That post we have a few days ago about Washington DC bosses falsifying crime data is having real world fallout (click for larger view):
Now imagine if that sort of accountability was enacted here. There might be a shortage of "merit" bodies to fill all the holes.

I was a VC Det in 1983 when Pam Zekman exposed CPD’s killing crime scandal. All Dets had to go to IST for Uniform Crime reporting, criminal law and honesty reporting crime. Most Dets called BS, HQ needed the fudged numbers. They were correct, legitimate reporting lasted just a few years.
Just change the agency and everything would apply to Chicago Police Department. CPD has the most incompetent bosses on the planet.
Why do you think they have blue card quotas?
So that they can justify and manipulate the crime stats!

Killing crime stats has been going on forever.
Now charge those involved with the manipulating the reporting with some felonies. That may help stop it.

I remember going up to A/2 VC with what I thought was a nice pinch when I was just a 2-3 year wonder and sat down with seasoned detectives and they’d look me straight in my face and say kid you got nothing. Of course you walk away a bit disgusted but as time went by you realize they were right. Sometimes you just have nothing kid.
Retired Det here. Detectives are allowed to reclassify crimes. Under the accountability of a supervisor only, however. CPD's issues begin because there are many detectives wanting to "keep their spot" or get freebies and will do so at the behest of a supervisor making the suggestion and trying to keep the stats low to make their LT and Commanders look good on paper. I learned this was the way to play ball as a new detective. Supervisors used to nitpick closing or suspending supplemental reports, but I never had a problem when that closing report named the case as unfounded or reclassified to a lower crime. To be clear, it was always easier to unfound or lower a crime than it was to suspend and remain a higher classified crime. Everyone knew there were connected people who were with the company and playing the game. Patterns, or multiples were cleared on a regular basis and only LT's were allowed to approve those cases. They were usually XCC closed with named offenders matching similar description's getting a whole host of case reports named to him, but not prosecuted. This is why Old Area 5 always led the city. in solved crimes and the clearance rate was so much higher than it is today. The commanders of these units almost always got promoted faster as a reward. The detectives who played ball got carried for days at a time or got free baby furlo's. The entire system was corrupted by just a few key individual's. And everyone knew what was going on and it went on for years. Read the list of commanders of Old area 5 during the 90's and 10's. Phil Cline, Dean Andrews etc...the LTs in property and violent crimes were hand picked. Eventually they got their Merit reward for playing ball and some Sgt's did too. I knew made Sgts (former dics) that never bothered to take the second half of the promotion exam and still got promoted. Yes, it happened here too and is likely still going on.
No one got in trouble over the Zekman scandal. No one fired, no suspensions. Just, don’t do it anymore. It didn’t last.

Conehead said "Crime is down since my Administration took office" So, everything must be okay. right? He must have a reason for not wanting ICE and the national guard here.
I also was a VC Detective in 1983 when Pam did her killing crime expose. The problem with Zekman's reporting was she took some of the Detective's investigations out of context. In one particular case, she did not consider the Medical Examiner's finding that went along with the Detective's investigation. The Medical Examiner could not determine the cause of death. Zekman never interviewed the Medical Examiner who conducted the "post exam". The Detective had to change the classification from, Death Investigation Undetermined to Homicide/Murder. The Detective was ordered by the Commander of Area One to classify the death to Homicide Murder. The Detective resubmitted the same exact worded Supplementary Report, Homicide/Murder. This particular Detective was taken off the investigation, and a new Detective was assigned this incident. After completing his investigation, this new Detective came up with the same conclusion as the first Detective, he could not determine the cause of death. To this day this incident is still classified as a Homicide/Murder, and no one can explain why.
Might not be hot off the press but anyone ever wonder what scandals were hidden under the recent dump truck at the academy…unit 124?
Easy here’s the theories
1. Bulnes..major hit list. Someone had a little contempt for a series of individuals.
2. KJ to eager to get her people there..quick to sign on the dotted line. Or a quick quo pro with no returns. Fooled by the hand that promised her everything.
3. Civilianization. The one civilian high up quick to sign away all the sworn with workforce allocation dreams of a civilian empire at the academy and HQ.
4. Asian invasion- two little house mouses securing their spots. Never stepped foot on the streets more than 6 months. AY securing her spot I yet another cozy inside spot. Or our department use of force experts himself, ttttrrrrrkkkk taking his rightfully owed spot as the gym czar. Only with enough bitching, that smell-Ing fell for. Clear out the board for their own advantage.
5. Snelling himself, clearing house before the big end of the road. Ensuring the building burns down.
Whatever the theory, god bless those still doing the real work.

Your welcome kid...been thru the academy 3 times. 6 weeks training as a detective was by far the best and most interesting of them all. Quit whining. All your generation has brought the department is unruly beards, too many tattoos, and a broody attitude when things don't go your way. I'm still waiting for the next generations to step up.
Any reason Senora left just a month before her anniversary date? She wasn’t even close to maxed. Got some hot new job somewhere or were Feds getting too close?
