What exactly was the point for losing your job and facing prison?
A Chicago police officer is accused of accepting cash payments in exchange for lending out his department-issued encrypted radio, Illinois Attorney General Kwame Raoul announced Tuesday. Alain M. Dillon, 37, faces multiple counts of bribery and official misconduct.
Dillon took multiple $500 payments from an unidentified person in exchange for personal access to Dillon’s CPD-issued radio, Raoul said, without saying who used the radio or for what purpose.
Was he letting these persons listen to the radio? Like tow truck operators?
Was he letting them run plates over the air to out rivals?
Were there Search Warrants being executed somewhere?
These weren't terrorists, were they?
So....what and why?

Tow truck operators? You would have to monitor the zone non-stop for the entire tour and that is not a productive use of the tow operators time. Much simpler just to "buy" information from a friendly informational phone call. Running plate? Possible. Monitoring search warrants? Not a daily event and sometime that information is not broadcast until a team is going in. Learning the status and locations of the beat cars before committing a crime? Possible. A detective could look at the times of burglaries and the available of cars patrolling. Some terrorist group? Some computer guy trying to backdoor the encryption keys?

When I came on, I was sen't to 016 immediately after some Cops got caught up shaking down the Polish in 2000. Then I transferred to 007, right after the feds took down some guys shaking down the drug dealers. In both cases, the folks on the watch were suspicious of me. But the best was in 007. The guy I was paired up was like "Oh cool, a white guy from 016 willingly transferred to 007 after the feds took down a team...it's all legit!"

Reminds me of the copper in14, JZ, who rented his squad car out to Latin Kings and took lunch at Lazos waiting for him to return. Dude never did. JZ went into the station without the car. He left as it was end of tour. Next crew had no car. Called him said he put car in lot, returned keys, knows nothing more. Well, Dude gets stopped driving squad car and tells all. JZ says maybe he left keys in car after parking in station lot. Remember, cameras weren’t what they are in today’s world. Hefinally got fired but not for that. He shook down a tenant late on rent by holding the tenants car as collateral in his garage. IAD recovered the car and he was fired after long investigation. Not the first time this kind of shit happened, won’t be the last time. DEI will produce much more. Pay attention to who is sitting in the seat next to you in the car. Be safe.

Okay, what 'channels' does a CPD line officer's radio pick up - any covert / undercover channels, or just routine patrol/dispatch channels? Dallas used to have a 'wants and warrants' channel, hop on there and do your voice request for subject/vehicle info. There was also a traffic (motor officers) channel too (and others dedicated as well.)
Today's trunked P25 radios have unique ID numbers ... even just switching them on sends an ID into the system, into the trunked controller ... trivial to see unassigned IDs or duplicates come up.

Tow truck drivers don’t care about our air or the 30 minute delay. They monitor CFD’s radio now for accidents and that’s how they get to the scene so quick.

Screw these guys. Any unauthorized tow truck that's at the scene needs to be searched for a radio. Under Chicago Municipal Code § 9-110-120, tow truck operators are prohibited from soliciting towing services at the scene of a traffic accident unless they were specifically requested by the vehicle owner, the owner’s authorized agent, or the police.
Try this narrative:
"Based on my training and experience, unauthorized tow operators commonly monitor police radio frequencies to identify and respond immediately to traffic incidents in order to solicit business before authorized motor clubs arrive. Given the rapid arrival following the broadcast, the absence of any lawful dispatch, and the driver’s presence at the scene, I had probable cause to believe that a police radio scanner was located within the vehicle.
Under the automobile exception, (Carroll Doctrine) I conducted a warrantless search limited to areas of the vehicle where such a device could reasonably be located, including the cab area, glove compartment, and areas beneath the seats." Odds are pretty decent you'll find a gun anyway.

In the past you could almost see their reasoning as pay and benefits were so low, they called it " clean money". The USA and the federal judge are playing hardball. At least ten cops and the attorney have plead guilty and are to be sentenced sometime in the future. Reliable source stated tow driver got arrested on unrelated charge then gave up copper who was allowing him to use his CPD radio. Copper was receiving Zelle payments from tow driver. FBI turned case down. Yeah I know hard to believe. IAD turned over to IL Attorney General Commerce Investigations.

Your narrative doesn't sound like probable cause to search the vehicle's compartment. It sounds more like reasonable articulable suspicion to detain the driver and question his timely arrival on scene. A better course would be the pretextual traffic stop, for example, for being double parked and blocking traffic, did driver roll thru a stop sign, etc. If driver doesn't have a license, a search of the driver's area or inventory search would be more appropriate.
Your narrative might get past a DSS or even an uninformed WOL, but I would be very surprised if probable cause were granted at the branch court in Cook County.
