lincoln Park, West Town, Old Town, River North, Streeterville, the Gold Coast and parts of Logan Square conducted “problematic” traffic stops and searches in 2024, according to a letter from Steffany Hreno, COPA’s director of investigations, to the head of Near North (18th) Police District.
Assorted media outlets are all going to look for their own spin on this and use it as a cudgel to beat the Department with for years on end - like they did with Burge and they did with Abbate.
Yet another example of how the politically connected cause disproportionate amounts of damage by being placed into spots they didn't earn or deserve.

Remember… just because someone makes a complaint, doesn’t mean the complaint is valid. Nobody in the city of Chicago thinks they can or should be stopped. The officer can tell them 20 different times why they are stopped and they still cry and beef that “yall lyin and need to be out there catching the real killers.” We’ve all experienced this on almost every stop now. No matter how professional, almost every stop is controversial where they don’t think they need to listen or comply. They also think they can’t be asked to exit a vehicle.. wrong. They also thing that officers can’t do a protective search of the passenger area which is accessible to the occupant.. wrong. They also think that if they pull over before the lights are on that they are on glue and it’s no longer a traffic stop… blah blah blah blah. As long as you use your BWC and you complete ISRs detailing everything you are doing and why, you will protect yourself as long as you are following the law and rules. They all think they are attornies now because they have tictok and people tell them the police can’t do anything on a traffic stop. Also, if you’re going to do 20 stops a night, you better be writing movers to 1/3 or more of them on those stops where you are stopping or taking people out of cars. Don’t be like the bomeheads in 011 who did over 200 stops and never write a single mover except on an arrest. If I had it my way. 90 percent of my stops would have a mover, ANOV or Parker.. some kind of citation written and will protect you in the end for stupid baseless allegations of doing alleged random stops just to fish.

What he did to these poor kids is inexcusable and needs to be looked at criminally if it hasn’t already.

Is of course, the ONLY reason they're looking at it. In their make-believe world, police are racist. Always have been. Always will be.
Let's stop assigning a disproportionate number of police officers to "black and brown communities" simply because crime rates are higher there.
The police brass and the politicians know that a disproportionate percentage of crimes in the city are committed by minority communities and that is why they are stopped at disproportionate levels. But none have the testicular fortitude to say that publicly.
I see a bunch of sustained complaints against those officers. Didn't they know the BWC cameras are always recording? And that in 018, there are cameras everywhere?
Were they not trained? Who trained them? Did they have quotas? Were they told, "I have your back" and believed it?
How many were let go early without a slip for the crap they did to embarrass the rest of us?
The Officers were doing what the supervisors told them to do.

Barz hasn’t done any police work his whole career, just rides off the work of his subordinates until the next promotion. Many guys in 010 got stripped when he was the tact LT because of the same BS.

Looks like both Barz and Ward were part of the Lieutenant test cheating scandle coming out of HQ. And both were untouchable being assigned to IAD. The command staff is a joke when they promote idiots like Barz and Ward knowing they have no common sense let alone command ability. Look at Barz history of law suits when he was investigator in
IAD? He was under the mentorship of Debra Kirby who was caught lying in testimony in open court. And Barz did the same in police board hearings and civil court trials regarding cpd members? So let's promote him to cover the misconduct...at one time the States Attorney wanted him on a Brady list for his false statements.
Why any CPD officer would come to the defense of anyone in the mainstream media is beyond me! Although I suspect they all live in wealthy, white suburbs like Hinsdale and are well protected from the riff raff.
So they admit legal stops, they just don’t like the color of the drivers being stopped.

Reminds me of the smartest man on the CPD, Captain Tom Lemmer. He would write up a TopTen List everyday along with his in house “General Orders” he would author as well, including edition numbers at the bottom left hand corner of the page. He would hand these out at Roll Call and demand that these “TopTen” miscreants be stopped every day by the 3rd Watch along with a contact card. If any of the officers didn’t go along with this he would assign them to the Rapid Response Wagon. There were at least 15 PO’s assigned to that wagon. I could also talk about how he wrote up To/From’s for the 3rd Watch Footmen to sign basically giving up their contractual rights to have their start times changed beyond the 2 hour contractual rule. But I digress….
