Chicago Police Supt. Larry Snelling must explain why the number of times police officers used force against individuals has significantly increased since 2022, and detail what he is doing to reverse that trend, according to a measure approved by Chicago’s police oversight board.
Snelling, who took over CPD in September 2023 after being appointed by Mayor Brandon Johnson and unanimously confirmed by the Chicago City Council, must also explain why the number of times officers pointed their guns at individuals increased 44% between 2022 and 2024, according to one of the goals unanimously set for Snelling to achieve in 2026 by the Community Commission for Public Safety and Accountability during its meeting on Jan. 29.
“It is imperative that CPD provide community members with an understanding and explanation of why these increases have been occurring and what, if anything, the department is doing to identify and address any trends,” according to the goals set by the commission, which has the power to set CPD policy and is responsible for evaluating Snelling’s performance.
Gee, maybe we're seeing the culmination of years of telling people to resist the police? Resist federal officers? That there's some sort of "right" to become physical in their efforts to protest? That they can fight and/or flee from the police with zero consequences thanks to Crimesha's years of not prosecuting the Law as written and passed by the Legislature?

When the whole pointing requirement came out (2019 or 2020), you only got an event number. You did NOT have to put that event number into a case or arrest report. (Yes, some sergeants told people to do it even though it was not required. They didn't read the order).

How about asking the public to reduce their violence towards the police and we won’t need to go there.
Actually, I analyze the stats from CPD. The department has changed the General Order that now a firm wrist lock with absolutely minimal pressure point assist is a TRR.
Second a TRR is reported just when an officer is threatened.
Third the department has hired soooo many 4'10" females that every time they are pushed it becomes a TRR and at least 2 weeks for them on IOD.
The department is toast and Snelling helped advance the problem. He was not a breath of fresh air. Just ask Catanzara.
I have more questions than answers
It doesn't matter where you look, on the live police shows, the internet anywhere. There seems to be a certain group of people (folk) that think Pennsylvania vs Mimms & even the constitution doesn't apply to them!! The officer could be pulling them over because they left their baby on the roof of the car. Or, because the paper temporary tag has an expiration date of 2021. They begin to yell & scream racism, or that they are being harassed for being.......idiots!! That they are being profiled. I'm not the police but after the second time I'm told that my parents weren't married & I'm a racist I wouldn't put myself in that trick bag! But police officers do & they come across (wait for it) actual criminals!! What do criminals do & most of the time carry? For those CPS nongraduates the answer is guns. I know enough that if you don't control certain situations they may/will go bad! I am sure that 99.99999% of officers don't start swinging first nor do they pull guns because they are compensating. It's because certain people (folk) start fighting, fleeing, etc. what the F would you do????? Again not the police but I have family that were & are. They HAVE to control the situation or they could get hurt or die. I'm 2000% behind each of these men & women who choose to go into these situations. You know, it's odd. In my last interaction with a police officer (over 8 years ago for an illegal left turn), it was nothing short of professional and completely safe. It might have been that all my lights worked, my plate sticker was current, I stopped the car when the lights came on, kept my hands visible and didn't give an attitude when I was told the reason for the stop. Did I get a ticket? Nope - and I said thank you, because I know I was in the wrong and he cut me a break. Some call that privilege. I call it the golden rule.
But "crime is down," right? Well maybe it's because the police are engaging with more suspects.
Or the arrow could be the other way: once crime decreases (for whatever magical, unexplainable reason), people call the police MORE. Because they think there actually is some hope for law and order. It's broken-windows theory, when you start repairing the windows. More calls for service means a certain amount of those calls end in confrontations and use of force.

Reporting has gone up because the standard for what is a "reportable use of force" has gone down. Ask any consent decree city and they saw the same "trends." It's not a trend, and force itself hasn't gone up. But Larry has surrounded himself with people who couldn't possibly understand or explain that.
You are correct on all counts. It is absurd that a firm wrist lock is now a reportable UOF. That is the main thing driving the numbers up. All those little things, which did not bring allegations of injury, that were not counted but now are. By redefining what a reportable UOF is, the numbers are skyrocketing. Same with officers having to report their victimization (actions of attacker) on a form that is supposedly used to document the officer’s UOF. I worked in a district where officers were afraid to document attacks and threats against them, and locked up subjects for other actions, because they “could not afford to have any more TRRs.” This is your system Larry. Fix it or know that you are part of the problem.
Perhaps the police over-site board could get off of their soap boxes and actually get into the field and research the issue themselves.

When officers use force, it is a response to the actions of the person with whom they are interacting.
Snelling should say that the increase in CPD Use of Force actually reflects an increase in the use of force or threatened use of force by the public.
Show the data: who threatens, assaults, and batters the police the most?
