Retiree IROCC Info

This appeared in the comments and in a few emails that seem to be going around:

  • The communist State of Illinois will be trying to take away retirees right to carry a firearm. Read the article below on page 4 of the FEBRUARY 2026 Retired CPD Newsletter below.

    ALSO, there is a NEW DATABASE (see below) where you can look yourself up to see if you are still certified as a law enforcement officer. If you are de-certified, you can not carry a weapon as a retiree. Thank Pritzker.

The first link goes to the catalogue of Retiree Newsletters and the February issue seems to address some of this. It seems that the Illinois Law Enforcement Training and Standards Board can revoke your "retired in good standing" status for pretty much anything job related going back years - sustained CR numbers, Use of Force complaints, allegations of Domestics, etc. 

They can also revoke it for anything post-employment, including misdemeanor-type allegations.

The newsletter says that Lodge 7 is attempting some legislative maneuvers in Springfield, but no progress is listed.

Question: Does the word "Certified" for inactive officers mean they are Certified for the IROCC permit?
If it does then that ptb.illinois.gov site is real interesting because it shows John Catanzara as being "Certified". How in the world was he able to get the "Certified" status (retired in good standing)? I thought he retired during an open investigation being conducted on him (definitely not in good standing), which should've made him immediately ineligible for the IROCC permit. When I retired under duress from the covid portal B.S., which left me with an open C.R., I was unable to qualify for the IROCC (open C.R.= not in good standing = No IROCC permit). My status on that site says: "Please contact Board Staff for verification".
Also, I know of a retired officer deceased (since 2022), who is still showing as "Certified" on that site. WTH?

Pritzker has made it difficult for everyone with concealed carry and FOID cards. In the past if a PO was charged with a crime he usually was allowed to keep his FOID card so he could continue to be paid while fighting the case. Well that isn't the case anymore. The state poice temporary restricts your ability to have weapons while your case is pending in court. They also are more restrictive on concealed carry. In the past I was able to renew with no issues but the prior year they made renewal a bitch. Out of the blue they restricted my. FOID card based on a misdemeanor conviction from ten years ago. They informed the department and I had to turn over custody of my weapon to a friend. Thankfully someone in ISP was able to clear things up.

In 38 years I had 3 writtens, one for a pd “preventable” where I pulled out of a parking spot in a snowstorm and got clipped by a car. And two for being late for roll call. Does this disqualify me for being able to carry a firearm?!!!!!!!!!!

I’m not even worried about this a little bit. All HR218 says is that an officer must retire in good standing from a government law enforcement agency. For them to change it would be like revoking your pension for a felony conviction agtwr retirement. Not gonna happen.

Simple answer, just do not apply to IROCC. The whole law has a big flaw in it. There are no set penalties for failure to register as a retired LEO? Not to mention where are the rules to be suspended from the law or reinstatement.
Every license in Illinois must have these rules in place……

Been that way since the federal law was established. And if you read the entire law in Illinois…….you will find the same thing the courts have found. There is not one connected penalty for the enacted law.

As a retired county correction officer, it was ruled in federal court that the state can interpret the federal law more narrowly, thus I can only get a concealed carry, not IROCC, and a law was passed a signed by the obese governor that then classified corrections as law enforcement in 2023…. Going on three years later. If you go on the IROCC web site it says they are not accepting applications from county officers

Moved to Texas when I retired eight years ago. Law and order state. They love the police and EVERY other law enforcement agencies here. Texas Retired Officer Conceal Carry (Trocc) cost 25 bucks for processing. You can go to any gun range and qualify with an state certified range instructor. Pay range fees, ammo. The guy that does my qualification is a Houston P.D.range instructor. Anyone can carry here as long as you are NOT a convicted felon, etc...there are no shootouts here. No one drawing on POs here. Strangely enough, even though people can carry legally, most don't. People are better behaved out here apparently.

The concept of a duty weapon signed out at the start of the shift and signed back in at the end of the tour of duty was actually floated by LKR back in about 2000 in a staff meeting in the mayor's office. But someone pointed out the logistical, tactical and liability issues and the issue died very quickly. The idea never even got floated.

The biggest reason is illinois doesn't tax retirement income. That adds up when you collect a pension, get distributions from deffered comp or 401k and SS.

Most people need the IROCC to work side jobs. If needing to carry is your goal a regular concealed carry license does the job.

USCCA is a great organization and as a member I highly recommend them to all retired LEO. As a member if you are involved in a shooting they immediately assign an attorney to go to your location and represent you to protect your rights 24/7/365. See their link as it relates to Federal Law HR218

I looked myself up to find out if I’m certified and that link says that I am. It gives the initial date of certification, which I believe is the date I passed the State exam while in the Academy. The link also says my status is “inactive,” which is probably another way of saying I’m retired.

With IROCC you have to qualify once a year. Concealed carry you qualify every 5 years. Just do the CC. F it.

End that FKN Gold Braid Pension,starting with rank of appointed Captains.
Pension at last rank that a police officer tested ,passed and promoted in rank order. Next,go after the medical roll abusers,then the low life police officers that collect duty disability that do not deserve it. We can all name at least one. Some caught and allowed back on CPD. FIRE THEM.

Most states do not require a special retired concealed carry ID card, only your department ID card. Illinois is one of the few states that actually have a retired ID card for CC.

LEOSA HR218 allows officers to conceal carry in ANY state.
Qualify annually in state of residence with documentation from agency administrating. My county sheriff in southern Indiana accommodates ALL retired LEO's, no fee, and a laminated official ID card

I checked their website and it had te wrong date of retirement and that I was not certified and I have been certified since 2008. I checked my wife’s and they have her date of retirement wrong also. But don’t forget the lowlife liberal minorities got the Gang data base removed because that was so inaccurate and unreliable.

When the new head of the FOP gets elected he ought to sue to drop these databases run by the Invisible Institute and the Law enforcement standards board. Both are very inaccurate and out dated and there is a privacy issue listing these inaccuracy entries naming current and retired police officers. They managed to get rid of the gang data base so the democrats can continue to protect the lowlife criminal

Lazy coppers shot themselves in the foot with that gang database. They identified dudes as certain gang members when they actually weren’t. They also put them in the wrong gang. Like the phone book contact cards, they made it up.

There is alot of fine print to consider with the plan. I called on of the listed attorney and he didnt know he was on the list which raised concerns for me. Sometimes you get what you pay for. I went with CCWSAFE. I don't know of anyone that has had to use any of these plans.

The 2nd Amendment to the Constitution IS THE ownerships and carry right. HR 218 should not exist. It's actually a violation of the 14th amendment. You know, equal application of the law.
